    Hyderabad: Alleging that the NDA government at the Centre shows step-motherly treatment towards Telangana, ruling BRS leader K T Rama Rao claimed his party is ready for early elections to the Parliament and the state assembly if the BJP dissolves the Lok Sabha, showing its willingness for polls ahead of schedule.

    The BJP-led government has not announced any new institution or funds to Telangana and not even delivered on the promises made to the state in the Andhra Pradesh Reorganisation Act, he alleged.

    The NDA government waived off loans for its “corporate friends”, he alleged. “…especially those in BJP in the state, they talk big. If they have guts, let them dissolve Parliament. Then, we can go for early polls together,” he told reporters in Nizamabad on Saturday.

    “They say ‘sab ka saath, sab ka vishwas’. But, their actions are ‘sab kuch bakwas’ (all rubbish). The value of rupee is moving towards the ‘pathalam’ (abyss), the debt is mounting towards the sky. Such is the situation prevailing in the country today,” he said.

    The BRS and BJP have been engaged in political one-upmanship ahead of Assembly polls to be held towards this year-end.

    Hyderabad: The face of the Nalgonda fluorosis crisis Amshala Swamy passed away at his residence at Shivannagudem of Marriguda Mandal in the district on Saturday morning.

    Swamy, 37, fell from his battery-operated wheelchair while climbing the ramp of his double-bedroom house on Friday. He seems to be normal earlier but he vomited blood the next day and died a few hours later.

    Swamy was a part of the long-drawn protest by the Jala Sadhana Samithi and became known across the country in 2002 after a photograph of him emerged lying on a table in front of the then Prime Minister Atal Bihari Vajpayee. The agitators met to highlight the severity of the issue.

    Swamy was also part of several delegations of fluorosis victims who met several chief ministers to submit representations for a solution to the issue.

    Recently Swamy was in the news when the minister for municipal administration and urban development K T Rama Rao sanctioned funds for his two-bedroom house and a salon. Swamy had lunch with KTR during the latter’s visit to Munugode for the by-elections in November last year.

    Upon hearing Swamy’s demise, the Telangana chief minister’s office remembered Amshala Swamy’s fight against the dreaded disease. It said that Swamy was an inspiration to provide fluorosis-free purified drinking water in the state through the Mission Bhagiratha scheme.

    KTR also took to Twitter to offer his condolences.

    “My Heartfelt condolences to the family of Sri Amshala Swamy Garu who passed away today. He was a fighter who championed the cause of Fluorosis victims & an inspiration to many. He will always remain close to my heart. May his soul rest in peace,” KTR tweeted.

    Dems mobilize to defend Omar in face of GOP defections

    “She will be the first to tell you that we both disagree on a lot of things. I love Israel, and I will defend it wholeheartedly. She’s deeply troubled by the Israeli government. But that doesn’t mean that there shouldn’t be a voice on the Foreign Affairs Committee, even if it is painful for me,” said Minnesota Rep. Dean Phillips — a Jewish Democrat who in the past spoke out against some of her remarks, for which she later apologized.

    Asked about whether his Democratic colleagues would come to the same conclusion: “I think some are struggling, but I ultimately believe yes.”

    Taking Omar off panels only requires a simple majority vote, but even that could prove difficult for a House GOP with a historically slim margin — and a second public defector emerging Tuesday, as Rep. Victoria Spartz (R-Ind.) joined Rep. Nancy Mace (R-S.C.) in declaring that she wouldn’t vote for yanking Omar.

    Democrats are privately lobbying other Republican members of the Foreign Affairs panel to oppose Omar’s removal. Centrist Rep. Brian Fitzpatrick (R-Pa.) and Rep. Chris Smith (R-N.J.), Omar’s expected counterpart on a Foreign Affairs subpanel, are seen as top prospects, according to several Democrats familiar with the situation. Smith declined to comment, citing his focus on a health issue.

    Another panel member, Rep. Tim Burchett (R-Tenn.), was still undecided, he told POLITICO. And Rep. David Valadao (R-Calif.) was also undecided, according to a person familiar with his thinking.

    If just two more Republicans promise to vote against booting Omar, it will mark a humiliating defeat for GOP leaders on a priority they’ve broadcasted for years — further rattling a conference that’s still trying to counter the narrative that it’s too divided to accomplish much over the next two years.

    Powerful Democratic blocs like the Progressive Caucus, where Omar serves in leadership, and the Congressional Black Caucus are expected to rally behind the Minnesotan, a high-profile liberal who’s the regular subject of intense vitriol and even death threats. Omar had been evacuated to a secure location along with congressional leaders during the Jan. 6 attack on the Capitol.

    “It’s ridiculous,” Black Caucus Chair Steven Horsford (D-Nev.) said in a brief interview. “We support Rep. Omar. She’s an effective legislator who deserves to maintain her seat and we’re gonna continue to represent her and other members who are being used as political pawns in the Republican payback.”

    The furor over Omar’s comments on Israel began just weeks after she came to Congress four years ago. Several of her fellow Democrats were enraged by tweets that appeared to lean into antisemitic tropes, implying that lawmakers’ support for Israel was driven by campaign donations from pro-Israel groups. Those tweets were deleted, and Omar apologized. (Phillips was one of several members who had a one-on-one conversation with her about the tweets, and he said they both made it a point to continue their relationship.)

    She also drew conservative backlash later in 2019 for comments about the Sept. 11 terrorist attacks. Omar has said her comments were taken out of context by Republican critics. Two years later, Omar caused another public rift within her party with comments that appeared to equate the U.S. and Israel to Hamas and the Taliban while discussing war crimes — remarks she also quickly sought to clarify.

    Rep. Debbie Wasserman Schultz (D-Fla.), one of several Jewish Democrats previously critical of Omar for the Hamas comparison, said: “There’s no reason to remove Congresswoman Omar from her committees except revenge. … We removed Congressman [Paul] Gosar and [Marjorie] Taylor Greene because they threatened violence against other members, including death. That is not anything that Congresswoman Omar did.”

    Asked if she thought all Democrats would be united behind Omar, Wasserman Schultz said, “Of course, but we’re just going to take this one step at a time.”

    Democrats are emphasizing the differences between Omar’s situation and the two Republicans removed from committees in 2021 by separate, bipartisan House votes. Nearly a dozen Republicans agreed to remove Greene (R-Ga.) from her committee posts for incendiary rhetoric against her fellow members of Congress, and two Republicans voted to remove Gosar (R-Ariz.) from his committees over a violent social media post in which he threatened prominent Democrats.

    Neither of the two Republicans who voted to remove Gosar remain in Congress.

    “I think there’s a big difference between policy disagreements and inciting and encouraging violence against members of Congress,” said Rep. Sara Jacobs (D-Calif.), who sits on Foreign Affairs with Omar and fiercely disputed GOP claims that Democrats started the precedent of removing members from committees.

    “As a Jewish member of Congress, I take this very seriously,” Jacobs added.

    Phillips, for his part, added that it is a particularly tough decision for some members given the rise in harmful rhetoric: “Antisemitism is rearing its ugly head. I don’t think she’s antisemitic, I think she’s made some mistakes. … I believe that she’s learned from it, and I mean that sincerely.”

    Democrats plan to name their own Foreign Affairs members in the coming days — an assignment Omar has said she expected Democratic leaders to grant by the end of this week. And given the GOP’s slim margins in the lower chamber, Democrats are betting they may be able to flip enough Republicans to sink any vote on stripping Omar’s committee assignments.

    While some Republicans still haven’t said how they’ll vote, key moderates like Rep. Don Bacon (R-Neb.) are signaling that the vote is a result of Democratic moves from the last Congress.

    “I’ll listen to the debate and review comments she’s made. But, the Dems should not be surprised by this. Pelosi set a new standard on how the majority treats the minority. … Now the new minority will have to live by [the] same standard,” Bacon said in a statement.

    Omar is not the only Democrat who will be stripped of a committee; Reps. Adam Schiff and Eric Swalwell, both Californians, will also lose their spots on the House Intelligence Committee. The three members appeared on TV together Monday night, where they were dubbed the “McCarthy Three” by MSNBC host Lawrence O’Donnell. But Omar will be the only one whose committee membership will face a floor vote, as McCarthy has the power to remove Intelligence panel members on his own.

    McCarthy on Tuesday rejected Schiff and Swalwell’s appointments to the House Intelligence Committee, claiming that both had put national security at risk. However, he demurred when asked earlier Tuesday if he had the votes to remove Omar from the House Foreign Affairs Committee.

    The trio said in a joint statement Tuesday evening it was “disappointing but not surprising that Kevin McCarthy has capitulated to the right wing of his caucus, undermining the integrity of the Congress, and harming our national security in the process.”

    The optics of singling out Omar — a woman of color and one of Congress’ first Muslim women members, who’s set to be the top Democrat on the Foreign Affairs subpanel overseeing Africa — are likely to be a major part of Democrats’ messaging next week.

    Don’t inject fresh money into the European Union — just reform national policies, says Dutch Prime Minister Mark Rutte.

    That’s the best way to prevent EU industry from getting wiped out by U.S. companies under Washington’s major new green subsidies scheme, Rutte told a group of journalists at the office of the Dutch embassy to the EU in Brussels on Tuesday.

    “There’s so much money at this moment in the system,” Rutte said shortly after meeting with European Commission President Ursula von der Leyen and Belgian Prime Minister Alexander De Croo. He also argued for deeper reforms, stressing how some European countries spend so much on their pension systems — “all money you cannot spend on innovation and green tech.”

    Rutte is often viewed as the key leader of the so-called “frugal” group of European countries, comprised of like-minded fiscally conservative nations. The group, which also includes Denmark and Sweden, has been reluctant to increase national contributions to EU coffers — at least until the coronavirus pandemic forced them to partly adjust that line.

    The discussion among EU decision-makers on how to preserve the bloc’s industrial base is taking place ahead of a meeting of EU leaders next month as the U.S. moves to roll out a $369 billion industrial subsidy scheme to support green industries under the so-called Inflation Reduction Act.

    The U.S. legislation has stoked fears about consequences for European industry and sparked calls to revisit rules on state aid. Another concern is that such subsidies put the EU’s single market at risk by conferring an outsized advantage to countries with larger fiscal capacity, such as Germany, which have more space to financially maneuver.

    Rutte, who was recently in Washington to visit U.S. President Joe Biden, said: “There are a number of consequences to this Inflation Reduction Act (IRA) — but unintended.” The IRA “forces us to think about how we organize ourselves” to remain competitive, he added.

    On the one hand, he sees U.S. attempts to meet climate targets as a positive development. On the other hand, he pointed to risks to having a level playing field, like with electric mobility. “Companies might shift investments from the EU to the U.S.,” he said, parroting a much-repeated fear.

    But EU subsidies should remain unaltered, Rutte argued. Regarding calls to adapt to the IRA by changing EU aid rules, he conceded: “I can accept some changes as long as they are limited.”

    Rutte was clear on his belief that no fresh EU money should be put on the table. “I mean, not grants, but even not loans,” he said. “There’s so much still around” — for example loans in the Recovery and Resilience Facility, the centerpiece of the EU’s pandemic recovery plan.

    A draft of the text that leaders would seek to agree on at their upcoming European Council meeting hints at opening up new sources of EU funding. The draft, seen by POLITICO, makes calls “to take work forward building notably on the success of the SURE programme,” referring to the EU’s loans-based program to support employment floated by Rome and others.

    Rutte stressed that he would not like to see this proposal in the text, which will be discussed by EU ambassadors on Wednesday.

    On the question of whether he’d be in favor of a new SURE program, “My answer would be that we have serious doubts,” he said.

    California lawmakers face Supreme Court limits as they weigh response to Lunar New Year shooting

    “California is going to have a tough time in the coming years maintaining its current gun laws, much less enacting and defending new ones,” said Adam Winkler, a UCLA law professor specializing in gun policy.

    The new framework established by the Supreme Court stands in the way of significant actions that lawmakers may want to pursue after a gunman opened fire with an assault weapon during a Lunar New Year celebration in Monterey Park on Saturday night, killing 11 people and wounding nine.

    It was the largest mass shooting in Los Angeles County and many questions, including a motive and whether the weapon or magazine violated state laws, were still unanswered.

    That didn’t stop calls for more restrictions on guns, in California and other states, amid the outpouring of grief and shock in Monterey Park, where a makeshift memorial of flowers and candles was expanding outside the dance hall in the majority Asian-American suburb.

    “Even here in California where we have been pushing for aggressive gun laws, we know that it’s not enough,” said Dave Min, a Democratic candidate for Congress in neighboring Orange County. “Guns come in from other states. They can be illegally procured as apparently happened here.”

    Democratic lawmakers aren’t letting the prospect of conservative judges deter them from passing more laws, said Assemblymember Jesse Gabriel (D-Woodland Hills), who chairs the body’s Gun Violence Prevention Working Group.

    Among the newly-proposed bills this year is another run at an excise tax on ammunition, which failed to get enough votes last year, even in a Democratic supermajority.

    California Attorney General Rob Bonta recently filed a brief backing the New York statute, arguing states must retain the authority to set their own gun laws.

    “If there’s going to be litigation, which is likely, we have a lot of faith and confidence in our attorney general,” Bonta said.

    In a 6-3 ruling, the conservative majority Supreme Court opinion established a new constitutional standard for gun restrictions — and reset disputes over California laws. Measures that had previously passed legal muster were sent back to lower courts. The California Department of Justice is now defending them under a different set of rules.

    “Bruen has created ongoing work for the state of California to prevent others from dismantling the strongest-in-the nation gun safety laws,” said Ari Freilich, the state policy director for the Giffords Law Center to Prevent Gun Violence. “The Supreme Court’s Bruen standard has in some concrete ways basically started the clock over again.”

    California’s ban on assault weapons is entangled in a court fight. So are state laws banning high-capacity magazines, regulating ammunition purchases, and barring 18-to-20-year-olds from buying semi automatic weapons.

    State officials are no stranger to legal challenges, but the new precedent set by the court dramatically changes the landscape — and gun advocates know it, Winkler said.

    Second Amendment groups are seizing the moment, filing lawsuits in the hopes that restrictions get tossed out by the high court. And they very well could.

    The restrictions have not eradicated gun violence from California streets. Past and present lawmakers put the blame in part on relatively lax federal laws and in other states.

    “While California has strong gun laws that prohibit the purchase of assault weapons and extended magazines, the gun industry is all too ready to flood neighboring states with the weapons — highlighting the need for accountability of the firearms industry at a national level,” said Everytown for Gun Safety, a gun control advocacy group, in a statement.

    Following the shooting in Monterey Park, Gov. Gavin Newsom indicated the problem transcended state policy.

    “No other country in the world is terrorized by this constant stream of gun violence,” Newsom said on Twitter. “We need real gun reform at a national level.”

    But with Republicans holding the House, Winkler said there’s “virtually no chance” of gun control legislation out of Congress.

    Democratic lawmakers in California say they are not giving up, but crafting legislation with an eye to the courts. Gabriel has introduced a bill to impose new excise taxes on the sale of guns and ammunition, which he says will fund school safety measures and expand violence prevention programs.

    “We’re not going to sit on our hands,” he said.

    New Delhi: In the latest, amid the ongoing row between Centre and judiciary over appointment of judges, Union Law Minister Kiren Rijiju on Monday said judges do not contest elections or face public scrutiny.

    Addressing an event of the Delhi Bar Association, Rijiju, in Hindi, said: “Every citizen asks questions to the government and questions should be asked. If the public would not ask questions to the elected government, then who would they ask questions to… we do not step away from questions, we face it because we are elected representatives.”

    Rijiju said he had participated in many events which include Supreme Court Chief Justice and Supreme Court judges and high courts, even there he had emphasised that today he is working as Law Minister but tomorrow if people do not elect his government, then they would sit in the Opposition, and they will question the ruling government.

    “But, when a judge becomes a judge, he does not have to face an election. There is also no public scrutiny for judges. That is why I say, people do not elect judges and this is why the public cannot change judges. But people are watching you. Your judgment and the working of judges and the way judges dispense justice, people are watching it and assess… They form opinions. In the age of social media, nothing can be hidden,” he said to loud applause.

    He further added that the Chief Justice had sought his help in connection with the abuse judges face on social media. “How to control that? Now, judges cannot respond to it on social media. The government was requested to take a firm step… I have taken note of it,” he added.

    Rijiju has been vocal in the criticism of the collegium system for appointment of judges, and even termed it alien to the Constitution. The Central government is seeking to have a larger role in the appointment of judges.

    The Law Minister on Sunday cited comments by a retired high court judge, saying the Supreme Court “hijacked” the Constitution by deciding to appoint judges itself – and said he considered the former judge’s view “sane”. The Law Minister said the majority of the people have similar sane views.A

    Sharing the interview of justice R S Sodhi (retd), a former judge of the Delhi High Court, Rijiju tweeted: “Voice of a judge…Real beauty of Indian Democracy is- it’s success. People rule themselves through their representatives. Elected representatives represent the interests of the people & make laws. Our Judiciary is independent and our Constitution is Supreme”.

    In an interview, Justice Sodhi (retd) said the right to frame laws lies with the Parliament and added that the Supreme Court cannot frame laws as it does not have the right to do so. Sodhi, speaking in Hindi, said: “Whether you can amend the Constitution? Only Parliament will amend the Constitution. But here I feel the Supreme Court for the first time ‘hijacked’ the Constitution.”

    He further added that after the ‘hijacking’, they (the apex court) said that we will appoint (judges) ourselves and the government will have no role in it. Sodhi said high courts are not subservient to the Supreme Court but high court judges start looking at the Supreme Court and become subservient.
