  • CAG Highlights Lack Of Adequate Response Of Government Departments To Audit In JK

    SRINAGAR: Comptroller and Auditor General (CAG) of India has highlighted lack of adequate response of the government departments to audit.

    “Principal Accountant General (Audit), Jammu and Kashmir, conducts audit of Government Departments to check for compliance to rules and regulations in transactions and to verify the regularity in maintenance of important accounting and other records as per the prescribed rules and procedures,” the CAG said in its latest report.

    After these audits, the CAG said, Inspection Reports (IRs) are issued to the Heads of Offices inspected with copies to the next higher authorities.

    “Important irregularities and other points detected during inspection, which are not settled on the spot, find place in IRs. Serious irregularities are brought to the notice of the Government by the Office of the PAG (Principal Accountant General),” the audit body said.

    For speedy settlement of audit observations and inspection reports, the Jammu and Kashmir Budget manual provides for prompt response by the Executive to IRs issued by the Principal Accountant General (Audit) to ensure remedial and rectification action.

    The auditee offices and their controlling Administrative Departments are required to comply with the observations contained in the IRs and rectify the defects and report their compliance to the Principal Accountant General (Audit).

    “The pendency of large number of paragraphs indicates lack of adequate response of the Government Departments to Audit,” the CAG said, adding, “The Government may look into this matter and revamp the system to ensure proper response to the audit observations from the Departments in a time-bound manner.”

    Three Audit Committee Meetings (ACMs) were held in Revenue Sector settling six Inspection Reports and 83 outstanding paragraphs with a money value of Rs 6.60 crore. Similarly, during the period 2020-21, four Audit Committee meetings were held in Social, General and Economic Sectors in which 101 Audit paras were settled.

    “It is recommended that Government should ensure that a procedure is put in place for action against officials failing to send replies to IRs/ paragraphs as per the prescribed time schedule and recovery of losses/ outstanding advances/ overpayments, etc., in a time-bound manner”  The CAG has also recommended holding at least one meeting of each Audit Committee every quarter.     SHOPIAN, MARCH 20: Kick-starting the ‘World Water Day’ celebrations, commemorated every year on 22nd of March, the Deputy Commissioner (DC) Shopian, Sachin Kumar Vaishya today chaired a World Water Day Celebrations function at Imtiyaz Memorial Government Degree College (IM-GDC) Shopian, here.

    The function was organized with an aim to disseminate necessary awareness regarding water conservation and preservation.

    Speaking on the occasion, the DC said that the need of the hour is to generate massive awareness among the masses about the importance of freshwater in our daily life to save this precious gift of nature.

    He informed the gathering that the District Administration Shopian is committed to providing drinking water supply to all the households of the district by effective and time bound implementation of Jal Jeevan Mission in the district.

    Earlier, SE Jal Shakti Department Gh Rasool Rehber flagged-off Prachar Rath vehicle which will tour towns/villages for awareness generation on water conservation and judicious use of water.

    District Information Officer Shopian, Showkat Hussain Ganie also spoke on the occasion and shared vital statistics on the gravity of water and sanitation crisis and the need to change behaviors and saving of water resources for the well-being of the people۔

    DDC member, Muzafar Ahmad, many students, and ISAs also spoke on the occasion.

    Multifarious activities including Nukkad Natak on water pollution were presented by the artists. The students of Higher Secondary School Nadapora presented a skit on water conservation.

    Demonstration of water testing by trained Pani Samitis members including chemists, AWWs and ASHAs was also held.

    Women achievers in JJM were felicitated on the occasion along with position holders in painting and drawing competition.

    Principal IM-GDC, Bashir Ahmed Dar, College Staff, officials from Information Department Jal Shakti, Education and students in large numbers participated.

    The function was organised under the banner of JJM and AKAM by the two Implementation and Support Agencies (ISAs) of the district, including Gramin Vikas Trust (GVT) and National Educational Society, Welfare Organisation (NESSWO).

  • Govt asks departments not to refer posts unfilled for more than 2 years

    Srinagar, Mar 7 (GNS): The government has asked all administrative departments not to refer the posts under direct recruitment quota, which have remained unfilled for more than two years, to the recruiting agencies.

    “The Departments shall obtain the prior concurrence of the Finance Department for revival of such posts before referring them for recruitment, in unavoidable cases,” reads a circular by Finance department, a copy of which lies with GNS.

    The Finance department recalled that on 15 July 2021 circular instructions were issued regarding creation, deemed abolition, revival and continuation of posts was issued.

    These instructions, among others, provide as under that all posts, except newly created posts kept in abeyance or remaining vacant for a period of more than two years in any Department, Attached Office, Subordinate office, Statutory body, would be considered as ‘deemed abolished’ unless an exemption has been given at the time of sanctioning the post.

    A post falling into the category of ‘deemed abolished’, cannot be filled up prior to obtaining its revival, from Finance Department.

    Revival of posts would be considered in rare and unavoidable circumstances only, the 2021 circular had said.

    Proposals for revival of posts were to be referred to Finance Department on file along with the prescribed checklist issued by the Department.

    Separate checklist was to be prepared for each post. “Proposals received without proper checklist would not be considered.” (GNS)

    Jammu, Mar 02 (GNS): Lieutenant Governor Shri Manoj Sinha chaired a high-level meeting of Public Sector Banks, Administrative Departments & other Financial Institutions, today at Civil Secretariat.

    The Lt Governor reviewed the action taken on the directions passed in the previous meeting on seamless credit to potential entrepreneurs and saturation of other government schemes aimed to facilitate the dreams of aspiring society.

    The Lt Governor directed the Public Sector Banks and other financial institutions for dedicated measures to ensure government benefits directly reach the people and put greater emphasis on lending for potential entrepreneurs, farmers, SHGs and rural development.

    “Banking sector is the backbone of J&K’s growing economy and collective efforts should be made to facilitate common man, farmers, industries, SHGs and young entrepreneurs. Banks need to cooperate & complement government’s efforts in reaching out to beneficiaries of all flagship schemes,” the Lt Governor said.

    He also observed that during the Back to Village-4 and My Town My Pride Programme, J&K Bank ensured a major share of 90% in extending the financial support to 75,000 youth recently, while other banks had merely 10 % contribution.

    “This situation needs to change. All the Banks must increase the lending to promote entrepreneurship amongst youth, women and people from marginalised sections of society,” the Lt Governor further said.

    The Lt Governor also reviewed the progress achieved to extend the benefits of Kisan Credit Cards to all the eligible farmers.

    The banks were instructed to follow the delivery channels of RBI and saturate the distribution of Smart Cards to the KCC account holders by June, 2023.

    The Lt Governor emphasized on support and guidance to the farmers in preparing project reports required by the banks through nodal agencies. He also emphasized on holding regular meetings at the district level with mission youth & other government departments to understand requirements of diverse sectors, the Lt Governor added.

    The Chair was also briefed on the upcoming ‘Citizen’s portal for Government Sponsored Schemes’. The soon to be launched portal, prepared by J&K Bank will ensure that all the Banks operating in Jammu Kashmir seamlessly extend all the benefits of government schemes to the eligible beneficiaries.

    The portal will enable a citizen to apply for a Government Sponsored Schemes directly online with OTP Authentication and check the status of his/her application online.

    It will forward/route the applications from citizens to appropriate departments & teams in an integrated workflow and enable departments & teams to process and forward/route these applications to the concerned financing agencies.

    Further the financing agencies can update status for these applications post processing. It will also facilitate generation of MIS/Reporting Dashboards, it was informed.

    Directions were passed to explore possibilities to integrate all the schemes and other portals on a single platform and make the portal more interactive, multilingual and having a module of grievances redressal mechanism.

    Dr Arun Kumar Mehta, Chief Secretary; Sh Atal Dulloo, Additional Chief Secretary, Agriculture Production Department; Sh Baldev Prakash, MD & CEO J&K Bank; Administrative Secretaries; HODs, Heads and representatives of several banks operating in the UT attended the meeting.(GNS)

    New Delhi: The Delhi Legislative Assembly Committee on Welfare of SCs/STs has asked all central and state government departments to fill vacant posts reserved for the communities on priority, a statement said on Saturday.

    The committee chaired by AAP MLA Vishesh Ravi had earlier written to all the departments in Delhi to share the backlog of vacant SC/ST positions.

    A probe into the matter revealed several ‘Group A’ posts could not be filled due to a delay by the Union Public Service Commission and many ‘Group B’ and ‘Group C’ posts were vacant due to delay on the part of the Delhi Subordinate Services Selection Board and state government departments.

    Over 25,000 vacancies filled in various govt departments in J&K till Dec 2022: Centre

    Union Minister of State for Home Nityanand Rai Tuesday informed the Lok Sabha that 25,450 vacancies have been filled in various government departments in Jammu and Kashmir till December 2022.

    The Government of J&K, has carried out several governance reforms, including in the area of recruitments in Government.

    “Large scale recruitment drive has been carried out after formation of the Union Territory in the most transparent manner,” he said.

    He further said that 33,426 vacancies of Gazetted and Non-Gazetted categories have been identified in Jammu and Kashmir, out of which 25,450 vacancies have been filled till December, 2022, while recruiting agencies have advertised 7,976 vacancies for recruitment.

    He also said that the identification of vacancies in the Government and recruitment is a continuous and on-going process and the same is taken up under Accelerated Recruitment Drive.

    “The Government of J&K has taken various initiatives to bring down un-employment by implementing various self employment schemes through different departments by providing subsidized loans for establishment of their own sustainable income generation units.”

    He said a number of self-employment schemes like Mission Youth, Rural Livelihood Mission, Himayat, PMEGP, Avsar, Tejaswani are being implemented for providing employment opportunities.

    “From the results of the Periodic Labor Force Survey (PLFS) conducted by the National Sample Survey Office (NSSO), estimates of unemployment rate is not available specifically for the educated youth in Jammu and Kashmir for the period April-June 2021,” he said.

    He said however, from the PLFS conducted by the National Sample Survey Office (NSSO) during July 2020-June 2021, estimate of unemployment rate according to usual status among the persons of age group 15-29 years for Jammu and Kashmir was 18.3 per cent—(KNO)
