    SRINAGAR: Former All India Congress Committee (AICC) President Rahul Gandhi (MP) Sunday chaired a meeting of Party leaders of Kashmir and exhorted them to work for the betterment of people.

    Gandhi expressed serious concern over the difficulties confronting people in absence of the democratic system in J&K while slamming the Govt for snatching the rights of people.

    Gandhi said J&K was divided into to UTs against the wishes of the people besides they are being abandoned of their democratic rights by the BJP aiming to hide its (BJPs) wrong policies and utter failure on all fronts, but the Congress shall continue to fight for the  democratic rights of the people and ensure justice to them, he said.

    Gandhi slammed the current eviction drive in J&K terming it BJP’s deliberate move to divert attention of the people from real issues especially rising unemployment, unprecedented price hike and other developmental issues concerning people.

    Gandhi also expressed confidence that people especially the youth are joining the Congress party given its pro people policies urging Party leaders to keep their doors open for those wishing to join Congress and encourage them to work for the wellbeing of the people.

    Gandhi told the Party leaders that he (RG) will continue to visit J&K as that he feels their pain and anguish, he will leave no stone unturned to ensure justice to people of J&K, who have undergone enormous hardships due to the wrong policies adopted by the BJP Govt towards J&K, Gandhi added.

    Speaking on the occasion AICC General Secretary Priyanka Gandhi urged the party leaders to work hard to strengthen the Congress party at grass roots and perform their legitimate role to resolve people’s issues, for the fact, Congress Party is an instrument of service to the people.

    AICC Incharge Rajni Patil (MP) and JKPCC President Vikar Rasool Wani briefed Shri Rahul Gandhi about the organizational affairs and activities in J&K.

    SRINAGAR: The Jammu and Kashmir administration has halted the anti-encroachment drive that snowballed into a major controversy. The drive has already evicted thousands of people who had been cultivating and residing on government land.

    Bulldozers were used to remove encroachments of 20 Lakh kanals (2.5 lakh acres) of land across 20 districts of Jammu and Kashmir. Besides retrieving land, many structures have been demolished.

    Quoting sources NDTV reported that the government is coming up with a policy to protect small landholders and till that time officials have been asked to stop the anti-encroachment drive.

    “Yes, the anti-encroachment drive has been put on hold. This has been done to factor in and consolidate what has been achieved so far in the drive,” NDTV quoted a senior Revenue official as having said.

    Officials say large tracks of state land that was occupied by people for decades have already been retrieved. Now the Revenue officials have been directed to furnish the status report of the land retrieved so far.

    The officer said it was never the government’s intention to take away the land of small landholders or of those who have built a home.

    He added the aim of the drive was to retrieve large tracks of land encroached by rich and powerful people.

    “In every meeting, Lt Governor has made it clear that no common man should be touched during anti-encroachment drive,” he said.

    The officer admitted that there were complaints that in some places common people have also suffered due to the drive.

    The opposition claims bulldozers are being used on communal lines and that the government is taking away the livelihood of people.

    The drive, which started in January, was meant to retrieve state land allegedly encroached on by many, including politicians and senior state officials. When the order set off an outcry, J&K Lieutenant Governor Manoj Sinha and officials of his administration said only the encroachments by the “high and mighty” will be targeted in the drive. But in absence of any formal order or amendment of the original order, a mass eviction drive is being carried across the Union Territory.

    Srinagar: PDP president Mehbooba Mufti on Saturday said the people of Jammu and Kashmir have now come to realise how Article 370 of the Constitution acted as a protective shield for them, after the BJP-led government used bulldozers to demolish houses and businesses of the poor.

    She also defended her father Mufti Mohammad Sayeed’s decision to join hands with the BJP to form the government in Jammu and Kashmir after the 2014 Assembly polls, saying the PDP patriarch had successfully “caged the beast”.

    “When Article 370 was abrogated, some people thought it would only affect the People’s Democratic Party (PDP) and the National Conference (NC). When the bulldozers came to demolish our homes, businesses and even the shelters for our domestic animals, people realised how Article 370 was a protection for us,” Mufti said at a function of her party here.

    Defending Sayeed’s decision to ally with the Bharatiya Janata Party (BJP) for government formation after the 2014 Assembly polls, the former Jammu and Kashmir chief minister said her father had caged the beast and stopped it from wreaking havoc.

    “No one understands that Mufti sahib had caged the beast. He had caged the BJP,” she said.

    Mufti said after winning three seats in the 2014 Lok Sabha polls, the PDP had expected to win 43 Assembly seats in Jammu and Kashmir, but won only 28, while the BJP bagged 25 seats in Jammu.

    “It took Mufti sahib three months (to form the government). We have been accused of bringing the BJP into Jammu and Kashmir but how would one stop them? They had the majority in Parliament, they won the majority in Jammu and also, two seats in Kupwara.

    “Mufti sahib grabbed the BJP’s hand so that he could stop them. For one year, Mufti sahib was the chief minister and I was the chief minister for two years. We implemented our agenda, the Jammu and Kashmir agenda,” she said.

    Mufti claimed that she would have continued to be the chief minister of Jammu and Kashmir even today had she followed the BJP’s line. “Since I did not, they pulled out of the government,” she said.

    New Delhi: The Delhi High Court on Friday directed the Delhi Development Authority (DDA) and Delhi Urban Shelter Improvement Board (DUSIB) to file affidavits by February 21 in a plea filed by the Goshiya Colony Sewa Samiti and others residing in Mehrauli.

    Justice Manmeet Pritam Singh Arora dealing with a plea filed through advocate Anupradha Singh also directed the petitioner to file its rejoinder within three days after DDA and DUSIB file their affidavits.

    The court listed the matter for next hearing on February 28.

    The plea challenges the December 12, 2022 demolition notice, wherein DDA purports to carry out a demolition drive in the entire Goshiya Colony, which is in existence for more than five decades and consists of over 600 houses, with approximately 4,000 population.

    The plea stated, citing the ‘Ajay Maken and others vs Union of India’ case that a demolition drive cannot be carried out without following the protocol for removal of jhuggis as per the order of Delhi High Court.

    The plea stated that before beginning any demolition drive, the land-owning agency must send a request to DUSIB, which will determine if the jhuggis qualifies for rehabilitation in accordance with the cut-off.

    The petition claimed that the land-owning agency cannot begin the demolition process until DUSIB determines that the jhuggis are not eligible for rehabilitation.

    SRINAGAR: The Jammu and Kashmir Pradesh Congress Committee (JKPCC) President Vikar Rasool Wani Wednesday termed the demolition drive another assault on Jammu and Kashmir and demanded immediate end to this anti-people move of the Govt.

    Wani also reviewed preparations for upcoming Haath Se Haath Jodo Abhiyaan which is set to start in J&K in a couple of days and also discussed the AICC 85th plenary session which is being held at Raipur in Chattisgarh from February 24.

    J&K Pradesh Congress Committee (JKPCC) President Vikar Rasool Wani in a meeting of Senior Party Leaders, DCC Presidents and PCC Members of Kashmir reviewed the preparations for Haath Se Haath Jodo Abhiyaan a National level initiative of the Congress Party to connect with the people at village level.

    Wani expressed confidence that Haath Se Haath Jodo Abhiyaan shall be a very successful people’s movement which was designed after the successful completion of Bharat Jodo Yatra. The Abhiyaan is another initiative of the Congress Party to reach out to people at village level across the country aiming to strengthen the unity and brotherhood in the country, which is being harmed by the hate and divisive politics of the BJP.

    JKPCC President also discussed the AICC 85th Plenary session to be held at Raipura Chattisgarh from 24 to 26th this month and urged the Party leaders to gear up for the Session. He urged all the PCC Members from J&K to ensure their presence in the session.

    On this occasion JKPCC President lashed out at Govt for demolishing residential houses and commercial buildings of people in Jammu and Kashmir without serving any notice and termed the drive as undemocratic and anti-people move, which is being done to terrorize people. Demolition drive is another assault on Jammu and Kashmir Wani added and strongly condemned the Govt for terrorizing people under the garb of anti-encroachment drive.

    JKPCC President demanded that the bulldozer politics of BJP must end and said Congress party shall not tolerate this highhandedness and anti-people, warning the Govt of serious consequences if the demolition drive against residential and commercial buildings is not stopped.

    Senior Congress Leader Mohd Anwar Bhat also spoke on the occasion and strongly condemned the demolition drive in J&K terming it a deliberate attempt to create fear psychosis amongst the common people.

    DCC Presidents, PCC Members, Block Presidents and frontal organizations were present in the meeting and apprised the president about organizational activities in their respective area and districts.

    Delhi: After the much disputed DDA demolition drive in Mehrauli was stopped on Lt Governor VK Saxena’s direction, the Aam Aadmi party on Wednesday sought compensation from him for the victims of the area.

    In a letter to the L-G, AAP MLA Somnath Bharti said, “Direct the concerned to assess the damages already caused to many houses by the said demolition and do the needful, including appropriate compensation and to get them reinstated at the locations from where they have been uprooted without any further delay”.

    The AAP leader further said that till the time it takes place, please direct the concerned to put some makeshift arrangements like tents etc.

    Bharti also sought the investigation into the issues, calling it “serious breach of transaction of business rules, Govt. of NCT of Delhi Act, Constitution of India and various judgments of Hon’ble Supreme Court of India” and has urged to punish the officials guilty of this severe dereliction.

    “When it became apparent after making enquiries with District Magistrate (South) Office that the demarcation which became the basis of demolition, in Mehrauli, by DDA was neither in the knowledge of Chief Minister Arvind Kejriwal nor Revenue Minister Kailash Gehlot ji, then why the press release released from your office attributed the flawed demarcation to the Aam Aadmi Party Government? the letter reads further.

    Such an attempt was surely political from the L-G office with the sole intent to malign the clean image of Arvind Kejriwal and Aam Aadmi Party government, he said.

    “On 14.02.2023, the reason issued by your esteemed office for stopping the massive and inhuman demolition exercise being carried out by DDA in Mehrauli was the same which we have been agitating since day one under the leadership of Chief Minister of Delhi, Arvind Kejriwal i.e. the flawed demarcation report.

    “Had you agreed on this most important flaw brought out to you/your officers’ notice by us on day one of the demolition exercise which rendered many people, including old people, women and children homeless then such a massive tragedy would have been avoided”, the AAP MLA stated in the letter.

    The letter reads, “Since in the urbanised villages applicability of Delhi Land Reforms Act ceases and hence the demarcation work should be carried out directly by DDA following the due process, which requires the demarcating agency to invite objections from the people who at present are residing on the land being demarcated and ensure their full participation before finalizing the demarcation report or if you still wish to go ahead with the Revenue Office of Delhi government then it is urged that offices of Chief Minister and Revenue Minister must not be bypassed”.

    Talking to reporters, Deputy Commissioner Srinagar, Muhammad Aijaz Asad, as per the news agency Kashmir News Observer (KNO), said they are following the directions of LG and it is clear that the administration will not touch the poor and landless people.

    He also said the ongoing development works in Lal Chowk and other areas will take pace as work will continue during night shift in view of the improvement in weather conditions.

    “The ongoing works will be completed on set deadline. Work is going on and with the improvement in weather conditions it will be done in night shifts as well,” he said.

    Asked about the fake list of encroachers, he said two such episodes have been reported so far with an aim to create panic among masses. “The Cyber Police has also taken cognizance in this regard and those involved in the act will face the law,” he said.

    He also said that the G-20 meeting is going to take place in Srinagar, which is a proud moment for Jammu and Kashmir, especially for the people of Srinagar.

    On being asked about fencing of bridges in view of suicide incidents, he said fencing cannot reduce the number of suicides, but there is a need to ensure proper counselling.

    “Parents should play their role as well. We will go through basic causes to deal with such incidents,” he said—(KNO)

    For the first time since the abrogation of Article 370 in August 2019, Kashmir has started witnessing protests against the anti-encroachment drive in which bulldozer has become a symbol of state power.

    The anti-encroachment drive in J&K was announced by the Union Territory administration to get the land vacated under the illegal occupation of the people in the past over three decades when armed militancy reigned supreme and the rule of law had taken a hit. The administration attributed the drive as compliance of an order of the High Court, in which the government was directed to retrieve the land from occupation of the people who had occupied the state land, which was acquired by encroachers as part of their power and influence, as beneficiaries of various schemes, particularly “ Roshini”. These schemes also benefited the small landholders, who had built their homes and shops to shelter themselves and to earn their livelihood.

    Anything happening in Jammu and Kashmir has wider ramifications than what happens in other states or union territories. These drives assume greater political, demographic and class dimensions as the vast majority of people in Kashmir see it against the backdrop of the “snatching of their rights and privileges” under the special status which was granted to them under Article 370 and Article 35 A of the Indian constitution.

    Article 370, though hollowed out over the decades, had its symbolic value in the separate constitution, flag, and the most powerful legislature in the country which had the powers to facilitate or stall central laws, and also make its owns laws.  Article 35-A granted inalienable rights to the people of the state to the land and jobs, which was more critical to them than the symbols which differentiated the state from the rest of the country.

    The anti-encroachment drive, in which bulldozers were extensively used to raze what the government called illegal structures on the illegally acquired land, were directed in the Valley, which is inherently Muslim-majority. In the Jammu region too, the bulldozers moved against the occupants belonging to the community. In comparison, there were very few structures were demolished in Jammu, belonging to other communities.  That gave credence to the charge levelled by Kashmir’s political leaders, including Mehbooba Mufti and Omar Abdullah, two former chief ministers. Mehbooba said that “majority was being turned into minority and minority into majority.”  Omar described it as an “ imbalanced exercise”, implying that Muslims were being targeted more than other communities.

    After the anger swelled, the authorities came out with the verbal assurance that the small landholders will not be touched, and also stated that only the powerful politicians, influential people, including former and serving bureaucrats involved in occupation of the land would be at the receiving end. This created a perception of class. But the poor too started receiving eviction notices. And the poor realised that things were not in their favour unless or until a formal order is issued. That order is awaited till date.

    J&K BJP chief Ravinder Raina, thundered in the Nai Basti area, a Hindu enclave in Jammu, where scores of shopkeepers and home owners were served eviction notices. He declared “I will  face the bulldozers before it comes to you.” This was in contrast to the attitude of the party to the eviction notices served in Bhatindi, Sunjawan and narwal areas, the Muslim majority enclaves.

    Today, that is Wednesday, several areas in Srinagar, witnessed the closure of shops and business establishments after almost three and a half years. This punctured the narrative that the “ hartal” culture is over to some extent. The anger is swelling and unless the government brings out a clear cut policy, this anti-encroachment drive will touch communal and political fault lines. The dangers are clear and palpable.
