    SRINAGAR: The School Education Department Friday proposed for conducting a survey on implementation of National School Bag Policy 2020 and Rule 8A of J&K School Education Act, 2002.

    Director of School Education Kashmir (DSEK) in a communique to Director of Jammu and Kashmir State Council of Education Research and Trainings (JKSCERT) has requested to conduct of survey on the implementation of Rule 8A of JK School Education Act, 2002, Rules & National School Bag Policy 2020 for reduction of school bag weight and homework burden.

    “As the School Bag weight and homework burden beyond the recommendations of Rule 8A of JK School Education Act, 2002 Rules and National School Bag Policy 2020 is depriving the children of their happy childhood and impede their different developmental domains to a greater extent,” reads the official communique.

    The director said that in this regard, a survey needs to be conducted as desired by School Education Department, as to whether the guidelines in Rule 8A of JK School Education Act, Rules 2002 and National School Bag Policy 2020 are being followed in the schools or not.

    DSEK has requested that a survey may be conducted in six schools including two government and four private institutions in each district and 12 Schools in Srinagar district that includes four government and eight Private schools.

    “The survey shall be involving DIETs of the Kashmir division in collaboration with Chief Education Officers so that the findings are shared with Administrative Department,” DSEK said. (KNO)

    Big News: DSEK Issues Homework Schedule For Students

    Srinagar, Apr 13 : School Education Department Thursday said that there shall be no homework for students upto Class-II while only a maximum of two hours a week shall be for Classes 3 to 5.

    In a circular, a copy of which lies with the news agency—Kashmir News Observer (KNO), Director School Education Department said that for primary classes, there will be no homework up to Class-Il and a maximum of two hours a week from Classes III-V.

    The circular reads that in middle schools from Classes VI-VIII, there shall be a maximum of one hour a day that is about five to six hours a week.

    It reads that at secondary and higher secondary level, there shall be a maximum of two hours a day that is about 10 to 12 hours a week.

    “Teachers need to work together to plan and rationalise the amount of homework that they assign to students,” it reads.

    It added further it has been given to understand that all the concerned teachers of a particular class assign homework without coordinating with each other and thus resulting in heavy burden of homework for a student.

    “As such it is impressed upon the all the school heads of both government and private schools to ensure homework to students is given as per the School Bag Policy 2020 and strictly adhere to,” it reads—(KNO)

    SRINAGAR: School Education Department is likely to issue two types of textbooks for school students from this academic year.

    Director of School Education Kashmir (DSEK),Tassaduq Hussain Mir has said, “We will be issuing two types of textbooks for school students in terms of paper quality.”

    Mir said, “One of the textbook which we provide free of cost to the students will have different type of paper quality while another type of textbooks which will be open to purchase from market will have different quality of paper.”

    The director said that it has been decided in view of ‘financial constrains’.

    “Most likely, this matter will be implemented from this academic year,” he said.

    Mir further said, “This matter has been taken up with the principal secretary, School Education Department and he has given a positive response to it.” (KNO)

  • Private Schools Warned Against Forcing Parents To Buy Books, Uniforms From Particular Shops

    SRINAGAR: The Directorate Of School Education (DSEK)  on Friday warned all recognised private schools to stop compelling parents to buy books, stationary items, and uniforms from a particular shop.

    DESK in a circular said that said that directorate and its subordinate offices are receiving a lot of complaints from the parents against the private schools forcing them to buy certain items from shops recommended by them.

    “The books prescribed by these schools should have been available in the open market. There are some more complaints from parents wherein it is said that a large number of books are being prescribed by the private school authorities for primary classes, which unnecessary burdens the tender minds and mars the creativity,” DESK said in a circular.

    Further, some private schools are forcing parents to purchase extra books for classes 6th, 7th & 8th in addition to the books prescribed by JKBOSE which amounts to extra burden on the learning of students and goes against the recommendations of National Education Policy 2020 which advocates age appropriate burden free learning of students, the order reads.

    The order further reads,” The schools by prescribing additional books are going against the guidelines which are not prescribed by the Board to which the schools affiliated not only flout the recommendations envisaged in Rule 8A of J&K School Education Rules, 2010 & revised guidelines of School Bag Policy, 2020 released by Department of School Education and Literacy Ministry of Education, Government of India, but also poses extra financial burden on parents.”

    Resorting to such illegal practices by few private schools is against the ethics and norms/ guidelines issued by the Government from time to time.

    Henceforth, all private schools shall notify through their websites the list of subjects and the books prescribed by the Board to which they are affiliated and no other subject or book shall be made mandatory. Under no circumstances, any school shall ask parents to buy books from a particular bookshop, it said.

    “It is enjoined upon all the private recognized schools to desisit from compelling the parents to purchase books or uniforms from any particular shops and change of books thereof. Further, parents should be given wider choice to purchase of books or uniforms from the open market. Any deviation from these instructions, if noticed shall be viewed seriously and action will be taken as per the provisions of law which inter-alia includes de-recognition of schools, withdrawal of managing body,” the order said.

    DESK directed all Chief Education Officers to constitute special monitoring teams involving cluster heads, Zonal Education Officers to verify the complaints received on account of sale of books and uniforms by the private schools/ prescribing additional books or pressing parents for purchase from any particular shop. Action taken in this regard shall be submitted to this Directorate on monthly basis.

    SRINAGAR: Director of School Education Kashmir (DSEK), Tassaduq Hussain Mir on the sidelines of an event on Wednesday said that The School Education Department has a dearth of lecturers and will try to fill all loopholes by next academic session.

    Mir said that the basic motive of the department is to provide quality education.

    “We are short of lecturers in School Education Department but we are working hard on DPC’s and by the end of April, we will promote the eligible teachers and in next session, we will try to fill the all gaps,” DSEK said.

    Mir further said that private and government schools are working jointly to provide quality education to students.

    “Any parent having a capacity to admit their ward in private school can enroll their wards their but I would like to inform every parent that the government schools have good human resources and infrastructure and are at par with other standard schools,” the director said.

    He also requested the parents to trust government school and enrol their wards in government schools as well.

    On asking about the developments in the department, Mir said, “As far as National Education Policy is concerned, we have started pre-primary in all primary and middle schools which used to be the drawback of government schools and a major cause for parents to enrol their wards in private schools.”

    “We have established nearly 1,000 KG classes and in next few years, we will establish all middle and primary and middle schools will have established KG classes,” DSEK said. (KNO)

    SRINAGAR: Directorate of School Education Kashmir (DSEK) has ordered change in school timings for Kashmir province from April 1.

    According to an order issued by DSEK, the new timings for the government and the recognized private schools falling outside Srinagar Municipal limits will be from 10.00 am to 4.00 pm.

    “The order/instructions shall be adhered to strictly by all the concerned institutions,” the order reads, adding, “Any deviation in this regard shall be viewed seriously.”

    There is no mention about timings for schools located within the Srinagar Municipal Limits and it appears that it shall remain from 9.00 am to 2.00 pm. (GNS)

    SRINAGAR: The School Education Department Tuesday ordered an inquiry against private schools for prescribing textbooks published by private publishers instead of those recommended by the Jammu and Kashmir Board of School Education (JKBOSE).

    Director of School Education Kashmir (DSEK) in a communique issued to Chief Education Officers (CEOs) of the region said that there have been complaints against some private schools for purchasing books from private publishers instead of books prescribed by JKBOSE for classes 6th, 7th and 8th.

    “As you are aware that department has received various complaints from the parents alleging that some of the private schools are asking the parents to purchase books of private publishers in addition to the books prescribed by the JKBOSE,” it reads.

    DSEK further said that the practice has been viewed seriously by the authorities.

    “As such you are requested to conduct an in-depth enquiry into the matter along with your Zonal Education Officers and furnish the action taken report to this Directorate within a period of three days positively,” reads the communique. (KNO)

    SRINAGAR: In a significant development, the Directorate of School Education Kashmir (DSEK) is readying to equip around 845 Kindergarten Classes in government schools with child friendly furniture across Kashmir.

    The Directorate has accorded post-facto sanction for procurement of furniture for around 845 Kindergarten schools worth Rs 1267 lakhs under UT Capex budget 2022-23.

    “Post-facto administrative approval is accorded for establishment of 845 KG classes and procurement of child friendly furniture worth Rs 1267 lakhs under UT Capex Budget through CEOs of Kashmir,” reads the DSEK order.

    As per the order, the DSEK has stated that the procurement of the furniture should be made strictly as per the guidelines, provisions and specifications approved by UT Level Purchase Committee and “no deviation shall be made in it.”

    “The detailed estimate of the work should be technically sanctioned by the competent authority and the cost of instant work be restricted to the extent of administrative approval accorded as such,” the order reads.

    The DSEK order further states that the Heads of the Institutions (HOIs) will produce a certification that there is no further requirement left after the said school is strengthened or upgraded.

    “As it will not be proposed for any requirement during the next five year,” it reads.

    The DSEK has further ordered that the expenditure shall be restricted to the sanctioned provision of funds for the current financial year while the works shall be executed within 45 days from the accord of Administrative Approval (AA).

    “The liability whatsoever shall not be created on account of delay in the execution of work to the next financial year,” it reads.

    The order reads that a separate account shall be maintained by the executing agency and similarly separate inventory of assets created under the programme shall also be maintained as well.

    “It shall be ensured that the work has not been executed earlier under any other scheme by any department so far and there is no overlapping in execution of the work in any other programme by any department,” the DSEK order reads. (KNO)
