    Order No: – 660 -DFCS&CAK of 2023

    Consequent upon non joining of candidates/non-submission of verification rolls by candidates of the selection/ waiting list within the stipulated time period, recommendations made by J&K Service Selection Board communicated vide their letter No. SSB/Secy/Se1/2021/7046-53 dated 14.10.2021 read with Administrative Department’s letter referred to above and subsequent  receipt of satisfactory Character/Antecedents verification report from Criminal Investigation Department J&K vide letters referred to above, sanction is hereby accorded to the temporary appointment of Six (06) candidates of the waiting list as detailed in the annexure to this order as Depot Assistant Multitasking Staff carrying substantive pay level of Rs.14800-47100 (SL-1) under Hon’ble Prime Minister’s Special Package for Kashmiri Migrants and Non-Migrant Kashmiri Pandits

    The appointment of the appointees shall be subject to the following conditions :

    a. That the emoluments of the appointee shall be governed under S.O 194 dated 17.06.2020 as extended vide government order No. 586 JK GAD of 2021 dated 17.07.2021.

    b. That the appointee shall give an undertaking in the shape of an affidavit to the effect that if on verification, genuineness of the qualification, migrant, domicile and category (if any) certificates from the concerned issuing authority are found fake/forged, the claim of the appointee
    for appointment shall be deemed to have been cancelled abi-initio.

    c. The salary of the appointee shall be drawn and disbursed by the concerned Drawing and Disbursing Officer after receipt of satisfactory report in respect of documents as mentioned at (b).

    d. The interse-seniority of the appointee shall be as per the list as communicated by J&K Service Selection Board.

    e. The appointment and other terms and conditions shall be dated 30.12.2009 issued by Revenue Department.

    f. The appointment of the candidate shall be governed by the vide SRO-400 of 2009 dated 24.12.2009.

    g. The appointment is subject to the outcome of any writ petitions (s) if any pending before of competent jurisdiction.

    The appointee shall report to the Assistant Directors – Food, Civil Supplies and Consumer Affairs, Kashmir as shown against each and shall be allowed to join only on production of the following documents/ certificates (in original) wherever applicable to be verified subsequently:-

    1. Academic Qualification Certificate(s).

    2. Date of Birth Certificate.

    3. Domicile Certificate.

    4. Health Certificate from the concerned Chief Medical Officer.

    5. No loan certificate under Self Employment Scheme from DIC concerned and Employment Department.

    6. Migrant certificate

    7. Non-Migrant Certificate (For Non-Migrant Kashmiri Pandits) from concerned Revenue authority

    8. Category certificate

    In case the appointee fails to join within a period of 21 (twenty one) days from the date of issuance of this order, he/she shall forfeit his/her right and his/her appointment shall be deemed to have been cancelled ab-initio without any further notice as per Circular No. 08- JK(GAD) of 2019 dated 04-12-2019 issued by General Administration Department

    School Edu Deptt to implement Students Police Cadet scheme for 8th, 9th class students

    DSEK seeks list of already identified students

    Srinagar, Mar 03 (KNO): Authorities in Jammu and Kashmir are all set to implement the Students Police Cadet (SPC) Scheme among the students of 8th and 9th standard.

    In this regard, OSD with Director of School Education Kashmir (DSEK) has sought details of already identified students from Chief Education Officers (CEOs) of the region.

    The news agency—Kashmir News Observer (KNO) has leant that the OSD in a letter to CEOs has said, “I am directed to request you to furnish the list of already identified students of 8th and 9th class for Implementation of SPC scheme in the UT of Jammu & Kashmir.”

    The officer has further said that the list should reach DSEK by or before March-6-2023.

    According to the official documents, more than 1400 students of classes 8th and 9th have been identified from all districts of the region.

    Pertinently, SPC project is a school-based youth development initiative that trains high school students to evolve as future leaders of a democratic society by inculcating within them respect for the law, discipline, civic sense, empathy for vulnerable sections of society and resistance to social evils.

    The project also enables youth to explore and develop their innate capabilities, thereby empowering them to resist the growth of negative tendencies such as social intolerance, substance abuse, deviant behavior, and anti-establishment violence.

    Equally, it strengthens within them commitment towards their family, the community, and the environment—(KNO)

    Srinagar, Mar,01: School Education Department has decided to distribute sanitary napkins in government educational institutes among all female students of 8th to 12th standard.

    According to the news agency—Kashmir News Observer (KNO), OSD with Director of School Education Kashmir (DSEK) said this in a communique to Chief Education Officers (CEOs) of the region regarding promotion and awareness of menstrual hygiene.

    The officer said that the Government of India, having recognized the importance of menstrual hygiene to the health, well-being and educational achievements of girls and women has been implementing schemes and programmes to improve menstrual hygiene management.

    It has also said that it will disseminate knowledge, access and disposal of menstrual waste and sanitation in schools

    “The Department has launched a new scheme for promotion and awareness of menstrual hygiene among adolescent girls in schools,” the official said.

    It also said, “Sanitary Napkins supplied under the ’Suvudha Sarathi’ Scheme will be made available free of cost to schools and will be distributed free to girl students of class 8th to 12th on monthly basis.”

    “In this connection, I am directed to request you to issue instruction to the Government girls and co-ed schools to register under the scheme with details of the number of girls enrolled in respective schools, to avail the benefit under this noble scheme,” he said.

    The officer further said that he was directed to request CEOs to nominate District Level Nodal Officer (Preferably female) which shall reach DSEK by or before February-28-2023 for its onward submission.

    Achabal: The department of Food Civil Supplies and Consumer Affairs (FCS&CA), Achabal bid farewell to TSO, Abdul Rasheed Sheikh who attained superannuation yesterday.

    On retirement of TSO achabal FCS&CA officials appreciated the work and dedication of the officer towards their duty. Ab.Rasheed Sheikh according to him were very punctual in their duties, honest and officers of highest integrity. Their retirement is a loss to the department but at the same time inspiration for new recruits to follow their foot steps in the interest of society and nation.

    He said that the doors of the department shall remain always open for them for any kind of assistance or help.

    He wished the officers good health and happiness in the times to come.

    On this Occasion TSO Shangus Atta mohammad, CAPD District President Riyaz Ahmad,Senior Employees Mohd Altaf Dalal,Gh Nabi Sheikh and other staff were also present.

    In this regard, the department organized a farewell programme to honour and bid warm adieu to the retiring official, and to recall the service rendered by him.
    Deputy Director, Information & Public Relations, Bilal Mukhtar speaking on the occasion applauded the official for performing his duties with due diligence, dedication and honesty, and wished the official a joyful post retirement life.
    Cultural Officer Kashmir, Burhan Hussain also spoke about the experience and in-depth knowledge of work that the retiring official had possessed in his service career.

    Srinagar, Feb 26: School Education Department has terminated services of 23 Rehbar e Taleem (ReT) teachers of Jammu division on basis of qualification certificates acquired from Un-recognized Boards.

    According to the news agency—Kashmir News Observer (KNO), Director of School Education Jammu (DSEJ) said that those teachers are termination from services on basis of qualification certificates acquired from Un-recognized Boards.

    The official communique in this regard reads, “A committee was constituted to review the pending regularization cases of RETs.”

    “The committee member in meeting held on February-07-2023, observed that 23 RETs of different districts of Jammu Division have acquired their qualification from the Boards which have not been granted equivalence by the J&K Board of School Education, Jammu as these boards have not been recognized by the Council of Boards of School Education (COBSE) in India,” it reads.

    The communique further reads that the committee has recommended the termination of services twenty three RETs as per immediately as they do not possess the requisite qualification certificates.

    “Now, therefore in view of the recominendations of the committee, the concerned Chief Education Officers are directed to disengage the services of those twenty three RETs as per immediately,” DSEJ said—(KNO)

    Srinagar, Feb 23 : In order to commence with new classwork, School Education Department Thursday ordered completion of examinations of Classes 1st to 7th and 9th till March-20.

    According to the news agency—Kashmir News Observer (KNO), Director of School Education Kashmir (DSEK) said this in a communique to Chief Education Officers and Principal of all DIETs.

    The official said, “The examinations of Classes 1st to 7th and 9th are school based as per the guidelines formulated by SCERT J&K and in this regard students are quite well prepared and waiting for the conduct of the examinations as per the feedback from the school heads.”

    “You are requested to instruct the schools Heads of your district to complete the process of examinations up-to March-20 2023 so that the classwork of new classes can be started immediately,” DSEK said.

    Pertinently the modus operand of the examinations has already been communicated to CEOs and DIETs by SCERT J&K.

    A day before, KNO reported that the Term End exams for Classes Ist to 7th and 9th in district Srinagar will be held from the second week of March as per the old pattern.

    Officials further said that the date sheet and the assessment of these classes would be done by the respective authorities of the school.

    District Institute of Education and Training (DIET) Principal Srinagar, Tahira Hilali said, “This year the exams would be held as per the old pattern and from next session, we will conduct the exams as per the New Education Policy (NEP).”

    “The examination shall be conducted at school level as per past practice,” the DIET principal said—(KNO)

  • I&FC Deptt Asks Ganderbal Residents To Remove ‘Illegal’ Encroachment Along Waterbodies Within 7 Days

    SRINAGAR: Irrigation and Flood Control division in central Kashmir’s Ganderbal district has asked residents to remove illegal encroachments along river banks and other water bodies within 7 days, failing which strict action would be taken against the encroachers.

    According to a notice, a copy of which lies with the news agency KNO people who have encroached over the Irrigation and Flood control (I&FC) land in the district have been asked to remove encroachments within seven days.

    “If any person fails to remove the encroachment, the department would swung into action and people have to pay the charges of the same,” it reads.

    It reads strict action under the law would be taken against the people who fail to remove illegal encroachments.
