    All Cong candidates in Karnataka sign ‘pledge’ to deliver on party’s ‘5 guarantees’

    New Delhi: A day before Karnataka goes to the polls, all Congress candidates signed a “solemn pledge” on Tuesday to deliver on the “five guarantees” promised by the party to the people of the state if voted to power.

    The Congress party, its president Mallikarjun Kharge and former president Rahul Gandhi on their Twitter accounts shared the pledge signed by all the 223 candidates that the five guarantees — Yuva Nidhi, Anna Bhagya, Gruha Jyothi, Uchita Prayana and Gruha Lakshmi — will be implemented once the party comes to power.

    “Once elected as your MLA, I will deliver on the 5 Congress guarantees for the people of Karnataka. I will dedicate myself to developing our constituency. Karnataka’s interests will be my first priority. I will defend Kannada pride and culture with all my might. I pledge to fight corruption, maintain transparency and work towards a progressive Karnataka,” the pledge signed by the Congress candidates read.

    Sharing the pledge on Twitter, Congress president Mallikarjun Kharge said, “All our Karnataka Congress candidates have made a solemn promise to deliver on the 5 guarantees for the people of Karnataka.”

    “They have pledged to fight corruption and work towards a progressive Karnataka,” Kharge said.

    Gandhi also shared the pledge signed by all the candidates, saying, “Congress’ 5 Guarantees ‘Pratigne’ will relieve people of Karnataka from the pain BJP’s 40 per cent Commission Sarkara has inflicted on them.”

    While the ‘Uchita Prayana’ scheme proposes free travel for women throughout the state in regular government-run KSRTC/ BMTC buses, under the ‘Gruha Lakshmi’ scheme, each woman head of the family will receive Rs 2,000 monthly assistance.

    Gruha Jyothi promises 200 unit free electricity a month to all households. Under ‘Anna Bhagya’, every person in a BPL (below poverty line) family will receive 10 kg food grains, which can be rice or millets including Ragi and Jowar every month.

    Under the “Yuva Nidhi”, Rs 3,000/month will be provided to all unemployed graduates and Rs 1,500 a month for all unemployed diploma graduates (both in the age group of 18 to 25) for two years.

    The Congress has 223 candidates in the electoral fray, and on one seat it has extended support to Sarvodaya Karnataka Party.

    The elections for the 224-member Karnataka assembly will be held on May 10 and the counting of votes will take place on May 13.

    Ukrainian Foreign Minister Dmytro Kuleba slammed the EU on Thursday for failing to “implement its own decision” to jointly purchase ammunition for Ukraine as the bloc’s members spar over how to enact the plans.

    “The inability of the EU to implement its own decision on the joint procurement of ammunition for Ukraine is frustrating,” Kuleba said on Twitter, marking a considerable change in tone from Kyiv toward the club it hopes to join.

    EU leaders agreed last month on the idea to band together and draw money from a communal pot to help deliver Kyiv up to 1 million shells in the next 12 months as Ukraine fights off Russia’s invasion. But negotiations have hit an impasse at the ambassador level over how to spend the €1 billion set aside for joint contracts.

    Kuleba said this was a test of the EU’s ability to make crucial new security decisions and whether the bloc truly has “strategic autonomy” — echoing the favorite term used by French President Emmanuel Macron when he recently stirred up controversy by saying Europe must not become “America’s followers.”

    The main point of contention in the ammunition purchase talks revolves around how much to restrict the money to EU manufacturers, and whether to include companies in places like the U.S. and U.K.

    France has been leading the charge to keep the money within the bloc, while others, including Poland, fear that Europe’s defense industry may not be up to the task of delivering 1 million shells to Ukraine in the promised timeframe of 12 months.

    Talks will likely continue next week, meaning EU foreign ministers won’t have a deal in hand when they meet on Monday in Luxembourg to discuss the war.

    “For Ukraine, the cost of inaction is measured in human lives,” Kuleba said.

    ”Emergency LSCS (lower-segment cesarean section) was going on at SDH (Sub District Hospital) Bijbehara, Anantnag, during which strong tremors of earthquake were felt.

    ”Kudos to staff of SDH Bijbehara who conducted the LSCS smoothly and thank god everything is alright,” according to a tweet from the the district’s chief medical officer. The tweet included a video that showed how the staff focused on the job while everything around them was shaking.

    New Delhi: The Supreme Court will on Tuesday deliver its verdict on a curative petition filed by the Centre demanding an additional compensation of Rs 7,400 crore from the successor firms of Union Carbide Corporation (UCC) for the victims of 1984 Bhopal gas tragedy.

    The successor firms of the UCC had told the Supreme Court that the Indian government never suggested at the time of settlement (of 1989) that it was inadequate. The firms’ counsel emphasized that depreciation of the rupee since 1989 cannot become a ground to seek a top-up of compensation now for the Bhopal gas tragedy victims.

    After hearing detailed arguments, a five-judge bench headed by justice Sanjay Kishan Kaul on January 12 reserved its verdict on Centre’s curative petition seeking an additional Rs 7,844 crore from the successor firms of UCC for extending greater compensation to the victims.

    Senior advocate Harish Salve, representing successor firms of the UCC, submitted before the bench – also comprising Justices Sanjiv Khanna, Abhay S. Oka, Vikram Nath, and J.K. Maheshwari – that there are affidavits starting from 1995 and ending as late as 2011, where the Indian government has opposed every single attempt to suggest that the settlement is inadequate.

    During the hearing, Salve also cited several conspiracy theories connected with the case. He said in one of the theories it was claimed the then Prime Minister Rajiv Gandhi had met UCC Chairperson Warren Anderson in a hotel in Paris before the settlement, and added that Anderson had by then retired from his post.

    The top court had grilled Attorney General R. Venkataramani, representing the Centre, on how the government could file a curative petition without filing the review. It told the AG that the Central government was not prohibited from granting relief to the Bhopal gas tragedy victims, and it cannot absolve from itself from the welfare state principle saying, “I will take it from them (successor firms of Union Carbide Corporation), as and when taken from them, I will pay”.

    United Nations: The UN and its specialised agencies have continued delivering aid to Turkey and Syria following the devastating February 6 quakes that killed more than 53,300 people in the two countries, a spokesman said.

    In Syria, at least 8.8 million people were affected by the earthquakes, which, among other factors, also have a significant impact on the response to a cholera outbreak, said Farhan Haq, the deputy spokesman for UN Secretary-General Antonio Guterres.

    “Our partners launched a cholera vaccination campaign in earthquake-hit areas of Northwest Syria on Tuesday,” Xinhua news agency quoted Haq as saying.

    “They plan to distribute 1.7 million vaccine doses in high-risk areas. More than 53,000 suspected cholera cases and 23 associated deaths have been reported in Northwest Syria as of March 5.”

    More than 100,000 people who had their water infrastructure damaged received water since the start of the response, he said.

    Humanitarian workers have also provided hygiene kits to more than 100,000 people in reception centres.

    “Our colleagues also tell us that 3.7 million children in earthquake-affected areas across Syria are facing the risk of contracting diseases and lack access to basic services,” Haq told a regular briefing.

    He said the Syria earthquake flash appeal has received $218 million, or 55 per cent, of the nearly $400 million needed.

    Turning to Turkey, the spokesman said the world body continues to support the government-led response to the massive earthquakes.

    “The UN and our partners have provided more than 42,000 tents and hundreds of thousands of blankets, bedsheets and mattresses,” he said.

    “More than 900,000 people have received food assistance and the World Food Programme has supplied more than 5.7 million food packages and hot meals.”

    Haq said the World Health Organization provides healthcare to nearly 24,000 people.

    The Unicef reached 319,000 people, including more than 183,000 children, with hygiene kits and non-food items, winter clothes and heaters, among other critical supplies.

    However, Haq said the Turkey earthquake appeal of $1 billion is only 10.4 per cent funded.

    New Delhi: As Holi posts and memes flood social media ahead of the festival of colours, a post by Zomato saying that they “don’t deliver bhaang ki goli”, has gone viral.

    Twitter user Shubham had been repeatedly enquiring if the platform delivers “bhaang ki goli”.

    In response, Zomato said: “Someone please tell Shubham from Gurgaon we don’t deliver bhaang ki goli. He has asked us 14 times”.

    Delhi Police also joined the conversation, posting: “If anyone meets Shubham…. tell him not to drive if he consumes Bhaang”.

    The tweet caught the attention of many on the platform and drew several reactions.

    “Hello @zomato, I live in Delhi not Gurugram. It has been a ritual to consume Bhaang on Holi every year, more so because my birthday falls on Holi. Please try to understand my situation,” a user replied to Zomato’s tweet.

    ‘Bhaang’ is made from the leaves of the cannabis plant and is usually consumed in Holi mixed with “thandai” or in some foods. When the Narcotic Drugs and Psychotropic Substances (NDPS) Act classified cannabis as a “drug” in 1985, it exempted bhaang on social and cultural grounds.

    United Nations: Twenty-two truckloads of aid from the World Food Programme and the UN Children’s Fund (Unicef) crossed into Northwest Syria from Turkey, bringing the total of cross-border delivery to 557 trucks since February 9 in the wake of massive earthquakes, said a UN spokesman.

    The UN has carried out 18 inter-agency cross-border missions to Northwest Syria since the first interagency visit to Idlib on February 14, said Farhan Haq, deputy spokesman for UN Secretary-General Antonio Guterres, at a daily press briefing on Friday.

    On Thursday, a joint delegation by the UN Office for the Coordination of Humanitarian Affairs and Unicef carried out a mission focussed on gender and accountability to affected people, including a field visit to a site for internally displaced persons in Kelly Mountain and to Al-Iman hospital in Sarmada, Idlib, he added.

    “Our humanitarian colleagues also tell us that over 105,000 households have reportedly been displaced following the earthquakes. Many are staying with host communities or going back to their inhabitable homes, making it very difficult to estimate the total number of displaced,” said Haq as quoted by Xinhua news agency report.

    The world body is currently supporting structural damage assessments of affected buildings to help facilitate families’ return. Longer-term shelter operations are also being identified for families that cannot return to their homes due to the scope of the damage, he added.

    The $400-million appeal in response to the February 6 earthquakes has so far received $173 million, or 43.5 per cent of the funding required, he said.

    MESEBERG, Germany — German Chancellor Olaf Scholz on Sunday said China had declared it won’t supply Russia with weapons for its war against Ukraine, suggesting that Berlin has received bilateral assurances from Beijing on the issue.

    Scholz was speaking at a press conference with European Commission President Ursula von der Leyen, who told reporters that the EU has received “no evidence” so far from the U.S. that Beijing is considering supplying lethal support to Moscow.

    Senior U.S. officials including Secretary of State Antony Blinken have expressed deep concern in recent weeks that China could provide weapons such as kamikaze drones to Russia, which in turn triggered warnings to Beijing from EU politicians. Scholz himself urged Beijing last week to refrain from such actions and instead use its influence to convince Russia to withdraw its troops from Ukraine.

    Yet speaking at Sunday’s press conference, which was held at the German government retreat in Meseberg north of Berlin, Scholz claimed that China had provided assurances that it would not send weapons to Russia.

    “We all agree that there should be no arms deliveries, and the Chinese government has declared that it will not deliver any either,” the chancellor said in response to a question by POLITICO. “We insist on this and we are monitoring it,” he added.

    Scholz’s comments came as a surprise because China has not publicly rejected the possibility of weapons deliveries to Russia. The chancellor appeared to suggest that Beijing had issued such reassurances directly to Germany.

    EU foreign policy chief Josep Borrell received similar private assurances last month. Borrell told reporters that China’s top diplomat Wang Yi had told him in a private discussion at the Munich Security Conference in mid-February that China “will not provide arms to Russia.”

    “Nevertheless, we have to remain vigilant,” Borrell said.

    Von der Leyen, who attended the first day of a two-day German government retreat in Meseberg, told reporters that the EU still had not seen any proof that China is considering sending arms to Russia.

    “So far, we have no evidence of this, but we have to observe it every day,” the Commission president said. She did not reply to the question on whether the EU would support sanctions against China should there be such weapon deliveries, saying that was a “hypothetical question” she would not answer.

    Rahul Gandhi had spoken at the Cambridge University in May 2022, besides addressing the ‘Ideas for India’ conference in London when he interacted with the Indian diaspora on what the present and future holds India.
