    Whereas, after issuance of said seniority list, several changes have occurred account of fresh appointment(s), retirement(s) etc. during the year 2020 to 2022 and names of such officials need to be included/excluded in the seniority list of Draftsman (Civil), Divisional Cadre, Kashmir;

    Now therefore, the tentative seniority list of Draftsman (Civil), Jal Shakti
    Department of Divisional Cadre, Kashmir as it stood on 01.01.2023 as per Annexure “A” is hereby circulated amongst all the Draftsmen of Head of the Departments, Divisional Cadre of Kashmir for inviting objections, if any, to the seniority position assigned to them, category status and date of birth entries recorded in the relevant columns in the seniority list, within a period of 21 days from the date of issuance of this Notice. After expiry of the prescribed period no objection in this regard shall be entertained.

    Hyderabad: Engineers of the Transmission Corporation of Telangana Limited (TRANSCO) and Telangana State Power Generation Corporation Limited (TSGENCO) have written to the Chairman of both the organisations demanding a reversion to the earlier decision by which the engineers were denied promotion.

    Voicing their complaints in a letter, the engineers stated that promotions were offered since 2015.

    However, in order to accommodate employees from Andhra Pradesh, TSTRANSCO and TSGENCO employees were denied promotions. Drawing a comparison they said that the TSSPDCL and TSNPDCL had however managed to accommodate native Telangana engineers.

    “Though the engineers wrote to ministers, management and also received assurances from them, no positive move is initiated even after three months have lapsed,” read the letter.

    In November 2022, the Telangana power sector management reversed employees by demotion them from higher cadre rank to a lower cadre rank. Since then the engineers have been demanding a reversal of the decision to demote them.

February 27 has been declared a government holiday in all educational institutions and government offices due to the by-elections to be held in Erode East, Tamil Nadu. This has been announced by the Government of Tamil Nadu. Under this, all government employees registered as voters in the constituency will be given leave with salary on the day of election. In this regard, notification has been made by the Department of Personnel, Administrative Reforms and Official Language.

    Public holiday even on Valentine’s Day

    Today, February 14, Valentine’s Day has been declared a public holiday in West Bengal. West Bengal Chief Minister Mamata Banerjee says that the holiday has been declared not for Valentine’s Day but in view of the birth anniversary of social reformer and dynasty leader Panchanan Varma. Schools and colleges including offices will remain closed due to public holiday.

    Holiday in Ramgarh on February 27

    Jharkhand’s Ramgarh assembly constituency has declared a public holiday due to the by-elections to be held on February 27. Information has also been issued for this. During this, industrial establishments, government offices and public banks will be closed. At the same time, it will benefit the employees. The Hemant Soren government of the state has declared a local public holiday under Section 25 of the Instrument Act 1881.

    J&K Bank Cash Credit Scheme

    PURPOSE

    The product is aimed at addressing the cyclic liquidity needs of salaried employees.

    ELGIBILITY

    Permanent Employees of Central Government, and State Government / Semi-Government Undertakings & Autonomous Bodies drawing salary from our Bank.

    CLASSIFICATION

    • Non-Priority

    NATURE OF THE FACILITY / QUANTUM / REPAYMENT

    • The facility shall be revolving in nature up to 8 years before the age of retirement of the employee*. The drawing power (DP) will thereafter be reduced on borrower’s birthday every year on pro-rata basis by reducing the principal amount so that the facility gets adjusted by 1 year before the age of retirement. The annual reduction can be spread over four quarters.The interest will be serviced by the borrower as and when applied.
    • Under this scheme, the credit facility can be sanctioned in favor of employees who is nearing his/her date of retirement. However the facility will be sanctioned on drop line limit basis as under:

    * The scheme is customized for all retirement age brackets that are in vogue in the Government service sector i.e. 60, 62 and 65 years.

    REPAYING CAPACITY

    • Stipulation of minimum take home salary shall not be insisted for this loan scheme, however the Interest outgo/ payable in this loan scheme shall be added to deduction for granting loan (s) under other schemes of the bank.

    AGE OF THE APPLICANT

    • Minimum age of Applicant: 21 years.
    • Maximum at the time of loan Maturity: One year before the age of retirement.

    REPAYING CAPACITY

    • Stipulation of minimum take home salary of 40% shall not be insisted for this loan scheme, however the Interest outgo/ payable in this loan scheme shall be added to deduction for granting loan (s) under other schemes of the bank.

    • NIL

    SECURITY

    • Primary: NIL
    • Collateral: NIL

    PROCESSING CHARGE

    • 0.25% of the loan amount plus GST,
      • Minimum of Rs. 500.00 plus GST.
      • Maximum of Rs. 1000.00 plus GST.

    RATE OF INTEREST (SUBJECT TO CHANGE)

    • 1 year MCLR+3.50 p.a. fixed Rate of Interest with monthly rests and Annual Reset.

    Amaravati: Andhra Pradesh High Court on Wednesday granted stay on the show-cause notice issued by the state government to leaders of the Government Employees Association (APGEA) for meeting state governor to seek his intervention to ensure payment of salaries and pensions on time.

    Hearing a petition filed by APGEA leaders challenging the show-cause notice, Justice Ravinath Tilahari granted a stay and directed the government to file a counter.

    A delegation of APGEA leaders led by its president K. R. Suryanarayana had met Governor Biswa Bhusan Harichandan on January 19 and submitted a memorandum to him on the problems faced by the employees.

    The delegation requested the governor to issue necessary advice to the government as he is competent authority as per the Article 309 of the Constitution to intervene in the affairs of the government employees.

    After the meeting, APGEA leaders told media persons that they were compelled to meet the governor as all their efforts to resolve the grievances through the state government had failed.

    However, taking a serious note of the action of APGEA leaders, the government had issued a show-cause notice on January 23 asking them to explain why their association should not be derecognized.

    Suryanarayana had challenged the show-cause notice in the high court. The court on January 31 directed the government not to take action against the APGEA.

    During the previous hearing, the judge had posed several questions to the government. He wanted to know if the rights guaranteed by Article 19 of the Constitution are not applicable for APGEA. He asked the government if it mentioned in the show-cause notice what rules the APGEA violated while speaking to the media.

    Petitioner’s counsel Ravi Prasad told the court that according to the 1990 Financial Code, salaries to government employees should be paid on the last working day of every month but employees are not getting current month salaries till 15th of next month.

    Suryanarayana alleged that the state government is not honouring the commitment to pay the salaries and pensions on the first of every month. The AGEA leader said the government also withdrew the GPF amount of Rs.415 crore from the accounts of over 90,000 employees without their permission. He termed this a “serious” financial fraud.

    Payment of salary by 15 February

    Earlier, the salary matter of the employees was heard by the Kerala High Court. In which it was said that before the court, KSRTC had given a little ruling that the salary would be paid to the employees by February 15. At the beginning of the same month, a petition demanding payment of salaries to the employees was presented in the court. In which the court orally said that if KSRTC is not able to pay the salaries of the employees on time then it should be closed.

    42000 pensioners including 26000 employees will be affected

    KSRTC employees have been continuously appealing to the government for the demand of salary payment for a long time. On the other hand, KSRTC’s lawyer Deepu Thakan, while presenting the argument, said that the salary will be paid to the employees by February 15 of the last month. He also said that if the corporation is closed, it will affect 42000 pensioners including 26000 employees.

    Apart from this, more than 20,000 passengers will also be affected by this. Infact more than 20,000 commuters depend on KSRTC service for their travel. In such a situation, if the institution is closed, then the employees and pensioners along with the common citizens may also have to bear a big loss.

    High court order

    While hearing the matter, the High Court has clarified that the salary and pension should be paid by KSRTC to its employees on time. There is no need for such an institution which cannot pay its employees and pensioners. Also, if the passengers also have to go through its effect, then they can use other means of transport. At the same time, after the order of the court, it is believed that the amount can be seen in the account of the employees till February 15.

    Earlier, while submitting an affidavit, KSRTC had also said that it is making efforts to increase the daily revenue by 8 digits. It is expected that the corporation will soon achieve its target. In this way the salary will be paid to the employees in the first week of the month itself. However, it was also stated that till the Corporation does not achieve the daily revenue target, it is not in a position to make any commitment before the High Court with regard to the organization of salary for the first week of every month.
