JK Govt Launches Novel Governance Initiative, Establishes ‘Excellence Groups’

SRINAGAR: In a novel governance initiative, the Jammu & Kashmir Government Tuesday decided to establish “excellence groups” in all the departments to facilitate di exchange of ideas among administrative secretaries and other senior officers with those who have held charge of the department in the past.
The Union Territory’s administration today said that it has decided to establish “excellence groups” under the concerned administrative secretaries in all departments of the government of Jammu and Kashmir for facilitating exchange of ideas and concepts among administrative secretaries and other senior officers, who have the charge of the department or office in the past.
“It is accordingly enjoined upon all administrative secretaries and heads of departments to establish these excellence groups and make them vibrant by organizing discussions, while inviting senior officers, who have previously worked in these departments/offices. This would foster knowledge sharing and continuity of thought and this kind of forum for argumentation would be an aid to achieve tangible results of the initiatives/programmes conceived from time to time. Present incumbents of these departments or offices,” reads a circular issued by the general administration department.
The move is aimed at improving governance and ensuring continuity in decision-making process in Jammu & Kashmir.
The GAD circular states that ideas conceptualized/ initiated by officers remain unattended due to their transfers. “It is a common observation that consequent upon transfers of senior from various administrative Secretaries and senior officers from various department departments, departmental priorities get realigned and hence initiatives conceptualized/initiated by the outgoing secretary or a senior officer, which may not get materialized during their tenure, sometimes remain unattended, thereby not yielding the desired outcome visualized by the outgoing officer,” the circular states.
The government said that creation of excellence groups “shall not only ensure materializing of fruitful ideas/initiatives, but would also foster value-addition in the governance structure, converting an idea into a tangible outcome.” (KNO)

The academy was celebrating Civil Service Day. The award was handed over by the former Vice President of India M Venkaiah Naidu to Reddy for the latter’s innovations and the outstanding contribution made in the field of public service.
Reddy spoke about the numerous hurdles and delays he and his team met during the construction of metro projects. “We faced many problems in the form of court cases, campaigns, protests. Even my effigy was burnt. But this did not deter me to achieve my goal,” Reddy said while accepting the award.

He advised young civil service aspirants to aim high. Civil service is a rare opportunity for any one to serve the nation, he pointed out.

SRINAGAR: On the Civil Services Day, Prime Minister Narendra Modi honoured civil servants for excellence in implementing government’s key projects.
Prime Minister, Narendra Modi appreciated the the civil servants,for serving the nation with utmost diligence and recognised their contribution towards nation building.
The prime minister also conferred the “Prime Minister’s Awards for Excellence in Public Administration” during the event, held in New Delhi.
From Jammu and Kashmir, Dr Shahid Choudhary and Dr Syed Sehrish Asgar bagged the prestigious PM’s award, the highest award in civil services in country, for their services in public administration, in category of Innovation (State) and Aspirational District Programme respectively.
A 2009 batch officer, Choudhary is posted as Secretary of the Tribal Affairs Department, and Director of J&K Mission Youth, and Skill Development Missions.
Shahid Choudhary took to his twitter handle and wrote, “Lifetime moment: thrilled with joy, honour and gratitude as Hon’ble Prime Minister Sh @narendramodiji felicitates our team @MissionYouthJK with Prime Minister’s Award for Excellence in Public Administration. Dr. Sehrish Asgar, who has served in various departments, including the Directorate of information and public relations (DIPR) is currently posted as Deputy Commissioner of Baramulla, in north Kashmir.

Baramulla, April 18 (GNS): Bringing laurels for the UT of Jammu and Kashmir in general and for district Baramulla in particular, Deputy Commissioner Baramulla Dr Syed Sehrish Asgar has achieved the coveted Prime Minister’s Award for Excellence in Public Administration-2022, India’s highest award in civil services.
Dr Sehrish has been selected for this prestigious achievement in the category of Aspirational Districts programme as she has brought transformative changes in the identified parameters envisaged in the said programme.
As per reports, key aspects for Aspirational District Programme in Baramulla for which the Deputy Commissioner was awarded by the Prime Minister include establishment of Birth Waiting Wards in Primary Health Centres, Community Health Centres, Upgradation of diagnostic services at all delivery points and Poshan Tracker Tabs for all Anganwadi workers.
The Deputy Commissioner supported farmers through mechanism, plant protection, nursery strengthening, robust root stocks, quality planning material etc and organized marketing facility established at Sopore which is the second largest Fruit Mandi in Asia.
Severe Acute Malnutrition has been reduced in the district to 0.01 percent from 3 percent and Moderate Acute Malnutrition to 0.039 percent from 11.93 percent. A two-year paramedical diploma course has been introduced for 300 border area students to fill up the critical gap in the health sector.
Under financial inclusion, 56,215 PM Jan Dhan Yojana accounts have been opened in Baramulla district.

DRDO’s Centre of Excellence inaugurated at IIT Hyderabad

Hyderabad: Defence Research and Development Organisation (DRDO) Industry Academia Centre of Excellence (DIA-CoE), the biggest yet in the country, was inaugurated at the Indian Institutes of Technology Hyderabad (IIT-H) on Sunday.
“DIA CoE IITH is the largest centre among all 15 DIA-CoEs in the country. DRDO team will work with IIT-H to identify the target projects in each of these domains and execute to complete in a period of 3-5 years,” said the chairman of DRDO Dr Samir V Kamat at the inauguration.
The centre will take up futuristic projects towards long-term directed research needed for DRDO.

The research cell, which marked the beginning of the collaboration between DRDO and IITH in 2020 has now been transformed into a Centre of Excellence.
The are seven verticals of technology projects that will be undertaken at DIA-CoE at IITH:
Ultra-High Temperature materials
Additive manufacturing,
Space Technologies,
AI for defence,
Image processing,
Seekers and Homing Technologies,
Nano-ornithopter Technologies
IITH director, Professor B S Murty said, “This centre is a major step towards Atmabibhar Bharat in the Defence sector. I am looking forward to the faculty of IITH working together with industry on DRDO problems to make India a global leader in each of the verticals assigned to the CoE.”
Further, he said that IITH has a young faculty base with an average age of 38 years, and hence the DRDO projects are a good challenge for them.

SRINAGAR: J&K Bank has emerged winner as Best MSME Bank, MSME Friendly Bank, Govt Schemes Implementing Bank, Best Branding Bank and Best Bank for Implementing COVID Schemes at a function of MSME Banking Excellence Awards – 2022 that was organized by Delhi-based Chamber of Indian Micro, Small and Medium Enterprises (CIMSME).
Accompanied by General Manager (Credit) Ashutosh Sareen and Zonal Head (Delhi) Rakesh Magotra, Bank’s MD & CEO Baldev Prakash received the prestigious award at the hands of Chief Guest and Union Minister for Jal Shakti Gajendra Singh Shekhawat under ‘Private Bank’ category at a high profile event held on Thursday evening in New Delhi. He further said, “Moreover, being pro-active in mitigating the effects of COVID19 on our borrowers, so far we have provided incremental credit of Rs 2240 Cr under various Guaranteed Emergency Credit Line (GECL) schemes announced by the Central Government to around 43000 customers – across all sectors and segments.”
