    New Delhi: The summoning of one-day session of the Delhi Assembly on Monday, a day after Chief Minister Arvind Kejriwal’s questioning by the CBI in the alleged liquor policy scam, has emerged as the new flashpoint between the AAP government and Lt Governor V.K. Saxena, who said that he failed to understand under which circumstances and which provision had the decision being taken.

    In response to the Lt Governor’s criticism, Delhi minister Saurabh Bharadwaj cited the rules on “Adjournment of the House and procedure for reconvening”.

    “Let me enlighten LG saab – Under Rule 17 of the Rules of Procedure and Conduct of Business in Delhi Assembly, Honble Speaker has the power to call a sitting of the House ‘at any time after the House has been adjourned sine-die’”.

    “However as per prevailing parliamentary practice the Speaker convenes only on the recommendation of the Cabinet. The House has not been prorogued and prorogation can be done only on the recommendation of the Cabinet,” he said in a series of tweets.

    The Lt Governor had claimed that the proper procedure was not followed in calling the session, and questioned the need for summoning the House again.

    “I fail to understand as to under what circumstances and under which provision of the GNCTD Act 1991 the Second Part of the Fourth Session (Budget Session) of the Seventh Legislative Assembly has been convened instead of moving a proposal for Prorogation of the Budget Session and convening of the ‘One Day Session’ as per the Cabinet Decision,” he said.

    In further criticism, Saxena said that the special session has been recommended by the Delhi Cabinet “without any specified legislative business, which would have allowed the members of the House to come prepared for fruitful deliberations”.

    New Delhi: Heavy traffic snarls were witnessed in several parts of the national capital on Sunday following protests by AAP workers against the summoning of Chief Minister Arvind Kejriwal by the CBI in the excise policy case.

    Traffic jams were witnessed in the protest sites of Anand Vihar Terminal, ITO Chowk, Mukarba Chowk Peera Garhi Chowk, Lado Sarai Chowk, Crown Plaza Chowk, Dwarka More Sec 6 and Sec 2 Chauraha, Pecific Wala Chowk Subhash Nagar More, Prem Wari Chauraha Ring Road, New Delhi Railway Station Ajmeri Gate Side, Bara Hanuman Mandir, Karol Bagh Chowk, IIT Crossing, ISBT Kashmiri Gate, Raj Ghat and NH 24 Near Murga Mandi Gazipur.

    A serpentine queue of vehicles unable to move an inch due to the AAP protest was seen.

    Police officials, along with the traffic unit deployed at multiple locations, are persuading protesters to move from the roads and allow vehicle traffic.

    “We have deployed sufficient force at these locations. But protesters are on a sit-in so we are persuading them to move because they are causing heavy traffic jams. If they are still not cooperating, we are removing them from the spot,” a senior police official said.

    Meanwhile, the Delhi Police has stepped up security outside the CBI headquarters as Kejriwal appeared before the agency on Sunday in connection with alleged irregularities in the now-scrapped excise policy, officials said.

    The force has deployed over 1,000 security personnel, including paramilitary forces, outside the CBI headquarters and section 144 has also been imposed in the area to ensure no gathering of more than four persons takes place, they said.

    Security has also been tightened outside the Aam Aadmi Party office in Rouse Avenue, officials said.

    An adequate number of barricades have also been placed on the streets at both these places to ensure AAP workers and supporters do not create any trouble, a senior police official said.

    The Central Bureau of Investigation (CBI) had summoned Kejriwal at its office to answer questions of the investigation team as a witness in the excise police case, according to a notice issued by the CBI.

    Kejriwal’s deputy Manish Sisodia was arrested last month in the case.

    The AAP has called the case a conspiracy against its leaders.

    CBI officials have said they asked Kejriwal to appear on a Sunday as the offices in the area remain closed.

    The agency adopted the same strategy when Sisodia was called at the agency headquarters, where he was grilled for eight hours before being taken into custody.

    The allegations relate to the Delhi government’s excise policy for 2021-22. The CBI is probing allegations of bribes paid by liquor traders to get licences.

    The AAP has strongly refuted these charges, but its government later scrapped the policy.

    “It was further alleged that irregularities were committed, including modifications in excise policy, extending undue favours to the licensees, waiver/reduction in license fee, the extension of L-1 licence without approval, etc,” said a CBI spokesperson after the FIR was filed on August 17, 2022.

    The CBI filed its charge sheet against seven accused on November 25 last year.

    It alleged in the charge sheet that the excise policy was framed in a manner to promote cartelisation and monopoly at the wholesale level.

    New Delhi: Delhi Police Commissioner Sanjay Arora has issued an order directing the police staff not to use complex Urdu and Persian words while registering FIRs, diaries or chargesheets.

    A list of 383 complex words with simpler alternatives in Hindi and English has been prepared by the department and shared with officers.

    The Commissioner of Police, while citing directions given by Delhi High Court in 2019 to the Delhi Police to avoid using complicated Urdu and Persian words, has asked police staff to use simple words that are easily understood by all parties involved.

    “Despite issuing the above instructions, it is observed that the compliance with the above instructions is not satisfactory. Archaic Urdu/Persian words are still being used by the investigating officer while registering the FIR as well as while preparing the diary list and chargesheet etc,” the police chief said.

    Arora, issuing a circular in this regard, directed the police officers to ensure the maximum use of simpler words in FIRs.

    “Non-compliance with the above instructions will be viewed seriously, and appropriate disciplinary action will be taken,” the order read.

    The Delhi police chief, along with the orders, also shared a list of 383 complex words in Urdu which are most commonly used in the FIRs or chargesheets. With every Urdu word, he gave an alternative word in Hindi or English which can be used from now on.

    New Delhi: Delhi Chief Minister Arvind Kejriwal will appear before the Central Bureau of Investigation (CBI) on Sunday for questioning in connection with the case pertaining to alleged irregularities in the framing and implementation of the excise policy of the Union Territory government.

    Punjab Chief Minister Bhagwant Mann would accompany Kejriwal to the CBI office on Sunday morning.

    During his visit to the CBI office, Kejriwal’s cabinet colleagues and all the MPs of the Aam Aadmi Party (AAP) will also accompany him to the CBI office.

    In a major development in the Delhi excise policy case, the CBI summoned Delhi Chief Minister Arvind Kejriwal for questioning in connection with the liquor policy case on Sunday.

    According to sources, Aam Aadmi Party will stage a protest in the national capital during the questioning of party chief Kejriwal at the CBI office on Sunday.

    “If Arvind Kejriwal is corrupt then there is no one in this world who is honest,” Delhi Chief Minister said on Saturday, a day after CBI summoned him for questioning in connection with the excise policy case.

    Addressing a press conference, he said, “Tomorrow, they (CBI) have called me and I will definitely go. If Arvind Kejriwal is corrupt then there is no one in this world who is honest… If BJP has ordered CBI to arrest me, then CBI will obviously follow their instructions.”

    Later, taking to Twitter, Kejriwal said appropriate cases will be filed against Central Bureau of Investigation and Enforcement Directorate officials for “perjury and producing false evidence in courts.

    “We will file appropriate cases against CBI and ED officials for perjury and producing false evidence in courts,” he tweeted.

    Kejriwal also claimed that he knew he would be next in line to be summoned by the CBI since the day he spoke against corruption in the Delhi assembly.

    Former Delhi Deputy Chief Minister Manish Sisodia, a key aide of Kejriwal, is in jail over alleged irregularities in the excise case.

    Sisodia was arrested by ED and CBI in the ongoing investigation of a case related to alleged irregularities in the framing and implementation of the excise policy in Delhi.

    The CBI arrested Sisodia on February 26. Later on March 9, the ED arrested him, after hours of questioning at Tihar Jail.

    The ED and the CBI had alleged that irregularities were committed while modifying the excise policy, undue favours were extended to licence holders, the licence fee was waived or reduced and the L-1 licence was extended without the competent authority’s approval.

    The beneficiaries diverted “illegal” gains to the accused officials and made false entries in their account books to evade detection, the probe agencies said.

    New Delhi: The CBI will question Delhi Chief Minister Arvind Kejriwal on Sunday in its probe into the excise policy scam, a move that has escalated the AAP-Centre faceoff and became a fresh rallying point for opposition unity push ahead of the 2024 Lok Sabha elections.

    As opposition leaders like the Congress president Mallikarjun Kharge and JD(U) supremo and Bihar Chief Minister Nitish Kumar expressed solidarity with Kejriwal on Saturday and renewed calls to speed up opposition unity efforts to take on the BJP, officials said the CBI may ask the AAP chief about the policy formulation process, especially of the “untraceable” file which was earlier slated to be put before the Delhi Council of Ministers.

    Kejriwal is being summoned as a witness and is not an accused in the excise policy case in which his former deputy Manish Sisodia was arrested by the Central Bureau of Investigation(CBI) on February 26. Sisodia was last month arrested by the Enforcement Directorate(ED) and is in judicial custody.

    The chief minister on his part said the Aam Aadmi Party(AAP) has emerged as a ray of hope for the country and claimed that is the reason why efforts are being made to trample it.

    In his first reaction after being served a notice by the CBI to appear before it at 11 am on Sunday, Kejriwal said he will be present before the probe agency.

    Addressing a press conference here, he said no other party has been targeted in the last 75 years as the AAP. He also alleged that the agencies were torturing people to extract false confessions.

    Asserting that if he was “corrupt” then no one in the world was “honest”, Kejriwal also claimed that BJP leaders were demanding his arrest and that if the saffron party had “ordered” the probe agency to arrest him, it cannot refuse doing so.

    Kejriwal said he will sue the CBI and ED officials for alleged perjury and filing false affidavits in courts.

    Union Law Minister Kiren Rijiju took a jibe at Kejriwal over his sue CBI and ED remarks, saying the AAP leader will file a case against the court if convicted.

    It is alleged that the Delhi government’s excise policy for 2021-22 to grant licences to liquor traders favoured certain dealers who had allegedly paid bribes for it, a charge strongly refuted by the AAP. The policy was later scrapped.

    Kejriwal also wrote to his Tamil Nadu counterpart M K Stalin, saying democracy in India is being dealt blows every single day and the country’s federal structure is in grave danger. “It is a foregone conclusion that democracy in India is suffering from blows every single day.”

    Sources said that Kharge telephoned Kejriwal, and stressed the need for opposition parties to unite against the BJP ahead of the 2024 general elections.

    Kharge is learnt to have expressed solidarity with Kejriwal, they said.

    Nitish Kumar said Kejriwal will reply to “all the actions” initiated against him at an “appropriate time”.

    “People know what is happening against him (Kejriwal). He is a well-regarded person and he has done a lot of developmental work in his state. He will reply to all the actions that have been initiated against him at the appropriate time”, the Bihar chief minister told reporters in Patna.

    “This is the reason that we are making efforts to unite more and more parties in the country against the BJP-led central government. We will make all efforts and work unitedly.”

    Kumar met Kejriwal in Delhi on Wednesday in his attempt to forge an alliance of opposition parties against the BJP-led National Democratic Alliance (NDA) at the Centre before the 2024 general election.

    In his reply to a letter from Stalin, Kejriwal noted that “every tenet” of the India’s Constitution stands compromised, be it liberty, equality, secularism, or fraternity.

    Making a strong pitch for opposition unity ahead of the 2024 Lok Sabha elections, the DMK supremo recently said there should be collective effort towards ensuring federalism, equality and social justice.

    The AAP alleged that the Centre was “misusing” probe agencies to “harass” its leaders and preparing to arrest Kejriwal.

    It also alleged that the Centre was “scared” of the AAP and their aim was to finish the party.

    Addressing a press conference, senior AAP leader and Delhi Cabinet minister Atishi asserted Kejriwal was the only politician speaking out on the issue of corruption, which was why efforts were being made to stifle his voice.

    As the political slugfest intensified, the BJP claimed that Kejriwal was trembling with fear following the CBI summons to him, and said he should take a lie detector test if he had nothing to be afraid of.

    At a press conference, BJP national spokesperson Gaurav Bhatia also slammed the AAP leader for attacking the central government over the summons and said it was not the time for rhetoric but accountability.

    Delhi Police will deploy over 1,000 security personnel, including paramilitary forces, outside the CBI headquarters to ensure the safety of Kejriwal, officials said.

    Security will also be tightened outside the AAP office in Rouse Avenue, they said.

    An adequate number of barricades will also be placed on the streets at both these places to ensure AAP workers and supporters do not create any trouble, they said.

    Officials said the CBI may also quiz Kejriwal on the statements of other accused where they have indicated the manner in which policy was allegedly influenced to favour some liquor businessmen and the ‘South liquor lobby’.

    In addition, the agency may also seek his role in the formulation of the excise policy and his knowledge about alleged influence being cast by the traders and ‘South lobby’ members, the officials said.

    Kejriwal may also be asked if he was involved in the formulation of the policy before it was given approval, they said.

    New Delhi: A 26-year-old man has been arrested for allegedly sexually harassing a woman inside a lift at a Delhi Metro station on April 4, a Delhi Police official said on Saturday.

    The accused, identified as Rajesh Kumar, is employed as a housekeeping staff at a private hospital.

    According to police, Rajesh had exposed his private parts and touched the victim inappropriately inside a lift at Jasola Metro Station in south Delhi.

    The incident was captured on security camera footage and local intelligence helped in identifying and locating the accused.

    “Upon confrontation, Rajesh attempted to flee the scene without boarding the metro train,” said the official.

    A case under legal sections related to harassment has been filed by the police.

    The victim is an architect by profession and had objected to the accused’s actions at the time of the incident.

    But the people of the country have not forgotten Kejriwal’s questioning the valour of the Indian army and his suggestion to build a hospital instead of Shri Ram Mandir in Ayodhya.

    “Why did they withdraw the liquor policy after the CBI probe was recommended? Why was Rs 144 crore waived under the policy to benefit liquor mafia? He should also answer if the policy was changed in a meeting at his residence,” Sachdeva asked Kejriwal, and said 100 letters will be sent to him every day till he gives his response.

    BJP MP Parvesh Verma said, “He should give us time to meet. I will prove corruption with all the proof. Will Kejriwal quit politics if the corruption charges are proved?”

    Verma said that Kejriwal is scared because perhaps he has realised it’s now his turn to go to jail.

    He also alleged that Kejriwal did not keep a single department with him, nor signed any file, apparently suggesting that he knew about the alleged corruption.

    Hyderabad: Alleged Conman Sukesh Chandrashekhar on Saturday purportedly wrote a new letter from the Tihar jail addressing news channels, media, and BRS MLC Kavitha Kalvakuntla who on Friday said that she never met Sukesh and doesn’t know who he is.

    Sukesh, in the handwritten letter, mentioned the WhatsApp numbers via which he was in contact with the MLC and he said that the alleged screenshots that came out of the chats are in between him and Delhi former minister Satyendar Jain “discussing the delivery of Rs 15 crore cash to ‘sister Hyd’ @ KavithaTRS and AK Bhai is Arvind Kejriwal,” he alleged.

    Sukesh, while responding to the question of how he knows Telugu, said that his mother tongues are both Telugu and Tamil. “…Apart from all the other languages I know, from my childhood at home my parents speak in Telugu and Tamil, so it is my mother tongue. So these silly things are being made up only to divert from the main issue by the BRS leaders,” he wrote.

    On Sukesh’s allegation that there is a nexus between Aam Aadmi Party, Delhi chief minister Arvind Kejriwal and BRS MLC Kavitha Kalvakuntla in the Delhi Excise policy case, the MLC denied the allegations and said that Sukesh is being used as a ‘ploy’ being used by the BJP to defame the Telangana government, chief minister K Chandrashekhar Rao and his family members.

    “A financial culprit released a nameless letter and BJP MLA Raghunanandan Rao wrote a letter to the Election Commission based on it. Nizamabad BJP MP D Arvind, as part of the BJP’s tool kit, is using it to defame me on social media,” she wrote in an open letter.

    She said that some media channels and journalists are not following ‘basic values’ and are sticking to ‘political agenda’.

    “I do not have any acquaintance with Sukesh Chandrashekhar. I don’t know him. But without getting to know the facts of the matter, some media channels have spread lies due to over-enthusiasm, The same was done regarding my cell phones some time ago and they went back on it,” she said.
