  • JK Govt Launches Novel Governance Initiative, Establishes ‘Excellence Groups’

    [ad_1]

SRINAGAR: In a novel governance initiative, the Jammu & Kashmir Government Tuesday decided to establish “excellence groups” in all the departments to facilitate di exchange of ideas among administrative secretaries and other senior officers with those who have held charge of the department in the past.

The Union Territory’s administration today said that it has decided to establish “excellence groups” under the concerned administrative secretaries in all departments of the government of Jammu and Kashmir for facilitating exchange of ideas and concepts among administrative secretaries and other senior officers, who have the charge of the department or office in the past.

“It is accordingly enjoined upon all administrative secretaries and heads of departments to establish these excellence groups and make them vibrant by organizing discussions, while inviting senior officers, who have previously worked in these departments/offices. This would foster knowledge sharing and continuity of thought and this kind of forum for argumentation would be an aid to achieve tangible results of the initiatives/programmes conceived from time to time. Present incumbents of these departments or offices,” reads a circular issued by the general administration department.

The move is aimed at improving governance and ensuring continuity in decision-making process in Jammu & Kashmir.

The GAD circular states that ideas conceptualized/ initiated by officers remain unattended due to their transfers. “It is a common observation that consequent upon transfers of senior from various administrative Secretaries and senior officers from various department departments, departmental priorities get realigned and hence initiatives conceptualized/initiated by the outgoing secretary or a senior officer, which may not get materialized during their tenure, sometimes remain unattended, thereby not yielding the desired outcome visualized by the outgoing officer,” the circular states.

The government said that creation of excellence groups “shall not only ensure materializing of fruitful ideas/initiatives, but would also foster value-addition in the governance structure, converting an idea into a tangible outcome.” (KNO)

SRINAGAR: The Jammu & Kashmir government has demoted a retired officer from the date he was placed as in-charge Deputy Superintendent of Police (DySP) after an inquiry established that there were building plan and master plan violations during his stint with the Lakes & Waterways Development Authority, which has been renamed as the Lake Conservation and Management Authority (LCMA).

In an order, the J&K Home department has imposed a penalty of “reduction to a lower post” on Shah Sikander, the in-charge DySP (now retired).

The Home department’s order states that Shah Sikander, the in-charge DySP, is demoted to the post of inspector with effect from 20.07.2012, the date he was placed as in-charge DySP.

Sikander, the then enforcement officer of Lake and Waterways Development Authority (LAWDA), was arrested by the State Vigilance Organisation on March 14, 2017, in a case registered against him in 2015 for violations in peripheral areas of Dal Lake.

According to the order, Sikander was served with a charge sheet on June 21, 2017, for not submitting a written statement of defence within a period of 21 days.

He submitted his statement on September 25, 2017, and refuted all the charges.

As per the order, the response submitted by the officer was found unsatisfactory, and accordingly, it was decided that the charges were required to be thoroughly investigated.

On January 01, 2018, the government appointed an inquiry officer to probe the charges against him.

In the report, the inquiry officer established that there was a violation of building permission norms and instances of illegal construction around the Dal Lake during his posting with LAWDA (now LCMA).

“The competent authority decided to impose the penalty of ‘reduction in rank’ for violating J&K Government Employees (Conduct) Rules, 1971,” reads the order. (KNO)

China and Taiwan have been locked in a battle for diplomatic recognition since they split amid civil war in 1949, with Beijing spending billions to win recognition for its “one China” policy.

China claims Taiwan is part of its territory, to be brought under its control by force if necessary, and refuses most contacts with countries that maintain formal ties with the island democracy. It threatens retaliation against countries merely for increasing contacts.

The Honduran Foreign Ministry said in a statement on Twitter that its government recognizes “only one China in the world” and that Beijing “is the only legitimate government that represents all of China.”

It added that “Taiwan is an inalienable part of Chinese territory, and as of today, the Honduran government has informed Taiwan of the severance of diplomatic relations, pledging not to have any official relationship or contact with Taiwan.”

Taiwan Foreign Minister Joseph Wu told a news conference Sunday that Taiwan had ended its relations with Honduras to “safeguard its sovereignty and dignity.”

Wu said that Honduran President Xiomara Castro and her team always had a “fantasy” about China and had raised the issue of switching ties before the presidential election in Honduras in 2021. Relations between Taiwan and Honduras were once stable, he said, but China had not stopped luring Honduras.

Honduras had asked Taiwan for billions of dollars of aid and compared its proposals with China’s, Wu said. About two weeks ago, the Honduran government sought $2.45 billion from Taiwan to build a hospital and a dam, and to write off debts, he added.

“The Castro government dismissed our nation’s longstanding assistance and relations and carried out talks to form diplomatic ties with China. Our government feels pained and regretful,” he said.

Taiwanese President Tsai Ing-wen said her government would not “engage in a meaningless contest of dollar diplomacy with China.”

“Over these past few years, China has persistently used various means to suppress Taiwan’s international participation, escalate military intrusion, and disrupt peace and stability in the region,” she said in a recorded video.

Analysts have warned over the implications of the newly formed ties between China and Honduras. Political analyst Graco Pérez in Honduras said Beijing’s narrative would highlight the benefits, including investment and job creation, “but that is all going to be illusory.”

Pérez noted that some other countries have established such relations, but “it didn’t turn out to be what had been offered.”

IIT Hyd establishes ‘Advanced Darksky Observatory’ for multidisciplinary research

Hyderabad: A 4m modern astronomical observatory, which is the first in-campus astronomical research facility among all IITs, has been established by the Indian Institute of Technology Hyderabad (IIT-H).

Primarily designed as a frontier research facility in astronomy, the Advanced Darksky Observatory (ADO), with adaptive imaging and multi-filter spectroscopy, will deliver imaging and spectroscopic data banks, which will be valuable assets for research and modern teaching.

Former Chairman of ISRO, K. Radhakrishnan, on Tuesday inaugurated the Advanced Darksky Observatory (ADO) as part of the National Science Day celebrations in the physics department of IIT-H.

Highlighting the importance of such an observatory, Radhakrishnan said, “It is a wonderful robotic telescope that you have built here. If all engineering science capabilities of this institute are put together to build a new breed of instrumentation for space exploration, you will be a major contributor.”

ADO will host a 0.5 metre robotic optical telescope (largest among small telescope categories) which will have a magnification of ~1000x, capabilities of resolving a structure as small as 25 km on the surface of the moon, individual rings of Saturn, detecting active galaxies up to a distance of 1.5 Giga light-years (1,419 billion kilometres).

Due to its upcoming full robotic capabilities, the observatory will be capable of integrating into the global telescope network system like NASA’s Global Telescope Network (GTN) for urgent alerts to the scientific communities on transient celestial events, asteroids and meteorites. It will also complement ISRO’s current and future space-based astronomical observatories.

B.S. Murty, Director, IIT-H, said, “At IIT-H, we have set up a 14-inch telescope under a special ADO, which can give us a vision of the minor details in space so that one can be able to learn more about them, and ensure that the knowledge about space, in general, get enhanced.”

Apart from leading astronomical and planetary research, the observatory will develop and actively engage in the R&D of advanced imaging equipment.
