    The objections must reach this office before the end of fifteen days from the date of publication of this notice, failing which no objection/ suggestion, in this regard, will be entertainment.

    Qualification and Method of Recruitment

    1) No person shall be eligible for appointment or promotion to any post in any class, category or grade in the service unless he/she. possess the qualifications as laid down in the schedule II and fulfills other requirement of recruitment as provided in the rules
    and orders for the time being in force.

    2) Appointment to the service shall be made:

    (a) by deputation from Information Technology Department as the case may be.

    (b) by promotion in the ratio and in manner as mentioned against each post in Schedule-H.

    Reservation in appointments :

    While making appointments either by direct recruitment or promotion, reservation shall be made in accordance with the rules and orders issued from time to time for members of Scheduled Caste/Scheduled Tribes/ Backward Classes or any other category or Class of permanent residents of State under the provisions of Jammu and Kashmir Reservation Act, 2004, and Rules made thereunder.

    “Provided that reservation in promotions shall be subject to the outcome of decision on reservation by the Hon/We Supreme Court/High Court.”

    Maintenance of seniority lists : Final Seniority of the Assistant Directors Employment (Promote) shall be regulated under the Jammu and Kashmir Civil Service (Classification, Control and Appeal) Rules, 1956 according to their seniority the time of their regularization. The Administrative Department shall maintain an up-to-date final seniority list of Assistant Directors Employment recruited under promotion quota only

    SRINAGAR: Lieutenant Governor Manoj Sinha on Wednesday said that the government is committed to provide employment to the unemployed youth through different schemes.

    Speaking on the occasion of an inaugural ceremony of transit camps for PM package employees in Baramulla, Sinha said that instead of spreading lies and misleading common people like politicians do for getting vote, the administration will ensure development on the grassroots level.

    “I only assure things which are in my possession and I don’t befool common people,” he said.

    Sinha while congratulating the executing agency – roads and buildings department for completing the project in a record time said the move will certainly provide a relief to employees who were putting up in different places mostly in insecure areas. “So far 576 flats are being handed over to the employees, however, more 2000 will be given till December end,” he added.

    During his visit to Baramulla, Sinha also e-inaugurated the same accommodations for the PM package employees at Shopian and Ganderbal.

    He said that 1.5 lakh crore worth highways and tunnels are being executed in J&K.

    “Time will come when travel on Srinagar-Jammu will take only 3-4 hours instead of 9-10 hours. Similarly, the Kashmir to Kanyakumari railway project is going to be completed soon,” he said. “Though air traffic is better now as compared to previous times, soon air restrictions will be eased and more flights will be operational in coming times.”

    He also said that the government is committed to provide employment to the unemployed youth through different schemes and many youth have already been provided jobs through different schemes.

    Chief Secretary Arun kumar Mehta, ADGP Kashmir, Divisional Commissioner Kashmir, DDC Chairperson Safeena Beigh, Deputy Commissioner Baramulla besides other senior civil and police officers were present on the occasion.

    In September 2021, the foundation stone for the transit camp, spread over 50 kanals of land at Baramulla was laid by Union Minister of AYUSH, Ports, Shipping and Waterways Sarbananda Sonowal. The transit camp as per the officials would have 20 blocks and would accommodate as many as 336 families. Every family would get a one-BHK flat.

    SRINAGAR: Chief Secretary, Dr Arun Kumar Mehta while chairing the 175th board meeting of Jammu and Kashmir Minerals Ltd, emphasised over the need for a third-party audit to evaluate the performance of the corporation’s mines.

    He stated that the audit would assess whether the mines are operating at their optimal condition and determine if there is potential to generate more employment within these mining facilities.

    Dr Mehta also called for the development of a mining plan, with expert consultation, to increase the output of the Kalakote coal mines.

    The Chief Secretary urged upon the Corporation that all of their activities should aim at boosting the economy of Jammu & Kashmir. He commended the corporation’s financial records over the past three years and suggested holding quarterly meetings for better coordination and implementation of decisions.

    During the meeting, the Board unanimously agreed that in order to avail the funding under NMET (National Mineral Exploration Trust), J&K Minerals Limited shall surrender the Lease Hold Rights of Sapphire Mine so that Ministry of Mines can take up the work.

    Furthermore, the Board approved e-Auction of rough sapphire to promote transparency.

    Over hundred youth organisation form collective to press for ‘right to employment’

    New Delhi: More than a hundred organisations including job aspirant collectives have joined hands to form a pressure group to shape a “nationwide youth movement” and seek the ‘right to employment’.

    The ‘Sanyukt Yuva Morcha’ said it will launch campaigns for the ‘right to employment’ as a legal guarantee for every adult, and will also fight for a basic minimum wage.

    It will also demand filling up of all vacant posts in the public sector in a “fair and time-bound manner”.

    According to a statement issued by the group, job aspirants and candidates have come from more than 22 states including Bihar, Uttar Pradesh, Madhya Pradesh, Punjab, Tamil Nadu, Kerala, and Jammu and Kashmir to take the campaign forward.

    Advocate Prashant Bhushan, who is backing the campaign, said the group has the “potential to become a movement bigger than the Lokpal”.

    “There is a lot of discontent among the unemployed youngsters. The youth movement has the potential to convert this dejection into hope.” said retired IPS officer Yashovardhan Azad.

    Addressing a press conference here, Sanyukt Yuva Morcha leader Anupam said Yuva Mahapanchayats will be organised across the country before a national convention to be held in the national capital in June.

    “Unemployment has become a matter of life and death for the youth. Suicide cases are rising constantly. The youth of our country needs assurance from the government that their future is not gambled away. This assurance can come from ‘Bharat Rozgaar Sanhita (Bharosa)’. This requires a united fight,” Anupam said.

    New Delhi: A transgender rights activist, Grace Banu has filed an “Intervention Application” before the Delhi High Court, seeking permission to support the court in a plea seeking hiring of transgender people in public appointments.

    Representing Banu, Senior Advocate Jayna Kothari submitted that she wanted to assist the court in the present case.

    The bench of Justice Prathiba M. Singh allowed the intervention application, but refused any impleadment in the case.

    The court noted: “In terms of the previous order affidavit were to be filed by the respondents. However, it is stated that the Union of India received the petition only on March 24.”

    Thus, the court directed all the respondents to file their affidavits.

    The court added: “Let the paper book be given to the Union of India, so that they can reply on the affidavit in 6 weeks. List the matter for August 4.”

    The court was hearing a plea filed by one Jane Kaushik, a transgender person living in the national capital.

    Being a qualified individual with degrees in B.A. (General), M.A. (Political Science), B.Ed., and a two-year diploma in Nursery Teacher Training (NTT), which is also known as Early Childhood Care and Education (ECCE), since 2019, Kaushik had been looking for employment in Delhi government schools, but to no avail.

    The Delhi Subordinate Services Selection Board (DSSSB) advertised a position, but Kaushik was unable to apply since the online application registration system (OARS) did not contain “transgender” as an option for identification. As a result, she filed the current plea.

    Kaushik in her plea stated that various positions advertised required a “specific gender” of the candidate, either male or female.

    She has sought directions through the current plea in order to develop a policy for the hiring of transgender people for all positions with the Delhi government.

    She also sought relaxations for transgender persons by Clause 9 of the Teacher Eligibility Test (TET) guidelines issued by the National Council for Teacher Education (NCTE) and sought effective implementation of the provisions of the Transgender Persons (Protection of Rights) Act, 2019.

    The court had sought the Centre’s response to the current plea in January.

    The Ministry of Home Affairs of the Central Government was to be included as a party to the plea, the court had directed.

    The Delhi government’s counsel subsequently informed the court that the DSSSB had already taken the necessary actions to instantly alter the portal.

    After considering the arguments, the court had clarified that Kaushik would be permitted to apply for positions at any time, regardless of the gender indicated in the job posting.

    SRINAGAR: Divisional Commissioner Kashmir V K Bidhuri on Monday said that the job melas are aimed at providing better employment opportunities to the youth and nearly 2500 youth to get jobs in the mela organized in Srinagar.

    Talking to reporters, Bidhuri, said that the job melas are being conducted to provide better employment opportunities to the youth.

    He said 141 companies are taking part in today’s mela and nearly 2500 youth will be adjusted in different companies.

    Asked about electricity during the month of Ramadhan, he said the department concerned will ensure adequate electricity supply to consumers.

    He also said that people are facing inconvenience due to the ongoing work on many projects in the city,”The situation will improve after one month,” he said.

    He also stated that the investments in JK would provide better opportunities to the teachers and they will no longer be compelled to work on meager salaries.

    “The government had to ensure implementation of wages act, but in private sector such cases can end only when there are better opportunities,” he said while replying to a query about meager salaries of teachers in private schools. (KNO)

    Hyderabad: Congress implements programmes to empower the poor in contrast to the BJP’s ‘Gujarat model’ benefitting crony capitalists and the BRS model of ‘family rule’ in Telangana, Chhattisgarh Chief Minister Bhupesh Baghel said on Thursday.

    Addressing a public meeting at Karimnagar in Telangana organised as part of ‘Haath se Haath Jodo’ padayatra undertaken by Telangana Pradesh Congress Committee (TPCC) President and party MP A Revanth Reddy, Baghel alleged that both the Telangana government and the BJP-led Centre were indulging in “loot”.

    While employment was supposed to have been provided to the unemployed youth in the state, several family members of Telangana Chief Minister K Chandrashekhar Rao have got posts in the government after BRS came to power in the state, he said.

    Addressing the gathering, he said: “You (people) asked for Telangana (statehood) and you got Telangana. But did farmers get price (for their produce). Did youth get jobs? Has unemployment gone?”

    “Only one family got out of unemployment — of KCR (as the Telangana Chief Minister is known as). Who is K T Rama Rao (KCR’s son), he also got employment. Who is Harish Rao (KCR’s nephew)? He also got employment. And who is Kavitha ji (KCR’s daughter). It means only one family has got employment and he gave all jobs to his family,” Baghel said ridiculing the Chief Minister’s family.

    Referring to party leader Rahul Gandhi’s accusation against Prime Minister Narendra Modi benefitting a “few friends” at the cost of people of the country, Baghel described it as the ‘Gujarat model’.

    The ‘Telangana model’ benefits only one family, he alleged.

    Modi, after coming to power in 2014, had said Gujarat model will be implemented in the country, Baghel said.

    “Did you benefit from Gujarat model? No. You have also seen BRS model which gave employment to one family. But Congress always strengthens common people,” he claimed adding on the other hand, the Congress always works for empowering the poor.

    He cited the examples of the previous UPA government at the Centre providing the right to education, right to food, right to work, and right to information.

    Baghel spoke on the ‘Chhattisgarh model’ of waiving farmers’ loan soon after Congress assumed power in that state and also highlighted the several schemes launched there, including for farmers.

    His government has announced unemployment allowance in the recent budget, he said.

    Congress alone can fulfill the objectives for which Telangana was formed and the people should support the party in the next assembly elections, he said.

    Congress general secretary Jairam Ramesh said the ‘Bharat Jodo Yatra’ led by Rahul Gandhi gave a ‘booster dose’ to the party.

    Now, there is a need for a third yatra, after ‘Bharat Jodo Yatra’ and ‘Haath se Haath Jodo’ yatra, with the message of ‘KCR Harao, Telangana Bachao’ (Defeat KCR and Save Telangana) yatra in the state, he said.

    If Telangana has to be saved, then KCR has to be defeated, Ramesh added.

    In the last nine years, Telangana has been witness to politics of betrayal, corruption and dictatorship, he alleged.

    Describing KCR as the ‘eighth Nizam’, Ramesh alleged there is no difference between BJP and the BRS.

    Senior Congress leader and in-charge of Congress affairs in Telangana Manikrao Thakre, party MP Uttam Kumar Reddy were among those who spoke at the meeting.

    New Delhi: A total of 29.3 % persons aged 15-24 years are not in education, employment or training, said a Multiple Indicator Survey (MIS) conducted by the National Sample Survey Office (NSSO).

    The survey was initially planned to be conducted during the period January-December, 2020 but the field work was extended till August 15, 2021, due to the Covid-19 pandemic. The NSSO carried out the survey covering the entire country in its 78th round.

    The survey said that 34.9 % persons aged 15-29 years were in formal and non-formal education and training for the 12 months preceding the survey.

    The survey showed that 9.9 % of the households reported the purchase or construction of a new house or flat after March 31, 2014. A total of 49.9 % of the households reported the purchase or construction of a new house or flat for the first time, among the households which reported the purchase or construction of a new house or flat after March 3, 2014, it said.

    The survey said that 63.1 % of the households were using clean fuel as the primary source of energy for cooking. Moreover, the data showed a substantial difference in the rural and urban areas in the use of clean fuel as 49.8 % households in rural and 92 % in urban areas used clean fuel as the primary source of energy for cooking.

    The primary source of energy has been defined as that source which the household uses most of the time. Clean fuel for cooking included LPG, other natural gas, gobar gas, other biogas, electricity including that generated by solar/wind power, and solar cookers.

    As per the survey report, 72.7 % persons aged 18 years and above used mobile phones during the three months preceding the survey.

    The survey said that 95.7 % persons reported to have improved sources of drinking water. That included bottled water, piped water into dwelling, piped water to yard/plot, piped water from neighbour, public tap/standpipe, tubewell, hand pump, protected well, public/private tankers, protected spring and rainwater collection.

    Similarly, 98 % persons reported access to improved toilets, among those who reported access to toilets. These included flush/pour-flush to piped sewer system, flush/pour-flush to septic tank, flush/pour-flush to twin leach pits/single pit, ventilated improved pit latrine, pit latrine with slab, composting latrine.

    As per the survey, 81.9 % persons reported access to hand washing facilities with water and soap/detergent within the premises.

    The objective of the MIS was to collect information for developing estimates of some important Sustainable Development Goals (SDG) indicators and to collect information about purchase/construction of house(s)/flat(s) for residential purposes after March 3, 2014 and information on migration.
