  • Evacuee Property Department Continues Anti-Encroachment Drive On Evacuees’ Land

    SRINAGAR: On the instructions of Commissioner Secretary to Government, Revenue Department and Divisional Commissioners, the Evacuee Property Department with the active support of all District Administrations has retrieved huge chunks of evacuee land of different nature particularly agricultural at various places during last few months.

    As per an official statement issued here, it has been given out that the department has for the first time reconciled the figures of evacuee land in the Valley in due consultation with the Revenue Department and wherever the hidden property was found, the same was notified as an ‘Evacuee Property’ under Section 6 of J&K Evacuees` (Administration of Property) Act, Svt. 2006 and its retrieval on spot.

    The Evacuee Property department has the mandate towards safeguarding the evacuee property as such as and when reports of encroachment are available, the department acts swiftly with the collaboration of Revenue Department and retrieves illegally occupied evacuee land from the encroachers/ land grabbers/ illegal occupation.

    The department has appealed to the general public to refrain from raising illegal constructions on the evacuee land and illegal occupation thereof failing which action as warranted under the relevant provisions of J&K evacuees` (Administration of Property) Act, Svt. 2006 shall be taken against the violators.

    The Tehsildars who are also Assistant Custodian of the Evacuee property have been directed to ensure timely action on any type of encroachment if any surfaced within their jurisdiction.

    With the active support of relevant quarters, the department has been able to carry out reconciliation of E.P Record with Revenue Department for identification of evacuee property and its reflection in the revenue records. This has helped to trace out the hidden property, illegal occupation and total quantum of land.

    The department completed demarcation of evacuee land at various places and the process is still going on. This will follow retrieval thereof by removal of encroachment, illegal occupation/ cancellation of lease during last two years

    It has also prepared a proper inventory of evacuee land and land bank, besides, the exercise of photography and geo-tagging of evacuee property is underway.

    The identified chunk of land shall be utilized for developmental projects by UT Government either by lease or acquisition mode besides commercially viable land for gainfully utilization.

    So far, the department has also provided land for various public purposes such as setting up of government offices and institutions and for such noble causes as setting up of hostels for wards of police and armed forces martyrs.

    The practice of allotment of land on the basis of individual request has been done away with and now a transparent procedure of auction to determine lease premium of property has been adopted. In this connection recently the department has auctioned various flats and shops in Srinagar city and also auction of shops in Baramulla is under way. Various patches of land have also been identified which will put to auction to determine lease, after giving wide publicity.

    SRINAGAR: The Jammu and Kashmir Public Service Commission(JKPSC) has withdrawn 397 Posts Advertised vide 4 different notifications from 2021 and 2022. The effect came soon after J&K Higher Education Department asked the PSC board to withdraw the posts.

    The official statement released by JKPSC reads:

    JKPSC Withdraws 397 Posts Advertised in Higher Education Department 1

    Whereas, the Higher Education Department vide letter dated 25.09.2020, 05.07.2021, 06.01.2021, 17.02.2021, and 13.04.2022 referred 397 posts (52+173+126+46) of Assistant Professor in various disciplines/ Librarian/PTI; and, Whereas, the posts were, accordingly, advertised vide Notification No. 08-PSC (DR-P) of 2021 dated 18.08.2021, No. 09-PSC (DR-P) of 2021 dated 03.09.2021, No. 13-PSC (DR-P) of 2022 dated 25.05.2022 and No. 15-PSC (DR-P) of 2022 dated 30.06.2022; and,

    Whereas, the Higher Education Department vide letter No. HED- GAZ/2018/2022-04 dated 01.12.2022 required the Commission to withdraw these posts.

    Now, therefore, in view of the communication of the Higher Education Department under reference, the posts advertised vide Notification No. 08- PSC (DR-P) of 2021 dated 18.08.2021, Notification No. 09-PSC (DR-P) of 2021 dated 03.09.2021, Notification No. 13-PSC (DR-P) of 2022 dated 25.05.2022 and Notification No. 15-PSC (DR-P) of 2022 dated 30.06.2022 are hereby withdrawn.

    The candidates who have applied against these posts are advised to approach the Commission via email jkpsconlinerefund@gmail.com with acknowledgement receipt and account number for refund of the fee by or before 15.02.2023.

    Srinagar, Feb 2 : The minimum temperature recorded a slight rise at few places and drop at others but stayed below sub-zero level in Kashmir Valley barring Srinagar on Thursday.

    A meteorological department official here told GNS that Srinagar recorded a low of 0.4°C, the same as on the previous night. Today’s minimum temperature, he said, was above normal by 1.1°C for the summer capital.

    Qazigund, he said, recorded a low of minus 2.0°C against 0.2°C on the previous night and it was 0.1°C above normal for the gateway town of Kashmir.

    Pahalgam, he said, recorded a low of 2.9°C against minus 8.9°C on the previous night and it was 3.2°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

    Kokernag recorded a low of minus 1.9°C against minus 0.5°C on the previous night and it was 0.5°C above normal for the place, the officials said.

    Gulmarg recorded a low of minus 7.6°C against minus 8.2°C on the previous night and it was normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

    In Kupwara town, he said, the mercury settled at minus 2.3°C against minus 1.4°C on the previous night and it was normal for the north Kashmir area.

    Jammu recorded a low of 7.5°C against 6.7°C on the previous night. It was 0.9°C below normal for J&K’s winter capital, he said.

    Banihal, he said, recorded a low of 1.4°C (above normal by 0.6°C), Batote 4.1°C (above normal by 2.0°C), Katra 8.1°C (1.1°C above normal) and Bhadarwah minus 0.2°C (0.4°C above normal).

    Ladakh’s Leh and Kargil recorded a low of minus 11.0°C and minus 15.6°C respectively, the official said. Drass, the second coldest place after Siberia, recorded a low of minus 16.1°C.

    While Chillai-Kalan, the 40-day long harsh winter period that started on December 21 has ended, Kashmir is under the grip of a 20-day-long period called ‘Chillai-Khurd’. It will be followed by a 10-day-long period ‘Chillai-Bachha’ (baby cold) which is from February 20 to March 1.

    The MeT department has forecast isolated very light rain and snow for next 24 hours. The weather department has already ruled out the possibility of any major snowfall for a week. (GNS)

    US Justice Department conducts ‘planned search’ of Biden’s home

    Washington: The US Department of Justice (DOJ) conducted a “planned search” of President Joe Biden’s home in Rehoboth Beach, Delaware, on Wednesday.

    “Today, with the President’s full support and cooperation, the DOJ is conducting a planned search of his home in Rehoboth, Delaware,” Biden’s personal lawyer, Bob Bauer, said in a statement obtained by US media outlets.

    “Under DOJ’s standard procedures, in the interests of operational security and integrity, it sought to do this work without advance public notice, and we agreed to cooperate,” Bauer wrote.

    “The search today is a further step in a thorough and timely DOJ process we will continue to fully support and facilitate,” the attorney said.

    “We will have further information at the conclusion of today’s search.”

    The DOJ conducted a search of Biden’s home in Wilmington, Delaware, on January 20 after documents with classified markings were also found at the Biden Penn Centre in Washington, D.C., in November 2022, Xinhua news agency reported.

    DOJ special counsels are separately investigating the handling of classified documents by Biden and former US President Donald Trump.

    Former US Vice President Mike Pence told Congress last week that classified documents had been found at his home in Indiana.

    The US National Archives and Records Administration has recently requested that former Presidents and Vice-Presidents “conduct an assessment” to determine whether they have any classified materials in their possession.

    Under the Presidential Records Act, all US Presidents’ and Vice-Presidents’ records, including any classified documents, must be turned over to archives by the ends of their terms.

  • Govt Orders Premature Retirement Of Three Officials Of Prison Department

    JAMMU: The Jammu and Kashmir government on Monday ordered premature retirement of 03 officials of Prison Department for their involvement in corruption, underperformance and anti-social activities.

    In its endeavor to make the Administration more efficient and transparent, the government prematurely retired 03 personnel of Prison Department on charges of their involvement in corruption and criminal activities.

    These personnel conducted their duties in ways which were unbecoming of public servants and in violation of the established code of conduct.

    The exercise was conducted as part of regular process of scrutiny of records of officials, who cross benchmarks of age/service period in terms of Article 226(2) of J&K CSRs.

    Out of these retirees, one was found involved in a serious criminal case and remained under custody for three years, besides, the official had gained a bad public reputation. Another official was found habitual of violating official channels of communication and has been found guilty of sending fake and frivolous complaints, misusing RTI Act and wasting time of High Court for which he was also fined with Rs.10,000/-by the Court. The official was imposed Major punishment in shape of withholding of three annual increments. Further, one official was found involved in smuggling of contraband substances inside Sub-Jail Reasi.

    According to the recommendations of the Review Committee, the performance of these employees was found unsatisfactory and their continuation in the government service was found against the public interest.

    During the recent past, as part of its zero tolerance policy towards corruption, various employees have been dismissed from service on account of official misconduct, after rigorously following departmental proceedings against them. Many cases are under scrutiny with the Empowered Committees constituted for consideration of cases under Article 226(2) of J&K CSRs. Further, many employees have also been terminated from service on account of anti-national activities.

    Meanwhile, the government has also initiated several measures for human resource development of its employees in Jammu and Kashmir which includes online Human Resource Management System (eHRMS), induction of officers into the prestigious Indian Administrative/ Police Service, timely DPCs for smooth career progression, updating recruitment rules, fast tracking the recruitment process through recruiting agencies and abolishing of interviews for most of the non-gazetted vacancies referred to the Services Selection Board.
