    New Delhi: Andhra Pradesh Chief Minister Jagan Mohan Reddy reached the national capital on Wednesday and is scheduled to meet with Union ministers, including Amit Shah, to discuss long-pending state issues.

    The chief minister will call on Union Home Minister Shah around 10.30 pm. He is scheduled to meet with Union Finance Minister Nirmala Sitharaman on Thursday, according to Andhra Bhawan officials here.

    “Andhra Pradesh chief minister reached Delhi in the evening and he will meet the Union home minister and the finance minister tonight and tomorrow,” the officials said.

    Reddy has also sought an appointment to meet Prime Minister Narendra Modi to discuss several pending issues, including the Pollavaram project.

    New Delhi: Delhi Police has denied permission to hold the ‘Shree Ram Bhagwan Pratima Yatra’ on the occasion of Ramnavamiand for praying at a park on Ramadan in the Jahangirpuri area, an official said on Tuesday.

    On April 16, 2022, clashes broke out between two groups from different communities during a procession taken out to mark Hanuman Jayanti in the Jahangirpuri area. As many as eight police personnel and a civilian sustained injuries in the clashes.

    An official order signed by the Assistant Commissioner of Police, HQ, Northwest district, issued on Monday, stated that the permission was denied for the Shree Ram Bhagwan Pratima Yatra.

    “I am directed to inform you that your request for Shree Ram Bhagwan Pratima Yatra on the occasion of Ramnavami Mahotsav on Thursday has been considered by the competent authority but could not be acceded to from the law and order point of view,” the order read.

    “There was no previous permission as per police record found from thegroup on this particular event. The permission was not ‘traditional’. Only this particular permission of the Jahangirpuri area has been denied,” said a senior police official.

    “Another permission was sought by a group for praying on Ramadan at a park in the Netaji Subhash Place area has also been denied as it was also not traditional,” the official added.

    New Delhi: More than half of the buildings in Delhi have been built in an unplanned manner exposing the city to the threat of disasters like earthquake, Delhi Lieutenant Governor VK Saxena said Tuesday.

    Speaking at the launch of the Aapda Mitra training programme by the IP University, he said the role these volunteers will play during a potential disaster is very important as they would be the first responders.

    Their role is not confined to only disasters but they are expected to respond to incidents like road accidents, snatching, eve-teasing etc, the LG said.

    “Fifty-sixty per cent of the buildings of Delhi have been constructed in an unplanned manner due to flux of urbanisation, as a result of it, we are running the risk of the big fire, earthquake-like disasters. Seeing these disaster perceptions, the role of Aapda Mitra volunteers is significant,” Saxena added.

    The LG also inaugurated the newly built Atal Incubation Centre’ and auditorium-cum-placement centre & open air theatre’ of the Dwarka campus of the university.

    Delhi Principal Secretary (Home) Ashwani Kumar said a total of 1,800 Aapda Mitras are being trained as a part of this drive.

    As many as 600 volunteers are being trained by IP University and the rest 1,200 volunteers are being trained by Skill Corporation of India to meet any disaster needs of Delhi.

    IP University will train 600 Aapda Mitra volunteers selected by Delhi Disaster Management Authority.

    The university will conduct this training programme in a phased manner. At first, training programme for 100 such volunteers has been started today.

    The duration of this basic intensive training programme is 12 days.

    The training module for these volunteers has been prepared by the Centre of Excellence in Disaster Management (CEMS) of the University with close coordination with DDMA. The training for the next batch will start after the successful completion of a training programme for the previous batch.

    The Aapda Mitra programme was launched by the National Disaster Management Authority in May 2016 with a focus on training community volunteers with the skills that they would need to respond to their community’s immediate needs in the aftermath of a disaster thereby enabling them to undertake basic relief and rescue tasks during emergency situations such as floods, cyclone, earthquake, fire, etc.

    New Delhi: Waris Punjab De Chief Amritpal Singh, who is on the run for more than a week after escaping from Punjab, has been spotted roaming on the streets of Delhi, as shown in a CCTV footage.

    According to sources, the CCTV footage is from March 21, three days after the Punjab police launched a massive manhunt to arrest the Khalistani preacher.

    In the CCTV footage confirmed by police, the separatist leader could be seen wearing a denim jacket, and jeans with sunglasses on, and covering his face with a mask to hide his identity.

    His associate, Papalpreet Singh, could also be seen walking with him carrying a backpack, said sources.

    On Tuesday, the Department of Immigration, Nepal government alerted its offices, particularly those at airports to prevent Singh who could flee to a third country using Nepali territory either on his own passport or a fake passport, the Himalayan Times reported.

    DG Jhalak Ram Adhikari told The Himalayan Times that Indian Embassy had written to his office seeking his office’s help in stopping Khalistan separatist Amritpal Singh from fleeing to a third country.

    The Punjab government has launched a massive manhunt against the separatist leader Amritpal, who has been hiding since March 18. Indian Embassy has provided the photograph of the Punjabi fugitive and all details about him. The embassy also has flagged Nepali authorities that Amritpal Singh could flee to a third country using his own passport or a fake passport.

    Adhikari said that all passengers who wanted to go abroad using Nepal’s airport would be screened at the airport so that Amritpal who is under the surveillance of the Department of Immigration can not flee.

    The Indian Embassy in Kathmandu on Sunday sent a letter to the Department of Immigration requesting them to not let pro-Khalistani leader Amritpal Singh travel to a third country.

    “As per the request from Indian Embassy in Kathmandu, we have included him on the ‘watch list’, Director of Nepal’s Department of Immigration Jhalakram Adhikari told ANI over the phone.

    At first, the embassy had requested the Nepal government to enlist him on a watch list and shared the details along with photos with the department, the official added.

    “They have warned us that he might use a fake passport to enter Nepal and attempt to fly out. He might be hiding somewhere here in Nepal as well. No one is sure about Amritpal whereabouts. But as per the request we have informed all the concerned departments and authorities,” Adhikari added.

    Asked about the letters, the Indian Embassy in Kathmandu did not respond. On March 25, Punjab Police appealed to people not to believe rumours and fake news of the arrest of radical preacher and pro-Khalistan leader Amritpal Singh, which is being circulated on social media.

    Speaking at a press briefing on Saturday, Bathinda SSP Gulneet Khurana said, “We urge people not to believe the fake reports of the arrest of Amritpal Singh that are being widely circulated on social media.”

    On March 18, Punjab Police launched an operation against Amritpal Singh and his aides. The crackdown came almost over three weeks after Amritpal’s supporters clashed with uniformed personnel at the Ajnala police station on February 23, on the outskirts of Amritsar, demanding the release of one of his close aides, Lovepreet Toofan

    New Delhi: Scores of Indian Youth Congress activists staged a protest at the Jantar Mantar here on Monday against Rahul Gandhi’s disqualification from Lok Sabha and were detained when they tried to march towards Parliament.

    Indian Youth Congress activists from across the country gathered here to show solidarity with Gandhi and criticised the central government for “silencing” the voices of the democratic opposition.

    Carrying IYC flags and “Satyameva Jayate” placards, the protesters demanded justice for Gandhi.

    A senior police officer said around 15 Congress workers, including senior leaders and IYC president Srinivas BV, were detained and taken to Mandir Marg police station from where they were released after a few hours.

    Addressing the protesters, Srinivas BV said the dictatorship and mute-system of the Modi government has weakened the foundation of democracy in the country.

    Youth Congress workers will continue to fight against this ‘Modishahi’ and will win. No matter how many difficulties come, it cannot deter our spirits, he said.

    “Rahul Gandhi ji is not fighting for himself but for the country and countrymen. Why is the whole central government, ministers and MPs trying to save one man Adani. Thousands of crores are in their shell companies but investigation is not being done, why?

    “If Adani earns Rs 12 lakh crore in just two and a half years, then it is necessary to ask – where did this money come from? Who gave this money? Rahul Gandhi ji is fighting for the people of this country, for the women, for the youth. Fighting against unemployment and inflation and will continue to fight,” he said.

    “The Centre has shown that no one can speak or question the Modi government. Rahul ji raised questions about Adani…so they attempted to silence him by disqualifying him,” said Vikram, one of the protesters.

    “Rahul Gandhi is fearless and will continue to question the government over their wrong deeds,” he added.

    The protesters, including Srinivas BV, were detained when they tried to march towards Parliament.

    “Several protesters have been detained and taken to Mandir Marg police station. They were allowed only to protest at Jantar Mantar but when they climbed over the multi-layered barricades to head towards Parliament, they were detained at the spot,” a senior police officer said.

    Gandhi, 52, was disqualified from Lok Sabha on Friday, a day after a court in Gujarat’s Surat convicted him in a 2019 defamation case. The disqualification will prevent Gandhi, a four-time MP, from contesting elections for eight years unless a higher court stays the conviction.

    New Delhi: A court here on Monday rejected the bail plea of Shahrukh Pathan, who had allegedly pointed a gun at a Delhi Police head constable during the 2020 riots in the national capital.

    Additional Sessions Judge Amitabh Rawat was hearing Pathan’s bail plea, which was moved in October last year but not pressed on his request for considering it after the main eyewitnesses in the case were examined.

    It was taken up for hearing after Pathan moved an application last month for pressing the bail plea “in view of the threats” faced by him in prison.

    “This court does not see any reason at all to grant bail to the applicant or accused. Accordingly, the bail application … stands dismissed,” the judge said.

    He noted that Pathan’s bail plea was earlier dismissed both by the present court and the Delhi High Court and the court had also framed charges against him and others for various offences under the Indian Penal Code (IPC), including rioting and attempt to murder, and under the provisions of the Arms Act.

    None of the accused had challenged the order on the charges passed in December 2021 and the grounds raised in the bail plea, such as the alleged discrepancies in the statements of witnesses or interviews, were dealt with in detail in the earlier orders on bail and charges, the court said.

    It said from the perusal of the entire case file, it was apparent that after the framing of the charges, there was no delay in the trial on account of the prosecution’s fault.

    It was primarily because of reasons, such as the co-accused persons “purposefully absenting themselves on court dates”, accused Kaleem Ahmed pleading guilty during the trial and charges being framed against one of the accused, Babu Wasim, who was arrested subsequently, the court pointed out.

    “It has to be noted that the date has always been given as per the choice of the counsel for the accused who, despite the court asking for short dates, had insisted by showing his diary to contend that he does not have dates and that the date be given as per his diary,” the court added.

    Rejecting Pathan’s arguments about “threats from jail officials”, the court said the entire flood of applications regarding the same did not inspire confidence and the allegations of harassment and torture were “prima facie” for obtaining bail.

    Taking note of Pathan’s behaviour in the jail as seen in the CCTV footage of two separate incidents of January 30 and February 10, along with the recovery of a mobile phone from the accused inside the prison, the court said his conduct was “completely unsatisfactory”.

    It noted that according to the footage of January 30, Pathan had left the video-conferencing room of the Tihar Jail and voluntarily entered a cell for two-and-a-half hours without informing the authorities and was seen “mingling and having lunch with co-inmates, including gangsters”.

    On being traced, Pathan was given a punishment ticket by the jail superintendent and after coming out of the official’s room, he voluntarily met two convicts, including a death-row convict in the Red Fort bomb blast case, and after talking to them for a while, gestured towards an assistant superintendent, who then slapped him.

    “The entire demeanour of the accused … during the time when he was in the cell with other inmates and having lunch with them or when he was walking towards the jail superintendent’s room or outside shows his casual and comfortable approach and does not show any harassment or sign of threat,” the court said.

    It said Pathan made aggressive gestures towards the assistant superintendent and it appeared that he was trying to provoke the prison officials.

    “This obviously does not justify the assistant superintendent … slapping him since being a public servant and in charge, he has to act in a more restrained way and take the aggressive and malafide conduct of the accused or undertrial in his stride,” the court added.

    Taking note of Pathan’s conduct on February 10 as seen in the CCTV footage played in the court, the judge said the accused was allegedly again found outside his high-risk ward, where he mingled with “three other hardened prisoners or criminals”, and “from the shadow”, he could be seen intentionally beating up an undertrial prisoner and then bandaging him.

    The undertrial prisoner made a complaint to the jail inspecting judge the next day that he and Pathan were badly beaten up, tortured and harassed by the jail superintendent, the court said.

    “It was only on the production of this CCTV footage in the court that the said application was not pursued,” the court said, adding, “In all the footage shown, the accused can be seen constantly arguing with the jail staff.”

    It further said after the incident, Pathan was shifted from the high-risk prisoners’ ward to the special prisoners’ ward (a high-risk ward with round-the-clock camera surveillance) and the accused’s counsel had moved an application seeking directions to transfer his client back to the earlier ward as he faced threats from gangsters and other prisoners.

    “However, when it was highlighted that despite being a high-risk prisoner, the accused was voluntarily violating the rules himself by mingling with convicts and gangsters, the counsel for the accused suggested that it was the fault of the jail authorities and not so much of the accused’s fault,” the court said.

    The Jafrabad police station had filed a chargesheet against Pathan and others.

    New Delhi: The Supreme Court on Monday agreed to hear a plea challenging a Delhi High Court judgment that upheld the Centre’s Agnipath scheme for recruitment into the armed forces.

    A bench of Chief Justice DY Chandrachud and Justices PS Narasimha and JB Pardiwala, which was initially reluctant to entertain the plea, asked the petitioner to approach the high court seeking a review of its decision.

    The petitioner’s counsel said the plea relates to a halt in recruitment.

    The court then asked the lawyer to submit a note and posted the matter for hearing on April 10.

    “Counsel for the contesting parties shall file their brief notes of submissions at least two days before the next date of listing, which shall be e-mailed,” the bench said.

    The high court had, on February 27, said the Agnipath scheme was formulated in the national interest, with a laudable objective of maintaining national security.

    The court had dismissed a batch of petitions assailing the validity of the scheme while terming it a “well-thought” policy decision of the Centre.

    Besides the pleas challenging the Agnipath scheme, the court had also rejected a bunch of petitions relating to the recruitment process in the armed forces under certain previous advertisements while clarifying that such candidates do not have a right to seek recruitment.

    Dismissing the pleas relating to the previous advertisements, the high court had said the Agnipath scheme is in “public interest” and the aspirants cannot claim any right to seek recruitment on account of their participation in the processes initiated under notifications issued prior to the introduction of the new policy.

    “The scheme which has been a huge success is being obstructed by some officials in connivance with Lt. Governor V.K. Saxena. To investigate the matter further and to find out the truth behind the conspiracy, a special audit of the accounts of all the electricity companies of Delhi for the last 8 years will be conducted by the CAG auditor,” she said.

    Atishi also noted that the officials have removed experts appointed by the government on the boards of power companies in a hurry, and this has raised questions about the nexus between the officials of LG and the power companies.

    Addressing the media, she also questioned the removal of chartered accountants and power sector experts from the boards of power companies.

    “Why is the file related to free electricity not being shown to the elected government of Delhi? Are the LG and the officials conniving with the power companies and hatching some big conspiracy?” Atishi asked.

    Atishi said that a special audit of power companies will expose the conspiracies to stop the free electricity being given to the people of Delhi by the Arvind Kejriwal government. It will be clear from the special audit that the money given to the power companies for free electricity has not been misused, she added.

    “The file related to the scheme which came out from the LG office 15 days ago, has yet to reach the Chief Minister, the Electricity Minister, or the cabinet. This delay is highly suspicious and suggests that a significant conspiracy is underway to obstruct the provision of free electricity to the people of Delhi.

    “The deliberate hiding of such an essential file from the Chief Minister and the cabinet raises alarming questions. Why are some officials preventing the file from reaching the concerned authorities? Is there any attempt to prevent the continuation of the free electricity scheme in Delhi?” Atishi said.

    New Delhi: The Supreme Court is scheduled to hear on Monday a plea by K Kavitha, Bharat Rashtra Samithi leader and daughter of Telangana Chief Minister K Chandrasekhar Rao, seeking protection from arrest and challenging the summons by the Enforcement Directorate in a money laundering case arising out of the alleged Delhi excise policy scam.

    A bench of justices Ajay Rastogi and Bela M Trivedi is scheduled to hear the plea by Kavitha.

    On March 15, the top court agreed to hear her plea seeking protection from arrest and challenging the summons issued by the ED.

    On March 11, the 44-year-old BRS leader was deposed before the ED to record her statement and was summoned again on March 16 for questioning.

    She was last quizzed for about 10 hours on March 21, which was her third day of deposition before the Enforcement Directorate.

    The BRS leader has denied all allegations against her.

    According to official sources, Kavitha, during her questioning by the ED, was confronted with the statements made by Hyderabad-based businessman Arun Ramchandran Pillai, who has been arrested in the case, apart from those of a few others allegedly involved in the case.

    Kavitha’s statement was recorded under the Prevention of Money Laundering Act (PMLA).

    Pillai was arrested by the ED earlier. He has moved a city court accusing the ED of forging his statements.

    The ED had said Pillai “represented the south group”, an alleged liquor cartel linked to Kavitha and others that paid kickbacks amounting to about Rs 100 crore to the Aam Aadmi Party to gain a larger share of the market in the national capital under the now-scrapped Delhi excise policy for 2020-21.

    The “south group”, according to the ED, comprises Sarath Reddy (promoter of Aurobindo Pharma), Magunta Srinivasulu Reddy (YSR Congress MP from Ongole in Andhra Pradesh), his son Raghav Magunta, Kavitha, and others.

    The ED had also alleged in Pillai’s remand papers that he “represented the benami investments” of Kavitha, who has also been questioned by the Central Bureau of Investigation in connection with the case.

    The ED has so far arrested 12 people in the case, including former Delhi deputy chief minister and AAP leader Manish Sisodia.

    It has recorded the statement of Butchi Babu, a chartered accountant allegedly linked to Kavitha, where he said “there was a political understanding between K Kavitha and the chief minister (Arvind Kejriwal) and the deputy chief minister (Sisodia). In that process, K Kavitha also met Vijay Nair on March 19-20, 2021.”

    Nair was arrested in the case by both ED and CBI. Butchi Babu has been arrested by CBI.

    According to Butchi Babu’s statement, Nair was “trying to impress Kavitha with what he could do in the (excise) policy”.

    “Vijay Nair was acting on behalf of Chief Minister Arvind Kejriwal and Deputy Chief Minister Manish Sisodia,” the statement recorded by the ED said.

    It is alleged that the Delhi government’s excise policy for 2021-22 to grant licenses to liquor traders allowed cartelisation and favoured certain dealers who had allegedly paid bribes for it, a charge strongly refuted by the AAP.

    The policy was subsequently scrapped and the Delhi lieutenant governor recommended a CBI probe, following which the ED registered the case under the PMLA.

    New Delhi: Bansuri Swaraj, the daughter of late Sushma Swaraj, has been appointed as co-convener of the legal cell of Delhi BJP, paving her entry into active politics.

    Swaraj practices law in the Supreme Court.

    Delhi BJP chief Virendra Sachdeva, in his first appointment in the state unit, after taking over as full-time state president of the party, appointed Swaraj as co-convener of the legal cell.

    In a letter issued on Friday, Sachdeva said that Swaraj’s appointment would come into force with immediate effect and hoped that she would strengthen the BJP.

    Swaraj said she was a qualified lawyer and had been helping the party in legal matters earlier as well.

    “It is just that I have been formally given an opportunity to serve the party more actively in the capacity as a legal department co-convener of the Delhi BJP,” she told PTI.
