  • FCIK Demands For Consolidation Of Existing Industrial Base

    SRINAGAR: The Federation of Chambers of Industries Kashmir (FCIK) has urged the central government to consolidate the existing industrial base in Jammu and Kashmir and its ambitious expansion plans for industrial development under the “New Central Sector Scheme” (NCSS) launched in 2021 with an outlay of 28400 Crores over a period of time.

    This was conveyed by FCIK representatives to the Director of the Department for Promotion of Industry and Internal Trade (DPIIT), Dr Kajal, and her team of officers in a meeting held at Sanat Ghar Srinagar. The FCIK was led by members of the Advisory Committee, Shakeel Qalander and Mohammad Ashraf Mir, with the participation of presidents of various industrial estates, including Lassipora, Khunmoh, Rangreth, Zainakote, Shalteng, Sanat Nagar, Baghi Ali Mardan Khan, Zakura, Ganderbal, Silk Park Zakura, and other constituents.

    FCIK representatives conveyed that the desired transformation in industrial development could only take place by following the principles of natural growth, which envisages the consolidation of the existing industrial base before spreading out for expansion. While hailing the NCSS for enhanced industrial development, they said that the plan also required a change in the working atmosphere and system to facilitate existing and prospective entrepreneurs with flawless services.

    Recalling the central industrial scheme of 2002 launched by the then Prime Minister, Atal Bihari Vajpayee, the FCIK representatives regretted that the scheme could not bring any substantial change owing to inherent deficiencies. They said that the whole scheme, spread over more than a decade, could only attract investment of about 3000 crores, mostly in two districts of 22 districts of the erstwhile state of J&K. They said that NCSS-2021 may, God forbid, meet the same fate if the problems of existing enterprises were not addressed to boost existing and prospective investor’s confidence. They informed the visiting team that a whole lot of existing units were presently in complete distress and working on meager capacities much below their break-even, apart from a large number of units that had already turned sick.

    FCIK suggested DPIIT to earmark a sum of 10000 Crores out of 28400 Crores under NCSS, which could be utilized for incentivizing existing industrial units on revival and rehabilitation of sick units, diversification, modernization, and expansion programs. This initiative could not only save thousands of crores of investment made in existing infrastructure but could also establish a strong foundation for desired expansion plans, said FCIK members, adding that re-enforcing of existing units had the potential of generating one million jobs in a short run.

    FCIK members expressed their dismay over the non-seriousness of the local administration towards the plight of existing industry and said that the role and functionaries of the industries department required complete reformation and revamp.

    FCIK also complained to DPIIT of withholding a corpus fund of 100 Crores along with some other grants approved in 1999 by the then Prime Minister on the recommendations of Task Force on MSMEs. The FCIK representatives said that J&K badly needed such a corpus with appropriate enhancement.

    The Presidents and other members also registered their complaints regarding the difficulties faced by enterprises in availing incentives under NCSS-2021 and suggested changes in rules and regulations.

    Dr Kajal in her response assured FCIK team to revisit provisions of guidelines for the incentive scheme in order to benefit unit holders. She said that the team was dumbfounded to know about the ground realities about existing industry. She assured to take up the matter with her high ups in the department and in turn with relevant quarters for finding a resolution to the problems brought in her notice. She asked FCIK to furnish a detailed note on all these issues with suggestions thereof. She also assured of having regular and frequent interaction with the stakeholders in future.

    Hyderabad: Aam Aadmi Party (AAP) on Thursday conducted a protest demanding that Supreme Court take the Pulwama attack as Suomoto and inquire into the issue with a sitting judge.

    AAP demanded action from the apex court based on comments made by the former Governor of Jammu and Kashmir Satya Pal Malik and former Army Chief Shankar Rai Chaudhary.

    AAP leader Diddi Sudhakar said, “On February 14, we paid tributes to the 40 Javans who were killed in the Pulwama attack ans demanded justice for their families. We also demanded for a probe against the forces behind the attacks”.

    Sudhakar alleged that the tragedy happened due to the union home ministry’s decision not to airlift the CRPF soldiers.

    “Pulwama is a very sensitive area and it is located very close to the Pakistan boarder. After the incident, the former governor Satya Pal Malik called Prime Minister Narendra Modi, who was engaged in photography and videography at Jim Corbett Park,” he added.

    “The ex-governor, who belongs to the same party as the prime minister, revealed that Modi said ‘Tum Chup Raho Bhai’ telling him not to talk about this matter. On the same incident , former army officer Shankar Rai Choudhary also said in a magazine interview that if proper security measures had been taken that day, 40 brave soldiers would not have died,” added the AAP leader.

    He alleged that the sacrifice of the soldiers who died in the Pulwama attack was used by Bharatiya Janata Party (BJP) government to gain an advantage in the parliament elections.

    Sudhakar said, “What happened to the security agencies if 800 kg RDX was roaming in a jeep on the roads of Pulwama? All these things are done by the BJP leadership for advantage in elections, they tried to win votes while depicting Pakistan as a devil. The public noticed this and wanted to revolt”.

    The AAP leader said that the martyrdom of 40 army soldiers should not be wasted and those who risk the security of the country should not be tolerated.

    He stated that those who sacrificed their lives in the guise of patriotism should not be spared under any circumstances and the party will fight until a judicial inquiry is conducted by the sitting judge of the Supreme Court.

    Turner, who recently returned from a visit to Kyiv, has said the leak could amount to espionage.

    The leak, which surfaced on social media over the past week, has stunned the Defense Department and prompted an investigation by the Justice Department. The released information spanned a host of topics but included highly-sensitive documents related to the war in Ukraine.

    The White House on Monday said President Joe Biden had been briefed on the leak but demurred on whether it remained an active threat. “We don’t know. We truly don’t,” National Security Council spokesperson John Kirby said.

    Rep. Jim Himes (D-Conn.), ranking member of the House Intelligence Committee, called the leak “not remotely acceptable.” In a phone interview, he said he wants to learn as quickly as possible how the leak happened and whether it exposed any sources of U.S. intelligence collection.

    “This leak is particularly concerning because it could have very real-time consequences,” he told POLITICO, referring to Ukrainians in their ongoing war with Russia.

    Himes said the leak, which comes after the discovery of classified information at properties associated with Donald Trump, Joe Biden and Mike Pence, is indicative of broader problems with classified information handling. He predicted that there would be bipartisan interest revamping classified materials-handling practices.

    “It’s clear that we’ve got a larger issue here,” the Connecticut Democrat said. “Clearly, we’ve got to do a better job. And so I think we’ll be very interested in the specifics of this case, but also how they inform a more secure system.”

    Regardless of the ongoing status of the threat from the leaked documents, Congress will be actively engaged on the issue when it returns next week.

    Senate Intelligence Committee Chair Sen. Mark Warner (D-Va.) was briefed Monday evening and vowed his panel would “continue to follow this situation closely,” while urging caution that Russia has a history of spreading disinformation through documents posted online.

    The leaders of the House intelligence panel — Turner and Rep. Jim Himes (D-Conn.) — said in a joint statement that they expect to be briefed as the investigation into the leak unfolds.

    “Protecting classified information is critical to our national security, and the DOD and Intelligence Community must work quickly to prevent any spillage and identify the source of any leak,” the bipartisan duo said in a Monday statement.

    The interest extends beyond the intelligence panels. Rep. Mike Rogers (R-Ala.), chair of the House Armed Services Committee, and Sen. Jack Reed (D-R.I.), chair of the Senate Armed Services Committee, both said they are also seeking answers about the leak.

    “Chairman Reed remains focused on supporting and sustaining the international effort to aid Ukraine in its fight to repel Russia’s illegal invasion,” a committee spokesperson said Monday.

    United Nations: New Delhi has called for international condemnation of Pakistan sending weapons across the international border to terrorists operating in India.

    “We are facing a serious challenge of cross-border supply of illicit weapons using drones, which cannot be possible without active support from the authorities in control of those territories,” India’s Permanent Representative Ruchira Kamboj told the Security Council on Monday.

    “The international community should condemn such behaviour and hold such states accountable for their misdeeds,” she said.

    Although Kamboj did not name Pakistan, the reference to the country was obvious.

    Indian officials have reported drones coming in from Pakistan to drop weapons and drugs for terrorists in Punjab and Kashmir.

    Last year till November, at least 22 such drones were reported captured by Indian agencies and 266 drone infiltrations were reported during the year.

    In January, India’s Border Security Force discovered a drone dropping weapons in Punjab’s Gurdaspur district.

    Participating in the Council session on threats and risks to international security from the illicit export of weapons, Kamboj also warned about the collusion between terrorists and certain countries that arm them.

    “The quantum of these (terrorist) threats multiplies when certain states with dubious proliferation credentials, in view of their masked proliferation networks and deceptive procurement practices of sensitive goods and technologies, collude with terrorists and other non-state actors,” she said.

    Again without naming Pakistan, she said: “For example, the rise in volume and the quality of the small arms acquired by terrorist organisations remind us time and again that they cannot exist without the sponsorship or support of states.

    “The export of weapons and military equipment in violation of international law, exacerbating geo-political tensions, cannot be ignored.”

    The Council meeting was convened by Russia as the president of the Council for this month in an attempt to draw attention to the supply of weapons by the West to Ukraine, although it does not generally appear to contravene international arms agreements.

    Russia’s Permanent Representative Vasily Nebenzia asserted that the weapons provided to Ukraine are finding their way to “criminals and terrorists via black markets”.

    “Weapons that Western states delivered to Ukraine started to surface in various European states, where it adds to the arsenals of organised crime, a fact confirmed by European police officers. Such weapons also spread throughout the world, in particular, it finds its way to the militants in Africa.”

    The US’ Alternate Representative Robert Wood accused Russia of getting weapons from “rogue states” like North Korea in violation of international regulations.

    Russia had received infantry rockets and missiles in November last year in violation of Security Council resolutions, he said, and noted that again in violation of Security Council resolutions, Russia received drones from Iran and used them to attack civilians in Ukraine.

    Responding to Nebenzia’s criticism of the West for supplying to weapons to Ukraine, Japan’s Deputy Permanent Representative Shino Mitsuko said that “we must look at the fundamental cause of the issue — Russia’s aggression against Ukraine”.

    She said that Ukraine was exercising its right of self-defence against aggression by Russia.

    BJP MLA Akash Saxena has complained about this to Chief Minister Yogi Adityanath, alleging that Azam Khan has run the office of the Samajwadi Party at this place in violation of the terms of the lease. The demand of the BJP MLA is that the government should take over the land after canceling its lease. The district administration has also started an investigation into the complaint of the BJP MLA.     This land was given to Azam Khan’s Maulana Mohammad Ali Jauhar Trust to build a university and its office, but the BJP MLA alleges that Azam Khan is continuously conducting his party’s political activities from here and is using it for SP’s district office, which is a violation of rules. Therefore, the lease should be canceled, and action should be taken against Azam Khan for misusing government land.

    Earlier, the office of Murtuja Higher Secondary School and District Basic Education Officer Rampur was established on this land. After taking this land on lease, Azam Khan has run his Rampur Public School in one part and SP office Darul Awam on the other part. However, Maulana Mohammad Ali Jauhar Trust had leased this land for the purpose of opening an office for building a university, which was taken. That’s why now BJP MLAs are demanding that the lease be canceled and the land be handed over to the government.

    On the complaint of the BJP MLA, the district administration has started an investigation of this matter in Rampur. In this matter, Samajwadi Party leader Mashkoor Ali Munna says that all the work of Samajwadi Party is done from Azam Khan’s office Darul Awam in Rampur, and the meetings of the party are also held from there only. However, Azam Khan has not revealed whose land it is until now.

    Now, senators, representatives, state officials and advocacy groups are calling on President Joe Biden to defy the U.S. District Court judge and use his executive powers to protect the drugs’ availability even before the case is heard by the conservative-leaning 5th U.S. Circuit Court of Appeals.

    “I believe the Food and Drug Administration has the authority to ignore this ruling, which is why I’m again calling on President Biden and the FDA to do just that,” Sen. Ron Wyden (D-Ore.) said Friday. “The FDA, doctors, and pharmacies can and must go about their jobs like nothing has changed and keep mifepristone accessible to women across America. If they don’t, the consequences of banning the most common method of abortion in every single state will be devastating.”

    Rep. Alexandria Ocasio-Cortez (D-N.Y.) backed Wyden’s call in a CNN interview Friday, arguing that the “deeply partisan and unfounded nature” of the court’s decision undermines its own legitimacy and the White House should “ignore” it.

    But the Biden administration is afraid any public defiance of the Friday-night ruling could hurt its position while the case moves through the appeals process.

    A person who is advising the White House on legal strategy, granted anonymity to discuss the ongoing litigation, said administration officials think it would be “premature” and “pretty risky” to take the step Wyden is calling for, because it’s possible a higher court would reverse the decision by Texas U.S. District Court Judge Matthew Kacsmayrk.

    “They’re able to present themselves right now as the adults in the room who care about the rule of law,” the person said. “But that posture would come under pressure if they jumped out of the gate and said they wouldn’t abide by the ruling.”

    The person added that the White House sees limited benefit in publicly defying the court’s ruling at this juncture for three reasons:

    First, ignoring a lower court ruling stripping FDA approval of the pills wouldn’t stop GOP-controlled states from imposing their own restrictions and prosecuting those who violate them. Second, a future Republican president could reverse any decision on enforcement discretion and choose to aggressively prosecute those who sell or prescribe the pills. And third, even in the short term, the president defying the court could leave doctors across the country afraid to dispense the pills.

    “It’s a very, very loose Band Aid that wouldn’t actually ensure access to medication abortion,” the person said. “And when you have another option on the table like the appeals process, it’s a pretty risky strategy.”

    Additionally, the person said, because the Texas judge put his ruling on hold for one week to give the Biden administration time to appeal, the pills can still be legally prescribed in much of the country, limiting the urgency to take such a drastic action.

    Sen. Patty Murray (D-Wash.) told reporters on a call Saturday that while she is sympathetic to Wyden’s position, she doesn’t endorse anything that could jeopardize the administration’s fight to overturn the district court ruling.

    “I get the sentiment, because this is a truly infuriating situation,” she said. “This outrageous decision had nothing to do with the facts or science or the law. But the key thing that needs to happen right now is making sure this decision is quickly appealed and reversed in court.”

    Murray and Senate Majority Leader Chuck Schumer on Saturday signaled their intent to use the decision to mobilize their base in the 2024 elections — arguing that flipping the House and passing a law restoring Roe v. Wade is the best path to achieving more permanent protections for the pills than whatever temporary protections the Biden administration could offer through executive actions.

    “This battle is going to be fought with public opinion and with our votes at the ballot box, from here until we move forward in 2024,” Murray said.

    Schumer suggested Democrats will force votes in Senate in the coming months that “put Republicans on the record” on the issue.

    “The American people will see for themselves the stark contrast between Democrats who are relentlessly fighting for women’s rights, to make decisions about their own bodies and MAGA Republicans who will stop at virtually nothing to enact a national abortion ban with no exceptions,” Schumer told reporters on Saturday.

    Biden himself appeared to endorse this strategy in the hours after the ruling, saying in a statement that while the administration was appealing the case, “The only way to stop those who are committed to taking away women’s rights and freedoms in every state is to elect a Congress who will pass a law restoring Roe versus Wade.

    Even some abortion-rights leaders who have previously criticized the Biden administration for not doing enough to protect access say they support the wait-and-see strategy given the current judicial threats to the pills.

    “They do tend to be cautious,” NARAL President Mini Timmaraju told POLITICO. “But with stakes like this, with these courts, they should be. They’re the defendant. We want them to be careful. Also, it has served them well in the past. So I feel confident the administration is doing what they need to do.”

    Some legal experts are also warning the administration against defying the decision this early in the process, saying doing so could create a precedent that gives future presidents cover to ignore “future orders that would be more firmly rooted in the law.”

    “It would not be advisable for the FDA to disregard a court order even if they believe it’s wrong,” said Joanne Rosen, an attorney and senior lecturer at the Johns Hopkins Bloomberg School of Public Health. “They could appeal. They could re-initiate the approval process of mifepristone all over again to get it back on the market.”

    Yet others in the legal community are urging the administration to play hardball, arguing that the FDA was given enforcement discretion by Congress and previous court rulings and the agency should use those to the fullest extent if it is ultimately ordered to rescind its approval of abortion pills.

    Those in this camp are pointing to another court ruling Friday night out of Washington State ordering the FDA to maintain the status quo for abortion pills and forbidding the agency from rolling back access in the dozen blue states that brought the challenge. Those clashing decisions, they say, give the Biden administration cover to maintain access to the drugs in defiance of the Texas court if that ruling stands.

    “These are not radical,” said David S. Cohen, a professor at the Drexel University Thomas R. Kline School of Law. “These are real strategies within the law.”

    Other Senate Democrats, anticipating this ruling, have called on the Biden administration to “use every legal and regulatory tool in its power” to keep abortion pills on the market. Sens. Elizabeth Warren (D-Mass.) and Mazie Hirono (D-Hawaii) recently petitioned the White House to use “any existing authorities, such as enforcement discretion, to allow mifepristone to remain available.

    “FDA has previously used its authority to protect patients’ access to treatment and could do so again,” they wrote.

    Timmaraju sees the mounting pressure from Democratic officials to ignore the court ruling as meaningful — even if they don’t ultimately goad the Biden administration into sweeping action.

    “The senators are doing their jobs — it’s their job to push the White House and agencies like the FDA,” she said. “We need lawmakers from blue states getting out there and calling public attention to this case and raising awareness. For us, the biggest point people need to understand is that there is no state that is safe from these tactics.”

    Taking a dig at the Telangana chief minister, Sharmila said, “We know KCR has no guts to question PM Modi on the pending projects and promises. His party’s fight is limited to social media and comments made in the farmhouse.”

    “YSR Telangana Party committed to the wellbeing of Telangana will continue to question those who are responsible and accountable for the progress of the state,” added Sharmila.

    Hyderabad: A woman died by suicide allegedly due to domestic violence from her husband and in-laws in Rajendrangar. The man has been arrested by the police.

    According to the police, Nandini a resident of Bidar in Karnataka was distressed over her husband and in-laws harassing her for additional dowry. She was found hanging from the ceiling fan in her bedroom.

    However, her parents allege their daughter was beaten to death and the incident is being depicted as a suicide case by Nandini’s husband and his family.

    Hyderabad: The Telangana police recently served a notice to Huzurabad BJP MLA Eatala Rajender in the SSC Hindi ‘question paper leak case’, which has drawn criticism from BJP Lok Sabha MP and Union Minister G. Kishan Reddy demanded that the government immediately withdraw the notice, stating that the police were unnecessarily dragging the names of BJP leaders into the issue.

    Reddy went on to allege that the police had engaged in vendetta politics, citing the fact that Warangal Commissioner A V Ranganath had initially said there was no paper leak, but later changed his statement. Reddy claimed that Rajender and another BJP leader, Bandi Sanjay, had been booked only because they had received the question paper through WhatsApp.

    Addressing a press conference at the party’s state office, Kalappa said, “Delhi Chief Minister Arvind Kejriwal and his Punjab counterpart Bhagwant Mann are going to each toll plaza and verifying — What was in the PPP type agreement, how much money should have been collected, how much money has been collected, which toll should have been closed, and later they are taking appropriate action.”

    “Eight toll plazas have been shut down since the AAP government came to power in Punjab. But in Karnataka, for the greed of commission, the toll plazas continue to function despite the expiry of the period,” he claimed.

    “Action should be taken against many toll plazas whose term has expired, including the Tumkur toll plaza where 20 years tenure has elapsed. The tolls are added burden to the people who are already troubled by the hike in petrol prices,” said Kalappa.

    “We had said that the Bangalore-Mysore Expressway is not a ten-lane but a six-lane one. Later, the government also accepted this. Toll was not levied when the highway was converted from two lanes to four lanes.

    “In the same way, even now when six-lanes are made from four lanes, it should have helped the common people without charging toll. It would have then made sense if the government had boasted of giving roads for free.

    While the Aam Aadmi Party in Delhi has opened swimming pools in government schools, swimming pools are getting created on their own on the roads developed by the BJP government,” said Kalappa.
