  • JK Govt Expects Rs 150 Cr Property Tax In Fiscal 2023-24

    SRINAGAR: Jammu and Kashmir Housing and Urban Development Department, Principal Secretary, H Rajesh Prasad on Wednesday said that imposition of a property tax is mandatory likewise other parts of the country while ten percent of rebate can be availed by those early submitting the tax, which can also be paid in two equal instalments.

    He added that the implementation of a property tax is required, just like in other regions of the nation, and that those who pay it early or in two equal installments can receive a 10% discount.

    In a press conference at the Convention Centre, Prasad told a group of journalists, “We have started with a baby step. There is still a long way to go to enhance the financial structure and make them surplus.

    The Principal Secretary added, “Moreover, as per Act 10% refund can be received by early filing of Property Tax,” stating that “Property Tax is to be charged annually and can be paid in two equal instalments and it would not be burdening common citizen.”

    Rahul Yadav, the commissioner of the Jammu Municipal Corporation, Sapna Kotwal, the joint director of the DIPR in Jammu, and other officers stood on either side of him.

    He added that the department generated income of Rs. 115 crores while spending Rs. 850 crores on operations.

    Prasad continued, noting, “This action is in the advantage of the people and no disinformation or mis-campaign be launched to mislead masses.” He stated that with the application of the Property Tax, an estimated Rs 150 crores in revenue collection is expected in 2023–2024.

    According to Prasad, the interests of the underprivileged and other societal groups would also be taken into account.

    He continued by saying that a strong and efficient system of local self-government is essential to the efficient operation of a democracy. Having sufficient financial resources available to the institutions of self-government is a fundamental precondition for the existence of such a system, and the more these resources are mobilised at the local level by these governments, the better for these governments’ efficient operation.

    “Property taxes are one of the fundamental pillars of municipal funding around the world. He continued, “The Government of India and the Finance Commissions it established have consistently and strongly advocated using this resource.

    “As a result, the Government of Jammu and Kashmir announced the property tax in an effort to strengthen municipal organisations’ financial situation and enable them to deliver better municipal services. Tax rates in the UT of J&K are announced in a way that the effects on small firms and households are minimal and progressive in nature.” he added.

    J&K has announced reduced property tax rates in comparison to neighbouring states and UTs, according to Prasad, who also noted that property tax is being imposed for the first time in J&K.

    Notably, Jammu and Kashmir is one of the few Indian states and union territories where property taxes have not been implemented yet.

    Property in the Old City or Sarwal will be subject to reduced property taxes compared to upmarket areas like Gandhi Nagar. Property tax is related to the local stamp duty tax, therefore property valuation of the various areas is captured differently. Moreover, weighting for the property’s age, use type, and building style, among other factors, is employed to arrive at the Annual Taxable Value in a more thorough manner, he added.

    According to the new tax formula, he claimed, residential properties with a build-up area up to 1500 sq ft are also discounted, assuring relief for residential properties in the LIG and MIG categories. Residential properties with an area of up to 1000 sq ft would be exempt from property taxes.

    It is important to note that most stores, particularly those in neighbourhood and historic markets, fall into this group.

    With minimal tax repercussions for individuals, this new property tax policy will assist municipal bodies in raising funds for greater municipal services. More people are expected to start enterprises in Jammu and Kashmir as a result of improved municipal services, he said.

    Prasad continued by stating that property tax revenue will be used to repair infrastructure, develop new parks and playgrounds, and maintain existing facilities, considerably improving the services provided by Municipal bodies.

  • 17 Lakh Metric Tonne Lignite, High Quality Marble Deposits Available In Kupwara

    SRINAGAR: Kupwara district has huge potential in the industrial sector and thermal power generation as there are around 17 lakh metric tonne major mineral deposits available in different areas of this frontier district.

    Quoting data available with Geology and Mining (G&M) department an official handout said that  9 Lakh metric tonne Lignite deposits are available at Nichahama and Hangnikkot areas of  the district, and have huge potential of thermal power generation. Likewise, at Awoora  and Zirhama,  there are 8 lakh metric tonne high quality Marble deposits which can revive the industrial sector and can provide ample employment opportunities in the district.

    District Mineral Officer (DMO) Kupwara, Dr.Shujat Ahmad Qureshi in a statement said that Geology and Mining department has seized 440 vehicles including heavy earth moving machines used in illegal mining and transportation of raw material from different areas of Kupwara district during the financial year 2022-23, adding that a fine of Rupees 60 lakh has been realized from the violators (owners of  seized vehicles), besides, seizing raw material worth rupees 20 lakh.

    The DMO further said  that he along with his team launched a crackdown in different areas of Kupwara district, following the directions of Deputy Commissioner Kupwara, Dr Doifode Sagar Dattatray to curb the  illegal mining and its transportation.

    Dr Shujat said that  all of his staff has been put on alert to monitor illegal mining in the district.

    On the occasion, the DMO warned the offenders to desist from the illegal extraction of minor minerals, adding that stern action under rules shall be taken against them.

    He said the vehicles were seized under Mines & Minerals Act 1957 under section 21 delegated under the J&K Minor Mineral Concession, Storage, Transportation of minerals and prevention of illegal mining rules 2016 issued vide SRO 105 of 2016.

    According to DMO, rate fixation of raw materials in  the district has already been accorded and sale and purchase of minor minerals is being done online through http://www.geologymining.jk.gov.in, besides, rates have been notified which are available on different portals of Geology and Mining department.

    He said that the ordinary sand (meshed) at source would cost Rs 28 per Cft, nallah bajri at Rs 16 per Cft, nallah boulders at Rs 6 per Cft, nallah mukh (GSB) at Rs 4 per Cft, ordinary clay at Rs 3 per Cft, crushed bajri (10 mm) at Rs 23 per Cft, crushed bajri (40 mm) at Rs 18.50 per Cft and crusher dust at Rs.25 per Cft.

    Moreover, DMO added that  in case extra rate is demanded by the mineral concessionary or mineral dealer licensee, people can contact the DMO Kupwara, accordingly such offenders will be fined under law.

    While giving further details District Mineral officer Kupwara said that there are 24 e-auctioned blocks in Kupwara district out of them 14 are functional leased-out blocks while the rest 10 are under process.

    SRINAGAR: The Jammu and Kashmir Hajj Committee has this year dispensed with the practice of providing Saudi Riyals to the selected haj pilgrims for Hajj-2023.

    In an official handout issued here, the authorities at Jammu and Kashmir Hajj Committee has informed that no foreign exchange in terms of  2100 Saudi Riyals previously provided by the Hajj Committee to selected Hajj Pilgrims on account of incurring day to day expenditure in Saudi Arabia shall be provided to the selected pilgrims this year by the Haj Committee.

    Meanwhile in view of above, all the intending Hajj pilgrims of Hajj 2023 who are desirous to undertake Hajj Journey/get selected are hereby informed to obtain the required foreign exchange in Saudi Riyals at their own before leaving for Hajj.

    JAMMU: The government of Jammu and Kashmir, giving a huge push to sustainable agriculture in the Union Territory, has approved a five year project on “Innovative Extension Approaches for Revitalizing Agriculture in Jammu and Kashmir”.

    An official statement said that the project, worth Rs. 463 crore, is aimed at empowering farmers and educated youth through technology driven and inclusive agri-extension services. One of the critical outcomes of the project would be creation of 2,000 Kissan Khidmat Ghars (KKGs), which will serve as a One Stop Center for extending farmer oriented services.

    “The extension system in Jammu and Kashmir faces many challenges, including serving a large clientele with structural complexity and functional diversity. Currently, there is a significant gap between extension workers and farmers, with a ratio of 1:1100 and contact intensity of one hour per farmer per year. The existing system is also plagued by defects such as lack of realistic base-level information, poor coordination and cohesiveness among the extension players and a low level of public confidence,” the statement quoted Atal Dulloo , Additional Chief Secretary, APD as having said.

    “The project aims to address these issues by developing a dynamic agri-extension system using IoT-enabled real-time big data for farm-centric planning and resource allocation. This technology enabled system will form the basis for a proactive agriculture extension system with a cluster approach. This approach will use real-time regional analysis of climate and agro-ecology information to promote niche agriculture under given agro-climatic conditions,” he added.

    “Innovative Extension Approaches for Revitalizing Agriculture in Jammu and Kashmir” is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of agriculture and allied sectors in UT of J&K. The prestigious committee is being headed by Dr Mangala Rai, former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics and Administration like Ashok Dalwai, CEO NRAA, Dr. P K Joshi, Secretary, NAAS, Dr. Prabhat Kumar, Horticulture Commissioner MOA and FW, Dr. H. S Gupta, Former Director, IARI, Atal Dulloo , Additional Chief Secretary, APD besides Vice Chancellors of twin Agriculture Universities of the UT.

    The project envisages to promote sustainable and profitable agriculture with a significant increase in the share of agricultural GDP. To achieve this goal, the project will establish 2,000 Panchayat level KKGs, revitalizing the Block-level Extension Advisory Committee and promoting Krishi Vigyan Kendra (KVK) as a hub of convergence of services at the district level. The project will also establish business orientation centers at SKUAST-Kashmir and Jammu and facilitate real time problem redressal through cyber extension including RS-GIS driven agro-advisories and ICT based virtual contacts and communication systems.

    The Kissan Khidmat Ghar will be a One Stop Center for farmers to access a range of services related to agriculture and allied sectors. It will serve as a knowledge center with modern ICT tools including a kiosk, to provide direct access to various information such as input supply, technology, marketing, and more. The KKG will be a platform for public-private partnership to manage the value chain effectively and economically. Each KKG will have a technical facilitator to provide end-to-end services to farmers at nominal charges.

    The project will also create a strong MIS system to maintain transparency and accountability in service delivery and information sharing with parent departments and administration. The KKG will function in close coordination with the Panchayat, fostering Public-Private-Panchayat partnership. The key functions of KKG will include execution of direct services in agriculture and allied sectors, input booking/delivery, market intelligence services, capacity building and skill development, facilitating custom hiring services and generating baseline information for policy planning and review of operational schemes at block and higher levels.

    The project will focus on holistic planning and execution of “production to profit” agriculture with area and commodity-specific extension approaches based on agri-knowledge system (JK Agri stack platform). It will converge functional extension resources and approaches for participatory planning and decentralized decision making to promote remunerative agriculture. It will also provide seamless agricultural extension services with perfect outreach and dynamic contact across the value chain and real-time resource person-client interaction. Besides, the project will focus on capacity building in agricultural extension and skill development for generating entrepreneurship and employment.

    Meanwhile, the project will also reorient capacity building programs and promote secondary agriculture with post-harvest and non-farm activities as the primary focus for harnessing better returns. This will include trainings in agri-business, marketing, secondary agriculture and non-farm activities. It will constitute an “Agri-Extension Club” promoting regular online Expert Extension Lecture Series (EELS) and skilling farmers and youth in mission mode for profitable agriculture, entrepreneurship development, agri-business start-ups, employment generation and livelihood security.

    The project will also synergize PPP extension systems and accreditation of service providers at the UT level with outcome-linked incentives. It will establish sustainable market linkages for physical and e-market and promote secondary agriculture. The project will also focus on the augmentation of mechanization, automation and digital agriculture, awareness programs, demonstrations and entrepreneurship in farm machinery services.

    The project will promote research in extension, technology and service gaps, technology adoption, and impact assessment. It will use a bottom-up approach and employ IoT-enabled real-time big data to monitor the impact of the project at the backend. The project aims to promote a smart technology-driven seamless innovative, implementable and inclusive agri-extension service that empowers farmers and educated youth to realize the sustainably progressive growth of agricultural sector in the country. By providing farmers with access to modern tools and techniques, the project hopes to increase agricultural productivity and improve food security while also reducing poverty and promoting sustainable development.

    Ultimately, implementation of a smart, technology-driven approach to agricultural extension services has the potential to revolutionize the way farmers access information and support. By leveraging the power of IoT-enabled big data, the project can measure the impact of its efforts in real-time, providing valuable insights for future decision-making. As a result, the project has the potential to contribute significantly to the achievement of United Nations Sustainable Development Goals related to food security, poverty reduction and sustainable development, making a positive impact on the lives of millions of people, reads the statement.

    SRINAGAR: Former legislator and CPI( M) leader Mohamad Yousuf Tarigami has termed the levying of property tax in Jammu and Kashmir as “arbitrary and undemocratic”.

    In a statement CPI(M) leader Tarigami said that the process of collecting tax and deciding the values of the tax is the sole prerogative of the elected institutions — the legislature to frame laws and the municipal councils/corporations to decide the forms and different values according to their objective realities.

    “Levying property tax in absence of an elected government is quite unconstitutional. Even the elected municipal bodies were not consulted,” he said in a statement.

    He added that the most objectionable part of the notification is the decision of deciding the values from the centre.

    “These are the towns and cities to decide the values and not the centre, as mandated by the 74th Constitutional Amendment. The notification is ultra vires to  the constitutional mandate,” Tarigami said, adding that the locking period of three years is also arbitrary.

    “The cities must be given the prerogative to decide when they want to change their values and there should not be any particular locking period,” he said.

    He demanded the immediate withdrawal of the notification.

    The Geographical Survey of India (GSI) revelations that Reasi hills hold vast treasures of rare and expensive lithium have triggered hopes of a better carbon-free future and a lot of prosperity. The inferred deposits have implied flip side too, reports Khalid Bashir Gura

    On February 9, an otherwise non-descript village nestled in the high mountains of Reasi suddenly became a national cynosure. The village’s long solitude was disrupted as hoards of people started thronging the belt. Salal Kotli Sarpanch, Preetam Singh’s kept ringing as requests came for guiding the visiting officials to the area.

    In 2018, a Geological Survey of India (GSI) team reached Salal, said Singh, to collect samples for research. They were following up the 1995-1997 survey by geologists KK Sharma and SC Uppal who spotted higher values of lithium in the area suggesting further exploration. Then, Lithium was in less demand, a situation that dramatically changed later.

    The outcome of the 2018 exercise was made public on February 9, when the Ministry of Mines announced GSI’s success in locating “inferred” resources (G3) of 5.9 million tonnes of lithium in the Salal-Haimana belt.

    “We have been about told the economic prosperity the discovery of the lithium will bring,” Singh said. “But simultaneously we find ourselves worrying about our possible displacement.”

    New Oil

    Officials say the discovery will boost Aatma Nirbhar Bharat and make it self-reliant in a metal that is now fuelling growth. The crucial discovery coincided with the climate-change-impacted world transitioning from fossil fuels to zero-emissions energy sources in which lithium holds the key. Over the years, especially by Industrial Revolutions 3 and 4, the shiny grey-light metal has evolved over the years in the global market as a ‘white gold.’

    “Price of lithium has gone to insane levels! Tesla might actually have to get into the mining and refining directly at scale, unless costs improve,” Twitter owner, Elon Musk, the world’s top capitalist who invests in future technology including Tesla founder tweeted on April 9, 2022.

    Apart from being used in batteries to power smartphones, laptops and almost all other gadgets, Lithium is a vital component in the rechargeable batteries that run electric vehicles (EVs). Its low weight and enormous capacity to store energy led markets to exhibit lithium hunger. The discovery is expected to end India’s import dependence and help in achieving its goals of reducing carbon footprints as the country aims at deriving about 50 per cent of cumulative electric power installed capacity from non-fossil fuel energy resources by 2030. In 2022, India sold more than a million EVs and the plan is to reach 10 million units by 2030.

    “Lithium batteries are the new oil,” asserted Elon Musk, insisting by 2027 30 million EVs must be created. This, he said, would require 1.8 million tonnes of lithium carbonate equivalent. “This would require a 473 per cent increase in output of lithium carbonate equivalent to 1.8 million tonnes from levels in 2019.”

    “No doubt now, that India’s future will be ‘electrifying,’” Industrialist Anand Mahindra tweeted, hailing the discovery.

    Better Quality

    Against the normal grade of 220 ppm (particles per million), the Reasi lithium found is 550 ppm indicating the presence of the best quality in abundant deposits, earth scientist Prof Shakil Romshoo said. “India may become the world’s major producer  and the EV industry will get a shot in the arm as India is committed to increasing the number of EVs by 30 per cent by 2030.”

    NITI Aayog data suggests the total EV sales by 2030 could go up to 80 million from the current 1.3 million sales reported till July 2022. A Central Electricity Authority (CEA) report claims that by 2029-30, India will have 2.700 MWs of battery storage capacity.

    These requirements have triggered massive price escalations for lithium, now dubbed ‘white gold’.

    Asserting that the discovery will help India to tackle the climate change crisis, Ramshoo said, “now India can deliver on its international promise of becoming carbon neutral by 2070” If climate targets set in the Paris Agreement are to be met, he said green technology especially EV’s have to be promoted on large scale in India, China, US, and Europe.

    Import Dependence

    While Chile, Australia, Argentina and China are home to the world’s highest lithium reserves, the path-breaking discovery put India on the map of the world’s largest lithium mines, only next to Chile. According to government data from the Ministry of Commerce and Industries, between April-December of 2022-23, India shelled out Rs. 163 billion for the import of lithium and lithium-ion

    The present discovery will reduce the country’s dependence on imports. Reports appearing in the media suggest in 2020-21, India imported Rs 173 crore worth of lithium metal and lithium batteries for Rs 8,811 crore. In 2022, between April and November alone, Rs 164 crore worth of metal and Rs 7,986 crore worth of batteries were imported.

    Last year, Parliamentary Affairs, Coal and Mines Minister, Pralhad Joshi informed Rajya Sabha, that India imported Lithium-ion worth Rs 8,574 crores in FY 2018-19, Rs 8,819 crores in 2019-20 and Lithium-ion worth Rs 8,811 crores in 2020-21.

    India did not manufacture lithium-ion (Li-ion) cells till 2020 and would import from China or Taiwan and assemble them here. “India imported US$1.23 billion worth of Li-ion batteries between 2018 and 2019,” a February 2022 report by the India chapter of the World Resources Institute (WRI) said. “Over 165 crores lithium batteries are estimated to have been imported into India between FY17 and FY20 at an estimated import bill of upwards of US $3.3 billion.”

    Reasi could change the situation now.

    While the officials said the work will start soon, it remains to be seen how the extraction will start. Lithium can be extracted in different ways, depending on the type of the deposit — generally either through solar evaporation of large brine pools or from hard-rock extraction of the ore.

    A Long Way

    As the deposit is being described as “inferred resources,” an official in the mining department, who wished to remain anonymous, said: “we should wait for some time till the final stages of assessment before proper identification of the proven reserve.”

    Earlier, in 2021, the 1,600 tonnes of lithium ore discovered in Karnataka were also classified as being in the “inferred category”. A lot of steps are involved before India could become a producer of Lithium.

    Many assessments and samplings are required. The exploration of mineral deposits is divided into four stages — reconnaissance (G4), preliminary exploration (G3), general exploration (G2) and detailed exploration (G1). In Reasi, GSI is at G3.

    “These are initial estimates. The process will take many years before actual mining starts,” said, Professor Pankaj Srivastava, Department of Geology, University of Jammu. “To arrive at a high confidence level, the exploratory companies will undertake the G2 level of assessment after G3, where the indicative resources are calculated, which tells us how much of the deposit could be mined with more facts. Later in the G1 level, the real ‘proved resource assessment’ is done.”

    Experts say the “inferred” mineral is a resource for which quantity, grade and mineral content are estimated only with a low level of confidence. It is based on information gathered from locations such as outcrops, trenches, pits, workings and drill holes that may be of limited or uncertain quality, and also of lower reliability from geological evidence.

    “As our level of confidence is low, it may increase or decrease. It is at a preliminary stage. Lithium is present in both forms. It is in the lattice of the mineral and it does not have its own mineral but the bauxite at the site is lithium-rich,” Srivastava said. “We need technology to extract lithium out of the rocks.

    GSI Findings

    Geologists have found the solubility of lithium is amenable to dissolution only by hydrofluorination with perchloric acid, which means the metal is present either in silicate or in the lattices of bauxite mineral, the GSI Survey of 1995 to 1997 reveals.

    As analytical results have indicated high values of Li (averaging 883.80 ppm), according to study, as the mineralogical studies have failed to identify the mineral phase except in one sample where cockeite was indicated, the higher values of lithium are persistent throughout the belt (where bauxite is exposed) in the bauxite column. “Lithium prospect in the bauxite column in the area investigation appears to be promising. The bauxite column in Salal-Panasa-Sangarmarg (Saroda Bas) and Chakar areas appears to be a promising horizon for lithium and may be taken up for further detailed work,” the study stated. “The higher values of Lithium are persistent throughout the belt (Where bauxite is exposed) in the bauxite column). Lithium prospect in the bauxite column in the area investigation appears to be promising.”

    Ecological Concerns

    Amidst all these hopes and planning, environmentalists have raised a clarion call to save the flora and fauna of the region.

    Romshu suggested that the mining and exploration of the lithium ore would have a significant environmental cost, which needs to be minimised, by employing the latest environmental-friendly exploration technologies.

    Happy otherwise, even the residents know the flip side of the discovery. “We are apprehensive about an uncertain future. There will be economic prosperity but what will happen to us, our lands and homes,” Balbir Singh, a local transporter said. Almost 8000 people live in 2500 homes.

    “We have learned that mining triggers pollution and people are displaced from demarcated areas,” Preetam Singh, a Sarpanch said. “Worried residents have called for a panchayat meeting. We cannot stop its extraction but the government has to think about us before embarking on the project.”

    SRINAGAR: Kashmir Chamber of Commerce and Industry (KCCI), the region’s oldest trade body elected its new body. Javid Ahmad Bhat (Tenga) is Chamber’s new president. This was the first election to the trade body after August 2019, when Article 370 was read down and Jammu and Kashmir was converted into two Union territories.

    According to a statement issued by the KCCI, its 85th annual general meeting was held today at 11.30 AM at the Chamber Office on Residency Road in Srinagar. In compliance with the J&K High Court’s directives, the annual general meeting’s activities were overseen by the assistant commissioner of revenue, several revenue department officials, and certain members of the election committee.

    “The election committee established for the purpose of holding the elections to the 21-member Executive Committee declared the results of the elections for the executive committee of KCC&I. The executive committee and office holders were chosen from the following, it stated.

    The candidates for president were Javid Ahmad Bhat (Tenga), senior vice president Ashaq Hussain Shangloo, junior vice president Fayaz Ahmad Punjabi, secretary general Faiz Ahmad Bakshi, joint secretary general Umar Nazir Tibetbaqal, and treasurer Zubair Mahajan.

    Amir Manzoor, Ashfaq Ahmad Zahgeer, Farooq Ahmad Kuthoo, Ghulam Nabi Bhat, Altaf Ahmad Tramboo, Jagmohan Singh Raina, Mohammad Lateef Bhat, Siah Mohammad Ibrahim, Suhail Jan, Touseef Ahmad Bhat, Feroz Ahmad Bisati, Shoukat Khan, and Zahoor Hussain Alamgir are the other members of the executive committee.

    The last election to the trade body took place in October 2018. Since then Sheikh Ashiq was heading the trade body.
