    Dibrugarh: India is the world’s most vibrant democracy and its image cannot be allowed to be tainted or tarnished by anyone, Vice President Jagdeep Dhankhar said on Wednesday.

    Some people are trying to tarnish India’s democratic image outside the country by spreading a false narrative that people do not enjoy their rights, Dhankhar said while addressing the 21st convocation of the Dibrugarh University here.

    ”When all is going well, why should some decry our democracy, talk outside as well as inside the country that we do not have democratic values? I dare say with confidence and without fear of contradictions, India is the most vibrant functional democracy on the planet on this date,” he said without naming anyone.

    He urged the students that they must find a way out so that such ”pernicious and sinister narratives are nipped in the bud”.

    He appealed to students, youth, intelligentsia and media to act as ”ambassadors of the country. Believe in nationalism and run down this narrative”.

    This is a narrative with no factual basis and ”we cannot support those who inside and outside the country, tarnish and taint our growth trajectory and democratic values,” the vice president said.

    The Vice President also said that the Parliament is a “place for dialogue, discussion and debate” and not a place for disruption and disturbances.

    Dhankhar claimed that such false narratives are emanating from a few universities outside the country, including in the United States, where some Indian students and faculty criticise their own country.

    ”You will find a few politicians who will trot around the globe and criticise their country but this is not India’s culture. Our former Prime Minister Atal Behari Vajpayee when in opposition was selected by then Prime Minister P V Narasimha Rao to represent the country. This is our culture and we have to believe in our motherland and subscribe to the sublimity of our nationalism,” he said.
    Though Dhankhar did not take any names, in the past similar allegations had been made by the BJP against Congress leader RahulGandhi for having criticised the government in lectures abroad.

    Parliament is a place for dialogue, deliberation, discussion and debate and not a place for disruption and disturbances, the Vice President said.

    He asked, ”How can we weaponise disruption and disturbances as a political tool? How can we allow this hallowed theatre to be polluted?”

    It is time that an ecosystem is created so that Parliamentarians respond positively to the spirit and essence of the Constitution, Dhankhar said.

    He said that India has emerged as the fastest-growing economy in the world and is now a favoured destination for investments.

    ”We are now the fifth largest global economy and what is indeed a matter of pride is that we overtook our erstwhile colonial masters. We hope to become the third largest economy of the world by the turn of the current decade,” he said.

    The Vice President said that the year 2014 was a watershed in India’s political history with the nation being respected over the world.

    ”There has been a new mantra of governance which is less government and more governance’ coupled with visionary planning and execution,” Dhankhar added.

    New Delhi: Vice President Jagdeep Dhankhar will be visiting the UK on May 5 and 6 to attend the coronation of King Charles III on behalf of the Indian government, the Ministry of External Affairs announced Tuesday.

    India and the UK have historic relationship and share values of democracy, rule of law and many complementarities and convergences, the ministry said in a statement.

    The relationship was elevated to the Comprehensive Strategic Partnership in 2021 with the adoption of Roadmap 2030 for Future Relations.

    In 2022, President Droupadi Murmu visited London from September 17 to 19 to attend the state funeral of Queen Elizabeth II and offered condolences.

    In a separate statement, the vice president’s office said Dhankhar will visit Assam and Manipur on a one-day tour on May 3.

    In Assam, he will grace the 21st convocation ceremony of Dibrugarh University as its chief guest and deliver the convocation address.

    In Manipur, the vice president will visit Dhanamanjuri University and Manipur University in Imphal.

    Kaithal: India is transforming and will become the third largest economy in the world by 2030, Vice President Jagdeep Dhankhar said on Sunday.

    Addressing a gathering at a state-level programme on saint Dhanna Bhagat’s birth anniversary in Haryana’s Kaithal, Dhankhar said India’s prestige in the world has never been as high as it is now.

    Haryana Chief Minister Manohar Lal Khattar also attended the event.

    The vice president said the contributions of saints in the country’s history have been tremendous.

    “Today the country is witnessing something that was never imagined before…. India has become the fifth largest economy, surpassing the Britishers who had ruled us for 200 years, and farmers and workers have a major contribution in this.

    “By the end of this decade…India will be the third largest economy on this planet,” he said.

    Referring to the construction of a Ram temple in Ayodhya, the vice president said many people had expressed doubt whether it would ever be built but today it is a reality. The temple is being built following the ancient Indian architecture, he said and quoted a Hindi film dialogue to highlight the value of saints in the Indian society.

    Dhankhar lauded the Haryana government for celebrating the birth anniversary of Dhanna Bhagat on a large scale.

    At the event, Khattar announced that his government will install a big statue of Dhanna Bhagat in Dhanauri or a nearby area. He also announced that a medical college being constructed in Kaithal will be named after Dhanna Bhagat.

    Speaking at the event, the vice president said that farmers are the backbone of the country’s economy and added more than Rs 2.25 lakh crore has been disbursed to more than 11 crore farmers under a government scheme.

    He said that India is transforming, adding people are getting benefits at their doorstep due to technology.

    Dhankhar also hailed the role played by religious leaders during the COVID-19 pandemic.

    “Our sants encouraged every person to help the needy during the COVID-19 pandemic and at that time, there was no crisis in our country…,” he said.

    He also lauded the role played by khap panchayats, saying they are strong and have foresight.

    Dhankhar asserted that those who gave their sweat and blood for the country’s freedom can never be forgotten.

    Dhankhar, his wife and Khattar also offered prayers at Dhanna Bhagat temple in Dhanauri village.

    Constitution has to evolve through Parliament, not executive or judiciary: VP Dhankhar

    New Delhi: The evolution of the Constitution has to take place in Parliament and no other “super body” or institution, including the judiciary and the executive, has any role in it, Vice President Jagdeep Dhankhar said on Sunday.

    It is the primacy of the Constitution that determines the stability, harmony and productivity of democratic governance and Parliament reflecting mandate of the people is the ultimate and exclusive architect of the Constitution, he said.

    Dhankhar’s remarks, made at the release a memoir of former Tamil Nadu governor P S Ramamohan Rao, came a day after Law Minister Kiren Rijiju invoked the “Lakhsman Rekha” on the relationship between the executive and the judiciary.

    The vice president said, “A constitution has to evolve from the people through Parliament, not from the executive. The executive has no role in evolving the Constitution and no other institution including judiciary.”

    He further stressed, “The Constitution evolution has to take place in Parliament and there can be no super body to look into that…it has to end with Parliament.”

    The vice president said he was making the statement “without fear of contradiction (and) having studied constituent assembly debates and examined constitutions of countries where democracy blossoms and flourishes”.

    Amid a tussle between the judiciary and the government over the appointment of judges of high courts and the Supreme Court, Chief Justice of India D Y Chandrachud on Saturday said not every system is perfect but the current collegium system is the “best” mechanism developed by the judiciary to maintain its independence.

    Justice Chandrachud put up a stout defence of the collegium system of judges appointing judges to higher courts while speaking at the India Today Conclave, 2023, just hours after Law Minister Rijiju at the same forum again criticised the selection process, asserting that as per the Constitution the appointment of judges is the duty of the government.

    Rijiju also said the appointment of judges was not a judicial work but “purely administrative in nature”.

    The minister felt that if judges got involved in administrative work, they would have to face criticism. He said the principle of justice will be compromised if a judge ends up hearing a matter of which he or she was a part.

    “Suppose you are the chief justice or a judge. You are part of an administrative process that will come into question. The matter comes to your court. Can you deliver a judgment on a matter you were part of? The principle of justice itself will be compromised. That is why the Lakshman Rekha is very clear in the Constitution,” Rijiju said.

    New Delhi: Congress president and Leader of Opposition in Rajya Sabha Mallikarjun Kharge met Vice President Jagdeep Dhankhar here on Sunday, after which he asserted that opposition parties want a discussion during the second leg of the Budget session on every burning issue facing the nation.

    Kharge also asserted that opposition parties are keen to play a constructive role in making the government accountable.

    Kharge met Dhankhar, who is also the Rajya Sabha Chairman, at the Upa-Rashtrapati Nivas.

    “Met @VPIndia, ahead of the forthcoming session of the Parliament to seek his cooperation,” the Leader of Opposition in Rajya Sabha said in a tweet.

    “We as Opposition parties are keen to play a constructive role in making the Government accountable and would want discussion on every burning issue facing the nation,” he said.

    The second leg of the Budget session will commence on Monday with the government asserting that its priority is to pass the Finance Bill and the Opposition planning to raise issues like the action of central agencies against the BJP’s political rivals and allegations against the Adani group.

    New Delhi: India’s handling of COVID-19 was an example to the world of how the country utilised its digital resources to roll out vaccines for a large population and successfully controlled the disease at home while helping other nations, Vice President Jagdeep Dhankhar said on Friday.

    Dhankhar, who inaugurated the “International Symposium on Health Technology Assessment: ISHTA 2023” here, lauded Prime Minister Narendra Modi’s decision to call for a people’s curfew as well as people for following it. “… what was advised to contain Covid could be translated into action”.

    He further said the prime minister cheered and motivated the Covid warriors and the country was quick to come up with a legislation that accorded them protection.

    “India’s handling of Covid exemplifies the best practices beyond doubt now. In that perspective, when I have gone abroad on two visits, how satisfying it was for me to note that when India was facing Covid, it innovatively came out with vaccines.

    “India could vaccinate 220 crore people and put it on digital mapping. It was also giving assistance to other countries through ‘vaccine maitri’ that is something reflective of our age-old ethos,” Dhankhar said.

    Referring to the sessions at the event, he said “affordability of healthcare services” is a very critical aspect.

    Keeping this in view, the prime minister came up with the idea of Ayushman Bharat and the world’s largest and most transparent, accountable and impactful mechanism is benefitting 140 crore people of the country effectively, the vice-president said.

    He said because of the Ayushman Bharat Jan Arogya Yojana, there has been an increase in the number of diagnostic centres, medical, nursing colleges and clinics in the country and that has brought about a plateau kind of development, touching the lives of those who are physically vulnerable.

    “If they have to suffer on account of affordability, the growth of children is impeded and families’ economy goes haywire,” Dhankhar added.

    Speaking about another session on “availability of healthcare technologies”, the vice president said technology is a game changer and a turning point.

    Referring to the third aspect — “accessibility to healthcare technologies” — he said, “We have wellness centres not just in tier-2 cities, in semi-urban areas, but even in villages and that is a milestone achievement.”

    On the session on “health technology assessment”, he said, “That is the way forward stance. For any institution, the safest way to degenerate is to keep it away from accountability, keep it away from scrutiny and keep it away from assessment.”

    The symposium, based on the theme of “Affordability, Availability and Accessibility of Healthcare Technologies through evidence generated by HTA for Universal Health Coverage”, was organised by WHO India and Centre for Global Development, Europe.

    Dhankhar further narrated how the “Swachh Bharat Abhiyan” launched by the prime minister changed the country’s landscape.

    “Consequentially, what we never thought or imagined — every household has a toilet. We are on our way to getting fresh potable water at home and the side-effects are such that there has been industrial growth, startups and entrepreneurship have grown,” he said.

    He said 1.5 lakh health and wellness centres have come up in the country, generating huge opportunities for entrepreneurs.

    Mentioning that more than 33.8 crore Ayushman Bharat health accounts have been created and there are 50 crore beneficiaries of the Pradhan Mantri Jan Arogya Yojana, Dhankhar said, “These numbers to the world at large may be staggering but in our country, the development is proportionally manageable. It has been in a very structured manner, not in isolated instances or otherwise.”

    Affordability of medicines for the common man is of critical consequence, he said, adding that this has been done through the more than 9,000 jan aushadhi kendras set up across the country to enhance access to generic medicines.

    Cancer is a deadly disease and what has been done in that area is amazing by providing medicines that are affordable, the vice president pointed out.

    “India is an example in the world where we have used technology for making available efficient services to people.

    “There was a time, when I was a student or even a member of Parliament, there used to be long queues for payment of bills. But in the health sector, revolutionary things have been done and over 80 million (eight crore) teleconsultations have been conducted through e-sanjeevani, the national telemedicine service of India,” he said.

    The vice president also complimented the Union health minister on doubling the number of MBBS seats and post-graduate medical seats in the country.

    Stating that “India is on the rise at the moment as never before and the rise of this country is unstoppable,” Dhankhar said this is based on two “great” concepts highlighted by the prime minister in the last year and a half.

    “One, he gave a message to the world that we are not in an era of expansion. Expansion by nature is invasive action. Expansion by nature is comprising someone else’s sovereignty. Historically, this country has never engaged in expansion.

    “Second, he indicated to the world at large, setting a global discourse which is catching up — war is no solution to any problem,” he said.

    Dhankhar urged all the stakeholders that “if we have to make this world healthy and happy, we have to subscribe to an ecosystem and in all modesty, I can say that this country has evolved this ecosystem over thousands of years and that is Vasudhaiva Kutumbakam (the world is one family)”.

    “Let us work to handhold each other to the best of our capacity to contribute to each other’s good health, happiness and satisfaction,” he said.

    New Delhi: Union Minister Prahlad Singh Patel was absent from the Rajya Sabha proceedings on Monday, which invited the ire of Chairman Jagdeep Dhankhar.

    Patel is Union Minister of State for Food Processing Industries and Jal Shakti.

    The Rajya Sabha bulletin stated, “SHRI PRAHALAD SINGH PATEL to lay on the Table, a copy
    each (in English and Hindi) of the following papers:

    (a) Annual Report and Accounts of the National Centre for Drinking Water, Sanitation and Quality, Kolkata, for the year 2021-22, and the Audit Report thereon.

    (b) Review by Government on the working of the above Centre.

    (c) Statement giving reasons for the delay in laying the papers mentioned at (a) above.”

    But when his name was called by the chair, he was not in the House. The chairman said that the concerned minister has to be present in the House for the proceedings.

    Earlier, the chairman rejected the suspension of business notice moved by AAP MP Sanjay Singh and the opposition members resorted to sloganeering.

    The representatives of 14 opposition met at the chamber of Mallikarjun Kharge, the Leader of Opposition in Parliament on Monday and decided to raise the issue.
