    New Delhi: Delhi Chief Minister Arvind Kejriwal on Friday visited the Okhla landfill site and said the target is to clear the city of all three mountains of garbage by December 2024.

    Kejriwal, during his visit to the site in south Delhi, was accompanied by his cabinet colleague Kailash Gahlot, Mayor Shelly Oberoi and Municipal Commissioner Gyanesh Bharti.

    The monstrous Okhla landfill was commissioned in 1990s and it reached its saturation point several years ago.

    The Okhla landfill site contains about 40 lakh MT of legacy waste in it.

    In the last few years, about 20-25 lakh MT have been removed from it, but about 40 lakh MT still remains in it, Kejriwal told reporters at the site.

    “The scheduled set target to remove this mountain of garbage is by May 2024. But, all officers and engineers are working on it, and our target is to try to remove it by December 2023, instead of May next year,” he said.

    There is a lot of capacity for biomining here (about 17,000 MT), but the capacity to remove waste from the landfill and dispose it is less, the chief minister said.

    Its current daily disposal capacity is 4,000-4,500 MT. But, by April 1, “we will augment it to 10,000 MT daily”, he added.

    Kejriwal said he will visit the Okhla landfill site again to carry out an inspection on April 1.

    “And, by June, we expect to augment it further to 15,000 MT daily disposal capacity. If we go by 15,000 MT capacity, then by December-January, we will reach out target of cleaning this (Okhla) site by December-January, and local residents will also get relief,” he said.

    Similarly, work is underway at Ghazipur and Bhalswa landfill sites, and when we will visit there in the next couple of days, we will take stock of the situation there too, he said.

    Asked when will Delhi become free of these landfill sites, he said, “One will be cleared by May, and another one six months later.”

    So, December next year, that is our target, he added.

    Speaking to PTI, Transport Minister Kailash Gahlot noted that the AAP government is hopeful that Delhi will be free from all the landfill sites by December 2024.

    On the Okhla landfill site, he said, “We are hopeful of achieving the daily disposal rate of 10,000 MT by April, and 15,000 MT by June.”

    The minister also spoke on the upcoming Delhi budget.

    “The budget will be on time. We are having a series of meetings, and very soon we will finalise the budget. Delhi will get it on time,” he said.

    Talking about the alternatives once the landfill sites are cleared, Kejriwal said waste-to-energy plants and biomethanation plants will help in the disposal of waste.

    However, he did not elaborate on it, more so when Delhi generates a massive amount of waste daily.

    The city cumulatively generates around 11,400 metric tonnes of garbage, out of which nearly 6,200 metric tonnes is dumped at three landfills, that is, Ghazipur, Okhla and Bhalaswa, civic officials had said in 2021.

    Kejriwal said a plan is to make a big C&D (construction and delomolition) waste plant to make bricks, and a biomethanation plant, after the Okhla landfill site is cleared.

    Asked about the stalling of the election of the standing committee of the Municipal Corporation of Delhi, which is affecting civic work, he said, “Work will go on, do not worry.”

    Beijing: China on Friday renewed its criticism of the Quad grouping comprising the US, India, Australia and Japan, saying that state-to-state cooperation should be consistent with the trend of peace and development, rather than putting up “exclusionary blocs.”

    The Quad foreign ministers carried out a comprehensive review of the situation in the Indo-Pacific at a meeting in New Delhi on Friday. Presided over by External Affairs Minister S Jaishankar, the meeting was attended by US Secretary of State Antony Blinken, his Japanese counterpart Yoshimasa Hayashi and Australian foreign minister Penny Wong.

    The meeting came against the backdrop of growing global concerns over increasing Chinese assertiveness in the strategically-vital region.

    A joint statement issued after the meeting reaffirmed the four-nation grouping’s commitment to a free and open Indo-Pacific and said it strongly supports the principles of rule of law, sovereignty and territorial integrity and peaceful settlement of disputes.

    Responding to the Quad statement at a media briefing here, Chinese Foreign Ministry spokesperson Mao Ning said China has stated its position on QUAD on multiple occasions.

    “We believe that state-to-state cooperation needs to be consistent with the trend of peace and development, rather than be about putting up exclusionary blocs,” she said.

    “We hope certain countries can do more things that contribute to security and mutual trust between regional countries and that help to maintain regional peace and stability,” Mao said, reaffirming Beijing’s oft-repeated opposition to the Quad that it is an exclusive bloc aimed at containing China’s rise.

    In November 2017, India, Japan, the US, and Australia gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence.

    US President Joe Biden hosted the first-ever summit of the Quad leaders in the virtual format in March 2021 that vowed to strive for an Indo-Pacific region that is free, open, inclusive, anchored by democratic values, and unconstrained by coercion, sending a subtle message to China.

    Beijing claims almost all of the 1.3 million square miles of the South China Sea as its sovereign territory. China has been building military bases on artificial islands in the region also claimed by Brunei, Malaysia, the Philippines, Taiwan, and Vietnam.

    On China’s reluctance, along with Russia, to endorse a joint statement on the Ukraine war at the G20 Foreign Ministers meeting in New Delhi on Thursday, spokesperson Mao said G20 is a premier forum for international economic cooperation.

    The G20 foreign ministers’ meeting in New Delhi was unable to come out with a joint communique due to a bitterly increasing rift between the US-led Western powers and Russia over the Ukraine conflict despite consistent efforts by host India to bridge the differences.

    “The G20 is the premier forum for international economic cooperation. Leaders of member states made it clear in the G20 Bali Leaders’ Declaration last year that the G20 is not the forum to resolve security issues,” Mao said.

    China believes that the G20 should work to follow through on the leaders’ consensus, focus on its mandate and main function, and contribute to promoting stable, inclusive and sustainable economic recovery, she added.

    “We also noted that G20 members have varying views on the Ukraine issue. We hope that G20 members will respect each other’s concerns and send a message of solidarity and cooperation instead of division and mutual recrimination,” she added.

    About China’s views on the outcome of the New Delhi meeting of the G20 Foreign Ministers, she said: It was an important event, especially considering the uncertainties and challenges facing today’s world.

    “China hopes that the G20 will demonstrate its sense of responsibility and contribute to global development and prosperity,” she added.

    Chinese Foreign Minister Qin Gang took part in the meeting.

    The G20 or Group of 20 is an intergovernmental forum of the world’s major developed and developing economies.

    The members represent around 85 per cent of the global GDP, over 75 per cent of the global trade, and about two-thirds of the world population.

    New Delhi: A seven-year-old boy’s cheek was burnt with a cigarette by his aunt’s daughter in South Delhi, said an official on Friday.

    The official said that the parents of the child have filed for a divorce, and on court’s order, the boy lives with each parent alternately.

    According to police, on February 28, a police control room call was received at Neb Sarai police station that a seven-year-old boy’ cheek was burnt by a cigarette.

    “During inquiry, medical examination of the child was conducted and counselling was done. The child was produced before CWC-II and the custody of the child was given to his mother,” said Chandan Chowdhary, the Deputy Commissioner of Police (South).

    “Statement of the child has been recorded who stated that presently he is living with his mother at Madangir, DDA Flat. He was staying with his father, aunt (bua), and aunt’s daughter for the last three months. He alleged that he was burnt by his cousin (bua’s daughter) with a cigarette on December 29, 2022 at his father’s house located in Anupam Garden, Sainik Farm,” said the DCP.

    The child did not tell anything about this due to fear.

    “On February 27, he narrated the incident to his tuition teacher. Mother of the child took him to the doctor and called the police for help. A case under section 75 Juvenile Justice Act 2015 has been registered in this regard,” said the DCP.

    Hyderabad: A day after Telangana government approached the Supreme Court seeking direction to Governor Tamilisai Soundararajan to approve the pending bills, she told Chief Secretary A. Santhi Kumari that Raj Bhavan is nearer than Delhi.

    The Governor also took potshots at the Chief Secretary for not making a courtesy call after taking charge as the top bureaucrat.

    As the Special Leave Petition (SLP) in the Supreme Court was filed through the Chief Secretary, the Governor on Friday took to Twitter to train guns on the top official.

    “Dear Telangana CS Rajbhavan is nearer than Delhi. Assuming office as CS you didn’t find time to visit Rahbhavan officially. No protocol!No courtesy even for courtesy call. Friendly official visits & interactions would have been more helpfull which you Don’t even intend,” reads a tweet from the official handle of Soundararajan.

    “Again i remind you Rajbhavan is nearer than Delhi,” she added.

    Santhi Kumari assumed office as Chief Secretary on January 11.

    The Governor’s tweet came a day after Telangana government filed SLP in the Supreme Court through the Chief Secretary.

    The government told the Supreme Court that the Governor didn’t give her assent to 10 bills. It pleaded with the apex court to direct the Governor to fulfill her constitutional obligation.

    The SLP mentions that seven of these bills have been pending with Raj Bhavan since September while the other three were sent the Governor on February 13 after the budget session of the assembly ended.

    The petition pleaded the Supreme Court to declare as illegal, irregular and unconstitutional the delay by the Governor.

    “As per the mandate of the Constitution, the Governor has to necessarily clear the bills and any inaction to accord assent would lead to lawlessness,” the state government said in the SLP.

    The state argued that if the Governor has any doubts on the bills, she can seek clarifications but she cannot sit on them. “If she raises any issues, we will clarify them. She cannot sit on them and the mandate of the Constitution in this regard is clearly in favour of the state,” the government contended.

    This is the second time that the Bharat Rashtra Samithi (BRS) has knocked the court’s door against the Governor.

    Last month, the government moved Telangana High Court seeking direction to the Governor to give her approval to the state Budget for 2023-24. The court, however, had suggested both sides sort out the issue amicably.

    Counsels of both the state government and Raj Bhavan had agreed to a compromise formula. While the government agreed to begin the Budget session of the Legislature with the Governor’s speech and the latter came forward to approve the Budget.

    In November, the Governor had dismissed the allegations by BRS that her office was sitting on some Bills forward by the state government for her assent. She stated that she is taking time for assessing and analysing the Bills before giving her consent.

    Education minister P. Sabitha Indra Reddy had subsequently met the Governor to clarify her doubts on the Common Recruitment Board Bill.

    New Delhi: A 40-year-old man was arrested for allegedly sexually abusing a dog in a park in west Delhi, police said on Thursday.

    A video of the purported incident is being circulated on social media.

    According to police, the incident took place four or five days ago.

    A case under section 377 (unnatural offences) of the Indian Penal Code and provisions of the Prevention of Cruelty to Animals Act was registered and the accused, identified as Shankar, has been arrested, a senior police officer said.

    New Delhi: A court here on Thursday sent liquor businessman Amandeep Dhall to five-day Enforcement Directorate custody for interrogation in a money-laundering matter related to the Delhi excise policy scam case.

    Special Judge Vikas Dhull sent the accused to the agency’s custody after it produced him before the court and sought his custodial interrogation.

    The Enforcement Directorate (ED) told the court that Dhall was required to be confronted with the other accused persons in the case to unearth the larger conspiracy and find out the money trail.

    Dhall, the executive director of Brindco Sales Private Limited, was arrested on Wednesday night under provisions of the Prevention of Money Laundering Act (PMLA) following his questioning, the agency said.

    Brindco is a major importer and distributor of a variety of liquor brands and related beverages.

    According to a FIR lodged by the CBI, Aam Aadmi Party (AAP) functionary Vijay Nair, Manoj Rai, Dhall and Sameer Mahandru were actively involved in framing and implementing the Delhi government’s excise policy for 2021-22.

    The ED’s money-laundering case stems from the CBI FIR, in which former Delhi deputy chief minister Manish Sisodia is currently in CBI custody.

    In its second chargesheet filed in the case, the ED had appended the statement of another accused, Arun Pillai, who claimed that Dhall “had a good grasp of the Delhi liquor market and knew all the minute details of the (excise) policy changes”.

    “Aman (Dhall) explained to them how the market will work and how to use the loopholes introduced in the policy to their advantage…,” the ED said.

    The ED has filed two chargesheets or prosecution complaints in the case so far and arrested 10 people, including Dhal.

    The excise policy was scrapped in August last year and the Delhi lieutenant governor subsequently asked the CBI to probe the alleged irregularities and corruption involving government authorities, bureaucrats and liquor traders, among others.

    New Delhi: A 32-year-old woman allegedly killed herself on the same night her husband committed suicide at their south Delhi home, police said on Thursday.

    The couple has been identified as Ajaypal Singh Orgay (37) and Monika. They lived in Transit Camp Hudco Place, they said.

    Ajaypal worked as an operation officer in the Directorate General of Civil Aviation cell.

    The police received a PCR call regarding a possible suicide at a flat in Block-3A, Transit Camp Hudco Place, at 2.49 am. The call was made by Ajaypal’s friend Ashish Tiwari, a resident of Mahavir Enclave in Palam.

    When the police reached the spot, they found Monika lying unconscious with froth oozing from her mouth. She was taken to Safdarjung Hospital, where she was declared dead, Deputy Commissioner of Police (South) Chandan Chowdhary said.

    Her neighbours revealed that Ajaypal allegedly committed suicide earlier in the night. He was an operation officer at the Directorate General of Civil Aviation cell near Jor Bagh metro station, Chowdhary said.

    Monika had allegedly found Ajaypal in an unconscious state and taken him to a hospital, where he was declared dead. Later, she came home, consumed a poisonous substance and killed herself, the police said.

    The couple got married on November 26.

    No suicide note was recovered from the house and no foul play is suspected, the police said.

    Their neighbours told the police that they used to have frequent arguments.

    Ajaypal’s elder brother Yogendrapal said he last spoke to him on Wednesday.

    “They used to fight often over petty issues. My brother used to tell me about their fights. I spoke to him around 1 pm on Wednesday when he was in office. He told me that everything was going smoothly.

    “I asked him to come home on Holi so that we could talk to them. When I was speaking to him, everything seemed fine and I did not have any idea that he would take such a step,” Yogendrapal said.

    BS Ghritlehare, his brother-in-law, said he received a call from Yogendrapal, telling him to reach Delhi.

    “I am posted with Chhattisgarh Police and received a call from Yogendrpal about the incident. He lives in Mumbai and asked me to reach Delhi as soon as possible.

    “The couple used to have petty fights and I spoke to them several times. Everyone is shocked by them ending their lives,” Ghritlehare said.

    Monika’s brother said, “We were at home in Bhopal (Madhya Pradesh) when we got to know about the incident. We reached Delhi in the morning.

    “She was my younger sister. Everything was going fine before this. Had we got any intimation about any issue, we would have immediately come.”

    New Delhi: The Delhi High Court on Thursday asked the police if it has taken any action against a Twitter user who had allegedly abused fact-checker and Alt News co-founder Mohammed Zubair on the platform.

    A single-judge bench of Justice Anup Jairam Bhambhani was hearing a plea by Zubair challenging an FIR registered against him for a tweet by him in response to an abusive message with username Jagdish Singh.

    The police had booked the petitioner and to quash the case, the latter moved the High Court.

    The judge noted that the police has not named the petitioner in the charge sheet because it did not find any criminality against him, and asked if they have taken the case to a logical end.

    “What did you do about this gentleman called Jagdish Singh. My question is if you found nothing against this man (Zubair), what did you do about the person who put out those offensive tweets,” he asked.

    The case stems from an incident which took place in 2020, wherein the petitioner had called out Singh through his tweet for being a troll.

    Zubair had retweeted his display picture, which featured his daughter but after pixelating/ blurring her image.

    The tweet read: “Hello Jagdish Singh. Does your cute grand daughter know about your part time job of abusing people on social media? I suggest you to change your profile pic.”

    This was followed by two FIRs against Zubair a month later in Delhi and Raipur.

    They were filed under the Protection of Children from Sexual Offences Act (POCSO Act) for allegedly “threatening and torturing” a minor girl on Twitter.

    The court said: “Somebody (Jagdish Singh) starts a storm and you (Delhi Police) just say this person’s (Zubair’s) name is not in charge sheet therefore… I want to see if things are coming to a logical closure.”

    It listed the matter for the next hearing on March 13 due to unavailability of advocate Nandita Rao who was appearing for the Delhi Police.

    The court also asked Zubair’s counsel to inform the court about the status in the FIR registered against him in Chhattisgarh.

    Speaking to the media she said, “Parliament sessions will start from March 13 and we want the Union government to bring the Women’s Reservation Bill in these sessions”.

    She said that the hunger strike will be held on March 10 instead of March 8, International Women’s Day due to the Holi festival. She invited all the parties to extend their support and join Bharat Jagruthi in the hunger strike.

    She alleged that the Modi government has not kept the promise of bringing the Women’s Reservation Bill twice already.

    “Bharatiya Janata Party (BJP) leaders, when they came into rule in 2014, said that reservations will be created for women. They said that same thing in 2019, as well. They did not keep up their promises,” she stated.

    Chaos erupted when a group of right-wing workers vandalised a stall containing Christian spiritual books at the New Delhi World Book Fair held in Pragati Maidan on March 1.

    A video has emerged on social media Twitter where around 30 men wearing saffron scarves and tilak on their forehead can be seen tearing posters of the New Testament Psalms and Proverbs.

    Alleging that Christians target poor Hindu families for religious conversions, they tore copies of The Holy Bible and shouted, “Free Bible bandh karo, dharam parivartan bandh karo” (Stop distributing free copies of the Bible, stop religious conversion) ‘Jai Shree Ram’ and ‘Bharat Mata Ki Jai’.

    The book fair had several stalls of different genres including different spiritual and religious books. The vandalised counter had put a tag for free Holy Bible, which triggered a few Hindutva men.

    According to Indian Express, one of the volunteers said other stalls also distributed free texts from other religions.

    “The men accused us of converting people by forcing them to take the books. We told them that we were only distributing free books to passersby. But they didn’t listen,” the volunteer was quoted by the Indian Express.

    Mahindri Panchandham, a self-proclaimed member of Unite Hindu, led the vandalism. In the video, when some people from the crowd try to remind him that the Indian Constitution describes the country as a democratic nation where one is free to follow under their free will, Panchandham shot back saying, “Democracy gives the right to preach religion but not to lure poor Hindus and convert them.”

    As people try to calm an agitated Panchandham down and reason with him, he refuses to listen and starts raising slogans in a louder tone.

    Meanwhile, the Delhi Police informed that no complaint was registered by the members of the book fair.

    “We check the area and found that no books were torn. The group had only protested and was soon removed. There was no disruption or violence. The Gideons don’t wish to file a complaint and said the matter was sorted,” said a police officer.

    Vishwa Hindu Parishad spokesperson Vinod Bansal said that Christian groups and missionaries are infamous for targeting poor Hindu families and tricking them into converting to Christianity. “These groups and missionaries convert people by forcing them to take books. We don’t support this and asked them not to do the same. There was no violence or anything,” he said.
