    Abu Dhabi: Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, has ordered urgent humanitarian support to Sudanese displaced by the conflict in their country, the Dubai Media Office (DMO) reported.

    The assistance will consist of food parcels and rations, which will be delivered through the Mohammed bin Rashid Al Maktoum Global Initiatives (MBRGI).

    Sheikh Mohammed stressed the depth of cultural and historical ties between the UAE and Sudan, stressing that the UAE is always keen to support brotherly countries.

    To date. More than 73,000 people have arrived in neighboring countries from Sudan since the fighting began on April 15.

    Jammu, Mar 06 (GNS): Lieutenant Governor Shri Manoj Sinha inaugurated LG’s Special Governance Camp for Displaced Persons of PoJK, today at Sports Stadium, Bhour Camp.

    The drive aimed to take the welfare schemes to every house and ensure coverage of all beneficiaries under Centrally Sponsored Schemes & UT Schemes will be held at Udhampur, Rajouri, Jammu, Poonch and Kathua.

    “Displaced families of PoJK have suffered a lot. Hon’ble Prime Minister Shri Narendra Modi ji understood their sufferings and made arrangements for their financial support and settlement. We have organized this camp on the direction of Hon’ble Prime Minister to saturate social security schemes, handholding of youth so they pursue their dreams of becoming entrepreneurs and ensuring that they can avail all facilities like other citizens. Steps will be taken to regularize the colonies of displaced families,” said the Lt Governor.

    The Lt Governor announced that the J&K Government will construct Smriti Bhawan in the memory of martyrs of PoJK. Every effort will be made to preserve and promote the culture & traditions of displaced families. Land has already been identified and soon the construction work will start, he added.

    The Lt Governor also paid homage to the brave civilians who were martyred in the October 1947 militant attack by Pakistan. We remember their supreme sacrifices & understand pain & sufferings of displaced families. It is our responsibility to secure their rights and build an enabling environment to fulfill aspirations of young generation from the community, observed the Lt Governor.

    “PoJK is an integral part of India. Commitment made in Parliament regarding PoJK will soon be fulfilled by the blessings of Mata Vaishno Devi and Baba Amarnath,” said the Lt Governor.

    The Lt Governor said, the development of new J&K is incomplete without complete integration of PoJK Displaced Persons in the mainstream development. We are committed to ensuring the welfare and well-being of all so they can realize their true potential & contribute in nation building, he noted.

    We had started outreach programmes in 2021 for families living outside UT so that no one is left behind in any welfare scheme & focusing on skilling, self employment, social assistance, scholarships, sports, financial inclusion to aid economic development & financial stability, the Lt Governor said.

    The Hon’ble Prime Minister’s Mantra of “Vanchito ko Variyata” is guiding our developmental journey. In the last 30 months, we have ensured governance is inclusive, transparent, effective and accountable and provides equal benefit & equal opportunity to all, the Lt Governor observed.

    On August 5, 2019, the Hon’ble Prime Minister Shri Narendra Modi ended the decades-long injustice, and provided equal opportunities to Valmiki, Gorkha, Safai Karamcharis communities and displaced persons, noted the Lt Governor.

    “Families from West Pakistan were facing discrimination for many decades. Several communities were denied voting rights and other rights of citizens as enshrined in the constitution. Many generations were treated as second-class citizens. After August 2019, they were given equal rights and equal opportunities are being provided to all, said the Lt Governor.

    The Lt Governor expressed gratitude to the Hon’ble Home Minister for making 7 sub-schemes an Umbrella Scheme under “Relief and Rehabilitation of Migrants and Repatriates” and extending the welfare schemes till 2025-26, he added.

    More than 21,000 domicile certificates were issued through camps in Delhi, Chandigarh, Himachal, Punjab, Rajasthan and Uttarakhand. We will continuously run such camps in Jammu Kashmir and other states/UTs so that all the affected families can get the benefits of government welfare schemes, informed the Lt Governor.

    Under ‘One Time Central Assistance’ for the Displaced Persons of PoJK, 33,636 cases were approved and an amount of Rs 1452.33 crore was distributed. This scheme ended on 3st March last year. Somehow, more than 5000 families could not submit the claim within the time frame. The issue will be taken with the Central Government, the Lt Governor noted.

    The Lt Governor further assured that all pending issues of POJK’s displaced families will be resolved.

    The Lt Governor urged the talented youth to avail the benefits of youth-oriented programmes run by the government. Mission youth will extend benefits of all 17 schemes. Sports Council will provide opportunities and all possible help to the promising players in various sports disciplines, he further added.

    Dr Deepak Kapoor, President, PoJK Visthapit Seva Samiti expressed his gratitude towards the government for making dedicated efforts for the welfare of the PoJK Displaced persons.

    Sh Ramesh Kumar, Divisional Commissioner, Jammu; Sh KK Sidha, Commissioner, Relief & Rehabilitation and other senior officers were also present.(GNS)

    SRINAGAR: Lieutenant Governor Manoj Sinha Monday said the government has identified land for the construction of PAJK Bhawan for the displaced PAJK people, who have suffered a lot over the past so many decades while as the colonies they are living in will be “regularized shortly.”

    Talking to reporters on the sidelines of an event titled special governance for PAJK people, in Jammu, LG Sinha said that the divisional administration Jammu has identified land where PAJK Bhawan will come up for the displaced PAJK refugees.

    “These people have suffered a lot and their children are the worst sufferers. We will soon have a PAJK Bhawan and the colonies where these people are living will be regularized shortly. The development of new JK is incomplete without integration of PAJK displaced persons in the mainstream development,” he said, adding that the children of displaced PAJK refugees will be given priority in jobs and education.

    He said that the government is committed to resolve all issues being faced by the PAJK refugees, “The divisional administration and the revenue officials will hold deliberations with the displaced PAJK people before setting the ball rolling for the PAJK Bhawan,” LG Sinha said.

    He said that PAJK is an integral part of India and no power on earth can keep it away from the Union for long. “I urge all the PAJK people including women and youth to play their part in building a strong India and vibrant India,” he said.

    He said that the way a huge list of KP youth has been received by the administration for entrepreneurship, similarly, PAJK should follow the suit.

    “Register your youth in the camps and administration will provide all support for your youth to become entrepreneurs who can provide employment to five other youth,” he said, adding that these camps will be organized in every district.

    He said that 50 lakh youth took part in sports related activities as huge investment was made to upgrade the sports infrastructure across the UT. “Large number of people were deprived of their rights and it was for the first time after the historic decision taken by Prime Minister Narendra Modi on August 5, 2019, these people got all their rights.”

    “These people are living a dignified life now,” he said, adding that the administration has directed all the banks to provide all support to youth who are coming forward to start their own ventures. (KNO)

    United Nations: Tropical Cyclone Freddy slamming into Madagascar’s eastern coast has claimed the lives of at least four people and displaced 11,000 others from their homes, a UN spokesman said.

    Government preliminary estimates showed that although the storm weakened before landfall near the city of Mananjary, it brought devastating winds, said Stephane Dujarric, the chief spokesman for UN Secretary-General Antonio Guterres, on Wednesday. More than 4,500 houses were flooded or damaged, mainly in the Vatovavy region.

    “We and our humanitarian partners are supporting the government in the response and have started providing assistance to some 7,000 people who were evacuated from their homes,” Dujarric added.

    “Assessments will start tomorrow (Thursday) to determine the full extent of the damage and the response required.”

    After crossing Madagascar, Freddy is expected to head into the Mozambican Channel and re-strengthen before landing in Mozambique on Thursday, he said.

    The spokesman added the UN and its partners are supplying residents with food, camp management and emergency telecommunications equipment. Nutrition supplies were replenished at health centres ahead of the cyclone, Xinhua news agency reported.

    Next week, humanitarians will begin distributing cash and education assistance, he said.

    Jammu: The Divisional Commissioner of Jammu, Ramesh Kumar, on Monday assured a delegation of civil society members that no landless or poor people will be displaced during the ongoing anti-encroachment drive to retrieve state land, an official statement said.

    The civil society delegation informed Kumar about the concern and sense of insecurity prevailing among the poor people with regard to the anti-encroachment and demolition drive being carried out by the administration.

    They urged the Divisional Commissioner that poor people should not be targeted during the anti-encroachment drive.

    Stating that no one is opposed to the action against the land grabbers, they said there is a need to safeguard the interests of the poor who have constructed small dwelling units.

    Responding to the issues raised by the delegation, Kumar assured that no landless person/family would be affected by the government during the anti-encroachment drive being carried out to retrieve encroached state land. However, he reiterated that big encroachers would not be spared.

    “Clear instructions have already been issued to the concerned authorities not to target the poor and landless people,” Kumar assured.

    New Delhi: Insomnia, anxiety, depression and crippling uncertainty about the future. As days pass into weeks and the cracks in their town widen and deepen, hundreds of people displaced by land subsidence in Joshimath and forced into relief camps are battling a range of mental health problems, say residents and experts.

    With no end in sight to the crisis, hundreds of others in Uttarakhand’s fragile mountain town still lucky enough to be at home are frantic with worry about when not if they too will have to move into government-run shelters, hotels or just leave town.

    “The land subsidence event last month has had an impact on everyone. The major symptoms among affected people are insomnia and anxiety,” Dr Jyotsana Naithwal, a psychiatrist from AIIMS Rishikesh deployed at the community health centre (CHC) in Joshimath, told PTI in a phone interview.

    She is part of the team of three trained psychiatrists and one clinical psychologist deployed in the town of over 20,000 people to help people battle mental trauma.

    Naithwal’s own home in Singhdhar area has developed cracks and she has been living in a hotel with her family.

    Studies have found natural tragedies such as landslides, earthquakes and floods are traumatic and may result in a wide range of mental health problems, including depression, anxiety disorders, and post-traumatic stress disorder (PTSD).

    Effective screening and awareness programmes among survivors should be strengthened for the prevention and treatment of psychiatric morbidity among the survivors of landslides, said experts.

    According to Atul Sati, convenor of the Joshimath Bachao Sangharsh Samiti (JBSS), fewer people are coming forward to report their problems because mental health is still a taboo topic.

    “We had been warning that an epidemic of mental health is on its way. Many people our volunteers have been in touch with are facing trauma and mental issues,” Sati told PTI.

    Being forced to part from their damaged homes and the fear that they may never be able to return to their childhood homes is leading to a spectrum of problems.

    Ask 19-year-old Neha Saklani.

    On February 3, just a month after Neha and her extended family of 14 people shifted to a hotel, her father got an anxious call that their house had been razed to the ground.

    “All of us rushed to the spot and found it still intact. But the call only compounded the already anxious lives that we have been living ever since our house started developing cracks almost a year ago,” Neha told PTI.

    The Saklani family, which lived in the Sunil area on the way to the famous skiing resort Auli, said it was the first to report land subsidence in Joshimath when their house developed cracks in May last year.

    Neha’s mother recently underwent a surgical procedure at a local clinic, and the family doesn’t know how she can recuperate in their cramped hotel room.

    “We keep thinking about our house. Imagine the trauma of living in a sinking house for a year. It is horrifying,” she said.

    “Initially, I was not able to sleep. Even now I sometimes feel low and anxious. My sister is not in a position to continue her studies. She wanted to join college this year. I guess that will have to wait,” she told PTI.

    That businesses have shut down in the town has added to the extreme anxiety about what tomorrow will bring.

    Suraj Kapruwan had a laundry shop in Manohar Van, which was heavily damaged during the January 2 subsidence event. He said he hasn’t had a full night’s sleep since.

    “I am depressed and hardly get any sleep at night. I keep thinking about my business on which I spent lakhs. There is no compensation still in sight. I don’t know how to cope with the situation,” the 38-year-old hotel management graduate told PTI.

    Naithwal added that gauging the burden of mental illness is difficult as people don’t report symptoms to medical practitioners unlike other health disorders and symptoms can surface anytime up to a year.

    “We have been doing rounds of the affected areas. If someone exhibits symptoms, a counsellor helps them to cope through relaxation techniques and deep breathing exercises,” she told PTI.

    “If somebody has chronic symptoms, they are treated accordingly,” the 32-year-old doctor said.

    According to Sati, the situation will only get worse if the authorities don’t act faster and come up with a proper and prompt rehabilitation plan for the people of Joshimath.

    In his view, the overall situation in Joshimath has only gotten worse in the last month.

    “Cracks in more houses have been reported recently. The fissures in the land around the danger zone have only gotten bigger,” he added.

    The number of structures, according to the government, which have developed cracks so far stands at 868, an increase since January 20, when the number was 863, Sati said.

    Authorities estimate that present 878 members of 243 disaster-affected families are in relief camps.

    “Basic facilities like food, drinking water, medicine etc. are being made available to the affected people in the relief camps,” according to the Twitter handle of DM Chamoli.

    “In Joshimath, an amount of Rs 505.80 lakh has been distributed so far for damaged buildings, special rehabilitation package, one-time special grant for transportation of goods and immediate needs and purchase of household materials as advance relief to the affected families,” another tweet on Thursday said.

    However, Sati alleged there are serious discrepancies in the official survey of damages and compensation.

    “Many people who deserved compensation didn’t receive it while others who were not affected got it instead,” he added.

    “Joshimath is not suitable for a township”, the government appointed Mishra Committee report had warned in 1976 and recommended a ban on heavy construction work in the area.

    The warning was not heeded. Over the decades, the place exploded into a busy gateway for thousands of pilgrims and tourists.

    Joshimath is a gateway to several Himalayan mountain climbing expeditions, trekking trails, and pilgrim centres like Badrinath and Hemkund Sahib, and the Valley of Flowers, a UNESCO world heritage site.

    Bengaluru: A high-level committee on Thursday decided to approach the Centre afresh with a plea to denotify about 9,600 acres of forest land in favour of 11,000 to 12,000 families displaced due to the Sharavathi river project in Shivamogga district of Karnataka and rehabilitated there decades ago.

    The panel is headed by State Home Minister Araga Jnanendra and former Chief Minister B S Yediyurappa, both of whom hail from the district.

    After a meeting here, Yediyurappa told reporters that a fresh proposal would be sent to the Centre with a request to denotify the forest land in favour of those displaced families who have not yet got rights over the land.

    “We had called on the Union Minister for Environment, Forest and Climate Change Bhupender Yadav and apprised him of the predicament of nearly 11,000 to 12,000 displaced people (families). He has asked us to survey the land and send a proposal,” Yeddyurappa said.

    He said those dwelling on the land have not got ownership rights and it is akin to being landless.

    “The district administration has completed the survey and prepared a proposal to give ownership on 9,600 acres of land. We will send the proposal today itself,” Yeddyurappa said.

    Shivamogga MP and Yediyurappa’s son B Y Raghavendra, legislators, and senior officials attended the meeting.

    Joshimath: As land sinks in Joshimath, buildings are razed and hundreds of families are forced out of their homes, there is another tragedy playing out in this Himalayan town many dogs, cattle, and other domestic animals are left untended as their owners navigate the life-changing crisis.

    Some animals have been left behind in houses, desolate and deserted as the cracks on their walls deepen, and some smaller pets have been crammed into shelter homes along with families forced into one room. The snow and the dipping temperatures have exacerbated the many woes.

    The displacement is at many levels, say animal rights activists who have rushed to the once bustling town of Joshimath to keep the voiceless safe.

    “Any disaster is as much a crisis for animals as it is for humans,” said Rubina Iyer from People for Animals (PFA) Uttarakhand.

    “We want to ensure the safety and welfare of the animals. People are taking care of humans, and we are here for the animals,” Iyer, who traveled from Dehradun to Joshimath along with her colleagues to help rescue affected animals, told PTI.

    The mountain town, the gateway to trekking trails, pilgrimage destinations such as Badrinath and the famed ski slopes of Auli, has been on the edge since January 2 when the first major land subsidence event took place and hairline fissures in several places deepened into gaping breaks in walls and streets with a frightening rumble.

    Families were segregated, and many pets and cattle were neglected as people moved out to safety.

    Neha Saklani, whose house in the Sunil area on the way to Auli was heavily damaged during the subsidence event, said they have four pets.

    “One of them is with us in the hotel, while the three others are at our house. But we check on them in the day and feed them,” she said.

    Iyer said surveys are being carried out for a count of pets or stray animals and, if required, help with shifting them to shelter homes.

    “If there are any pets and people don’t have space we can keep them safe.”
    So far, 200 dogs, 300 cattle, and 20 equines have been identified in surveys from the affected areas, said Shreya Paropkari from Humane Society International/India (HSI).

    “All are doing well except for two injured mules being shifted to the Happy Home Sanctuary run by PFA Uttarakhand in Dehradun,” she told PTI

    “Our surveys found no abandoned pets in the affected areas. Wherever people are being shifted they are taking their pets along,” Paropkari said.

    HSI also plans to sterilize dogs so there are no puppies born during this calamity as it will be difficult for them to survive.

    “Based on the current assessment, they would all need surgery – when the weather is suitable. Currently, it’s snowing,” Paropkari added.

    Chief Veterinary Officer, Chamoli, D. Pralayankar Nath said the Animal Husbandry Department here is taking all precautions and making necessary arrangements to shelter stray animals and pets.

    “For cattle, we are making two shelters in Sunil ward and in Ravigram area. We are distributing compact feed and green fodder. Pets are being provided feed and the necessary help,” said Nath, who has been stationed in Joshimath since January 2.

    “We are taking help from the NGOs to identify any affected or abandoned pets so that we can shift them to shelters and take care of them,” he said.

    In her three-day tour of Joshimath, Kaveri Rana Bhardwaj from Sophie Memorial Animal Relief Trust (S.M.A.R.T Sanctuary) has fed many street animals in Joshimath, Auli road, and the upper reaches.

    A helpline number has been set up in case someone needs a home for their dogs, Bharadwaj said.

    Sometimes, animals require urgent medical attention too.

    The group, for instance, found a small local breed dog with a twisted leg that needed to be X-rayed.

    There are many stray dogs in Joshmath that can easily be mistaken for abandoned canines, Iyer said.

    “We found equines and a lot of stray animals because sometimes if they are ill or become unproductive or for that matter are injured, people do sometimes abandon them in the streets to die,” said Iyer.

    Iyer said since authorities are planning to rehabilitate displaced people, their pets will also be taken along with the owners to new locations.
