Kerala doctor murder: Outraged medical bodies stage protest

    [ad_1]

Kollam/Thiruvananthapuram: Angry medical professionals came out on the streets protesting after a 22-year-old doctor was stabbed to death by a patient she was treating on Wednesday.

Condemning the attack, the Indian Medical Association (IMA) and Kerala Government Medical Officers’ Association (KGMOA) termed the incident as unfortunate and sad.

In a statement issued by KGMOA’s president Dr T N Suresh, the union of government medical professionals said all services except emergency treatment will be suspended today in Kollam district.

    MS Education Academy

It sought exemplary punishment for those responsible for the incident and demanded that stringent measures be put in place to prevent the recurrence of such incidents.

KGMOA also urged the government to strengthen security in hospitals, ensure due precautions are taken when bringing the accused in custody for medical examination and urgently implement a triage system.

An IMA official said that doctors and nurses try their best to save lives but if their lives are in jeopardy, what should be done. “Such incidents should not happen. We (doctors) cannot continue working in such circumstances. It is unacceptable that our lives are in danger when we are trying to save lives. We had in the past too indicated our objections to such attacks on medical professionals. We are angry and sad over the incident,” he said.

Dr Vandana Das (22) was stabbed to death by Sandeep (42) while she was attending him in Kerala on Wednesday. Sandeep was brought there by police after being involved in a fight with his family members.

She was attending to Sandeep when suddenly he fatally attacked her with a pair of surgical scissors and a scalpel on her head, neck and chest.

Kerala Chief Minister Pinarayi Vijayan condoled the death of the doctor and said the incident was “shocking and extremely painful”. He said a thorough investigation will be conducted in the matter.

“Assaulting health workers in the line of duty is unacceptable. A thorough investigation will be conducted into the incident. The government will take strong action against attacks on doctors and health workers,” Vijayan said in a statement.

The Kerala State Human Rights Commission, based on media reports of the incident, on its own initiated a case and sought a report within seven days from the District Police Chief of Kollam.

The incident kicked off a political row over Health Minister Veena George’s statement before the media that the victim was a house surgeon and therefore, inexperienced and got scared when the attack occurred.

Criticising her statement, Kerala Pradesh Congress Committee president K Sudhakaran questioned what the minister meant by the doctor being inexperienced.

“Does she mean the doctor was inexperienced to counter or defend against an attack by a man addicted to drugs and alcohol? The statement is a joke,” he told reporters.

Condoling the death of the doctor, Sudhakaran said it was sad and unfortunate that something like this happened.

Leader of Opposition in the Assembly and senior Congress leader V D Satheesan said the doctor’s murder has shaken the entire Kerala society.

He contended that it was a dangerous situation that hospitals are not safe places and alleged that the doctor was killed due to “negligence of the police”.

Education Minister V Sivankutty also condoled the death and said it was a shocking incident. He said the government will take all necessary steps under the law including departmental action against the accused, who is a school teacher.

The state government came under fire from the Congress and the BJP with both parties alleging that it has done little to ensure safety of healthcare workers at their workplaces.

Union Minister of State for External Affairs and Parliamentary Affairs V Muraleedharan, while expressing shock and concern over the tragic incident, contended it was a shame that doctors and healthcare workers were not safe in Kerala.

He alleged that the “apathy and callousness” of the Pinarayi Vijayan government and its “misgovernance” was tarnishing the image of the state and bringing disrepute to it.

“Shocked to learn about the brutal murder of Dr Vandana Das and attack on hospital staff in Kottarakkara. Atrocious that dreaded criminals are cut loose, endangering the lives of life savers. Deeply concerned about the safety of doctors and healthcare workers in Kerala.

“Shame that doctors and healthcare workers are not safe in Kerala, which is a renowned global destination for medical tourism and has a rich legacy of various streams of medicine and healthcare. The apathy and callousness of @pinarayivijayan and the misgovernance of @CPIMKerala is tarnishing that image and bringing disrepute to the State. It’s a disgrace that @pinarayivijayan government can’t keep our doctors safe,” he tweeted.

Speaking along similar lines, Satheesan alleged it was deplorable that the state government has done little to ensure safety of healthcare workers.

He said there were widespread problems in the health department and in each case only inquiries were announced and beyond that nothing else happened.

The Congress leader attacked George too by saying that the minister had ordered the “most number of investigations in the state’s history”.

Doctor couple arrested for sexually abusing ‘adopted’ children in Guwahati

    [ad_1]

Guwahati: A doctor couple has been arrested in Guwahati for allegedly assaulting two children, including sexual abuse, whom they were claiming to be adopted kids, the police said on Sunday.

Three children, one boy and a girl aged around three years and another boy of about 11 years, were rescued from the residence of the doctor couple.

“After conducting medical examination, it was found that the girl suffered brutal physical abuse as well as sexual assault. The younger boy was also assaulted.

    MS Education Academy

The 11-year-old boy looks healthy and a medical examination is going on,” Guwahati Police Commissioner Diganta Barah told a press conference.

The police have slapped various sections of the IPC along with the Protection of Children from Sexual Offences Act, 2012 (POCSO) against the doctor couple and their maid, who has also been arrested, Barah said.

The male doctor and his family’s maid were arrested in Guwahati on Saturday, while his psychiatrist wife, who is frequently seen in local TV channels’ talk shows on mental health, was caught on Sunday while trying to flee from the city, he added. A local court remanded them to police custody for five days.

“They are being interrogated. We found that the children were not their own, but they are claiming them to be adopted,” the police commissioner said.

However, it is yet to be established whether the three children were adopted by the well-known doctor couple legally. The arrests of the man and the maid were made on Saturday after photographs of the girl tied to a pole on the terrace of their residence went viral on the previous day.

The doctor’s wife made a video and uploaded it on social media, claiming that a conspiracy was hatched to “defame and destroy” the family. Later, the Assam Commission for Protection of Child Rights (ASCPCR) took cognisance of the matter and wrote to the civil and police administration to initiate enquiry and take action against the accused.

ASCPCR Chairperson Sunita Changkakoti said the Commission took note of the matter and wrote to the Guwahati Police Commissioner and the Kamrup Metropolitan Deputy Commissioner on Friday evening, seeking details about the incident. She claimed that the previous wife of the accused doctor had brought similar charges against him of abusing their child a few years back.

  • ‘Killed for nothing’: The tragic death of an American doctor in Sudan

‘Killed for nothing’: The tragic death of an American doctor in Sudan

    [ad_1]

    ap23117780533154

The morning that Sulieman decided he had to risk the dangerous escape from Sudan’s capital with his parents, American wife and his two American children was the morning that the war found Sulieman, friends say.

In the wholesale looting that has accompanied fighting in the capital, Khartoum, a city of 5 million, a roving band of strangers surrounded him in his yard Tuesday, stabbing him to death in front of his family. Friends suspect robbery was the motive. He became one of two Americans confirmed killed in Sudan in the fighting, both dual nationals.

Authorities say the other, with ties to Denver, was caught in a crossfire. They have not released that American’s name.

Mohamed Eisa, a Sudanese doctor who practices in the Pittsburgh area, was a close colleague of Sulieman. Over the years, “sometimes I asked him, ’Bushra, what are you doing here? What are you doing in Sudan?″ Eisa recalled.

”He always says to me, ’Mohamed, listen — yes, I love living in the United States … but the United States health care system is very strong,” and one doctor more or less won’t make a difference.

Eisa said Sulieman would tell him: “In Sudan, everything I do has so much impact on so many lives, so many students and so many medical professionals.”

The sudden illness and death of Eisa’s father in Khartoum meant Eisa was in Sudan when fighting broke out. Now trying to get back to his American wife and children in the U.S., Eisa spoke late last week from Port Sudan, a city on the Red Sea now crowded with Sudanese and foreigners who made the dangerous 500-mile (800-kilometer) drive from the capital in hopes of securing spots on ships leaving Sudan.

Eisa described a journey through checkpoints manned by armed men, past bodies lying in the streets, and past vehicles carrying other families killed attempting the escape route.

After evacuating all U.S. diplomats and other U.S. government personnel April 22, the U.S. conducted its first evacuation of private American citizens Saturday. It used armed drones to escort buses carrying between 200 and 300 U.S. citizens, permanent residents and others to Port Sudan.

Sudanese in their country and in the U.S. spoke of Sulieman’s killing as a special loss.

He was a well-respected colleague at the Gastroenterology Clinic and Mercy Hospital in Iowa City, hospital president Tom Clancy said. Sulieman’s older children live in Iowa.

He traveled back to Sudan several times a year with medical supplies he had collected for that country, colleagues said.

A nurse at the Iowa City clinic who declined to be identified because the nurse was not authorized to speak called him one of the best. “His love for his patients was over the top,” the nurse said. Colleagues considered him a powerhouse doctor and humanitarian, an upbeat man with an infectious laugh who populated his texts with smiley faces and cats wearing sunglasses.

In Sudan, Sulieman directed the medical faculty at the University of Khartoum and was a founder and director of a doctors’ humanitarian group, the Sudanese American Medical Association.

He would help organize and drive medicine and supplies to Sudan’s countryside, arrange rural training for midwives and help bring in cardiologists to perform surgeries for free.

His efforts continued after two Sudanese commanders who earlier had joined forces to derail Sudan’s moves toward democracy suddenly launched an all-out battle for power.

Two weeks of fighting have killed more than 500 people, according to the Sudanese Health Ministry. Doctors say fighters have abducted at least five physicians, taking them away to treat combatants.

Sulieman was one of many doctors who kept showing up at hospitals, regardless, said Dr. Yasir Elamin, a Sudanese-American doctor in Houston.

Sulieman and other doctors in Khartoum treated the wounded, delivered babies and provided other urgent care until it became too dangerous for him to leave his home.

Concern about taking his father away from needed dialysis had kept Sulieman from leaving Khartoum, colleagues said.

On Tuesday, he decided he would take his father for dialysis, then try to flee Khartoum with his family, he told friends.

The band of men surrounded him before he could leave. They plunged a knife into his chest. Fellow doctors at Khartoum’s Soba Hospital, where he had worked, were unable to save him.

In Washington, National Security Council spokesman John Kirby extended “deepest sympathies” to Sulieman’s family.

“For nothing. For nothing,” Eisa, his colleague in Sudan, said of Sulieman’s killing, before finally finding passage over the weekend on a ship out of Sudan.

“You know who you killed?” another Sudanese colleague, Hisham Omar, posted among Facebook tributes from the country’s medical workers, in a message aimed at the attackers who killed Sulieman.

“You killed thousands of patients,” that colleague wrote, speaking of the impact that Sulieman — one doctor — knew he had in Sudan, and all the Sudanese he would have aided in the years ahead. “You killed thousands of needy people. You killed thousands of his students.”

Doctor among 6 arrested in Vizag kidney racket case

    [ad_1]

Visakhapatnam: Visakhapatnam Police have arrested a doctor and five others in a kidney racket case.

Cases under Indian Penal Code (IPC) sections 307, 326 and 420 have been registered against them. More accused are likely to be arrested.

Police said on Sunday that they have arrested Prameswara Rao, doctor of a private hospital, and middlemen Kamaraju, Srinu, Shekhar, Elina and Kondamma.

    MS Education Academy

Visakhapatnam Police Commissioner Trivikram Varma told a news conference that the gang was targeting families facing financial problems.

The police chief said kidney surgeries were performed at Tirumala Hospital in the city. Police investigations revealed that recently two kidney operations were performed on Vinay Kumar and Vasupalli Srinivasa Rao.

The racket came to light two days ago after Vinay Kumar, a resident of Vambay Colony in Visakhapatnam, approached police complaining that an agent lured him to sell one of his kidneys. The agent promised that this could fetch him Rs 8.5 lakh but after removing his kidney at a private hospital, he was paid only Rs 2.5 lakh on December 16, 2022.

The police focused on the involvement of doctors in the racket. Two doctors were found to have played a key role in kidney surgery.

Narla Venkateshwar Rao is alleged to have played an important role. He was arrested and jailed in the past for a kidney racket.

Taking serious note of the illegal kidney transplants, Vizag district administration on Saturday sealed Tirumala Hospital.

The authorities have registered criminal cases against the hospital, which was operating without the requisite permissions.

Health Minister Vidadala Rajini has said that the government has stepped up the vigil in view of the rise in cases of illegal kidney transplants.

She said investigations have been ordered into the kidney racket which was being operated by Tirumala Hospital located at Pendurthi.

The health minister has promised that no one involved in this racket will be spared. She said a state-level committee would be constituted to recommend measures to prevent such incidents.

Meerut: Slain gangster-politician Atiq Ahmad’s brother-in-law Akhlaq Ahmad, a government doctor posted in Meerut, was suspended on Tuesday by the Health Department, a senior official said.

Akhlaq Ahmad was arrested earlier this month for allegedly sheltering and providing money to the accused in the February 24 killing of Umesh Pal — a key witness in the 2005 murder case of BSP MLA Raju Pal.

Meerut Chief Medical Officer Dr Akhilesh Mohan told PTI that Akhlaq Ahmad has been suspended on the orders of the government.

    MS Education Academy

He said Akhlaq was posted as a paediatrician at the Bhavanpur Community Health Centre at Meerut.

Akhlaq was arrested by the Uttar Pradesh Police’s Special Task Force (STF) on April 1 from the Nauchandi and was taken to Prayagraj, Superintendent of Police, STF, Brijesh Singh had earlier said.

Akhlaq not only provided shelter to the accused in the Umesh Pal murder case but also gave them money when they reached Meerut after the murder, sources said.

Umesh Pal and his police security guards Sandeep Nishad and Raghvendra Singh were shot dead on February 24 outside Pal’s home in Prayagraj’s Dhoomanganj.

Based on a complaint lodged by Umesh Pal’s wife Jaya Pal, a case was registered at Dhoomanganj police station against Atiq Ahmad, his brother Ashraf, wife Shaista Parveen, two sons, aides Guddu Muslim and Ghulam, and nine others.

Hyderabad doctor suspended for operating on wrong leg

    [ad_1]

Hyderabad: The Telangana State Medical Council has suspended the license of a private doctor for six months for operating on the healthy right leg of a patient instead of the left leg.

The Council suspended the license of Karan M. Patil, an orthopedician of Hyderabad. He had operated on the healthy right leg of a patient instead of the left leg. After realizing the blunder, the doctors operated on the left leg.

The victim had complained to the District Medical and Health Officer (DMHO). After an investigation, the Medical Council found the doctor guilty of negligence. An order suspending the doctor’s license for six months was issued on Thursday by Council chairman V. Rajalingam.

    MS Education Academy

In another case, the Council suspended the license of a private doctor of Mancherial district for three months for not referring a Dengue patient to a better hospital resulting in his death. The patient’s family members had complained to the district collector that doctor Ch. Srikanth did not timely refer the patient to a hospital with better facilities and the delay resulted in the patient’s death.

On the basis of the district collector’s report, the Medical Council took up the investigation and ordered suspension of doctor’s license for three months.

Both the doctors have been asked to surrender their certificates to the Council. However, the doctors can file an appeal against suspension in 60 days.

  • Andhra Pradesh launches Family Doctor Programme

Andhra Pradesh launches Family Doctor Programme

    [ad_1]

Amaravati: Andhra Pradesh Chief Minister Y. S. Jagan Mohan Reddy on Thursday formally launched the Family Doctor Programme aimed at taking the healthcare to the doorstep of the people.

Under the programme, qualified doctors in 10,032 Dr YSR Village Health Clinics would extend preventive healthcare to the needy across the state.

Launching the programme at Lingamguntla in Palnadu district, the Chief Minister told a public meeting that the programme would herald revolutionary changes in extending healthcare to the needy.

    MS Education Academy

Just like the pensions are handed over at the households, the healthcare facilities would be extended to the people at their doorstep, he said.

Besides visiting the bed-ridden people and treating them, family doctors would extend free medical treatment to people suffering from both communicable and non-communicable diseases and to lactating mothers and anaemic school children and women, he said.

They would refer the patients in need of advanced medical treatment to Aarogyasri Network Hospitals while YSR Health Clinics would extend post-treatment health care to such patients.

He claimed that the government has brought about revolutionary changes in healthcare as it highly values the lives of people. With one Primary Health Centre (PHC) serving every 2500 people, the programme would soon turn the State into a role model for other states in preventive healthcare, he said.

Each mandal would consist of two PHCs while each PHC would comprise two doctors with one of them taking care of the out-patients and the other visiting YSR Health Clinics in assigned villages, schools and anganwadi centres twice a month, he said, adding they would identify people suffering from BP, sugar and anaemic conditions and provide them treatment in the initial stages preventing serious heart and other diseases among them.

YSR Village Health Clinics, to be manned by Community Health Officers (CHOs), ANMs (Auxiliary Nurse and Midwives) and ASHA (Accredited Social Health Assistant) workers, would be equipped with 105 kinds of medicines, lab facilities to conduct 14 kinds of diagnostic tests andA 936 Mobile Medical Units (104).

The phone numbers and other details of the doctors would be displayed at the Village Secretariats which would maintain health records and ensure that the medical services would be available round the clock, he said, appealing to the medical staff to stay in the villages where they are employed and serve the people 24×7.

Asking the people to assess the good deeds of the government, he called upon them to become the soldiers of the YSRCP and teach a fitting lesson to the political wolves who are coming together for electoral gains.

The Chief Minister asked the people to see the difference between the TDP and YSRCP rules in health, educational and other sectors.

Elaborating further that the medical procedures under the YSR Aarogyasri went up to 3,255 from 1,000 in TDP rule which avoided payment of Rs 800 crore to hospitals, he said the government has been spending over Rs 18,000 crore every year on medical and health sector against the meagre Rs 8,000 crore spent during the TDP rule.

While the number of network hospitals under YSR Aarogyasri went up to 2261 from 914 in TDP rule, 3,57,1596 people were benefitted under the scheme in the last 45 months, he said, adding that the government has so far spent Rs 9000 crores under Aarogyasri and Rs. 990 crores under Aarogya Aasara alone making it an average of Rs 3300 crore annually.

The government has so far created 48,639 jobs in medical and health field alone filling up 100 per cent vacancies of lab technicians, general physicians and staff nurses and 96.31 per cent vacancies of specialist doctors besides constructing 17 new medical colleges and keeping stocks of 562 sorts of WHO standard medicines in government hospitals.

Making it clear that he does not know the political gimmicks of TDP which followed the policy of plunder, stash and devour and which only worked for the scams, he said that people are his only strength and he is working with the blessings of people and God.

Jagan Mohan Reddy said that while the TDP chief and his foster son are forging alliances for electoral gains with the support of “friendly media”, he is only depending on his alliance with the people.

He said the government has so far distributed to the people Rs 2,05,108 crore under various welfare schemes bringing happiness at every doorstep across the state.

  • SC quashes criminal proceedings against doctor accused of stocking medicines for sale

SC quashes criminal proceedings against doctor accused of stocking medicines for sale

    [ad_1]

New Delhi: The Supreme Court on Wednesday quashed criminal proceedings against a doctor accused of stocking medicines for sale, saying the “extremely small” quantity of medicines which was seized can easily be found in the house or consultation room of a medical practitioner.

The apex court observed that considering the small quantity of medicines, most of which were in the category of lotions and ointments, it cannot be said by any stretch of imagination that they could be stocked for sale.

It noted that the appellant is a senior doctor who is engaged as an associate professor and head of the dermatology department in a government medical college in Chennai.

“When small quantity of medicine has been found in the premises of a registered medical practitioner, it would not amount to selling their medicines across the counter in an open shop,” a bench of Justices Krishna Murari and Sudhanshu Dhulia said.

The bench delivered its verdict on a plea filed by the doctor against a June 2022 order of the Madras High Court which had dismissed her petition seeking quashing of criminal proceedings.

The top court observed it is permissible for her under the law to practise medicine when she is not performing her official duties.

It noted that the doctor, in her individual and independent capacity, was carrying on her medical practice at a premises in Chennai and an inspection was made there by the drugs inspector in March 2016.

The bench further noted that as per the inspection report, the drugs inspector found some medicines like lotions and ointment in the inner room of her premises and he had also referred to certain sale bills of medicines.

The bench noted the drugs inspector thereafter moved an application for obtaining sanction from the office of the Director of Drugs Control, Tamil Nadu, which was given in January 2018 and consequently, a complaint was filed before a court for prosecuting her under section 18(c) of the Drugs and Cosmetics Act, 1940.

It said the prohibition under section 18(c) of the Act is on the manufacturing, distribution, stocking or exhibition of medicines for the purpose of sale.

“The charge in the present case is that the appellant (doctor) had ‘stocked’ medicines for ‘sale’. The entire emphasis is on ‘sale’ of these medicines,” the bench noted.

It said what the director of drugs control and the high court lost sight of is the fact that she is a registered medical practitioner and her area of specialisation being dermatology.

“It is not a case that she had opened a shop in her premises from where she was selling drugs and cosmetics across the counter! It is possible that she was distributing these drugs to her patients for emergency uses and thus she is protected by the Act itself,” the apex court said.

The bench observed it is not the case of the prosecution that she was selling drugs from an open shop across the counter.

“But given the facts and circumstances of the case and considering that the appellant is a registered medical practitioner, along with the fact that the quantity of medicines which have been seized is extremely small, a quantity which can be easily found in the house or a consultation room of a doctor, in our considered view no offence is made out in the present case,” it said.

The bench noted that the search was carried out in March 2016 and the sanction for prosecution was sought in September 2016.

It said the sanction was given in January 2018 and there is no explanation given for this delay in getting the approval.

“The sanction for prosecution given in the present case appears, prima facie, to suffer from the vice of non -application of mind. There is no reference to any of the documents, evidence or the submissions submitted by either of the parties, no reasons assigned or even an explanation pertaining to the delay which indicates it has been passed in a mechanical manner,” the bench said.

While allowing the appeal, it set aside the order of the high court and quashed the criminal proceedings in the case.
