    New Delhi: A youth was killed and his cousin seriously injured in a hit-and-run case in Delhi’s high-security VIP zone.

    The incident, which was captured on video by a witness, took place at the intersection of New Delhi’s Kasturba Gandhi Marg and Tolstoy Marg on Saturday night.

    The deceased was identified as Deepanshu Verma (30) while his cousin Mukul is undergoing treatment at a hospital where his condition is stated to be critical.

    Verma, who was a jewellery shop owner, is survived by his parents and a sister.

    According to the witness, a car rammed into a bike and due to the impact of the collision, Mukul got thrown several feet away, while Verma landed on the car’s roof.

    Shockingly, the car driver did not stop to assess the situation but sped away with the injured man still on the roof.

    The man even followed the fleeing car on his scooter while recording the incident. Despite honking and shouting, the car did not stop. After driving for about 3 kilometres, the suspects dumped the injured man off the car near Delhi Gate and fled.

    Verma and Mukul were rushed to hospital where Verma succumbed to his injuries.

    The Delhi Police have registered a case of murder and arrested the suspects. However, the police are yet to reveal their names.

    More details are awaited.

    Ahmedabad: Delhi Capitals overcame Hardik Pandya’s fighting unbeaten fifty (59 not out) and Mohammed Shami’s four-fer (4-11) to beat Gujarat Titans by five runs in Match No. 44 of Indian Premier League (IPL) 2023 at Narendra Modi Stadium, here on Tuesday.

    Despite the win, Delhi Capitals stayed at the bottom of the points table but they have kept themselves alive in the tournament with three victories in nine matches. On the other hand, Gujarat Titans, who have six wins in nine matches, are at the top of the points table despite the loss.

    Seasoned pacer Shami’s sensational four-fer helped Gujarat Titans restrict Delhi Capitals to 130/8 in 20 overs despite a fighting fifty from Aman Hakim Khan (51 off 44). Apart from Shami, Mohit Sharma (2-33) and Rashid Khan (1-28) were the other wicket-takers for Titans while Axar Patel (27 off 30) and Ripal Patel (23 off 13) were the other main contributors with the bat after Aman.

    Chasing a low total, Delhi Capitals also had a poor start as they lost three wickets inside the Power-play and scored just 31 runs. It was Khaleel Ahmed, who drew the first blood for Delhi Capitals by getting Wriddhiman Saha caught behind for a duck in the last delivery of the very first over of the innings.

    Skipper Hardik Pandya walked into the middle to give company to Shubman Gill, who started well by hitting a boundary off Ishant Sharma. However, Anrich Nortje was introduced in the attack soon and he dismissed Gill, who timed the ball straight to the cover fielder.

    Vijay Shankar has been in good form this season and Gujarat had high hopes for him but Ishant bowled a brilliant knuckleball to get rid of the Tamil Nadu batter, leaving Titans in a precarious position at 26-3 after 4.6 overs.

    Defending champions Gujarat needed a partnership to rebuild their innings but new man David Miller tried to play a cute paddle sweep off Kuldeep Yadav but was bowled, adding misery to his team’s position.

    Gujarat Titans were 32/4 when Miller got out and Hardik was watching his batting partners going back to the pavilion one after another. The skipper needed some support and it came from Abhinav Manohar.

    The duo of Hardik and Abhinav played cautiously against spin twins Kuldeep and Axar Patel, who were bowling nicely to keep things in control for Delhi. After bowling a few overs of spin, Warner went back to his pacers and they also bowled well, giving few boundaries here and there as the required run rate was going up with each passing over.

    Hardik and Abhinav continued to grind out runs while Warner was bringing in the bowling changes in search of breakthroughs and not letting the batters settle down as Gujarat Titans were 71/4 after 14 overs.

    With the required run rate increasingly sharp, Hardik decided to free his arms and got a few boundaries to get his fifty in 44 balls but Abhinav was not able to find boundaries and his struggle was ended by Khaleel Ahmed in the first ball of the 18th over.

    Khaleel executed his slower ones and yorkers to perfection and gave just four runs in his over, making things tougher for Gujarat.

    Anrich Nortje came to bowl the 19th over with Gujarat needing 33 runs in 12 balls. The pacer conceded just 3 runs in the first three balls but Tewatia had other plans and he hit Nortje for three consecutive sixes, to bring the equation in Gujarat’s favour.

    With 12 runs needed off 6 balls for Gujarat to win, experienced Ishant had the big task in hand but he held his nerves well. The pacer gave just three runs in the first three balls with Hardik facing two of them and then removed the dangerous Tewatia in the fourth ball to keep Delhi Capitals in the game.

    Rashid Khan scored just 2 runs in the fifth delivery and Ishant finished it well to give one run in the last ball to restrict Gujarat to 125/6 in 20 overs and win it for Delhi.

    Earlier, Delhi Capitals won the toss and opted to bat first and were off to a horrific start, losing five wickets inside the Power-play. The horror show started in the very first ball of the innings when Phil Salt toe-ended a swinging delivery bowled by Shami to cover, where David Miller took a simple catch.

    Thereafter, confusion between Priyam Garg and David Warner resulted in the Delhi Capitals’ skipper getting run out with Rashid Khan dislodging the bails at the non-striker’s end, on a no-ball. Rilee Rossow, who came into the playing XI for Mitchell Marsh, also couldn’t do much as a classic swing delivery from Shami dismissed the South African batter.

    Continuing his sensational show, Shami bowled another beauty to Manish Pandey to remove him with Saha taking a stunning catch behind the wicket. In the last delivery of the same over, the duo once again combined to dismiss Priyam Garg, who failed to negotiate the slightly late movement, leaving Delhi Capitals struggling at 23-5 at the end of 5 overs.

    Shami, who was extracting the juice available in the pitch due to wet weather around, had the chance of getting the fifer but Axar Patel and Aman Hakim Khan, negotiated his last over well. However, Shami, who bowled all his four overs on the trot, single-handedly had Delhi on the mat by the end of the seventh over.

    From there on, Axar and Aman rebuilt the Delhi innings as they rotated the strike nicely and got the odd boundary and six against the Gujarat bowlers. The pair added a sedate fifty-run stand for the sixth wicket but Mohit Sharma was once again incisive in the middle overs and ended that partnership, by taking the huge wicket of Axar.

    Delhi were 73-6 after 14 overs when Axar got out and they needed something miraculous from their lower-order batter to post a competitive total. The likes of Aman Khan and Ripal Patel showed some intent and hit Mohit Sharma and Josh Little for a few timely boundaries and sixes, giving some impetus to the Capitals’ innings.

    Aman smashed Mohit for a six to complete his half-century in 41 balls as Delhi looked to get the desired finish. In the penultimate over of the innings, Ripal welcomed Rashid Khan with a six but the leg-spinner removed Aman Khan later in the over with Abhinav Manohar taking a good catch at the deep.

    Mohit Sharma dismissed Ripal Patel to get his 100th IPL wicket and bowled an excellent last over to keep Delhi Capitals to 130-8 in 20 overs, which was enough in the end.

    New Delhi: The alleged Delhi excise policy scam was a “conspiracy” by some of the big political leaders of the Aam Aadmi Party (AAP) and the ‘South group’ comprising BRS leader K Kavitha, YSR Congress MP M Srinivasulu Reddy and others who “used” proxies to conceal their involvement, the Enforcement Directorate (ED) has claimed in its latest charge sheet filed in the case.

    A local court took cognisance of this prosecution complaint, filed by the ED on April 27.

    “The scam included conspiracy hatched by government functionaries and political leadership cutting across states and payment of bribes to get undue favours,” the federal agency said.

    “The main arm of the entire Delhi liquor scam rests on the conspiracy orchestrated by the top leaders of AAP through Vijay Nair on one hand and the South Group which consisted of Raghav Magunta, Magunta Srinivasulu Reddy, Sarath Reddy and K Kavitha on the other hand.”

    Raghav is YSRCP Ongole MP Magunta Srinivasulu Reddy’s son.

    “They (South group) were represented by Arun Pillai, Abhishek Boinpally and Buchi Babu,” the agency alleged.

    In this conspiracy, it added, some of the big political leaders of various political parties have been found to be involved by using “proxies, dummies and web of exchanges/transactions to conceal their involvement”.

    “On one hand it is Manish Sisodia (AAP leader and former Delhi deputy chief minister) and other top leaders of AAP and Vijay Nair who was working under the overall guidance and sanction of Manish Sisodia,” the ED said.

    The agency has arrested a dozen people in this case till now including Sisodia, Nair (AAP communication in-charge), Raghav Magunta, and businessmen Reddy, Pillai and Boinpally. It has questioned and recorded the statement of Kavitha and Buchi Babu, alleged to be her accountant.

    The agency has furnished a statement of Buchi Babu, recorded under the provisions of the Prevention of Money Laundering Act (PMLA) on March 28, in which he said that he bought a property from Srihari of Phoenix Group in the name of Engrowth Capital.

    “D R Anilkumar, husband of Kavitha, was also a partner in this firm (Engrowth Capital). This firm has bought this land at a much-discounted rate from the market because K Kavitha is a big politician in Telangana.

    “Similarly, K Kavitha has bought another property of 25,000 sqft from Srihari and Buchi Babu coordinated this paperwork on the directions of K Kavitha,” he told the ED.

    “The market value of this property was Rs 1,760 per sqft while she only paid RS 1,260 per sqft. This was done by Srihari for K Kavitha because she is a big politician,” the ED quoted his statement.

    Kavitha, the MLC daughter of Telangana Chief Minister K Chandrashekhar Rao, has denied any wrongdoing. The AAP too has called these charges politically motivated.

    The ED also appended the statement of Arun Pillai, who is alleged to be the representative of Kavitha in the ‘South Group’, where he said that “in exchange of the kickbacks paid by K Kavitha to the AAP leaders, she got partnership stakes in Indo Spirits (an accused company in this case with its promoter being Sameer Mahandru)…”.

    “The amount of kickbacks paid was Rs 100 crore for this deal,” Pillai told the ED.

    “The excise policy scam has multiple branches which involved numerous business entities, persons, groups, key government functionaries and a number of middlemen.

    “The scam included conspiracy hatched by government functionaries and political leadership cutting across states and payment of bribes to get undue favours.”

    “The scam initiated with the drafting of the excise policy of 2021-22 by the AAP leaders, specifically by Manish Sisodia with an objective of generating illegal funds followed by a nexus/understanding between key players of the South Group and Manish Sisodia and thereafter managed by Vijay Nair, who is a representative of AAP, payment of advance kickbacks from the former to the latter in exchange of undue favours,” the ED said.

    This was followed by the usage of seemingly simple business entities for the ulterior motive of recouping and recovering the kickbacks paid, it said.

    Another aspect, it claimed in the charge sheet, of the scam involved various entities involved in a conspiracy to form cartels to increase their profits illegally and in violation of the principles/objectives of the Excise policy 2021-22.

    It is alleged that the Delhi government’s excise policy for 2021-22 to grant licences to liquor traders allowed cartelisation and favoured certain dealers who had paid bribes for it, a charge strongly refuted by the AAP.

    The policy was subsequently scrapped and the Delhi lieutenant governor recommended a CBI probe, following which the ED registered the case under the PMLA.

    New Delhi: The Delhi High Court on Tuesday was informed by Shahrukh Pathan that there is no role attributed to him and that the “entire case is a farce” in a matter related to rioting and causing injuries to police personnel, including one Rohit Shukla, by an armed mob during the 2020 North-East Delhi riots.

    Justice Dinesh Kumar Sharma was hearing Pathan’s bail plea. Simultaneously, Pathan is facing charges in another case in connection with pointing a pistol at a policeman.

    A trial court had rejected Pathan’s bail plea in December 2021.

    It is to be noted that the charges have already been framed against Pathan in the matter, and he had moved the high court in January last year seeking bail.

    Even though there are four more accused in the case, the petitioner is the only one not named in the FIR or identified by anyone and yet he is behind bars whereas others have been released on bail, Pathan’s counsel Khalid Akhtar told the court.

    “The bail application and arguments on the charges were heard together. Bail was rejected on the ground that he [Pathan] is accused in another case, that he could be a flight risk and that there were contradictions in his statements which are the subject matter of trial. There are total five accused persons in the FIR. I am the only person who is neither named nor identified while all others were named and identified. Their addresses were also disclosed by the victim and yet all of them have been granted bail and I am the only one behind bars. This entire case is a farce,” Akhtar submitted on behalf of his client.

    Akhtar also apprised the court that the bail application has been pending for 15 months now, and that his client is lodged in jail for three years and one month.

    “No role is attributed to me. It is not their case that I shot the victim. Examination of the main victim is complete. That is full of contradiction. There is nothing,” he submitted.

    Justice Sharma then directed the special public prosecutor for Delhi Police to file a chart indicating the role of the accused persons, including Pathan, and the evidence attributed against them.

    The court then listed the matter for further hearing on July 24.

    Earlier in February, Pathan had informed the high court that the conclusion of the trial has been delayed for a long and that for more than a year now, only two witnesses have been examined out of 40.

    Akhtar had earlier submitted: “There is a huge delay in the conclusion of the trial. Only two witnesses have been examined so far out of about 40. I have been attacked in jail too.”

    New Delhi: Aam Aadmi Party (AAP) MP Raghav Chadha on Tuesday said that reports stating that his name was mentioned in the Enforcement Directorate (ED) chargesheet in the liquor policy case are “malicious propaganda” to harm his credibility”.
    Chadha said that he has not been made an accused or a suspect in any complaint by the central agency.

    “I have not been named as an accused or even a suspect in any of the complaints filed by ED. There are no allegations whatsoever against me in the said complaints. It appears that in the complaint my name is mentioned as an attendee to some meeting, though the basis of making such an allegation is not clear,” the AAP MP said.

    According to the chargesheet filed by ED, C Arvind, the then Secretary of Manish Sisodia in his statement said that Raghav Chadha was also present in the meeting held at Sisodia’s residence.

    “Arvind’s statement said in the meeting held at former Deputy Chief Minister Manish Sisodia’s residence, in which Raghav Chadha, ACS Finance of Punjab Govt, Excise Commissioner, Varun Roojam, FCT and officers from Punjab Excise and Vijay Nair was also present”, the chargesheet said.

    “News articles/reportage stating that I have been named as an accused in a complaint filed by the enforcement directorate are factually wrong, and incorrect and appear to be part of malicious propaganda to harm my reputation and credibility,” he added.
    Chadha also appealed to the media to clarify the issue and said that failing which he would take legal action.

    “I vehemently and unequivocally deny the commission of any alleged offence in any manner, in relation to the said meeting or otherwise. I request the media and publication houses not to cause any incorrect reporting and clarify this issue, lest I will be constrained to take legal action,” Chadha said.

    The Enforcement Directorate (ED) on Tuesday named Aam Aadmi Party MP Raghav Chadha in Delhi’s excise policy case supplementary chargesheet.

    New Delhi: Delhi Urban Development Minister Saurabh Bharadwaj on Monday said alternative arrangements should be made for the residents of Tughlakabad whose houses are being demolished.

    The Aam Aadmi Party (AAP) leader said the Archaeological Survey of India (ASI) has gone to the court for demolishing the houses of those living around Tughlakabad.

    The Delhi government’s lawyers have told the court that the ASI failed to protect its land for a long time, Bharadwaj said.

    “All these oversights and carelessness are the fault of the ASI of the central government, which permitted the land mafia to sell the land by cutting it. Now, the ASI has woken up after years and is demolishing the houses and rendering thousands of people homeless.

    “After hearing this, the Delhi government was given some time by the court. But a few days ago, the matter came up again in the Delhi High Court and the court, accepting the views of the Centre, ordered the demolition of these houses,” he said.

    Bharadwaj said the matter was mentioned in the Supreme Court by the Mazdoor Awas Samiti. Delhi government’s lawyer Shadan Farasat told the bench of Justice Sanjeev Khanna that the elected government of the city believes that thousands of people started living in the area due to the Centre’s negligence and the connivance of its officers and now, if their houses are destroyed, thousands of people will be homeless.

    “This is the land of the ASI. The court should pay attention to the fact that the ASI or the DDA (Delhi Development Authority) should provide the land to the state government so that the latter can come up with a rehabilitation plan and make alternative arrangements for these people,” Bharadwaj said.

    On Monday, the Supreme Court refused to stay the demolition drive. The next hearing was on Tuesday.

    “Let notices be served on the Central government, Archaeological Survey of India (ASI), and the Delhi Development Authority. We are not staying,” the bench said.

    New Delhi: The Delhi government on Monday announced the extension of its free sewer connection scheme, saying it will help reduce pollution in the Yamuna river.

    Water minister Saurabh Bhardwaj said the city government will provide free sewer connections in the unauthorised colonies of Sangam Vihar and Ghalibpur and Rs 7 crore has been earmarked for this purpose.

    He said the Arvind Kejriwal government has connected 527 new unauthorised colonies to the sewer network since coming to power eight years ago, expanding the sewer network by 2,371 kilometres.

    This new initiative will further strengthen the government’s commitment to improve the living conditions of the people in Delhi, Bhardwaj said.

    Untapped wastewater from unauthorised colonies and jhuggi-jhopri clusters, and poor quality of treated wastewater discharged from sewage treatment plants and common effluent treatment plants is the main reason behind high levels of pollution in the Yamuna.

    Twenty-two drains carrying domestic wastewater and industrial effluent fall into the Yamuna between Wazirabad and Okhla. Though the 22-km stretch is less than two per cent of the river length, it accounts for about 80 per cent of the pollution in the river.

    New Delhi: The Delhi Police is yet to record the statement of protesting women wrestlers even after three days since Wrestling Federation of India (WFI) chief Brij Bhushan Sharan Singh was booked over alleged sexual harassment of the players.

    Police are likely to question Singh in connection with the FIRs registered against him, but no official notice has been served to him yet, officials said on Monday, adding that police are yet to record the statement of women wrestlers.

    The Delhi Police on Sunday provided security to the female wrestlers, including a minor, who levelled allegations of sexual harassment against Singh.

    The Supreme Court had directed the Delhi Police to provide security to the grapplers following their complaints against Singh, who has been booked under sections of outraging the modesty of a woman, stalking, and Section 10 of the POCSO Act in two FIRs.

    The BJP MP, who has been accused of sexual harassment by seven women wrestlers and a minor girl, has denied the charges against him.

    A group of top wrestlers, who first levelled allegations of sexual harassment against Singh in January, had resumed their sit-in on April 23 at the Jantar Mantar here to demand that the findings of the Centre-appointed panel that probed the charges be made public.

    The first FIR pertains to allegations levelled by a minor that has been registered under the Protection of Children from Sexual Offences (POCSO) Act along with relevant sections of the Indian Penal Code concerning outraging modesty. The second FIR has been registered for carrying out comprehensive investigations into the complaints by adult complainants under relevant IPC sections on outraging of modesty.

    New Delhi: The Delhi High Court on Monday reserved its order on a petition seeking protection of the interests of kids enrolled in schools on public property that have been mortgaged and could be sold at auctions by banks due to debt default.

    Filed in a form of Public Interest Litigation (PIL), it was listed before the division of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad.

    The bench, after hearing the arguments on behalf of the petitioners and the respondents, reserved its order on the petition.

    “We will pass appropriate orders. Arguments heard and order reserved,” the bench said.

    In the PIL, NGO Justice for All has requested that the court to protect the fundamental right to education guaranteed to over 900 students attending Laxmi Public School in Karkardooma as well as other students attending similar schools whose land has been mortgaged and could one day be sold at auction or sealed due to loan default.

    Additionally, it asks the court to issue directives for an investigation into the mortgaged status of Laxmi Public School’s leasehold property.

    The land parcel belonged to the government and was given to Laxmi Educational Society under the Government Grants Act for the purpose of operating a school, according to standing counsel Santosh Kumar Tripathi and advocate Arun Panwar, who were representing the Delhi government.

    The society was not permitted to deal with the land further under the Transfer of Property Act.

    The Delhi government’s goal was to safeguard kids and advance education, and this land was never made accessible to the bank as any other land to be purchased from any institution, Tripathi submitted.

    According to the petition, numerous institutions originally bought land for cheap before borrowing money from banks to build five-star facilities.

    It claimed that this led to the commercialisation of education and increased competition for expensive education and that these institutions put children’s education at danger by mortgaging the property.

    The petition was disputed by the legal counsel for the society and the school, who argued that it was a publicity stunt and that the petitioner had submitted the plea without any support or evidence, and that it should be dismissed with costs.

    Things have advanced to the point where the school will be auctioned off to pay back a loan and business regulations are being implemented on school property, which is otherwise public land set aside for public institutions, the petition argues.

    A total of 2,540 people from Delhi will go for Haj this year, she said in a statement.

    Jahan, a BJP leader, met Saudi Arabia’s ambassador Saleh Eid Al Husseini and discussed with him issues related to pilgrims visiting the country for Haj this year, according to the statement.

    The committee has approved 2,540 Hajis from Delhi that include a group of 39 women who will be going on the pilgrimage without any male accomplice, she said.

    “Never before has such a big group of women Hajis have been to Haj from Delhi without a male accomplice,” Jahan said.

    She said daily training sessions, including yoga exercise, for pilgrims are being held that will continue till May 9. A special training session for women Hajis will be held at the Haj House at Turkman Gate from Tuesday, she added.
