    Delhi: A Delhi court on Tuesday took cognisance of the charge sheet filed by Delhi Police against Aaftab Amin Poonawala, accused of murdering his live-in partner Shraddha Walkar and then chopping her body into several pieces.

    On January 24, the police had filed the charge sheet in the case which contains over 6,000 pages and the court had extended Poonawala’s custody for 14 days.

    After taking cognisance of the charge sheet, the court posted the matter for its scrutiny on February 21.

    According to sources, the charge sheet was prepared on the basis of forensic and electronic evidence, and has around 100 witnesses.

    Poonawala has been accused of killing Walkar and then chopping her body into several pieces and storing them in a refrigerator before disposing of them in the Chhatarpur forest area over a period of three months.

    During the last hearing when Poonawala was produced before the court through video conferencing before Metropolitan Magistrate Aviral Shukla, he had contended that he wanted to change his lawyer.

    Poonawala had demanded law books to study. The court had also directed the prison authorities to provide him with warm clothes.

    On January 6, Poonawala had moved an application in the court seeking release of his debit and credit cards, citing the need for funds to purchase day-to-day items, as well as warm clothes.

    Poonawala’s application was moved through his advocate seeking to release funds from his bank account citing that he did not have enough warm clothes to counter the winter chill inside the prison.

    New Delhi: The Delhi High Court on Monday was informed by the Centre that the draft for online gaming regulation has been circulated and it is in the process of finalising the same with two rounds already over.

    The Central government’s counsel said: “Draft regulation has been circulated and consultations with the stakeholders have started.

    “Two rounds have already happened. We are in the process of finalising the same.”

    A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad, hearing petitions by advocate Atul Batra and Avinash Mehrotra, said that the court would hear the matter post eight weeks.

    In Batra’s plea, it was stated that in the name of “games of skill”, “games of chance” are being promoted and that equates to online gambling, which is as bad as any substance abuse.

    It was stated that keeping a tab on online gambling is must and if it is not done, it might be harmful for the youth as they can fall prey to such games damaging their life personally and professionally.

    Howevet, Batra, who said that it (his plea) does not require any further order, was granted liberty to approach the court again in case of any grievance while the latter closed the proceedings on the same.

    In the petition by Mehrotra, which seeks recovery of taxes due from online players and site operators, it is claimed that with online gambling system not being regulated in India, it is also a great place for carrying out hawala operations and laundering money.

    The plea seeks court’s direction to the Centre to prosecute the unscrupulous owners/proprietors, and the promoters of the online gambling websites in accordance with law.

    New Delhi: The Delhi High Court on Monday adjourned, to Tuesday, the hearing of former Jawaharlal Nehru University student and activist Sharjeel Imam’s bail plea seeking bail in a Unlawful Activities (Prevention) Act (UAPA) case related to alleged conspiracy behind the 2020 northeast Delhi Riots.

    The violence had erupted while protesting against the Citizenship Amendment Act (CAA).

    Due to Justice Rajnish Bhatnagar’s unavailability, the matter was adjourned.

    A Delhi court, on January 4, discharged Imam with 10 other accused persons in a case related to the incidents of violence at Jamia Millia Islamia in December 2019.

    The violence had erupted after a clash between the police and people protesting against the CAA in December 2019.

    Additional Sessions Judge of Saket Court Complex, Arul Verma, had passed the order.

    He had held that the police were unable to apprehend the actual perpetrators behind the commission of the offence, but surely managed to rope in the 11 accused as “scapegoats”.

    The Delhi police issued a notice to Molitics media house for covering a priest’s genocidal rant against Muslims and Christians during a Hindu Parliament at Jantar Mantar in New Delhi.

    The “Dharma Sansad,” called for the murder of Muslims and Christians on Sunday at Jantar Mantar in the nation’s capital Delhi.

    “It has been observed that you are using Social Media for posting offensive, malicious and inciting posts. New Delhi District’s Cyber Police Station, the Nodal Agency for cyber crimes in New Delhi District of Delhi Police hereby issues notice against you under section 149 CRPC for posting offensive, malicious and inciting message which can adversely affect law and order,”
    read the notice tweeted by DCP New Delhi.

    “You are here by directed to refrain from doing so failing which you will be liable for strict penal action under relevant provisions of law,” the notice added.

    The event was organized in support of Dhirendra Krishna Shastri, popularly known as Bageshwar Dham Sarkar, a 26-year-old priest of the Bageshwar Dham temple and Sudarshan TV head and hate-monger Suresh Chavhanke. It is worth noting that there were over 400 people witnessing the speech.

    “Knife will not work. Keep weapons at home. Kill Muslims and Christians. Weapon should be in one hand and scripture in the other,” said a speaker Mahamandleshwar Swami Bhakt Hari Singh.

    There was no police action against hate speech and event so far.

    The crowd in the event raised genocidal slogans against Muslims and Christians in the country.

    The establishment of Hindu Rashtra, Z plus security for Bageshwar Dham Sarkar, and the recognition of the Ramcharitmanas as national scripture were all demands made by the Hindu Parliament.

    Anand Kumar, a retired IPS officer and the leader of the Rashtra Nirman Party, Ragini Tiwari, Suraj Pal Ammu, Aastha Maa, and Annapurna Bharti are among the speakers.

    ”We’re not demanding anything; we’re only asking to remove the country’s traitors, those who eat in India but sing praises of Pakistan,” said Suraj Pal Ammu.

    New Delhi: In line with the government’s impetus, a “Millet Canteen” will be operationalised at the All India Institute of Medical Sciences (AIIMS) here by March 1.

    The canteen will be set up on the second floor of the central cafeteria and will offer millet-based dishes on a 24×7 basis. It shall be operationalised latest by March 1, according to a circular issued on Saturday by AIIMS Director Dr M Srinivas.

    The government has decided to celebrate 2023 as the “International Year of Millets” to make it a people’s movement so that the Indian millets, recipes and value-added products are promoted globally, the circular said.

    As millets are high in protein, fibre, essential vitamins and minerals, they are renowned as a nutritional powerhouse. In addition to a plethora of health benefits, millets are also good for the environment with a low water and input requirement.

    The “International Year of Millets” stands to provide a unique opportunity to increase global production, ensure efficient processing and consumption, promote better utilisation of crop rotations and encourage better connectivity throughout food systems to promote millets as a key component of the food basket, the circular said.

    “In line with the Government of India’s impetus, a ‘Millet Canteen’ shall be commissioned at AIIMS, New Delhi on the second floor of the central cafeteria,” it added.

    New Delhi: Delhi Lt Governor V K Saxena has approved 126 posts of principals and deputy education officers in city government-run schools which had lapsed as these were “lying vacant” for more than two years, Raj Niwas officials said on Saturday.

    The officials have alleged that the lapse has happened due to “apathy and inaction of the AAP government”.

    Delhi Deputy Chief Minister Manish Sisodia, meanwhile in a statement, retorted that this claim was a “new bunch of lies” and a “blatant attempt to hide” the fact that the central government and the L-G office have “stalled the appointment of principals in Delhi government schools for more than seven years”.

    Earlier in the day, Raj Niwas officials had also said that the L-G has also put on hold a proposal to abolish 244 posts of principals and deputy education officers as “proposed by the city’s education department” since these posts had also been lying vacant for more than five years.

    In a move that would help the “woefully short-staffed” education department of the Delhi government, especially at the cutting-edge level, Lt Governor Saxena has “approved the revival of 126 posts of principals, deputy education officers that had lapsed due to the fact that they were lying vacant for more than two years,” officials said.

    The L-G has asked the education department to submit a suitable proposal for abolition or creation of posts of a principal or deputy education officer “after getting the comprehensive study conducted from the AR department, as pointed out by the Services Department,” a senior official said.

    Government rules provide for posts lying vacant for more than two years to be considered as “deemed abolished” and for those lying vacant for more than five years to be “considered abolished”, officials said.

    These 370 posts (126 deemed abolished posts and 244 considered abolished posts) were supposed to have been filled in through promotion as per the Recruitment Rules by the Directorate of Education from the year 2013-14 to 2019, they said.

    Sisodia, in his statement, issued by his office also claimed that right after the formation of the AAP government in 2015, it had “approached the UPSC to fill 370 vacant posts of principals”.

    In the meantime, in 2015 itself, the services department was “unconstitutionally taken away from the purview of elected government and handed over to the L-G,” he alleged.

    Hence, effectively it was the Lt Governor who was responsible for these appointments and was supposed to act promptly to get these appointments done, the deputy chief minister said.

    “For reasons best known to L-G office, these appointments were not allowed to happen for one pretext or the other. So much so, the education minister, understanding the pain of running the schools without principals, held a series of meetings with services department, but they were under the direct instructions to not expedite the process,” he said.

    And now, after so much effort by the education minister, despite repeated stalling by the L-G, his office is “shamelessly claiming that he has revived 126 post, hiding the fact that he has actually abolished the 244 school principal posts on the ground that they are lying vacant for the last more than five years,” Sisodia alleged.

    “We urge the Hon’ble L-G to stop playing dirty politics. First, he has stalled the foreign travel of teachers to attend a training in Finland, and now he wants to abolish 244 posts of school principals under the false claim of reviving 126 posts,” he charged.

    The deputy chief minister said the government welcomes the revival of 126 posts after repeated efforts of the education minister, but if the L-G is really sincere and is “not playing politics again, he should give a date by which the remaining 244 posts will be revived,” the deputy CM said.

    It is a matter of fact that 244 posts of principals are also needed because they exist in the schools which are functioning without principals for so many years. What kind of so-called “comprehensive study” will add more value to the fact that a principal is needed in a school which is functioning without a principal, he further said.

    New Delhi: A three-year-old minor girl was allegedly gang-raped by two men in a forest area in south Delhi, the police said on Friday.

    According to a senior police officer, on Friday, a woman along with her three-year-old daughter came to Fatehpur Beri police station and lodged a complaint in this regard.

    “In her complaint, the woman stated that her daughter went missing in the morning. While she was looking for her daughter, her neighbour told the woman that she had seen her daughter walking near the jungle area. The neighbour had also seen two persons going in the same direction towards the jungle area,” said the official.

    After some time, the child was found crying.

    “The complainant saw that her daughter was bleeding from her private part. When the woman asked her about what happened, the child kept on crying,” said the official.

    “The woman told the incident to her husband and they reported the incident to the police station. The victim (child) has been sent for medical examination and treatment to AIIMS hospital,” the official added.

    Police said that both the accused, who took the girl inside the jungle, have been apprehended, and an investigation was underway.

    New Delhi: The Enforcement Directorate has claimed in its supplementary chargesheet filed in connection with the excise policy case that the Delhi government lost revenues of about Rs 581 crore by providing a margin of 12 per cent to private wholesalers (L1 licence holders).

    This 12 per cent commission was given to them by not paying heed to the expert committee headed by IAS Ravi Dhawan, as per the chargesheet.

    The ED claimed that the loss was diverted to ostentatious profits to the wholesalers, including accused M/s Indo Spirits which was used to recoup the kickbacks paid in advance by the ‘south group’.

    “In order to create a device for continuous payment of kickbacks to Vijay Nair, an unheard of margin of 12 per cent was provided to the private wholesalers contrary to the recommendations of the expert committee headed by Ravi Dhawan, then excise commissioner, which suggested for a single government entity as wholesaler for Delhi.

    “On this account, the government lost revenues of Rs 581 crore that would have accrued to it in case the expert committee recommendations were accepted by the government, which in the subject policy was assigned to private players, only to fill the personal coffers of AAP leaders,” the chargesheet read.

    The ED has also claimed in the chargesheet that the ‘south group’ directly and indirectly controlled nine retail zones, which included five retail zones of Sarath Reddy.

    In some cases, the control was via financing of the EMD (earnest money deposit) for the process, ostensible investments, relatives/dummies/proxies.

    Apart from the direct profits accruing from the wholesale business of Indo Spirits, the modus operandi for recovering the kickback paid in advance by the ‘south group’, monies in the form of outstanding from the ostensible sales from the wholesale of Indo Spirits to retail of the ‘south group’ with an understanding that the outstanding was not to be recovered and the amount will be shown as recoverable in the books of account, the chargesheet said.

    “Sarath Reddy’s controlled entities owed over Rs 60 crore to Indo Spirits, which is shown as outstanding but was not meant to be recovered as part of the conspiracy,” the ED claimed.
