  • In A First, KU To Evolve ‘New Model’ For Setting Of Question Papers

    SRINAGAR: In a first of its kind initiative that aims to further ease the varsity’s  postgraduate and undergraduate examinees, the University of Kashmir has started the process of framing new guidelines for setting of question papers to bring about greater clarity in the content and better conceptualisation of questions.

    Vice-Chancellor Prof Nilofer Khan has given her go-ahead to a proposal mooted by the Controller of Examinations to constitute a broad-based committee of academics from the main and satellite campuses to formulate a policy document on setting of question papers for various UG and PG examinations.

    The larger idea, according to officials, is to have the question papers set strictly in accordance with the syllabus and have their language and content enriched for easy comprehension by the examinees.

    “Setting a question paper involves more than merely asking questions. It is important to see how rich a question paper is conceptually and whether its standard is good enough to evaluate a student holistically. Additionally, it is also about ensuring that the academic level of students is kept in mind while framing the questions,” Controller of Examinations, KU, Dr Majid Zaman, said.

    He said the committee is also mandated with framing a proper set of instructions for paper setters, including use of proper vocabulary and punctuation marks, appropriate assembling and ordering of the questions, besides spelling out clear instructions for the examinees.

    “Sometimes a comma can change the whole dynamics of a particular question. We want to ensure that students do not have to find themselves caught up in a situation where they need more clarifications regarding questions in the examination hall,” Dr Majid said.

    Added emphasis is being laid on ensuring that question papers do not encourage routine memorisation by the examinees, while special focus will be on setting question papers which facilitate an evaluator to evaluate a student on the basis of holistic and applied knowledge rather than going by a purely all-bookish approach.

    The Committee which held its maiden meeting on Thursday has been asked to submit its recommendations within a month’s time.

    “The Vice-Chancellor was keen enough to have this reform initiated in the larger interest of the students. We are very hopeful that the committee recommendations will prove to be highly beneficial for examinees,” Dr Majid said, adding that the process for necessary Statutory amendments by the competent bodies will be initiated soon after the committee recommendations are finalised and approved.

    Dr Majid said that they are also planning to rope in academics from some GMCs as well as affiliated colleges of KU in the committee for a larger representation in the panel.

  • Militant Associate Arrested, Explosive And Ammunition Recovered: Police

    SRINAGAR:  Police along with counter insurgent forces have arrested a militant associate linked with proscribed terror outfit LeT in Bandipora and recovered explosive and ammunition from his possession.

    A police spokesperson said that on a specific information regarding movement of militants in Aloosa area of Bandipora, a special checkpoint was established near Canal Road Aloosa, jointly by Police, 26 Assam Rifles & 3rd Bn CRPF.

    During checking, one militant associate linked with proscribed terror outfit LeT was apprehended. He has been identified as Jamshed Ahmad Bhat son of Abdul Rashid resident of Aloosa Bandipora.

    Incriminating materials, ammunition and explosive including a Chinese grenade and 12 live AK-47 rounds was recovered from his possession.

    A case under relevant sections of law was registered at PS Bandipora and further investigation has been initiated, spokesman said.

    SRINAGAR: PDP chief Mehbooba Mufti’s daughter Iltija has been issued a passport for two years, officials said on Thursday.

    Quoting Regional Passport Officer Kashmir and Ladakh, Davinder Singh news agency Kashmir Dot Com that on the basis of intelligence reports the authorities have issued the passport to Iltija Mufti only for (UAE) and is valid for two years.

    After two years the assessment will be reviewed and accordingly will be decided for the further validity of her passport, he said.

    According to a letter written by the Regional Passport Office to the additional solicitor general, Iltija, who wishes to pursue higher studies, has been issued a passport which is valid from April 5, 2023 till April 4, 2025.

    Earlier, Iltija had approached the Jammu and Kashmir High Court after the travel document was denied by the passport office citing no clearance from the CID department of Jammu and Kashmir police.

    RTO Kashmir Realises Revenue Of More Than 300 Cr In 2022-23

    SRINAGAR: Regional Transport Office Kashmir has generated revenue of Rs 313.47 Crores in the financial year 2022-23, marking a growth of 20 percent over the previous financial year 2021-22.

    This was informed in a meeting chaired by Additional Transport Commissioner, Reyaz Ahmad Sofi and was attended by RTO Kashmir and ARTOs of all 10 districts of Kashmir division.

    It was informed that the total revenue includes Rs 237.45 Cr of the token tax, Rs 14.87 Cr of licenses fee, Rs 9.41 Cr passenger tax, besides Rs 1.95 Cr. compounding fee from the motorists for violation of various traffic rules.

    With a special focus on the passenger tax, a significant growth of 630 percent was registered in the year 2022-23 by the department.

    Additional Transport Commissioner congratulated the officers and officials of the department for crossing 300 Crore milestone and all the officials of the MVD Kashmir were asked to work with double enthusiasm for the year 2023-24 and continue this growth story.

    It was revealed that during the financial year 2022-23, 64032 new vehicles were registered. Also, 2174 fresh Permits were issued and 24420 Permits renewed, 6078 fresh Fitness Certificates were issued and 30875 renewed, 35018 fresh Driving licenses were issued and 62388 renewed, besides 7912 cases of vehicle transfer cases were completed in the financial year.

    It was given that 55 driving licenses, 92 Registration Certificates of vehicles, and 106 Commercial Permits were suspended or canceled over the year under review for various repeated offences under the Motor Vehicles Act.

    “Collection of taxes and fees from motorists and fines for traffic offences has become smooth and easier and compliance has also improved after the introduction of online services and online payment systems. Besides, we have strengthened the patrolling on roads despite meagre human resources” said Syed Shahnawaz Bukhari, Regional Transport officer, Kashmir.

    He said that the transport department is on the path of progress with transparent and seamless policies and the department would further put it on a high growth trajectory.

    Additional Transport Commissioner directed the transport officials for strict enforcement of Motor Vehicle Act and Rules on road safety by checking over-speeding, rash driving, monitoring the overloading and enhancing revenue collection by preventing evasion of road tax, permit and fitness renewals, etc.

    RTO Kashmir emphasized that a smooth and reliable public transport system for convenience of the general public should be the priority and stated such a move could significantly reduce the number of cars on the roads and solve the traffic issues in Srinagar city and other towns of the valley.     SRINAGAR: Security forces on Thursday recovered huge cache of arms and ammunition from woods of Haphruda area of North Kashmir’s Handwara.

    An official said that in a joint operation, Indian Army along with JKP Handwara, based on reliable input, carried out specific jungle search in Haphruda Forest in North Kupwara district on early morning of 06 Apr 2023. The search resulted in recovery of huge cache of ammunition, that is 720 rounds of 7.62 mm (most likely of Chinese origin) , 05 rounds of RPG , 09 booster tubes of RPG and 10 x UBGL Grenades(most likely of Russian Origin).

    The spokesman further stated that the ammunition was concealed in two locs in the jungle area with adequate packaging. Infact few of the ammunition has been found in sealed packages.

    A thorough jungle search was lauched by Haphruda COB and JKP Handwara personnel in the general area of Haphruda forest for any more caches of arms/ammunition or for any hideout, reads the statement. (GNS)

    SRINAGAR: A woman who had ongoing divorce litigation with her late husband has been granted the right to receive family pension by the Jammu & Kashmir and Ladakh High Court. The court’s bench, led by Justice Rahul Bharti, stated that “earning family pension is a law given right” and can only be denied if the law allows it, which was not applicable in this case.

    In 2017, the woman submitted a writ petition after her request for the release of family pension and other benefits was denied. Her husband, who had retired from the Border Security Force (BSF) as a Constable in 2015, passed away a year later. The woman subsequently applied to the Commanding Officer of the relevant Battalion in BSF for the release of the family pension to be granted to her. However, the Commanding officer stated that since the woman’s name was not found in the deceased’s pension records and due to the ongoing divorce proceedings, the case for the release of family pension to the widow could not be pursued.

    The woman’s representative contended that she was entitled to the family pension because she had not remarried. However, the respondent authorities opposed the petition, claiming that the woman was receiving monthly maintenance from maintenance proceedings against her deceased husband during his lifetime. They also emphasized that her name was not listed in the pension papers of the deceased.

    The High Court noted that “there was not even a single provision of law quoted in the reply/objections by the respondents as to on what basis they were denying her claim.” The court further interpreted that the respondents were implying that it was the deceased’s wish not to grant family pension to the petitioner after his death. However, the court ruled that such a situation could not be used by the respondents to deny the woman’s claim.

    The High Court determined that the stance taken by the respondent authorities lacked legal merit and was merely frivolous. As a result, the court granted the woman’s petition and ordered the respondent authorities to approve and award the family pension in her favor, along with all applicable retrospective benefits in accordance with the regulations.

    SRINAGAR: Dr Darakshan Andrabi,Chairperson of Waqf Board on Wednesday laid foundation stone of new pulpit at Eidgah, which has been named after sufi saint Hazrat Ameer-e-Kabir Mir Syed Ali Hamadani (RA) popularly known as Shah-e-Hamdan (RA).

    Talking to reporters, Andrabi after laying the foundation stone said that there was a need to replace the old pulpit (mimber) with new one. “The new pulpit in the name of Shah-e-Hamdan (RA) is being constructed. The previous pulpit had to be replaced as it was not renovated for a long time,” she said.

    She further said that the Eidgah has its historical significance and the Waqf Board after constructing a new pulpit, will renovate the ground as well.

    The Waqf Chairperson also said that Eid prayers will be offered at Eidgah if the weather permits. (KNO)

    SRINAGAR: Smoking can have an adverse impact on health and smokers are at higher risk of developing lung cancer. But Ramadan is a hope for smokers to quit smoking as it can generate a will power among them, doctors said.

    Dr Fayaz Ahmad Bhat Assistant Professor Department of General Medicine at SKIMS Soura said that besides having enormous health benefits, fasting is the best opportunity for smokers to quit cigarette smoking.

    He said that diabetic patients, who wish to keep fast, must take special care as it is not advisable for them to take long food breaks and taking some frequent meals after certain durations helps in maintaining their blood glucose level smoothly.

    “Diabetic patients must check blood sugar levels frequently during fasting. If someone feels symptoms of hypoglycaemia, an instant blood sugar test should be done to prevent any untoward complication, he added.

    “Diabetic patients could have slow absorbing foods, which have low glycaemic index, before you begin the fast. These types of food keep your blood glucose level more stable and smooth during the course of the fast.” Dr Fayaz said.

    He said that diabetic patients must avoid long brisk walks while they are fasting to avoid hypoglycemia and dehydration, however they can go for a walk once they break their fast in the evening.

    He said that patients suffering from chronic diseases must consult their treating doctor before starting fasting as many decompensate heart liver and kidney disease patients have to take diuretic medicines leading to frequent urination which can lead to dehydration.

    He said that the general population who are on fasting must stay hydrated, take enough proteins, eat fibre rich diet, and eat foods containing essential micronutrients like iron, calcium and vitamin B12.

    Dr Irfan from GMC Srinagar said that Ramadan is the best opportunity for people to leave bad habits like smoking as fasting develops a sense of patience in the person.

    Ramadan is an opportunity to make significant changes in one’s lifestyle and develop the resolve to make healthy living choices, he said.

    “The diet should be simple and not differ too much from one’s normal everyday diet. It should contain foods from all the major food groups – like fruits and vegetables; bread, other cereals and potatoes; milk and meat; fish and dairy food alternatives; foods containing fat and foods containing sugar,” he added.

    Overeating can not only harm the body, but it also interferes with a person’s spiritual growth during the month, he said. (KNO)

    SRINAGAR: The High Court of Jammu & Kashmir and Ladakh recently noted that violent crimes against women and children are on the rise, and therefore, courts should not show any leniency to persons booked for such crimes, Bar and Bench reported.

    Justice Mohan Lal refused bail to a man who was imprisoned since June 2021 for raping his neighbour’s 10-year-old daughter. The Court stated that no woman would falsely accuse someone of raping her own underage daughter, putting her character at risk.

    “Rape is the most hated crime in the society which leaves a scar upon the most cherished personality of a victim, and, therefore, no self-respecting woman would normally concoct a story of rape,” the order stated.

    According to the Bench, being lenient in cases related to sexual offenses is not just undesirable but also contrary to the public interest.

    “Courts cannot lose sight of the fact that crime of violence upon women and minor children are on increase and therefore the perpetrators of the crime must be dealt with iron hands…Showing leniency in such matters would be really a case of misplaced sympathy. The act of accused is not only shocking, but outrageous in contours. Granting of bail to him would lead to the danger of the course of justice being thwarted”

    The judge opined that such a heinous act would leave an enduring mark on the victim’s dignity, chastity, honour, and reputation in society, and if the accused were granted bail, it would shake the confidence of the people at large.

    The victim was raped by the accused while she was collecting water from a tap in her neighbourhood, and he threatened her not to disclose the incident to anyone. Nevertheless, a week after the incident, she informed her parents of her ordeal, and as a result, the accused was arrested and charged under Section 376 of the Indian Penal Code and Section 4 of the Protection of Children from Sexual Offences Act, 2012 (POCSO) Act. The accused claimed that he was falsely accused by the victim’s family because the two families were at odds over a civil matter involving the passage outside their homes.

    The Court stated that rape permanently scars a woman’s most treasured possession and has a significant psychological impact on the victim and her family. “The prosecutrix would not have concocted a rape story against the accused to falsely implicate him by putting her honour, character, reputation, and future marriage prospects on the line in society,” the judge said. In its order, the Court observed that the crimes alleged against the accused would result in a sentence of imprisonment for the remainder of his natural life or a minimum of 20 years in prison.

    “The more severe the punishment, the greater the likelihood that the accused will abscond or flee from justice if released on bail. There is a risk that he will abscond or flee during the trial if granted bail,” the Court stated while denying bail to the accused.

  • 20 Year Old Drowns While Bathing

    SRINAGAR: A 20-year-old GREF labourer died while bathing in a river in Poonch district, officials said.

    Identifying the deceased as one Imtiaz Ahmad son of Mohammad Hanief, a resident of Upper Surankote, the officials said that the person was brought out from the river in unconscious state and taken to a nearby hospital where he was declared as brought dead on arrival.

    Medical Officer, Dr Javid Ahmad, has also confirmed about the death of the person.

    A police official has in the meantime said that the body would be handed over to the family for last rites after medico-legal formalities. (GNS)
