The documents included material outlining Ukraine’s readiness, training capabilities and death tolls on the battlefield. After reviewing the documents that hit social media in April, POLITICO found that the section detailing death tolls had been altered to show a significantly higher number of Ukrainian deaths.
“We know that some of [the documents] have been doctored,” Kirby said on Monday, but noted that officials were “still working through the validity of all the documents that we know are out there.”
It’s unclear who obtained the documents and who first circulated them online. On Monday, Kirby said it was also unclear whether more documents are out there.
“We don’t know who’s behind this. We don’t know what the motive is. And … we don’t know what else might be out there,” Kirby said. “This is information that has no business in the public domain.”

The materials that circulated in early March were uploaded on a Discord, an encrypted messaging app. They appear to be photos of slide deck printouts that were folded up and then smoothed out again. They have since been posted on other social media websites, including Twitter and Telegram.
It’s unclear who originally obtained the documents, who leaked them and the extent to which they’ve been altered. It’s also possible an even earlier version exists.
A senior administration official, granted anonymity to discuss a sensitive intelligence matter, said President Joe Biden’s team is “concerned” by the large document leak. “This could be a Russian disinformation operation,” the official continued, citing the manipulations to the documents. “Russia has a history of manipulating information for disinformation purposes.” The official wouldn’t detail when the administration first became aware of the leak.
There are discrepancies between the documents posted in March and those circulated this month, suggesting the earlier tranche could be the original versions — or at least closer to it.
The leak is one of the most high-profile breaches of military intelligence since the Russian invasion in 2022 and comes at a time when Ukraine is preparing to launch the spring offensive. The documents “represent a significant breach in security, which could compromise U.S. and NATO support for Ukraine,” said Mick Mulroy, a former DoD official and CIA officer.
The images that appeared online earlier this week show slides that were produced by the Joint Staff, but which have been heavily doctored to show inaccurate information, according to a second senior administration official, speaking on condition of anonymity to discuss a sensitive topic.
In reviewing the batch of documents that circulated on Discord and those that appeared in April on sites such as Telegram, Twitter and 4chan, POLITICO found that at least one section had been changed — the death tolls. The number of Ukrainian deaths is significantly higher in the later version.
However, there are irregularities in both the March and April versions. Not all of the documents are dated. One is dated as late as March 23 — about 20 days after someone posted them on Discord. Other pages are missing security markers and have sections replaced by white space.
The documents, which are at least five weeks old, are of limited value to Moscow as they show the conflict as a snapshot in time. Still, they may help Russian intelligence planners with establishing the expected burn rate for Ukrainian supplies, the second senior official said.
The Department of Defense is investigating the leak, which the New York Times first reported, the Pentagon said Thursday.
“We are aware of the reports of social media posts, and the department is reviewing the matter,” said DoD spokesperson Sabrina Singh. The Central Intelligence Agency and the Office of the Director of National Intelligence declined to comment.
The early reaction from Capitol Hill has been fierce. “I’d fire anyone who leaks without authorization when they’re identified,” said Rep. Don Bacon (R-Neb.), a close ally of Speaker Kevin McCarthy and member of the House Armed Services Committee.
“I’m troubled by the potential leak and possible disinformation related to the documents,” said Rep. Jason Crow (D-Colo.), a member of the House Intelligence Committee. “I look forward to hearing from the Department of Defense on steps they’re taking to investigate and address any wrongdoing.”
Other pages included in the March tranche include information about various countries, Jordan, Palestine and China.
Some of the Ukraine-related documents, marked “SECRET” and dated February and March, show American and NATO plans for training and arming Ukrainian forces ahead of a planned counteroffensive this spring.
One slide includes detailed plans for equipment Western countries will deliver to Ukraine this spring, such as the number of tanks and armored vehicles each nation is sending and the estimated date of arrival. It also shows the status of training programs by different NATO countries.
One document outlines what Western equipment Ukrainian brigades are receiving and when they’ll be trained. If that information is correct, it could provide useful intelligence to Moscow about new capabilities entering the battlefield this spring and summer. It is also a fascinating look into the international grab-bag of equipment the rapidly equipped Ukrainian army now fields.
The 82nd brigade, for example, looks to be an armored powerhouse. It will boast about 150 armored infantry carriers, including 90 U.S.-Stryker vehicles, 40 German-produced Marders, 24 U.S.-made M113 infantry carriers and 14 British Challenger tanks, giving the unit a powerful punch, according to the documents. The unit is currently being trained as the equipment continues to arrive.
Similarly, the 33rd brigade will have 32 Leopard tanks from Germany, Canada and Poland, alongside 90 American-made MRAP troop carriers. All the vehicles were slated to arrive for training in March and April, according to the documents.
Another slide shows the Joint Staff’s daily update of the conflict, including planned operations of U.S. forces in the surrounding area such as the aircraft carrier USS George H. W. Bush and several submarines, the locations of which are rarely, if ever, publicized.
Others, marked “TOP SECRET,” show the U.S. military’s assessment of Russian and Ukrainian troop movements in key battlegrounds, including Bakhmut, Kharkiv and the Donetsk, on March 1.
Both the March and April tranches show updates from the battlefield from February that includes an allegation that “agents” of Ukraine attacked a Russian aircraft based in Belarus. The Ukrainian government has previously denied those claims. A spokesperson for President Volodymyr Zelenskyy’s office did not respond to a request for comment on the incident.

Raipur: Coming down heavily on Enforcement Directorate for conducting searches at several locations in the State, Chhattisgarh Chief Minister Bhupesh Baghel on Sunday alleged that people are being beaten up and threatened to sign documents.
“They (ED) are beating up people and pressurizing them to sign documents and threaten them(Maarpit Kar Rahe Hain… Maar Maar Kar Likhwa Rahe Hain…Dastkhat Karwa Rahe Hain),” CM Baghel alleged.
The scathing attack by Baghel comes at a time when Enforcement Directorate have been conducting searches at several locations in Raipur, including at the office belonging to Congress leader Ram Gopal Agarwal.
The Congress leader said that they raided 50 places in a month. “How much money and property were seized from it?” CM Baghel asked further.
He also questioned the Central probe agency to come clean on whether the crackdown is being done with an anti-corruption motive or political motive.
“We are against corruption and there should be a probe. But let them [ED] decide whether they are raiding for the purpose of arrest or with a political motive behind?” he told reporters here.
ED on Tuesday reportedly carried out search operations at separate locations in Raipur at the office belonging to a Congress leader Ram Gopal Agarwal at Gore Parisar under Civil Lines police station and residence of industrialist Kamal Sarda at Shankar Nagar in mining and alleged coal levy scam.
CRPF personnel remained present at both locations as the ED officials conducted raids.
He also informed that he has written to Home Minister Amit Shah aprising about the people being threatened by ED officials and had also mentioned it during his meeting with Prime Minister Narendra Modi.
Earlier on Tuesday Baghel took a swipe at said the Centre by saying that it seems that ED has no office in BJP-ruled states.
“Industrialists, businessmen, transporters, MLAs, officers, farmers — there is no section left which has not been raided by ED. But it seems there is no ED office in MP, UP, Uttarakhand, Gujarat and Karnataka. As long as there was Uddhav Thackeray’s Government in Maharashtra, central agencies were active there. When there was a change of Government there, the agencies became of no use there,” Baghel had said.
Amethi: A local BJP leader has been arrested here on Tuesday for allegedly selling a piece of land to police for the construction of the Police Lines for Rs 2 crore with the help of forged documents, while he had already taken a loan of Rs 78 lakh against it.
Superintendent of Police (SP) Elamaran G. said that BJP leader Om Prakash alias Prakash Mishra had committed forgery and a case had been registered against him.
The SP also said the accused had taken a loan from the Bank of India by mortgaging his land. However, through forged documents, he sold the land for the construction of Police Lines. The land is located in Chauhanpur village under Sadar tehsil in Amethi’s Gauriganj.
On July 27, 2017, Mishra had executed a sale deed of 0.253 square metre land. Before selling the land, he had taken a loan of Rs 78 lakh from the bank by mortgaging the land.
After executing the sale deed, the BJP leader received a payment of Rs 1.97 crore from the Amethi police.
During the registry, Prakash did not give any information on whether there was any loan or outstanding dues against it.
In January this year, the recovery officer at the Debts Recovery Tribunal, Allahabad (Prayagraj) had sent a recovery notice, following which the matter came to light.
Based on the complaint lodged by the Reserve Inspector at Police Lines, Amethi, a case has been registered against Mishra.
The case has been registered under sections 409 (criminal breach of trust), 419 (cheating by personation), 420 (cheating), 467 (forgery of valuable security, will, etc.), 468 (forgery for purpose of cheating) and 471 (using as genuine a forged document or electronic record) of the Indian Penal Code.
Amethi district’s BJP chief Durgesh Tripathi said that Mishra is a party worker and a case has been registered against him.
He said the law will take its own course, and if found guilty, action will be initiated against Mishra.
Mumbai: Bollywood filmmaker-producer Karan Johar, who is busy with the post-production of his upcoming directorial ‘Rocky Aur Rani Ki Prem Kahani’, was recently stopped by security personnel for a routine check at the Mumbai International Airport better known as Chhatrapati Shivaji Maharaj International Airport on Tuesday.
KJo, who is known to be friendly with the paparazzi, posed for them and moved on to go beyond the security check when he was notified about the procedure by one of the security personnel.

The D.C. Circuit Court of Appeals stayed Howell’s order temporarily on Tuesday night, ordering an extraordinarily rapid series of filings in a matter of hours — including one from Trump’s team by midnight Tuesday.
The appeals court’s order — from Judges Cornelia Pillard, J. Michelle Childs and Florence Pan, all Democratic appointees — doesn’t identify Corcoran or the case at issue but makes clear that the government was on the winning side of the case in Howell’s court.
The three-judge panel is asking Trump’s attorneys to specify the precise set of documents at issue by midnight and for Smith’s team to respond by 6 a.m. Wednesday to the Trump team’s demand for a longer stay of Howell’s ruling.
A spokesperson for Smith declined to comment Tuesday on the closed-door fight.
The appeals court order followed the filing by Trump-linked attorneys of a pair of appeals and stay requests tied to Howell’s decision, which came on the final day of her seven-year tenure as chief judge of the federal District Court in Washington.
The parallel submissions asked the appeals court to block Howell’s decision while the appeals go forward, docket entries show. The appeals were first reported by CNN. The short-term “administrative” stay granted Tuesday night does not appear to signal whether the appeals court will decide to keep Howell’s order on ice as full legal briefing proceeds in the dispute.
The Trump campaign statement issued Tuesday evening also dismissed Howell, a former Democratic Senate aide appointed by former President Barack Obama, as a “Never Trump” judge.
Howell’s secret order on Friday required Corcoran to testify about matters he and Trump had claimed were subject to attorney-client privilege. Her order relied on the “crime-fraud exception,” which permits investigators to pursue evidence that would ordinarily be privileged but contains evidence of likely criminal conduct.
As chief judge, Howell supervised all disputes arising from grand jury proceedings happening in Washington. That responsibility passed Friday to U.S. District Court Judge James Boasberg, who succeeded Howell as chief, but only after Howell issued the potentially momentous privilege ruling in the Trump-related legal fight.
The Trump camp’s public attack on Howell appears to be its first aimed at the veteran jurist, with Trump notably avoiding attacks against her while she single-handedly presided over the numerous grand jury disputes arising from investigations into the Jan. 6, 2021, attack on the Capitol and into the classified documents.
Even after handing off the chief’s position, however, Howell continues to hold significant sway over matters connected to Trump’s inner circle. On Tuesday, she held a hearing in a lawsuit brought by two Georgia election workers against Rudy Giuliani, chiding the longtime Trump ally and his lawyer for what she described as an inadequate approach to required exchanges of evidence in the matter.
Proceedings related to the classified-documents grand jury, including efforts by prosecutors to compel Corcoran’s testimony, are occurring under seal — typical for nearly all grand jury proceedings.
However, the appeals court’s docket shows that the rulings being appealed were issued on Friday and correspond to a dispute that was filed with the District Court on Feb. 7. That’s just days before media reports emerged of an effort by Smith to force Corcoran to appear before a grand jury investigating the handling of classified records by Trump and his aides.
Just before noon Tuesday, the appeals court consolidated the two appeals without further public explanation. Of the three judges assigned to the dispute, Pillard is an Obama appointee, while Childs and Pan are appointees of President Joe Biden.
The grand jury probe of Trump, helmed by Smith, is an outgrowth of a monthslong battle between the National Archives and Trump to obtain hundreds of government records stashed at his Mar-a-Lago estate in Florida after leaving office. Trump’s aides returned 15 boxes of records in January 2022, including some that bore classification markings. As a result, the Archives brought in the Justice Department to pursue whether Trump had retained additional classified material.
In May 2022, the Justice Department subpoenaed Trump’s office, demanding the production of any other classified materials he might possess at Mar-a-Lago. Justice Department officials traveled in early June to Mar-a-Lago, where they briefly interacted with Trump and picked up a folder of records deemed classified. Trump’s team then certified that they had thoroughly searched the premises and turned over remaining classified documents.
But the department developed evidence suggesting that this wasn’t the case, leading to an Aug. 8, 2022, search of the property, where dozens of additional documents with classification markings were discovered.
Corcoran, who was Trump’s primary point of contact with the Archives and the Justice Department, has faced scrutiny for his involvement in efforts to certify that Trump had returned all potentially classified materials.
The legal maneuvering comes as Trump’s lawyers are also awaiting a potential indictment of their client in an unrelated case in New York, an investigation by Manhattan District Attorney Alvin Bragg into details of a hush money payment made in 2016 to the porn actress Stormy Daniels.

Hyderabad: Rachakonda police detained two habitual offenders indulging in creating counterfeit documents to sell real estate.
The arrests were made as a part of an ongoing drive against routine offenders to ensure the safety and security of the general public.
The accused – Dadi Dharmender Reddy and Donthi Sathi Reddy – have been detained in the Cherlapally central jail under Preventive Detention (PD) Act.
According to the police, they operate by identifying open plots which were registered prior to 2002, collecting certified copies, and making counterfeit documents with the help of Shoukat Ali, a resident of SR Nagar.
They sold these lands to genuine customers by duping them with fake documents and paid actors posing as the land owners, police said.
Dharmender is involved in 18 cases registered under Keesara, Ghatkesar, Kushaiguda, Ibrahimpatnam, Hayathnagar, Sangareddy and Bibinagar police stations while Sathi was involved in four cases under Bibinagar police station.
The police alleged that there was no change in their attitudes despite taking legal action through several cases.
In April 2019, Dharmender and Sathi identified two plots belonging to K B Khurana and Anil Khurana, created counterfeit documents and obtained an Agreement of sale-cum General Power of Attorney (AGPA) on the name of Chakali Ramu s/o Late Mallikarjuna.
Further, they divided the two plots into five parts and sold them to individual purchasers for an amount of Rs 65,00,000.
When the original owners who are currently residing in Delhi visited their plots, they realised that they were sold illegally and reported the issue to Bibinagar police.
Bibinagar police in a joint operation with the Special Operations Team (SOT) of Malkajgiri zone arrested the accused and remanded them to judicial custody. The police seized Rs 7,00,000 cash, two cars, and a few cell phones.
New Delhi: AAP national spokesperson Saurabh Bhardwaj Sunday claimed the CBI was “torturing” senior party leader Manish Sisodia and pressuring him to sign papers containing false charges.
The federal probe agency arrested Sisodia on February 26 for allegedly not cooperating in the investigation into the Delhi excise policy case and being evasive on questions from investigators. A special CBI court on Saturday extended the custody of Sisodia till March 6.
On February 28, Sisodia resigned from the Arvind Kejriwal-led cabinet.
According to officials, the agency wants to utilise Sisodia’s custody to locate the crucial missing file containing legal opinions on the expert committee recommendations on the excise policy, which remains untraceable even now.
“Manish Sisodia is being tortured by the CBI and being pressured to sign the documents containing false charges framed against him. CBI has no evidence against Sisodia. They never mentioned any evidence is missing. They raided his residence but found nothing,” Bhardwaj told reporters here on Sunday.
Sisodia, who was produced before the court on Saturday on the expiry of his five-day CBI custody, claimed that he was “sitting for eight to nine hours” and answering the same questions again and again” and termed it “mental harassment”.
To this, the judge, who had in the last hearing directed the CBI not to use the third degree on the accused, told the probe agency not to ask the “same questions again and again”. “If you have something new, ask him,” the judge said.
New Delhi: The Delhi High Court on Tuesday asked counsel for Goshiya Colony Sewa Samiti and others residing in Mehrauli area of south Delhi to submit a list of identity documents of 467 residents in a plea challenging the colony’s demolition by the Delhi Development Authority (DDA).
A bench of Justice Manmeet Pritam Singh Arora asked advocate Anupradha Singh, counsel for petitioner, to provide a list of the identity documents to counsel of the DDA and Delhi Urban Shelter Improvement Board (DUSIB).
The judge also asked her to file a rejoinder to the affidavits filed by the DDA and DUSIB, for which the court granted her one week’s time.
The court then listed the matter for the next hearing on March 14.
On February 17, the High Court had directed the DDA and DUSIB to file affidavits in the plea.
The plea challenges the December 12, 2022 demolition notice, wherein the DDA planned to carry out a demolition drive in the entire Goshiya Colony, which is in existence for more than five decades and consists of over 600 houses, with approximately 4,000 population.
The plea stated, citing the ‘Ajay Maken and others vs Union of India’ case that a demolition drive cannot be carried out without following the protocol for removal of jhuggis as per the order of High Court.
The petition claimed that the land-owning agency cannot begin the demolition process until the DUSIB determines that the jhuggis are not eligible for rehabilitation.
However, the DDA in its affidavit has stated that the land falls in Mehrauli Archaeological Park which forms part of the Southern Central Ridge where a large number of historical world-famous monuments exist which are protected/unprotected and maintained by the Archeological Survey of India (ASI).
It is stated in the affidavit that according to DDA’s land record, the land subject matter of the present petition false in khasra number 216 and 217 villages Ladha Sarai Mehrauli New Delhi and that Khasra Number 217 is acquired land.
The land has been set apart as green in the master plan of Delhi since the beginning and is to be developed and maintained as green and to be conserved under the Mehrauli Heritage Zone, the DDA’s affidavit stated.

The filing of the supplementary deeds with the investigating judge triggers the countdown: less than 27 days to the preliminary hearing of the Prisma Inquiry conducted by the Turin Public Prosecutor’s Office on Juventus’ financial statements from 2018 to 2021. On 27 March, in fact, the Juventus club and 12 other suspects for whom indictment has been requested, including former president Andrea Agnelli, Pavel Nedved, Maurizio Arrivabene, Fabio Paratici (now at Tottenham) and the lawyer Cesare Gabasio, will face the Marco judge Peak. Those who have led the Turin prosecutor’s office in recent days to forward the investigation documents to colleagues in other cities so that they can evaluate any criminal profiles against the companies over which they have territorial jurisdiction. The files have been sent to Genoa, Bologna, Udine, Modena, Cagliari and Bergamo because the teams involved are Sampdoria, Bologna, Udinese, Sassuolo, Cagliari and Atalanta. This is the so-called line relating to suspicious partnerships and opaque relationships with companies considered friends, on which the federal prosecutor has also opened a file (but here we are still in the preliminary investigation phase). The various prosecutors will have to establish whether they too are guilty of false accounting, even though they are not listed on the stock exchange.
