The whole world has its eyes on India’s Budget, says PM Modi ahead of Parliament Session

    [ad_1]

New Delhi: Ahead of the Budget session of Parliament, Prime Minister Narendra Modi on Tuesday said that India’s Budget will attempt to meet the hopes and aspirations of the common citizens amid the unstable global economic situation.

“Our Finance Minister will present one more Budget before the country tomorrow. In today’s global circumstances, not only India but the entire world is looking at India’s budget,” PM Modi said.

The Prime Minister firmly exuded confidence that Union Finance Minister Nirmala Sitharaman will make efforts to meet the aspirations.

“Amid the unstable global economic situation, India’s budget will attempt to meet the hopes and aspirations of the common citizens, the ray of hope being seen by the world glows brighter-for this, I firmly believe that Nirmala Sitharaman will make all efforts to meet those aspirations,” PM Modi said while addressing the media.

The Prime Minister cited the “credible voices from the world of the economy” and said that they have brought a positive message ahead of the session.

“Today, the Budget Session is commencing. Credible voices from the world of economy, have brought in a positive message, a ray of hope, and a beginning of enthusiasm. It is an important event today,” he said.

PM Modi said the maiden inaugural address by President Droupadi Murmu to the joint session of both Houses is a matter of pride for the Constitution.

“The President is going to address a joint session for the first time today. The President’s first address to the joint session of Parliament is a matter of pride for our Constitution, and especially for respect of women. The whole world has its eyes on India,” he said.

“Our Finance Minister is a woman too. She will present one more budget before the country tomorrow. In today’s global circumstances, not only India but the entire world is looking at India’s budget,” PM Modi added.

The budget session will take place in 27 sittings till April 6 with a month-long recess to examine the budget papers.

The first part of the session will conclude on February 13. Parliament will reconvene on March 12 for the second part of the Budget Session and will conclude on April 6.

  • Riding on ‘Telangana model’, TRS eyes hat-trick but challenges remain

Riding on ‘Telangana model’, TRS eyes hat-trick but challenges remain

    [ad_1]

Hyderabad: Two decades after it was floated by K Chandrasekhar Rao to revive the Telangana movement, the Telangana Rashtra Samithi (TRS) turned a new chapter last month by being renamed the Bharat Rashtra Samithi (BRS).

Projecting the Telangana model of development before the country, BRS is looking to expand to other states.

KCR has succeeded in making the country take note of the Telangana model and is now pitching an alternate agenda before the nation.

Aiming to play a key role in national politics, KCR looks to expand the party’s base to other states. In less than a month, BRS managed to attract a few leaders from other parties in Andhra Pradesh and Odisha.

While the 2024 Lok Sabha elections will be the target of the BRS, its immediate goal will be to retain power in its stronghold Telangana.

Political observers believe that the emergence of the BJP as a key force with two wins in Assembly by-elections has put pressure on the BRS.

According to K. Nageshwar, after the BJP’s victory in two Assembly by-elections (Dubbak in 2020 and Huzurabad in 2021) and its good show in the Greater Hyderabad Municipal Corporation, the BRS is under pressure.

“Because the Congress was weakening, BRS thought it would have no opposition. Interestingly enough, they got a new opponent and a strong opponent in the form of the BJP,” said Nageshwar.

KCR, as Rao is popularly known, succeeded in claiming credit for achieving the goal of a separate state by winning the public mandate in 2014. In the elections held just before formal bifurcation of Andhra Pradesh, TRS won 63 seats in the 119-member Telangana Assembly.

KCR consolidated the party by attracting leaders and legislators to the TRS. Though the TRS won a huge mandate by bagging 88 seats in 2018, KCR made about a dozen MLAs from the Congress to defect to the TRS. A few legislators from other parties also switched loyalties to take the TRS tally to a whopping 103. He virtually decimated the Congress party but political observers believe that by doing so KCR indirectly helped the BJP to occupy that space.

However, unfazed by the BJP gaining strength, KCR is confident that the BRS will win the next elections hands down. The chief minister said all the surveys he had commissioned gave a favourable report about the BRS. “In the December 2018 elections, our party won 88 assembly seats. This time, the number will go up to 95. We are going to come back to power for the third consecutive time,” he told a meeting of party leaders recently.

His son and BRS working president K. T. Rama Rao believes that KCR will become South India’s first chief minister to assume the post for the third consecutive time.

The TRS in recent months witnessed infighting in some districts. Rama Rao, however, downplayed the infighting between the party leaders terming it as an indication of strong leadership and people’s acceptance of the party.

KTR believes that none of the Opposition parties are strong enough to compete with TRS in all the constituencies. “Neither the Congress nor the BJP has a strong presence in most of the constituencies. Hence, it is not sensible to name one of them as our main opponent,” he said in a recent media interaction.

Despite the bravado displayed by the BRS leaders, challenges remain for the party. The opposition parties are mounting an attack over the promises it failed to keep.

Family rule, corruption and the state’s huge debt burden are the issues being raised by the BJP and other opposition parties.

An alliance among like-minded opposition parties may add to the problems for KCR and his party. With elections still 10-11 months away, new political formations and permutations may make the poll scenario in Telangana more complex.

Florida eyes banning TikTok at state universities

    [ad_1]

“As a state university system, we have an obligation to protect our research,” said Alan Levine, president and CEO of Ballad Health who chairs the BOG’s strategic planning committee.

A growing number of states and colleges have taken actions against TikTok, owned by the Chinese firm ByteDance, amid security concerns and government directives calling to restrict access to the app. It’s banned on government devices in dozens of states while colleges are seeking to block access to TikTok on Wi-Fi and school-issued devices.

Florida’s flagship school, the University of Florida, is among the first institutions in the state to make a move against TikTok by suggesting that students delete the app and discontinue its use. Some Florida officials, namely state Chief Financial Officer Jimmy Patronis, are pushing for schools to make stricter efforts against the app.

“It’s very concerning having TikTok on our university campuses,” Patronis wrote in a tweet Monday. “We are the most innovative country on the planet and we are allowing this app to go unchecked. All of the Chancellors need to make this a priority, and if they don’t, Trustees should get involved.”

That message appears to be resonating with Board of Governors members who agreed Tuesday that the panel should pursue new regulations surrounding TikTok at Florida universities.

“When you think about the potential dangers to students and their data, and the potential dangers to our faculty and the work and the labor they’ve put into research, and the danger to the taxpayers of the theft of that research, all of this together means we probably need a policy statewide,” Levine said.

Actions against TikTok were not included on Tuesday’s meeting agenda. Instead, Levine informally gauged BOG members on their appetite for making a move, which was met with approval from several on the board.

Levine said he wants university leaders to help craft a statewide rule surrounding the app that can be proposed at the next regular BOG meeting. The board is slated to hold a conference call in February and a typical meeting in March.

“You could talk about the anxiety-inducing tool of conformity that TikTok has been called, but that’s a whole ‘nother issue,” said BOG member Timothy Cerio, general counsel and Chief Legal Officer of Citizens Property Insurance Corporation. “But I think this is the right direction we need to go – we need to protect our intellectual material.”

  • Storied Senate Judiciary panel eyes a new era of quieter productivity

Storied Senate Judiciary panel eyes a new era of quieter productivity

    [ad_1]

    supreme court nomination 63933

Sen. Thom Tillis (R-N.C.), a member of Judiciary, predicted that at least for his intellectual property subcommittee, “there’s not going to be as much sparring there as long as the Democrats hold their votes.”

“It’s going to be very difficult” for Republicans to influence the committee results given the Democrats’ “structural majority,” Tillis said. “There are some that are going to do it, but then you have to ask why, in terms of a vote outcome.”

Of course, that dynamic could change, and would shift instantly if a Supreme Court vacancy arises. The recent confirmations of Justices Ketanji Brown Jackson, Amy Coney Barrett and Brett Kavanaugh each served as high-water marks of partisan bitterness for the committee. And much of the environment will depend on the tone between Judiciary Chair Dick Durbin (D-Ill.) and the panel’s incoming top Republican, former chair Sen. Lindsey Graham of South Carolina.

Durbin said in a brief interview that he and Graham have a “good relationship.” Both have teamed up on bipartisan legislation to provide a pathway to citizenship for undocumented immigrants who came to the United States as children, even as Graham pushes for a tougher border policy. (An ally of former President Donald Trump, Graham has also had his fair share of battles with the panel’s Democrats, accusing them in 2018 of wanting to “destroy” Kavanaugh.)

As for the panel as a whole, Durbin said it won’t just be a rubber stamp for judges this Congress and cited oversight of drug policy as one area of potential focus.

“I hope that we are as productive when it comes to judicial nominees, but we’re also going to take the oversight role very seriously,” Durbin said. “To restore the reputation of the committee, we have to have meaningful oversight even of your own party’s administration. And there’s so many issues that come at us in so many different directions.”

Senate committees have yet to finalize how many members will sit on each panel, and if any senators will be added or removed. Subcommittee gavels are also up in the air, though that committee assignment process is expected to wrap as soon as this week. And it’s unclear how many members will be using the panel as a launching pad for presidential ambitions, though Sens. Josh Hawley (R-Mo.) and Tom Cotton (R-Ark.) have both disavowed interest in the 2024 race.

Democratic committee aides highlight some bipartisan successes from the last Congress, including legislation that eliminated the use of forced arbitration for victims of alleged sexual assault and harassment in the workplace. But other priorities, like changes to the immigration or criminal justice system, stalled out despite Democrats’ full control of Washington.

Getting anything related to those policy areas through Congress will only be more difficult this term, given the GOP-controlled House.

Democratic committee aides, in interviews, cited the reauthorization of surveillance law intended to gather electronic communication of foreign targets as one policy area that they’ll need to address — a topic that may well cause partisan sparks given House Republicans’ emerging divisions about their own plans to try to overhaul the law.

One GOP aide, speaking on condition of anonymity, suggested that a handful of bills that passed the Senate unanimously last year but stalled in the House, including a bill to aid first responders with post traumatic stress disorder, could get through this Congress.

The committee is also expected to continue examining Trump’s efforts to pressure the Justice Department in the leadup to the 2020 election and the Jan. 6 attack on the Capitol.

Meanwhile, Sen. Sheldon Whitehouse (D-R.I.) said the courts subcommittee he’s led would “continue to look very hard and very consistently at all the ethics failures and gaps at the Supreme Court,” including potentially bringing in a clerical worker to explain the process for when the high court receives an ethics complaint.

Yet even as the Judiciary Committee plans oversight hearings, including this week’s hearing on Ticketmaster’s Taylor Swift ticket-sales debacle, Democrats are still ramping up their attention on judges.

The panel ended the last Congress with 39 judicial nominees who got committee hearings without winning confirmation. Those judicial picks, 25 of whom have already been renominated by the Biden administration, will need committee approval before reaching the Senate floor.

And the limited legislative agenda that’s typical of divided government will inherently allow more floor time for judicial nominees. From 2019 to 2020, when Democrats controlled the House and Republicans controlled the Senate, the upper chamber confirmed 145 district and circuit judges and one Supreme Court justice. Democrats are also benefiting from a 2019 GOP rules change that cut down the debate time for district court nominees.

“We’ll once again set a record in terms of the number of qualified judicial nominees we’ll confirm,” predicted Sen. Chris Coons (D-Del.), a member of the panel.

Despite outpacing Trump on judicial confirmations in the last Congress, Democrats are facing calls from outside progressive groups to go further by tossing so-called “blue slips,” which grant home-state senators veto power over district court nominees. The liberal group Demand Justice has underscored that most of the current district court vacancies lacking nominees are situated in red states.

“The number one reason that the pace of confirmations will slow down is Republican blue slips,” said Chris Kang, chief counsel of Demand Justice. “One of the challenges in the Obama administration was that Republican senators would obstruct by delay. And at some point the clock will run out on even this two-year Congress.”

A Democratic Judiciary committee aide, speaking on condition of anonymity, described calls to get rid of the blue slip as “premature.”

In the last Congress, 10 blue slips were returned from GOP senators for district court nominees, including four from former Sen. Pat Toomey (R-Pa.), four from former Sen. Rob Portman (R-Ohio), one from Sen. Chuck Grassley (R-Iowa) and one from Sen. Joni Ernst (R-Iowa). The Biden White House has also recently nominated district court judges from Indiana and Idaho.

Mike Davis, founder and president of the conservative Article III Project, acknowledged that Republican senators may not be “very eager to negotiate with the Biden White House [on] judges” given that “they can just wait two years” for a potential change in administration. Yet some say they’re willing to work with the Biden team.

Sen. John Cornyn (R-Texas), a member of the committee, said in a statement that he looked forward to working with Sen. Ted Cruz (R-Texas) and the White House “to ensure Texas continues to have top-notch federal judges.”

Jordain Carney contributed to this report.

After banning BBC documentary on Modi, Govt asks people who have already watched the documentary to donate their eyes

    [ad_1]

On Saturday, the Ministry of Information and Broadcasting issued directions to block the first episode of the BBC Documentary ‘India: The Modi Question’ on YouTube, and other social media platforms. The social media platform Twitter was asked to block more than 50 tweets containing the links of the video on YouTube. However, by the time the direction to delete was issued, more than a lakh people had already watched the documentary.

Ministry of Information and Broadcasting later issued another set of directions for people who have already watched the documentary. Ministry asks the people who have already watched the documentary to donate their eyes. The ministry used the emergency powers under the IT rules, 2021 to issue the directions.

On the other hand, UK has condemned the banning of broadcasting saying are we living in North Korea or in world under a British rule?

Karnataka: Guided by Deve Gowda, JD-S eyes prospect of playing kingmaker

    [ad_1]

Bengaluru: As the national parties — BJP and Congress — are ruling out JD-S as a competitor in the upcoming Karnataka Assembly polls, 89-year-old former Prime Minister and JD-S supremo H.D. Deve Gowda has declared that “he will bring his party to power no matter what”.

Former Chief Minister and Deve Gowda’s son H.D. Kumaraswamy has even claimed that both the national parties will have to come to his doorsteps after the elections.

The JD-S, once a force to reckon with in the state, is now confined to south Karnataka. The Vokkaliga vote bank, from which it derives power, is likely to divide, as after 20 years, state Congress President D.K. Shivakumar, who hails from Vokkaliga community, has a good chance of becoming the Chief Minister.

The ruling BJP in the state is trying to persuade the voters to its fold to achieve a majority in the Assembly elections. Though the BJP made it to power, the party has failed to get a simple majority in the state elections. Union Home Minister Amit Shah’s recent programme in Mandya, considered as the power centre of Vokkaligas, was aimed at impressing upon the voters of the region.

The JD-S has launched “Pancharatna Yatra” to reach out to the people across all districts of the state. The Yatra is receiving good response from the crowd and political analysts say that it would be interesting to see whether these large crowds will get translated to votes during elections.

Telangana Chief Minister K. Chandrashekar Rao had paid a visit to Deve Gowda’s residence, while Kumaraswamy had also gone to Hyderabad to participate in events of Bharat Rastra Samithi (BRS). Insiders claim that both, JD-S and BRS, come to an understanding over the Assembly polls and the 2024 Lok Sabha elections.

Reacting to Shah’s visit to Mandya and its outreach to the Vokkaliga community in south Karnataka, Kumaraswamy reiterated that Mandya is a strong fortress of the JD-S and his party will win all seven segments in the district. “There will be no impact (of Shah’s visit) whatsoever,” he stated.

Ruling BJP has installed a 108-foot-tall statue of Bengaluru founder Nadaprabhu Kempe Gowda in the premises of the Bengaluru International Airport. Also, Chief Minister Basavaraj Bommai has performed ground worship for the building of statues of Kempe Gowda and social reformer Basavanna in the premises of Vidhana Soudha (state Assembly) recently. However, Kumaraswamy had ridiculed the attempts, saying that the BJP cannot impress the people by building statues.

In December 2022, the JD-S has announced the first list of candidates for 93 assembly constituencies. Kumaraswamy stated that the leaders would get enough time to reach out to the people ahead of polls.

JD-S leader and spokesperson, Raju Gowda stated that Kumaraswamy’s Pancharatna Yatra is evoking “very good response and a new trend is being created in the state”.

Sources explain that when compared to national parties, the committees and digital publicity is lacking. The party insiders also say that the Pancharatna Yatra is turning out to be a one man show.

However, political analysts say that the JD-S has the ability to emerge like a dark horse and with its limitations, can also emerge as a king maker by winning about 30 seats in the upcoming Assembly elections.
