Jaipur: Congress leader Shaktisinh Gohil Saturday said Prime Minister Narendra Modi should break his silence and answers the issues raised by former Army chief General (retd) Shankar Roychowdhury over the 2019 Pulwama terror attack.
“Gen (retd) Shankar Roychowdhury said the biggest responsibility for the martyrdom of soldiers in Pulwama rests with the government. The National Security Advisor, who advises the prime minister, is also guilty of lapses in security,” Gohil, a Rajya Sabha MP, said.
He said the prime minister’s “silence” despite the reported allegations of former Jammu and Kashmir Governor Satya Pal Malik over the Pulwama attack and the questions raised by Gen (retd) Roy Chowdhury raises many questions.

“In the national interest, a white paper should be issued on the Pulwama attack, with the government explaining how the attack took place, where the negligence was, what was the failure of intelligence, why jawans were refused aircraft, what security lapses occurred and what was the role of CRPF, NHA, NSA and PMO,” Gohil added.
Forty Central Reserve Police Force (CRPF) personnel were killed in the terrorist attack on a convoy of security vehicles in Jammu and Kashmir’s Pulwama in February 2019.
Malik, who was then governor of Jammu and Kashmir, has recently alleged intelligence failures and that the central government denied aircraft for the movement of security personnel.

2008 Malegaon blast case: Ex-Army officer becomes 34th witness to turn hostile

Mumbai: A former Army captain, a witness in the 2008 Malegaon blast case who had accused the Maharashtra Anti-Terrorism Squad (ATS) officials of threatening him to give a statement before a magistrate, on Wednesday turned hostile before a special NIA court here.
He became the 34th prosecution witness to be declared hostile in the case in which Bharatiya Janata Party (BJP) MP from Bhopal, Pragya Singh Thakur, is one of the key accused.
This witness had filed a complaint with the Maharashtra State Human Rights Commission alleging that the state ATS officials threatened him to give a statement before a magistrate.

The witness had earlier given a statement to the National Investigation Agency (NIA) that when he first met Lieutenant Colonel Prasad Purohit in 2006, the latter who is one of the accused in the case, had asked the captain to work with him in the Abhinav Bharat organisation.
Later that year, he was invited to a meeting at Purohit’s house in Pune. Purohit and an unidentified person had attended the meeting, where there was discussion on the work of the Rashtriya Swayamsevak Sangh (RSS) , the witness had told the NIA.
The discussion in the meeting was that the RSS should do “aggressive and nationalistic work” as it was not doing so and Abhinav Bharat can do that, he had told the probe agency.
The witness had also told the NIA that in 2008, he had attended a meeting on the participation of Abhinav Bharat in politics.
He also took part in a training session arranged by Purohit at Pachmarhi in Madhya Pradesh in 2008. About 20 youths from Madhya Pradesh, Maharashtra and Karnataka attended the camp. Other accused Sameer Kulkarni and Sudhakar Chaturvedi were also present there, the witness had told the probe agency.

He said the ATS (which probed the case earlier) at Nashik questioned him about his association with Purohit. They later took him to Mumbai and threatened him to give confession before the magistrate. After that, he had filed a complaint against the ATS officials at the Maharashtra State Human Rights Commission in 2009.
However, during his deposition before the special NIA court judge A K Lahoti on Wednesday, the witness denied giving any statement. The court then declared him hostile.
Six people were killed and more than 100 injured on September 29, 2008, when an explosive device strapped to a motorcycle went off near a mosque in Malegaon town in north Maharashtra, some 200 km from Mumbai.
The ATS probed the case initially before the National Investigation Agency took over. A total of seven accused including Thakur and Colonel Prasad Purohit are facing trial in the case.

‘Our concern is ex-Army personnel should get money’, SC to Centre on OROP

New Delhi: The Supreme Court on Monday asked the Ministry of Defence to come up with a roadmap for the payment of arrears under the One Rank One Pension (OROP) scheme by next week, and also told the ministry that it cannot take law in its own hands by issuing communication on payment of arrears in four instalments.
A bench headed by Chief Justice of India D.Y. Chandrachud told Attorney General (AG) R. Venkataramani to submit a comprehensive note by Monday next week showing steps taken so far and also the shortest possible time to pay the arrears.
“Our concern is that our ex-Army personnel should get the money… It is also sad that 4 lakh people have died… come with a good note on Monday…. what exactly quantum which has to be paid. Two, what are the modalities for payment, and three, what are the prioritization. The oldest people, you can take widows first of Army personnel, you can have some categorization…” Senior advocate Huzefa Ahmedi, representing the petitioner, contended before the court that 4 lakh pensioners have died since the filing of the OROP petition.
The bench, also comprising justices P.S. Narasimha and J.B. Pardiwala, told the ministry to immediately withdraw its January 20 communication, which said OROP arrears will be paid in four instalments. “First withdraw this (January 20 notification)…then we will consider your application for extension of time”, the bench told the AG.
The Chief Justice queried AG, when are you planning to pay? Venkataramani contended that one instalment of OROP arrears to ex-servicemen has been paid but needs some more time for further payments. The AG added, “by March 31, another Rs 2000 crore will be paid and I want to take it entirely under my supervision, how best we can push it”.
The top court made it clear that the defence ministry’s January 20 communication was completely contrary to its verdict and it cannot unilaterally say it will pay OROP arrears in four instalments.
At the outset, the bench said, “We saw that the communication of January 20, the ministry cannot law in its own hand…issued letter…. after we had fixed time…”. The bench added that if this communication is not withdrawn, it will ask the secretary of defence to be present in the court.
On February 27, the Supreme Court slammed the Ministry of Defence over its January 20 communication in connection with the payment of arrears of OROP in instalments to eligible pensioners of the armed forces.

The apex court was hearing an application filed by Indian Ex-Servicemen Movement (IESM), in which they have sought setting aside of the defence ministry’s January 20 communication.
Last year in March, the apex court had delivered a judgment on the plea filed by the IESM through advocate Balaji Srinivasan against the Centre’s formula.
The apex court on January 9, 2023, had granted time till March 15 to the Centre for payment of total arrears of OROP to all eligible pensioners of the armed forces.
Later, the government moved the apex court seeking extension of time till March 15, 2023 for payment of arrears of OROP scheme to all eligible pensioners of the armed forces.
The Centre has so far two extensions from the apex court to clear the arrears after it had first moved the top court in June, last year, and sought three months to compute and make payments in accordance with apex court verdict.

Srinagar, Feb 12 (GNS): The Government of India shifted Ladakh Lieutenant Governor Radha Krishna Mathur and announced his successor in Brigadier (Dr) BD Mishra on Sunday.
BD Mishra, a former brigadier of the Indian Army and ex-Commander of the Counter Hijack Force of the National Security Guard (NSG), popularly known as the Black Cat Commandos, has been the governor of Arunachal Pradesh. The Development comes after President Draupadi Murmu accepted the resignation of Radha Krishnan Mathur as well as Governor of Maharashtra Bhagat Singh Koshyari.
Additionally, several BJP leaders and former Supreme Court judge S Abdul Nazeer, were among 12 new faces appointed as governors by the President. Justice Nazeer, who retired on January 4 and was part of the Ayodhya Ram Janmabhoomi judgment, has been appointed Governor of Andhra Pradesh.
According to an official statement, the President appointed Lt. General Kaiwalya Trivikram Parnaik, PVSM, UYSM, YSM (Retired) as Governor of Arunachal Pradesh, Lakshman Prasad Acharya as Governor of Sikkim, C.P.
