SRINAGAR: Jammu and Kashmir recorded major drop in temperature while as weather department on Sunday forecast more rain, thunderstorm, and lightning at most places of the Kashmir Valley and many places of the Jammu region during late afternoon and evening.
“Hailstorms with gusty winds are also expected at a few places,” an official of the meteorological department said.
On May 8, he said, rain and thunderstorm were expected at many places of J&K with the possibility of “hailstorms and gusty wind at one or two places.”
He said mainly dry weather was expected on May 9-12.
He advised farmers to postpone spraying of orchards and harvesting of crops till May 8.
Tourists have been asked to keep warm clothes and eatables ready as the weather will be colder till May 8.
Regarding temperature, he said, Srinagar recorded a low of 6.5°C against 10.4°C on the previous night and it was 4.2°C above normal for the summer capital.
Qazigund, he said, recorded a low of 5.2°C against 8.0°C on the previous night and it was below normal by 4.0°C for the gateway town of Kashmir.
Pahalgam, he said, recorded a low of 2.1°C against 5.4°C on previous night and it was 3.4°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.
Kokernag recorded a low of 4.2°C against 8.2°C on the previous night and it was 5.0°C below normal for the place, the officials said.
Gulmarg recorded a low of 0.4°C against 4.0°C on previous night and it was 4.8°C below normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.
In Kupwara town, he said, the mercury settled at 6.3°C against 7.4°C as on the previous night and it was 3.0°C below normal for the north Kashmir area.
Jammu recorded a low of 16.1°C against 19.7°C on the previous night and it was 6.9°C below normal for J&K’s winter capital, he said.
Banihal recorded a low of 6.3°C (below normal by 4.6°C), Batote 8.3°C (4.5°C below normal), Katra 13.8°C (5.9°C below normal) and Bhaderwah 6.7°C (below normal by 2.9°C). Ladakh’s Leh recorded a low of minus 0.8°C, he added. (GNS)
SRINAGAR: Amid forecast for generally cloudy weather with possibility of rains at several places during next 24 hours, night temperature recorded a drop and settled below normal at most places in Jammu and Kashmir on Thursday, officials said.
Quoting a meteorological department official, GNS reportedthat there was possibility of a brief spell of rain and thunderstorm particularly in Kupwara, Poonch, Rajouri and Baramulla today.
On May 5, he said, the weather was likely to be fair to partly cloudy. “Brief spell of rain/thunderstorm can’t be ruled out towards late afternoon/evening”.
From May 6-8, he said, there was likelihood of rain at “many places.”
The weather department has urged tourists to keep warm clothes ready. “Weather is going to be cold till May 8th.”
The department also urged farmers to avoid spraying of apple trees and harvesting of crops (in Jammu region) during May 6-8 as chances of rain were high.

“I’m fearful that it will have zero impact,” outgoing Chicago Mayor Lori Lightfoot, who sought stricter ethics rules during her administration, said in an interview.
“You have people taking the stand and talking about fixing this and taking jobs and doing no work. It’s horrifying,” she said. “And every single person who testifies, every piece of evidence, every wiretapped call, I think, erodes people’s trust in core democratic institutions.”
There is some sense that if Illinois can’t crack down on corruption, there’s still an element of accountability.
“The trial matters because it will make people think twice about engaging in this kind of behavior if they know the feds are watching,” said Alisa Kaplan, executive director of Reform for Illinois, a nonpartisan good-government organization.
But this is the state that produced several infamous examples of wrongdoing: Former Democratic Gov. Rod Blagojevich (convicted for trying to sell a Senate seat) … and former Republican Gov. George Ryan (convicted of accepting gifts and vacations from friends in exchange for government contracts) … and Rita Crundwell (a comptroller convicted of absconding with nearly $54 million of her city’s money) and has seen many Chicago City Council members indicted or implicated.
The Four are accused of a bribery plot where the utility arranged jobs for allies of former House Speaker Michael Madigan, who faces a separate trial next year on racketeering and bribery charges, without them having to do actual work. In return, the utility sought passage of 2011 “Smart Grid” legislation and a 2016 measure that rescued two financially struggling nuclear power plants from shutting down, according to federal prosecutors.
Madigan, who led Illinois House Democrats for nearly 40 years, hasn’t appeared in court but his presence has loomed over the trial, which is being held in Chicago’s downtown Loop business district. And political insiders have been captivated as former lawmakers and lobbyists testified about the inner workings of state government, with echoes of the once-dominant machine politics.
One element that’s drawing people into the case is the audio. The former House speaker famously didn’t have a cell phone or use email, so trial observers were particularly stunned to hear Madigan and his close aide, Mike McClain, on secret phone recordings.
The tapes were designed to cement the idea to jurors that Madigan had an outsized influence orchestrating the conduct of state government so testimony from people like state Rep. Bob Rita, a Democrat, clicked: Madigan ruled “through fear and intimidation,” he told the court.
Federal prosecutors say the ComEd defendants schemed to pay $1.3 million to subcontractors who did little or no work, though attorneys for the ComEd Four say their clients participated in nothing more than lobbying. Madigan has denied wrongdoing but resigned from office and relinquished his chairpersonship of the state Democratic Party in 2021 after he was identified in the ComEd case.
“I was never involved in any criminal activity. The government is attempting to criminalize a routine constituent service: Job recommendations,” Madigan has said in a statement about the federal investigations. “That is not illegal, and these other charges are equally unfounded. … I adamantly deny these accusations and look back proudly on my time as an elected official, serving the people of Illinois.”
The trial is also being watched warily from the Capitol in Springfield. Lawmakers are about a month away from wrapping up their legislative session but the ComEd Four trial has not sparked new, splashy ethics measures.
Joe Ferguson, the former Chicago inspector general, worries it’s already too late for lawmakers to act before their session ends May 19.
“When the indictments came out, there was a flurry of talk about reforms. But nothing has been done,” Ferguson said in an interview. “It means when the legislature meets again, the trial will be a distant memory.”
Both House and Senate spokespeople pointed to recent changes Democratic Gov. JB Pritzker signed into law that restrict government officials from lobbying activities, tighten regulations on registered lobbyists and expand financial disclosure requirements.
State Sen. Terri Bryant, a Republican who sits on the bipartisan Legislative Ethics Commission, said lawmakers are mostly watching and waiting, but remain focused on legislation for their districts.
“It’s concerning that Mike Madigan might get off the hook. There’s not a person in Springfield who doesn’t think he’s as guilty as hell,” said Bryant. “If those four get off, how can they prosecute Mike Madigan? It looks like everything hangs on this trial.”
Despite the federal government’s many probes of Illinois officials over the years, there are moments that seem as if politicians aren’t taking concerns about corruption seriously.
Early in her administration, Lightfoot had tried to push Chicago Ald. Edward Burke out, to no avail. The mayor followed through on a campaign promise to overhaul the city’s ethics laws, and introduced rules that cut back on outside employment of aldermen and expanded disclosure requirements for lobbyists.
But earlier this month, City Council members stood up one by one to offer high praise for Burke, a Democrat who spent the last four of his 54 years in office waiting on his own trial on federal charges of racketeering, bribery and extortion.
It’s the sort of display Lightfoot can’t stand.
“It was pretty amazing,” she said. “That’s all I’ll say.”

Anyone of sound mind would do the exact opposite of what Everton’s delusional chairman and abject board have overseen during the seven years of Farhad Moshiri’s near-ruinous ownership.
Those appointed to run Newcastle’s football operation, for example. Newcastle again showed the wisdom of their £255m investment in new talent since the Saudi takeover in October 2021, along with the astute management of Eddie Howe, as they edged closer to Champions League qualification and pushed Everton towards the Championship with a second emphatic Premier League victory in five days.
Unlike the swift destruction of Tottenham at St James’ Park, Newcastle had to bide their time before delivering another incisive exhibition at Goodison Park. A seventh win in eight outings could have equalled Sunday’s scoreline but for the interventions of Jordan Pickford and VAR. Everton’s strong start was a distant memory by the time Callum Wilson, Joelinton and Alexander Isak were swatting aside the home defence with ease and exposing the chasm in quality between the respective forward lines.
Wilson struck twice, Joelinton once and Jacob Murphy was also on the scoresheet following a mesmerising run from fellow substitute Isak that took him beyond four blue shirts.
Howe shuffled his pack from Sunday but Newcastle’s penetration and winning mentally remained unchanged, victory taking them eight points clear of fifth-placed Spurs with a game in hand.
“We handled the occasion really well,” the Newcastle manager said. “It was a hostile environment and the first goal was always going to be crucial. Our confidence was evident in the second half. Maybe the edge of the game had gone but we had to earn the right to get to that point.”
Three of Newcastle’s goals came down Everton’s right flank where Ben Godfrey had a torrid night. The defender’s inclusion over Nathan Patterson at full back, where he also toiled in the damaging home defeat by Fulham, was a mystifying choice by Sean Dyche, who may have improved Everton’s aggression and physicality but not their prospects of avoiding a first relegation since 1951.
Everton collapsed following Newcastle’s second goal, just as they did against Fulham in the previous home game. With five games remaining to save the club’s top flight status, the first away at Leicester on Monday, the character on display is as alarming as the league table for Evertonians.

Dyche said: “In the first half we did everything I wanted them to do against a team that is flying, apart from conceding, but as soon as the second goal goes in the game gets away from us too quickly. The same thing happened against Fulham. We have to correct that very quickly.”
Goodison Road was filled with noise and blue smoke before kick off as thousands of Evertonians waited to greet the team coach. There was even a sustained fireworks display from behind the Gwladys Street and Bullens Road stands when the teams emerged.
It was some reception from a fanbase being put through the wringer once again and Dyche’s team initially responded, controlling proceedings up until the point Joelinton broke away to create Newcastle’s opener.

The visitors switched play through Matt Targett, who released the Brazilian down the left with a fine first touch. Joelinton gathered speed as he approached the area and cut back inside Godfrey before unleashing a venomous shot. Pickford parried well but the ball struck James Tarkowski and dropped perfectly for Wilson. The striker, one of three changes from the Spurs’ rout, made no mistake.

Dominic Calvert-Lewin had what would have been an exquisite equaliser disallowed for offside in first half stoppage time. He also forced Nick Pope to save early in the second half following good work from Alex Iwobi.
Pickford produced a magnificent save to deny the increasingly prominent Joe Willock when, unmarked on the corner of the area at a Newcastle corner, he curled a volley towards the far corner. The Everton keeper’s finger-tipped intervention was in vain. Seconds later Bruno Guimarães found Willock, who beat Godfrey to the byline too easily and chipped a perfect cross into the six-yard box where Joelinton scored with a textbook header.
It was soon three when Guimarães found Wilson lurking on the edge of the area. The striker was given time and space to pick his spot and chose the top left hand corner of Pickford’s goal. Dwight McNeil reduced the arrears when scoring directly from a corner but only for a matter of seconds. Isak weaved his way through anaemic challenges from Godfrey, Michael Keane and Idrissa Gueye before shooting across goal. Murphy tapped in at the back post.
There was still time for Howe to rub salt into Everton wounds by introducing Anthony Gordon to predictable boos against his boyhood club. Fabian Schär seemed to have applied more when scoring from distance but his fine effort was disallowed for offside by VAR. The two clubs are heading in very different directions.

Wipro, Indian multinational corporation that specializes in information technology, consulting, and business process services, is set to announce its Q4 results today along with a proposed share buyback program.
With Tata Consultancy Services (TCS) and Infosys both missing street estimates in their Q4 results, investors are cautious about Wipro’s performance. The big question on everyone’s mind is whether the proposed buyback program will prevent a further drop in Wipro’s share price, which has declined by over 27 percent in the past year.
Outcome of the Wipro Board Meeting
Wipro’s two-day board meeting began yesterday, during which they were expected to consider a proposal for a share buyback program. The outcome of the board meeting will be announced today along with the Q4 results.
In a statement to the stock exchanges, the company earlier said, “The outcome of the Board meeting will be communicated to the stock exchanges soon after the conclusion of the Board meeting on April 27, 2023.”
Wipro stocks dip by 27 percent in one year
Wipro’s share price has been on a downward trend for the past year, with the stocks dipping by over 27 percent. In the current year alone, the stocks have dropped by over four percent.
This decline is a cause for concern for investors, and the announcement of the buyback program is being seen as a potential solution to stabilize the share price.
Wipro’s past performance and share buyback program history
Wipro has a history of using share buyback programs. In 2021, the company bought back shares worth Rs 9500 crore at an offer price of Rs 400 per share. In 2019, it bought back shares worth Rs 10500 crore at an offer price of Rs 325 per share.
When it comes to declaration of the earnings, the reactions of the investors have been mixed in the past. Wipro’s shares traded in the red on the next day of the earnings declaration in six out of 13 quarters since 2020.

Local leaders are deeply worried about the economic implications of being cut off from the rest of the U.S. as businesses calculate whether it’s worth it to continue operating or relocating to the Midwest city.
“To say that it’s challenging would be an understatement,” said Molly Grover, president of the Dubuque Area Chamber of Commerce.
Some small airports can get a lifeline through a multimillion-dollar federal subsidy program that pays airlines to connect rural locations to central hubs.
Under that “essential air service” program, the Transportation Department can require carriers trying to leave a location to remain until a replacement carrier is lined up. But it only includes about 108 airports and weighs factors such as the average number of daily trips, how much subsidy is needed and the distance to the nearest larger hub. Many cities — like Dubuque — can’t join because of limits put on the program in 2012.
Losing air service cost the Dubuque airport nearly 200 jobs and reduced its economic output by more than $26 million, according to an economic impact analysis the city paid for comparing data from 2019 to 2022.
The city is hoping to begin to close that gaping financial hole by welcoming budget airline Avelo, which in March launched seasonal, twice-weekly flights to Orlando, the result of an incentive package offered by the city that includes a revenue guarantee.
Repercussions may extend beyond financial losses. Dubuque Mayor Brad Cavanagh, a Democrat, believes that nothing else will have a greater impact on politics in the decade ahead than further isolating cities like his.
“In rural communities like ours there’s no way we’re going to survive long-term without air service,” Cavanagh said in an interview. “We’re going to die a slow, agonizing death.”
Feeling connected to the rest of the country is “a huge part of our identity and if we don’t feel like that’s being supported, that’s going to have huge implications politically,” he said. It’s what “people in the Midwest think of when they say Washington doesn’t think of them.”

SRINAGAR: Jammu and Kashmir Union Territory recorded a sharp decline in the number of applications filed with different departments under the Right to Information Act-2005 in 2021-22, according to a report by a transparency panel released on Tuesday.
An analysis of the Central Information Commission (CIC) annual report for 2021-22 by the Commonwealth Human Rights Initiative (CHRI) found that the Jammu and Kashmir administration reported a 31.44% decline in RTI applications received in 2021-22 compared to 2020-21. “Among the UTs, Jammu and Kashmir reported a 31.44% decline in the number of RTI receipts in 2021-22 (1,099) as compared to the 2020-21 figure (1,603),” the CHRI said in its findings.
The CHRI findings further reveal that although Jammu & Kashmir reported only 94 RTI applications carried over from 2020-21, it was still a 683.33% increase over the 2019-20 figures (12 RTI applications).
The CHRI also noted that J&K reported a sharp decline in the proportion of RTIs transferred by PIOs in 2021-22 as compared to 2020-21. In 2021-22, 4.73% of RTI applications were transferred in J&K, while it was 38.74% in 2020-21, according to the CHRI.
It is pertinent to mention that the Central Right to Information Act-2005 became applicable in Jammu & Kashmir UT after the Centre effected constitutional changes in 2019. Before these changes, Jammu & Kashmir had its own RTI law. (KNO)
SRINAGAR: There will be no parking charges for vehicles for drop & go in the departure area at the Srinagar International Airport, its Director said on Monday.
The development cme after a person tagged the Director of Srinagar International Airport Kuldeep Singh Rishi on Twitter, asking him why people have to pay for parking charges if one is just dropping off passengers or picking them up without using the parking space.
“Can you also tell us why we have to pay parking charges if one is just dropping off passengers or picking them up without using the parking space ,” the person asked in a tweet.
Responding to the tweet, the Director said there will be no parking charges for drop & go in the departure area; however, the vehicles parked in the parking area will have to pay the charges.
“No parking charges for Drop & Go in Departure area Parking fees for parking the vehicles in the parking area Please do not leave your vehicle in No Parking area to avoid congestion Please contact Terminal Manager in case of overcharging/ wrong charging Mob 9419016404,” Rishi posted on his Twitter handle.
In an appeal, the Director said people should always park their vehicles in the parking area only for the convenience of other users at the airport.
Similarly, last Sunday, a Twitter user asked for the paint of the speed breakers for their clear visibility to avoid any inconvenience to which the Director airport posted pictures of painted speed breakers and wrote, “You say it We obey it.” (KNO)
