    Nine-year-old Delhi boy named in ‘World’s Brightest’ list

    New Delhi: Based on above-grade-level testing of more than 15,300 students from over 76 countries, Aaryaveer Kochhar (9) from Delhi has been named in the ‘World’s Brightest’ students’ list released by the US-based Johns Hopkins Centre for Talented Youth (CTY).

    Less than 27 percent of the participants who qualified for the CTY ceremony received either high or grand honours based on their test scores.

    CTY Executive Director, Amy Shelton, has congratulated Kochhar for his academic abilities and achievement.

    Kochhar, who received grand honours, is a student of Raghubir Singh Junior Modern School in Humayun Road, who also holds the record for the youngest author in the world.

    Shelton said: “This is not just recognition of our students’ success in one test, but a salute to their love for discovery and learning, and all the knowledge they have accumulated in their young lives so far.”

    Kochhar’s score of 99th percentile in maths placed him in the top one percent of advanced children all over the world.

    He is the youngest member of the Inclusive United Nations who recently presented recommendations to The Chair of the Committee on the Rights of the Child, which is the highest global authority on child rights.

    A 13-year-old Indian-American prodigy, Natasha Perianayagam, in her second attempt in the test, topped the ‘World’s Brightest’ students’ list in the 2021-22 Talent Search year.

    New Delhi: A 19-year-old teenager who was on his way to allegedly “commit a crime” in the national capital’s Dwarka area has been arrested along with four country-made pistols, the police said on Thursday.

    The arrested individual has been identified as Sunny — a resident of Sampla near Rohtak in Haryana. “During questioning, he said that after watching some videos of gangsters on social media, he made a plan to rob cash and vehicles with his school friend,” the police said.

    Deputy Commissioner of Police (Dwarka), M. Harsha Vardhan, said: “A police team was tasked to regularly conduct surveillance over the members (out on bail) of different gangs active in district and adjoining states.

    “On February 6, specific inputs were received by the team regarding the movement of Sunny. The police were informed that he would come to Jharoda Kalan village to commit crime,” the DCP said.

    “A trap was laid at Bahadurgarh-Najafgarh Road, and Sunny was apprehended,” Harsha Vardhan said, adding four country-made pistols and four live cartridges were recovered from his possession.

    “In order to execute his plan, he arranged illegal arms to assert his dominance in the area or to commit any crime,” the DCP said.

    “The source of firearms and ammunition has been identified and efforts are being made to nab the supplier(s),” the police officer added.

    New Delhi: The Delhi High Court on Thursday adjourned hearing in a plea seeking a declaration of PM CARES Fund as “State” under Article 12 of the Constitution of India, to April 20.

    Due to the unavailability of Solicitor General Tushar Mehta, the matter was adjourned.

    The Prime Minister’s Office (PMO) on December 31 told the High Court that the Prime Minister’s Citizen Assistance and Relief in Emergency Situations (PM CARES) Fund is not a public authority according to the Right to Information Act, 2005 and not a “State” under Article 12 of the Constitution of India, but a “public charitable trust”.

    A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad was dealing with a plea moved by Samyak Gangwal, seeking a declaration of PM CARES Fund as “State” under the Constitution. It would attract consequential directions for disclosing the Fund’s audit reports periodically, disclosing the Fund’s quarterly details of donations received, utilisation thereof and resolutions on expenditure of donations, it added.

    The affidavit stated that the plea is based on “apprehensions and suppositions” and that a constitutional question should not be decided in a vacuum.

    Filed by the Under Secretary of PMO to the court, the affidavit said: “This Trust is neither intended to be, nor is in fact owned, controlled or substantially financed by any government nor any instrumentality of the government. There is no control of either the Central government or any state governments, either direct or indirect, in the functioning of the Trust in any manner whatsoever.

    “According to the affidavit submitted, the PM CARES Fund is a public charitable trust accepting only voluntary donations and is certainly not the Centre’s business.

    “PM CARES Fund does not receive funds or finances by the government,” it was mentioned.

    However, counsel for petitioner Senior Advocate Shyam Divan had said: “High functionaries of the government like the Vice President had requested the Rajya Sabha members to make donations” and that “the PM CARES Fund has been projected as a government fund”.

    In response, the PMO had argued: “The PM CARES Fund is administered on the pattern of Prime Minister’s National Relief Fund (PMNRF) as both are chaired by the Prime Minister. Like the National Emblem and domain name ‘gov.in’ are being used for the PMNRF, the same are also being used for PM CARES Fund.

    “The affidavit stated: “The composition of the Board of Trustees consisting of holders of public office ex officio – the Supreme Court, Union Home Minister, the Union Finance Minister, the former chairman of Tata Sons Ratan Tata, former Judge K.T. Thomas, and Former Deputy Speaker Kariya Mund” – is merely for administrative convenience and for smooth succession to the trusteeship and is neither intended to be nor in fact result into any governmental control in the functioning of the Trust in any manner whatsoever.

    “Besides the declaration of PM CARES Fund as ‘State’ under the Constitution, Gangwal has also sought that PM CARES Fund should be restrained from using ‘PM’ in its names/ website, State Emblem, domain name ‘gov’ in its website and PM’s Office as its official address.

    “On March 27, 2020, the trust deed of PM CARES Fund was registered as a Public Charitable Trust under the Registration Act, 1908 in New Delhi.

    “Keeping in mind the need for having a dedicated fund with the primary objective of dealing with any kind of emergency or distress situation, like posed by the Covid-19 pandemic, and providing relief to the affected, a public charitable trust under the name of PM CARES Fund was set up, the affidavit stated.

    New Delhi: A retired IAS officer has alleged that he received death threats from a dismissed warder of Delhi Prisons who also demanded Rs 10 crore from him, police said on Wednesday.

    The victim filed a police complaint on Sunday alleging that Yogesh Kumar Meena and his accomplice Sachin were threatening him and demanding Rs 10 crore within seven days.

    He claimed the torture has been going on since he joined the Delhi Cooperative Tribunal.

    The ex-bureaucrat said he had filed several complaints against Meena at the Tughlak Road police station. He said he had also complained to the Director General of Delhi Prisons following which Meena was terminated from service on February 2.

    Police said both the parties knew each other through community gatherings.

    “A case under IPC sections 387 (putting person in fear of death or of grievous hurt, in order to commit extortion), 506 (punishment for criminal intimidation) and 120B (punishment of criminal conspiracy) was registered against the accused,” a police officer said.

    Meena has been arrested, he said.

    New Delhi: The Supreme Court on Wednesday said Delhi Ridge acts as a lung which supplies oxygen to city residents, while directing the Delhi Development Authority (DDA) to not go ahead with land allotment in areas considered to be notified as protected areas.

    A bench, headed by Justice B.R. Gavai, said: “It cannot be doubted that the ridge in Delhi acts as a lung which supplies oxygen to the citizens of Delhi…”

    Citing an order, the bench, also comprising Justice Vikram Nath, said it was observed that other areas having morphological ridges were required to be protected and no permission for construction should be given there.

    It noted that it appears that there has been some difficulty in identifying the areas of ridge which are not notified but also have the same ridge-like features.

    In order to identify areas, which need to be protected as a notified ridge, the apex court directed the Ministry of Environment and Forest to set up a committee consisting of a senior officer not below the rank of Joint Secretary, one representative each of the Delhi Forest Department, the Geological Survey of India and the DDA, and a nominee of the Ridge Management Board to work out modalities.

    Seeking a preliminary report by March 15, the top court said the ministry’s officer would be the chairman and convener of the committee.

    The Directorate of Revenue Intelligence (DRI), Ministry of Finance, had filed an application seeking permission for diversion of 6,200 square metres of morphological ridge area for construction of office building for DRI headquarters in Vasant Kunj. The DDA had allotted the land to the DRI.

    The DRI’s counsel contended that the Supreme Court-constituted panel, Central Empowered Committee, has imposed a condition on it to plant 500 trees and his instructions are that they were ready to plant 1,000 trees.

    After hearing arguments, the bench allowed the application filed by the DRI.

    New Delhi: The working President of Delhi BJP, Virendra Sachdeva, said on Wednesday that the Arvind Kejriwal government since its inception in 2015 has been hostile towards political opponents whom it wants to suppress.

    Addresssing a press conference here, Sachdeva said that for this purpose, on February 1, 2016, the Kejriwal government had established a Feedback Unit (FBU) to keep an eye on not only political opponents, but Union ministers, MPs, L-G office, media houses, leading businessmen and also on judges.

    Sachdeva claimed that to carry out its anarchic practices, the Kejriwal government set up the FBU without any administrative or financial approval only, but only on the basis of the approval of his own Cabinet. The unit was headed by a retired CISF DIG, he said.

    This FBU was provided with an establishment fund of Rs one crore and it was given the name of ‘Secret Service Fund’ which in itself raises the question as to whom did Kejriwal want to investigate for which a secret fund was created, Sachdeva claimed.

    Funds worth crores of rupees were given from this fund to private investigating agencies, as well as to set up a network of informers, he said.

    From the very beginning, the Vigilance Department had objected to this. In September 2016, when Ashwani Kumar became the Director of Vigilance, he had directly asked FBU for an account of the work done, which it failed to submit, Sachdeva claimed.

    When the Delhi government had sent the FBU file to then Lieutenant Governor Najeeb Jung, the latter had not only rejected it, but also objected to the creation of such a new unit by bypassing the Vigilance Department, Sachdeva said.

    Sachdeva also said that the people of Delhi demand a reply from the Kejriwal government on the formation of the FBU.

    “We want to ask some questions regarding the establishment of FBU for which Kejriwal government is responsible. In spite of the existence of the ACB and the Vigilance Department, why did the Kejriwal government establish the FBU with a retired official as its head?

    “What was the purpose behind the establishment of FBU, and if the purpose was clear, why didn’t the government announce it at the time of establishment? According to us, the objective was to keep an eye on political opponents as it is clear from the CBI report that 60 per cent of its reports were only on political opponents. The CBI investigation has revealed that FBU submitted about 700 reports to the Kejriwal government,” Sachdeva said.

    New Delhi: A row erupted on Wednesday over a CBI report claiming political intelligence gathering by the Feedback Unit (FBU) formed by the AAP after coming to power in Delhi in 2015, with the BJP demanding registration of case against Deputy Chief Minister Manish Sisodia.

    Hitting back, the Aam Aadmi Party (AAP) said the BJP’s allegation that Sisodia was involved in “political snooping” is “completely false”.

    The Kejriwal government claimed in a statement that these all cases are “politically motivated”. “The CBI and ED should rather investigate the dubious relationship between Modi and Adani where the real corruption happened,” it alleged.

    The CBI in its preliminary inquiry report found that the FBU formed through a Delhi cabinet decision on September 29, 2015 indulged in gathering political intelligence.

    Delhi BJP president Virendra Sachdeva alleged that the AAP since its inception has been working with hostility towards its political opponents.

    “The Kejriwal government formed FBU to keep an eye on not only its political opponents but Union Ministers, MPs, LG Office, media houses, leading businessmen and also the judges,” Sachdeva charged in a press conference.

    The CBI in its report submitted to Vigilance department sought approval of the LG who is competent authority in the matter, to register a case against Deputy CM Manish Sisodia who played an “active role” in creation of the FBU.

    The central agency also sought permission of the LG for registering cases against others involved in functioning of the FBU.

    Sources said LG VK Saxena has referred the CBI request to the President through the Ministry of Home Affairs, for registration of a case against Sisodia.

    The LG has also sent the CBI recommendation to Home ministry, regarding registration of cases against then FBU joint director, RK Sinha, and FBU officers Pradeep Kumar Punj and Satish Khetrapa. Approval for the prosecution against then Vigilance director, Sukesh Kumar Jain, an IRS officer, will come from the Finance ministry, they said.

    The approval has, however, been given by the LG for registration of a case against Delhi Chief Minister’s advisor Gopal Mohan, the sources said.

    The AAP in a statement said “the whole country knows political spying is done by Modi not Manish Sisodia. An FIR should be registered against Modi not Manish Sisodia,” the party said in its statement.

    The CBI report said that the FBU was tasked to gather actionable feedback regarding working of various departments of Delhi government and also to do “trap cases”.

    The FBU started functioning from February 2016 and a fund of Rs 1 crore was kept for it under “secret service expenditure”. A rough analysis of nature of reports generated by the unit revealed that while 60 per cent of it was related to vigilance matters, political intelligence and other issues accounted for around 40 per cent, the report said.

    “Scrutiny of such reports during the period from February 2016 to early September 2016 shows that a substantial number of reports submitted by FBU officials were not actionable feedback on corruption in any department, but related to political activities of persons, political entities and political issues touching political interest of the Aam Admi Party,” the report said.

    “The feedback unit was not functioning in the manner and for the purpose approved by the cabinet but was working for some other hidden purposes which were not in the interest of the GNCTD but private interest of Aam Admi Party and Manish Sisodia, the Dy CM, who played an active role in its creation of Feedback flouting established rules of GNCTD and MHA.” charged the CBI report.

    It also alleged that the “unlawful” manner of creation and working of the FBU caused loss of to the government exchequer to the tune of around Rs 36 lakh.

    BJP MP Ramesh Bidhuri charged that the AAP government formed the FBU by misusing public fund and indulging in a “scam”.

    He demanded registration of FIR against Kejriwal and Sisodia charging they had “malafide intention” behind creation of the feedback unit.

    Meanwhile, the Delhi government termed “all allegations” as “completely bogus”.

    “Till now, the CBI, ED and Delhi Police have registered so many cases against us. About 163 cases have been registered against us. However, the BJP has not been able to prove even a single case. About 134 of these cases have been dismissed by the courts and in the rest of the cases also, the BJP government has not been able to provide any evidence,” it said in the statement.

    New Delhi: Delhi Police on Wednesday detained PDP leader Mehbooba Mufti during a protest in the national capital against the Jammu and Kashmir administration’s anti-encroachment drive in the union territory.

    Several videos doing rounds on social media showed police lifting Mehbooba Mufti up from the protest site and carrying her into a police van nearby.

    The Peoples Democratic Party (PDP) leader on Wednesday had planned to march from Railway Bhawan to Parliament to protest against the Jammu and Kashmir administration’s “bulldozer policy”.

    “Jammu and Kashmir is being turned into a place like Afghanistan,” she said before being detained by the police.

    SRINAGAR: Former Jammu and Kashmir chief minister and PDP president Mehbooba Mufti was on February 8 detained by police during a protest in Delhi against the anti-encroachment drive.

    Along with Mufti, several other PDP workers were also detained by the Delhi police. “There is gunda raj in J&K. It is being destroyed like Afghanistan,” Mufti said as police personnel detained her and PDP workers.
