    Govt Defers Restructuring Of Public Works (R&B) Department Till Further Orders

    SRINAGAR: On Wednesday, the government decided to postpone the restructuring of the Public Works (R&B) Department until further notice. The restructuring included reorganization of the cadre and rationalization of the jurisdiction of its subordinate and field offices to align with the territorial boundaries of the Jammu and Kashmir divisions, districts, and blocks.

    The government order states, ‘The restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction(s) ordered in terms in Government Order No. 22-JK (GAD) of 2023 dated 06.01.2023 is hereby deferred till further orders.’

    As per the January 6 order, the Development Commissioner Works (Ex-officio Secretary Tech. R&B Department) was re-designated as Engineer-in-Chief (Secretary Technical R&B Department). Similarly, the Mechanical Engineering Department Jammu and Kashmir was renamed as Mechanical and Hospital Directorate J/K.

    Also, one post each of Chief Engineer in the Mechanical Wing and Chief Engineer of the Mughal Road Project were transferred to the Civil Wing. The government ordered the conversion of three posts of Chief Engineers, one each from SKUAST-Kashmir, SKUAST-Jammu, and SKIMS Soura, from deputation posts to duty posts by abolishing these posts from the concerned subsumed/merged engineering wings of departments.

    Mechanical Engineers were posted in the Civil Wing of R&B, except in the Jammu zone, for the purpose of snow clearance and other works, as follows: Each Chief Engineer (Civil) R&B (Zonal Office) was to have one Executive Engineer (Mechanical); Each Superintending Engineer (Civil) R&B (Circle Office) was to have one AEE (Mechanical); Each Executive Engineer (Civil) R&B (Division Office) was to have one AE (Mechanical) in their offices, and each Assistant Executive Engineer (Civil) R&B (Sub Division Office) was to have one JE (Mechanical) in their offices.

    The government also ordered the conversion of eight (08) deputation posts of Superintending Engineers (Civil) to duty posts by abolishing these posts from the concerned subsumed department(s) for their adjustment in new territorial jurisdictions identified for these Superintending Engineers (Civil).

    It ordered the conversion of deputation posts of Superintending Engineer (Meeh) (01), Executive Engineer (Meeh) (05), Assistant Executive Engineer (Meeh) (04), Assistant Engineer (Mech) (04), and Junior Engineer (Meeh) (14) from subsumed departments into duty posts by abolishing such posts from the concerned subsumed/merged engineering wings of departments.

    The government also ordered the conversion of deputation posts of Executive Engineers (Civil) (36), Assistant Executive Engineers (56), Assistant Engineers (19), Junior Engineer (82), and Draftsman (Civil) (48) into duty posts by abolishing these posts from the concerned subsumed/merged engineering wings of departments.

    It also ordered the formulation of new cadre strength as per the revised structure for inclusion in the respective Schedule-II of Gazetted/Non-Gazetted Engineering Recruitment Rules by issuance of corresponding notifications, thereby revising SRO-661 (Gazetted) and SRO-654 (Non-Gazetted) dated 25.10.2019, respectively.

    Srinagar, April 5: Government on Wednesday deferred till further orders restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction of its subordinate and field offices by making them co-terminus with territorial limits of divisions, districts and blocks of the Jammu and Kashmir.

    “It is hereby ordered that the restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction(s) ordered in terms in Government Order No. 22-JK(GAD) of 2023 dated 06.01.2023 is hereby deferred till further orders,” reads a government order, a copy of which lies with GNS.

    By virtue of the January 6 order, the Development Commissioner Works (Ex- officio Secretary Tech. R&B Department) had been re-designated as Engineer-in-Chief (Secretary Technical R&B Department).

    Similarly, Mechanical Engineering Department Jammu and Kashmir had been renamed as Mechanical and Hospital Directorate J/K respectively.

    School Education Department Orders Age Criteria For Admission In Class 1st Academic Session 2023-24: A large number of complaints have been received from parents regarding denial of admission to their wards by various schools in class 1st on the plea that the age of their wards is less than 06 years and as per National Education Policy 2020, the age for admission in class 1st should be 06 years.

    As per the past practice, the children have got admitted at the age of 2+ years in nursery class and such students have completed three years in the pre-primary level and are now in the age group of 5+ years. Withholding their admission by a year will attribute to loss of an academic year, as they are due for admission in class 1t in the session 2023-24.

    In view of the above, the matter has been examined after considering the concerns of all the stakeholders, notifications issued by various State Govts. & series of deliberations. It has been decided to gradually implement the NEP and relax the age criteria for admission to class 1st for the academic session 2023-24, in view of the transition period.

    Accordingly, the students who have completed two / three years in the pre-primary classes, as the case may be, and have attained the age of more than 5 years as on 315T March, 2023, shall be admitted in the Ist Class in the academic session 2023-24.

    SRINAGAR:  Lieutenant Governor Manoj Sinha on Monday chaired a review meeting of the Department of Industries & Commerce, at Civil Secretariat

    The Lt Governor exhorted officials to strive to maintain the momentum of growth recorded in the previous year and build a stronger ecosystem for nurturing start-up culture that would further drive our economic growth.

    “Sustained efforts are required to give a fillip to start-up ecosystem that will further support entrepreneurship, and enable large-scale employment opportunities,” the Lt Governor said.

    During the meeting, the Lt Governor was informed about the progress made and the milestones achieved towards developing a robust industrial ecosystem in Jammu Kashmir.

    Discussion was also held on One District One Product (ODOP) and District Export Plan to realize the true potential of a district, fuel economic growth and generate employment.

    Present at the event were Arun Kumar Mehta, the Chief Secretary, along with Prashant Goyal, the Principal Secretary of the Industries & Commerce Department, H Rajesh Prasad, the Principal Secretary of the Housing & Urban Development Department, Sarita Chauhan, the Commissioner/Secretary of the Labour and Employment Department, Mandeep Kumar Bhandari, the Principal Secretary to the Lieutenant Governor, and Dr Piyush Singla, the Administrative Secretary of the Revenue Department.     SRINAGAR: The School Education Department (SED) has warned private schools of Valley’s North and Central Kashmir districts of strict action for unilateral hike in tuition fees and other charges collected from the parents under different heads.

    As per the circular instructions issued by the Joint director Central and North Kashmir districts, the private schools have been warned to refrain from giving unilateral hike in fees and remain careful in future, while going for a revision or hike in fees.

    “Parents of students studying in Private Schools of Central and North Kashmir districts are openly coming in social media, print and electronic media to express their anger and grievances with regard to overcharging of various fees like admission fee ,tuition fee and bus fees collected by the Private Institutions from the students in Brazen violation of rules and regulations and cannons prescribed by the (FFRC) Fee Fixation Review Committee established by the Govt of Jammu & Kashmir Union Territory,” the circular reads.

    The move as per the department circular has been viewed “very seriously” by the higher authorities and the stakeholders.

    “Parents of the students who have to bear the brunt of the onslaught of this unilateral hike of fees by the unbridled School Managements, who are always in search of opportunities to give a hike to the fee in any Head/Sector without any plausible justification and slap this Hukum-I-Tughlak to the parents through WhatsApp/SMS/Telephonic-Calls,” the circular reads.

    The department has observed that the private school managements have become so arrogant that they withhold the results of the students who don’t pay advance fees of the current month which is yet to finish.

    “They don’t bother or feel it necessary to consult the Parent Body, Working Committee or any official machinery to get the hike of charges examined, discussed, justified, and finally accepted by one and all,” the circular reads.

    The joint director has warned the Private School Managements to remain careful in future, while going for a revision or hike in fees and shall immediately consult the Chief Education Officers or Zonal Education Officers concerned and the Parents Body of that school and move a proposal for any such hike.

    “With this, the menace of overcharging of fees, exorbitant admission fees are streamlined as per standard of school, the facilities provided by school, quality of education, transport facilities, playground,” it reads.

    The Joint Director has issued instructions to all the Chief Education Officers and Zonal Education Officers of all the six districts including, Srinagar, Budgam, Ganderbal, Baramulla, Bandipora and Kupwara to mobilize themselves and re-activate their institutions.

    “Make surprise visits to your school jurisdictions and take cognizance of complaints received in this behalf and take a strong notice of violations to curb this menace with Iron hard and restore confidence and faith of General Public, Parents and students in the law of the land and law enforcing agencies,” the circular reads.
