    Telangana DGP orders probe into Khadeer’s custodial death case

    Hyderabad: Telangana DGP Anjani Kumar on Saturday directed the Inspector General of Police to supervise the probe of the alleged custodial torture-related death of Mhammad Khader who was picked up, by Medak police, suspecting his role in a theft case.

    The 35-year-old daily wage labourer on Friday succumbed to the injuries he had sustained due to the alleged torture by the police.

    The man was picked up from his sister’s house in Hyderabad on January 29 on suspicion of being involved in a theft case and was brought to Medak.

    In a statement while undergoing treatment at a hospital in Medak, he alleged that he was kept in custody for five days and beaten up by policemen though he kept telling them that he was innocent.

    “The cops said the person involved looks like me,” he said.

    The police let him off on February 2 when he was unable to move his hands. They (police) asked him to tell others that he was kept in custody for one night. They also asked him to sign a paper and as he was unable to even hold the pen, one of the policemen signed the paper.

    Khadeer named the two constables and the Sub-Inspector (SI). He said while the SI only slapped him twice or thrice, the two constables beat him up all over the body.

    Due to the alleged torture, Khadeer could not stand on his feet, and his kidneys were also damaged. His wife Siddeshwari, alleged that police used third-degree methods on him. On February 9, he was admitted to a hospital in Medak.

    As Khadeer’s condition kept deteriorating, he was referred to Gandhi Hospital in Hyderabad for better treatment. However, he succumbed to his injuries on February 17 and is survived by his wife and two children.

    The body was handed over to the family members early Saturday morning after autopsy and it was later taken to Medak for last rites.

    Khadeer’s death triggered public outrage. Local Muslim community leaders urged Bharat Rastra Samiti (BRS) MLA M. Padma Devender Reddy to take action against the policemen involved.

    Subsequently, the MLA spoke with the Medak Superintendent of Police (SP) Rohini Priyadarshini, demanding an investigation into the incident.

    The SP transferred SI Rajshekar and the two constables, Pavan and Prashanth.

    AIMIM MLA from Hyderabad, Kausar Mohiuddin visited Medak and attended the funeral on Saturday morning. He slammed the police for the restrictions imposed on the funeral and questioned if Qadeer was a “naxalite or terrorist”.

    The MLA demanded that the three policemen involved in the case should be booked for murder. He said the FIR should be changed to include the names of the SI and the two constables.

    SRINAGAR: Former Director General of Police (DGP), J&K, M M Khajuria passed away on Wednesday evening after brief illness.

    Khajuria was the 2nd DGP of Jammu and Kashmir from 16-01-1985 to 25-05-1986.

    According to reports, he is survived by three daughters, all settled.

    Meanwhile, the Director General of Police J&K, Dilbag Singh, and all ranks of Jammu & Kashmir Police have condoled and expressed grief over the sad demise of M.M Khajuria DGP (Retd) .

    In a statement, DGP has conveyed his heartfelt condolences to the bereaved family and relatives of the deceased officer on behalf of the Jammu and Kashmir Police Pariwar and prayed for the departed soul.

    The DGP J&K has said that the departed officer will be remembered for his services to the people and to the department.

    Guwahati: As the total number of arrests in the continued drive against child marriage in Assam reached 2,528 on Tuesday, the DGP said the biggest challenge for the force now is filing charge sheets within the stipulated timeframe.

    The police during the day arrested 87 more people in the crackdown, which started on Friday.

    “Crackdown continues. Total arrest so far 2528,” Chief Minister Himanta Biswa Sarma said in a tweet.

    Protests against the arrests by women activists were reported during the day from Silchar in Cachar district. Four of them were arrested and released on personal bond, police said.

    The Director General of Police (DGP) G P Singh said that the biggest challenge for the police is now to file charge sheets within a 60 to 90 days period.

    Singh said that the police did not aim to harass anybody but its role was to stop child marriage completely in the state by the next two to three years.

    “We have registered 4,074 cases and over 2,500 people have been arrested till this morning. All the accused in these cases have been identified and they will be arrested and charge sheets filed against them,” Singh told PTI.

    On the 65 accused people already securing bail, the DGP said the focus is on ensuring that charge sheets are filed within the stipulated time frame.

    “Bail is okay. To me, it is not important who stays in jail for how long. It is important that they have to be charge-sheeted and they face the music of law,” he asserted.

    Chairperson of Assam State Commission for Protection of Child Rights (ASCPCR) Sunita Changkakoti told PTI that the crackdown was a much-awaited move and it will send a strong message to the society against this menace.

    “We have been campaigning against child marriage for long and hold regular district review meetings in which we involve all stakeholders, including government departments like the health and education and NGOs. A concerted effort by all sections of society can help in ending the problem,” she said.

    The Assam police had launched the crackdown on child marriage on Friday with over 2,000 arrested within the first two days.

    Chief Minister Himanta Biswa Sarma had earlier asserted that the drive will continue till the 2026 Assembly election.

    Justifying the crackdown, Sarma had pointed out that teenage pregnancy accounted for nearly 17 per cent of over 6.2 lakh pregnant women last year in the state.

    The opposition parties have criticised the manner in which it is being carried out, terming the arrests of teenage husbands and family members as “abuse of law” for political gain and equating the police action with “terrorising people”.

    The state cabinet had recently approved a proposal to book men who have married girls below 14 years of age under the Protection of Children from Sexual Offences Act, 2012 (POCSO).

    Cases under the Prohibition of Child Marriage Act, 2006 will be registered against those who have married girls in the age group of 14-18 years, the cabinet had decided.

    The offenders will be arrested and the marriages declared illegal.

    Assam has a high rate of maternal and infant mortality, with child marriage being the primary cause as an average of 31 per cent of marriages registered in the state are in the prohibited age, according to reports of the National Family Health Survey.

    Of the 4,004 cases of child marriage registered recently, the highest was reported in Dhubri (370), followed by Hojai (255), Udalguri (235), Morigaon (224) and Kokrajhar (204).

    Hyderabad: Telangana BJP MLA Raghunandan Rao on Sunday demanded Director General of Police Anjani Kumar be immediately sent to his cadre state, Andhra Pradesh.

    He alleged that injustice was done to the Indian Police Service (IPS) officers from Telangana by the state government as it posted four IPS officers from Bihar in key positions.

    The MLA told reporters that in the recent transfer of 93 IPS officers, Anjani Kumar, Sanjay Jain, Swati Lakra and Shahnawaz Qasim were given key posts.

    He alleged that not even one IPS officer from Telangana was given an important post.

    He said Chief Minister K. Chandrasekhar Rao appointed officials from Bihar to key posts like Chief Secretary and the DGP, which gives credence to the doubt that he hails from Bihar.

    He alleged that CM KCR gave key posts to officials who were obeying the government’s orders by arresting leaders of opposition parties.

    The BJP leader slammed AIMIM leader Akbaruddin Owaisi for his statement in the Assembly that AIMIM would win 15 Assembly seats but would work under Bharat Rashtra Samithi (BRS) led by KCR.

    Raghunandan Rao said this proved their allegation that AIMIM is ‘B’ team of BRS.

    Jammu, February 02: Continuing with an aim to provide financial assistance to meet the urgent needs of Police personnel, the Director General of Police, J&K Shri Dilbag Singh has sanctioned over Rupees 71 lakh welfare loan in favour of 60 serving officers and personnel of J&K Police vide PHQ Order No. 348 of 2023.

     

    Under this order, welfare loan ranging from rupees 01 lakh to rupees 1.50 lakh has been sanctioned in favour of 51 personnel for the purpose of their own marriage, or for marriage of their wards/relatives. Similarly, welfare loan of rupees 01 lakh to rupees 1.50 has been sanctioned in favour of 07 Police personnel for pursuing higher education of their ward.

    SRINAGAR: Jammu and Kashmir police Thursday claimed to have achieved a major breakthrough in January 21 Narwal, Jammu blast by arrested a Lashkar-e-Toiba militant, who is also a government employee, from whose possession a “perfume IED”, first of its kind, was recovered.

    Addressing a press conference in Jammu, Director General of Police (DGP) Dilbagh Singh, as per news agency KNO, said that after 11 days of hardwork of the Jammu police, a major success was achieved in the form of arrest of one Arif Ahmed, a resident of Reasi district of Jammu.

    “Arif is a government employee and is an active militant of Lashkar-e-Toiba outfit. He was working at the behest of Qasim, a Reasi resident and his uncle Qamardin, also a Reasi resident, presently in Pakistan, who are part of LeT,” the DGP said. He said Arif was involved in three IED blast incidents—Shahstri Nagar, Katra and January 21 incident of Narwal, Jammu.

    “So far we had seen IED with explosive materials, sticky bombs and timer fitted IEDs but a new type of IED was recovered from Arif which is Perfume IED. This IED is in a bottle form and seems like a perfume bottle but contains explosive material,” the DGP said, adding that “since the IED is new to us, experts will see how harmful and how powerful it can be. We have not touched it so far.”

    He said that the main aim of these IEDs is to target innocent people and to trigger communal hatred in the Jammu region. “Arif will not only lose his job but a strong dossier will be prepared against him. He was a very clever operative. He had burnt all the evidence be that his clothes, shoes and that he even set ablaze his mobile phone as well. But police worked hard on even small inputs and leads that led to the arrest of Arif,” he said, as per KNO.

    The DGP said that IED’s received by Arif were air-dropped through drones. “He has confessed to the crime,” he said. To a query about Danghri, Rajouri incident and the fate of probe, the DGP said that the investigations are in the advance stage and the output will be shared with the media men shortly.

    Asked about further links of Arif and possible Kashmir connection, the DGP said that so far it has not been seen that Kashmiri youth are coming to Jammu for militancy or for that matter Jammu youth going to Kashmir. “Further investigations are on,” he said.

    Bhubaneswar: Condemning the murder of Odisha Health minister Naba Das by a cop, Opposition BJP and Congress questioned the “silence” of Chief Minister Naveen Patnaik and DGP Sunil Bansal on issue.

    Rejecting the crime branch probe ordered by the Chief Minister, the BJP demanded a CBI probe in the matter while the Congress demanded a SIT probe under the supervision of Orissa High Court.

    Speaking to media persons, Odisha BJP president Samir Mohanty said, “Minister Das was not just a politician, he was an influential and powerful cabinet minister in the state. If such a personality is killed in broad daylight, one can easily assume the condition of a common man in the state.”

    “It is unfortunate that Naveen Babu, who has been in charge of the Home department for the last 23 years, has remained silent on the sensitive issue,” he added.

    Though a cabinet minister was killed, the DGP and the Home secretary neither visited the spot in Jharsuguda nor spoke a word on the heinous murder, the state BJP president said.

    He asserted that people will not accept it that the state police is investigating the case in which a cop has killed the minister. “By ordering a crime branch investigation, the state government has already decided what to do in this case. The crime branch has taken over a lot of cases in the past. But the findings are not encouraging,” Mohanty said.

    To ensure proper instigation of the murder case, the BJP leader demanded a CBI probe into the case.

    Leader of Opposition in Odisha Assembly Jayanarayan Mishra (BJP) said, “We are not going to accept the story of the Odisha government that the accused police ASI Gopal Das was mentally unsound. A plot was created to kill the minister.”

    Mishra also questioned “why the DGP is silent on this case”.

    “As per the information available with us, the minister died on the spot. What was the necessity to airlift him from Jharsuguda to Bhubaneswar. Whether the Jharsuguda hospital authority had certified that Das was fit to airlift for further treatment?,” Mishra asked.

    Claiming that the Crime Branch probe “cannot reveal the truth”, he demanded a CBI investigation into the incident.

    Alleging there is a deep-rooted conspiracy behind the killing of the minister, Congress spokesperson Sudarshan Das demanded a probe by a SIT under the supervision of a sitting judge of the Orissa High Court.

    “Though 48 hours passed to the incident, no action has been taken against any official, who is responsible for it,” Das said.

    “There was a total failure of intelligence. But no action was taken till now. Why is the DGP and Home Minister (Chief Minister) not speaking up,” he asked.

    Alleging that a conspiracy is being made “to suppress the truth behind the crime”, the Congress leader said that the Chief Minister should leave his Home portfolio on moral ground.

    Reacting to the allegations made by the Opposition, senior BJD lawmaker Debi Prasad Mishra said, “As questions will be raised if the police will investigate the case in which a cop is the accused, a crime branch probe was ordered. To ensure transparency, the government has requested the Orissa high court to monitor the investigation by a sitting/retired judge.”

    On the demand for CBI and SIT probe, Mishra said, “Let’s wait till the findings of the crime branch investigation has come up.”

    The minister was shot dead by police ASI Gopal Krushna Das on January 29. The police ASI fired a single round of bullet from his service revolver at the minister’s chest. The ASI was arrested and has been sent to judicial custody.

    Srinagar, Jan 31: Director General of Police J&K Dilbag Singh while acting swiftly on the reports of misconduct by an police official Tuesday issued serious directions to all ranks and files in the police force to act seriously against any official found involved in any sorts of misconduct.

    A senior police official told news agency—Kashmir News Observer (KNO), thay the DGP
    has directed all Wing heads to take serious note of any kind of misconduct with the general public brought into their notice by any means. “He has directed the officers to sensitize and advise their subordinate officers/officials to be fair in their conduct,” the official quouting DGP as having said.

    The official said that the DGP has directed that any act of misconduct must be taken with utmost seriousness to safeguard and improve the image of J&K police.

    “PHQ has issued an advisory to all the Wing Heads of the J&K Police in this regard,” he said.

    “Let us have respect for the spirit of law while enforcing “Rule of Law”, the DGP has said.

    The directions have come in view of a case of misconduct by an SHO and other Police Station staff members in Ramban district with a doctor, the official said.

    “The erring personnel have been suspended and a departmental enquiry has been initiated by the DIG, D-K-R range,” he said.

    The DGP has said that “we are supposed to safeguard and protect against any wrong doings and injustice and have to be seen as Rakshak by the common people as has been said by the Hon’ble Prime Minister Shri Narendra Modi”—(KNO)

    Jammu, Jan 30 (GNS): Director General of Police J&K Dilbag Singh chaired a high level meeting to review the project status of implementation of UT wide CCTV Surveillance System across Jammu and Kashmir at Police Headquarters here on Monday.

    Speaking on the occasion, the DGP said that the aim of implementation of CCTV Surveillance System across the J&K is to provide a safe and secure environment to the people and visitors, according to a statement issued by police to GNS.

    He said that the system would help in instilling confidence in the citizens of being secured. “By this system we will keep an eye on the ground 24X7,” he added.

    It will help in curbing the crime rate in J&K and will be useful in identification and nabbing of anti national elements and criminals with an alerts generated by the system once commissioned, he said.

    “When completed it should be a State of the Art facility, and futuristic plans must be kept in mind as CCTV cameras numbers would continue to be added in future as per the needs.”

    The DGP stressed that day to day activity upon the project should be shared among the members to know the pace of the work. He said equipment and logistics to be used for the project must be of quality.

    The top police officer impressed upon the officers to take all the necessary measures for completing the project in time, by meeting the deadlines.

    He impressed upon the System Integrated Project to work 24X7 and complete the project in the stipulated time.

    He directed ADGP Armed to take regular meetings of the task force to monitor the implementation of the project closely.
