    Hyderabad: Haj pilgrims from Telangana will not be able to avail the facility of rubat during Haj 2023 due to the delay in issuing details regarding the stay of pilgrims in rubat in Makkah by the Government of Saudi Arabia. Hussain Muhammad Al Sharif, the authority responsible for managing the rubats, has informed the Haj Committee of India and the Consul General in Jeddah about the issue.

    According to sources, the Government of Saudi Arabia has recently formulated new rules regarding the stay in buildings, and it is not immediately possible to get permission to stay in the rubat building until all necessary issues are complied with. The government has not yet issued any description regarding the new rules, making it impossible for pilgrims to stay in rubat during Haj 2023. With the departure of pilgrims scheduled to begin from June 7, obtaining permission to stay in rubat seems unlikely.

    In response to the situation, the CEO of the Haj Committee of India, Mohammad Yaqoob Shaikh, has written a letter to the administration of all Indian rubats seeking clarification. The letter was sent not only to the Nizam Rubat in Hyderabad but also to the rubat committees of Tamil Nadu, Madhya Pradesh, Mumbai, Karnataka, and Rajasthan.

    Shaikh has also informed the Consul General of Jeddah and the Chief Executive Officer of the Haj Committee of India about the latest situation. He said that if the Central and State Haj Committees cooperate, efforts can be made to ensure the facility of rubat for the pilgrims in Haj 2024. Meanwhile, the Haj Committee of India has started paying the last installment of the pilgrims.

    It is a disappointing development for the pilgrims of Telangana who were hoping to stay in rubat during their Haj pilgrimage. The authorities are yet to clarify the situation, and it remains to be seen if any further steps will be taken to resolve the issue.

    New Delhi: The Delhi government, which is looking forward to takeover the Modern International School here in Dwarka, on Thursday criticised the Lt. Governor, accusing him of not clearing the necessary files, thereby causing a delay to the government’s takeover plans.

    The Delhi government decided to takeover the school in December last year, after expressing dissatisfaction with some issues related to the overall functioning of the institute.

    The Arvind Kejriwal-led AAP government said that the school was not providing free uniforms and stationary, and was also denying admission to EWS students.

    The government said that teachers had been wrongly dismissed while fake and dummy registration were done in Class 11.

    The Delhi government took the decision to takeover the school for failing to comply with the Right to Education Act 2009, Delhi School Education Act and Rules 1973.

    Chief Minister Kejriwal and then deputy CM Manish Sisodia had earlier said that Education does not come under the purview of the L-G, saying he/she can either give a nod to a proposal or send it to the President.

    The Delhi government said “it is quite unfortunate that the file that was sent to the Lt. Governor in January this year is still pending with him, and he is causing a roadblock in the process of takeover”.

    Education Minister Atishi again submitted another proposal after the L-G’s observation and a request was made to allow the takeover of the school.

    Expressing disappointment, Chief Minister Arvind Kejriwal again sent a proposal to the L-G regarding the “unnecessary delay”.

    The Chief Minister has once again requested L-G V.K. Saxena to give his final opinion on whether he wants to refer the matter to the President.

    SRINAGAR: After artists cried foul over their payments, official sources said that the delay in making payments to the vendors was due to delay in the submission of bills by the Federation of Indian Chambers of Commerce (FICCI), which managed the Dubai Expo 2020 event, officials said on Thursday.

    Dubai Expo 2020, which took place in January 2022, was managed by the Federation of Indian Chambers of Commerce (FICCI), as per a memorandum of understanding (MoU) signed with the Department of Commerce (DoC) and Ministry of Commerce and Industry, Government of India. FICCI was tasked with hiring suppliers, service providers, and keeping a tally of expenses for the event, which hosted numerous activities. However, there was a delay in bill submission by FICCI, and the changing of the guard at the Jammu & Kashmir Trade Promotion Organization (JKTPO) led to a further delay in payments to vendors, according to officials.

    Despite the delay in payments, officials stated that the agreed-upon performance fees were paid to the artists involved in the cultural troupe, in line with rates provided by the Cultural Academy, J&K. Approximately Rs. 17 Lacs were spent on the boarding and lodging of the 11 artists who participated, the officials added.

    The Dubai Expo 2020 event aimed to bring together a global community of innovators, entrepreneurs, and cultural enthusiasts to exchange insights and help inspire creative solutions to pressing challenges. Over the span of six months, the event featured numerous pavilions, exhibits, and program offerings. The expo was held under the theme “Connecting Minds, Creating the Future”. Despite the delay in payments to vendors, the event is considered a significant showcase for the UAE, a country that has positioned itself as a major hub for innovation and commerce in the region.

    Earlier, the artists association held a press conference in Srinagar in which they accused a top J&K administration official of “fraud” by withholding their payment for their performance in the event.

    Addressing a press conference, Kashmiri singer and JK Artists Association convenor Mehmeet Syed charged the current Handloom and Handicraft Department Director and former Department of Industries and Commerce director, Mehmood Shah of committing “fraud” and demanded an inquiry against him.

    A trial would force Fox to answer for its actions in the weeks after the 2020 presidential election and litigate denial about the outcome of the race in general. The case centers on whether Fox defamed Denver-based Dominion Voting Systems by spreading false claims that the company rigged the election against then-President Donald Trump.

    A settlement is certainly a possibility in a trial that carries risks for both sides. Fox already has been embarrassed by revelations that some of its executives and on-air personalities did not believe fraud claims that the network spread on the air, and it doesn’t want to see 92-year-old founder Rupert Murdoch testify. Dominion could miss a big payday if a jury rules against it.

    Not everyone wants the case to go away quietly, however.

    “PLEASE Dominion — Do not settle with Fox! You’re about to prove something very big,” tweeted Gretchen Carlson, the former Fox anchor whose accusations of sexual misconduct by former Fox chief Roger Ailes led to his downfall in 2016.

    Fox, meanwhile, paid for a full-page advertisement in The New York Times on Monday headlined “Trusted Now. More Than Ever.”

    Dozens of journalists gathered at the courthouse in downtown Wilmington, some before dawn, for a hearing that lasted about five minutes. The courtyard in front of the court building was full of TV crews ready to do live shots.

    Besides its implications for Fox, the case is being watched carefully by journalists for what it could mean for libel law. Defamation is generally hard to prove, since it requires a finding that journalists published information they knew to be false, or with a reckless disregard for the truth.

    Some First Amendment lawyers say Dominion’s lawsuit presents a powerful case, given the doubt expressed within Fox about the fraud allegations. Fox says Dominion can’t prove that the people with such doubts were in position to affect what was said on the air about the company.

    Even before a jury hears the case, Davis has made some rulings in Dominion’s favor, including stating that the allegations of election fraud made against the company were clearly false. That means the issue will not have to be litigated in the trial.

    Tacopina didn’t mention those other looming matters. Rather he said he expected a “cooling off” period after the Manhattan indictment to arrive by late May, when the immediacy of the Bragg news had faded. The next big milestone in that case, he said, was in August, when Trump is expected to file a motion to dismiss his case.

    SRINAGAR: Managing Director of Kashmir Power Distribution Corporation Limited (KPDCL), Yasin M Choudry, chaired a review meeting to discuss the progress of Smart Metering Projects and other related issues in the distribution wing of KPDCL. The meeting was attended by officials from KPDCL and Anvil Cables and Techno Pvt Limited (TKCs). The slow progress of smart meter installations in various districts of Kashmir was taken seriously by the Managing Director, who issued strict directions to the concerned parties.

    During the meeting, the physical installation of smart meters under Phase II allotted to Techno Pvt Ltd was discussed and directions were given to the concerned TKC to mobilize teams by the end of April 2023 for installation of smart meters. The TKCs were directed to increase the number of smart meters raised for inspection at their manufacturing plant and to increase the number of smart meter installations per day to around 500. The TKCs were also directed to increase the workforce at the IT&C Bemina Data Centre for better IT-sub div coordination.

    Various Executive Engineers/SDOs were instructed to curb power thefts, especially in areas where smart meters have already been installed. The Superintending Engineer of Circle II was directed to issue dismantled energy meters to the relevant divisions for utilization by concerned SDOs for flat rate consumers. The installation of Smart Metering in industries was also discussed during the meeting, and concerned sub-divisions were directed to complete 100% installation without further delay.

    The Managing Director issued necessary instructions to IT&C Bemina and concerned TKC/TKCs to kick-start the Prepaid Option of Smart Meters within two days, with a minimum of 500 connections. The chair was also informed about the auto-disconnect feature of smart meters, and the concerned IT department was directed to implement the feature and initiate the process to disconnect all defaulters who haven’t paid their bills for the past 3 months by the 5th of every month with strict compliance.

    TKCs were directed to take up bulk metering, as per earlier directions, and to mobilize more workforce in Districts Pulwama, Ganderbal, and Anantnag. All Executive Engineers, along with SDOs, were directed to take up ROW issues with the district administration, to reduce the resentment faced by the concerned TKCs during smart meter installations. Executive Engineers and concerned SDOs were asked to take strict action and impose heavy penalties for those who tampered with the smart meters or resorted to illegal hooks.

    TKCs were directed to replace burned-out RF mode meters with GPRS-type Smart Meters, wherever the former was not available due to technical reasons. The meeting was concluded with the Managing Director emphasizing the importance of timely implementation of the Smart Metering Projects and related initiatives. (KNO)

    A review meeting was held between the officials of KPDCL (Distribution) and Officials of Anvil cables and Techno Pvt Limited (TKCs), a statement issued to the news agency—Kashmir News Observer (KNO) reads.

    The slow progress of installations of smart meters in various districts of the Kashmir was seriously viewed by Managing Director, KPDCL and strict directions were issued by the chair.

    Physical installation of smart meters under phase II allotted to Techno Pvt. Ltd. was discussed and directions were issued to the concerned TKC to mobilize teams by the end of April 2023 for installation of smart meters.

    Instructions were also passed on to TKC’s to increase the lot of smart meters raised for inspection at their manufacturing plant.

    Both TKCs were directed to increase the no of smart meter installation per day to a figure of around 500.

    Islamabad: The Pakistan Federal Cabinet on Tuesday rejected the Supreme Court’s unanimous verdict on the case pertaining to the postponement of elections in Punjab and Khyber Pakhtunkhwa (KP).

    The development came during the Cabinet’s meeting, chaired by Prime Minister Shehbaz Sharif, held after a three-member bench headed by Chief Justice Umar Ata Bandial and comprising Justice Ijaz Ul Ahsan and Justice Munib Akhtar as members announced the apex court’s verdict on the matter which it had reserved a day earlier, Geo News reported.

    Announcing the verdict on a plea filed by the Pakistan Tehreek-e-Insaf (PTI), the top court declared the Election Commission of Pakistan’s (ECP) decision to postpone polls in Punjab and KP from April 30 to October 8 as “null and void”.

    The Supreme Court, in its verdict, states that the ECP’s order dated March 22, 2023, is declared to be unconstitutional, without lawful authority or jurisdiction, void ab-initio, of no legal effect, and is hereby quashed, Geo News reported.

    “The Supreme Court’s decision is a minority verdict, which is why the cabinet rejects it,” the sources in the federal cabinet said.

    The top court’s decision, as per the sources, is not enforceable, Geo News reported.

    The government would raise its voice in parliament regarding the verdict, the sources added. It was also decided in the meeting that the ruling coalition’s parties will talk about the apex court’s decision in parliament, they added, Geo News reported.

    In the meeting, the cabinet decided to present its position on the verdict.

    On the SC decision, Pakistan Muslim League Nawaz (PML-N) Senior Vice-President and Chief Organiser Maryam Nawaz took to Twitter and wrote that today’s verdict is the last blow of the conspiracy which began by “rewriting the Constitution and presenting the Punjab government on a plate” to the bench’s blue-eyed boy, Imran Khan.

    Among the moves that could chew up time: an attempt to dismiss the entire case, a bid to relocate his trial outside of New York City, an effort to disqualify the prosecutor or judge in his case, a bid to move the case from state to federal court, extensive negotiations over security protocols for his appearances in court and a motion to reduce his charges from felonies to misdemeanors.

    Trump’s lawyers have also signaled they are likely to try to get the judge to pry into the grand jury proceedings, looking to show that the charges lack probable cause or that there was some impropriety in instructing the grand jurors. Such efforts are almost impossible in federal courts, but allowed in New York.

    “You’d … make a motion to ask for the court to review the grand jury minutes and determine whether or not the D.A. presented legally sufficient evidence,” said Michael Scotto, a former chief of the Rackets Bureau in the same Manhattan D.A.’s office prosecuting Trump. “It’s not the lockbox it is in the federal system.”

    Ironically, Trump could also cause delay by complaining about the prosecution’s own foot-dragging. He can argue that the delay in filing charges over events that occurred about six years ago violates his due process rights under the New York constitution, Scotto added.

    The first indication of Trump’s posture will likely come Tuesday at his arraignment, when a deadline will be set for various motions in the case. That will be followed by a relatively strict series of “adjournment dates” for other phases of the case. One of those deadlines arrives in early May: a 35-day post-arraignment deadline for District Attorney Alvin Bragg’s office to provide all relevant documents and evidence to Trump’s defense team. Trump’s attorneys are sure to use each of those inflection points to file a new series of motions, Christian said.

    The judge expected to preside over Trump’s case, Juan Merchan, will no doubt be on the lookout for frivolous efforts to prolong the case, she added.

    Under the Sixth Amendment, all criminal defendants have the right to a speedy trial, but many defendants nonetheless seek to postpone their day of reckoning. Buying time would be particularly attractive for Trump because of the legal uncertainty that would arise if he wins the presidential election in November 2024. In that scenario, some constitutional scholars believe the need to serve in office would override the consequences of a conviction, including any prison sentence.

    The recently completed criminal trial for the Trump Organization and a related company on tax-related charges took almost 16 months from indictment to opening statements. The Iowa caucuses are in 10 months, and the presidential general election is 19 months away.

    After a five-week trial in the Trump Org case, a jury convicted the Trump companies on all 17 felony charges and the judge imposed a $1.6 million fine. That case was held in the same courthouse where Trump is expected to be tried in the hush money case, and was overseen by the same judge.

    The new case against Trump, which involves a hush money payment to porn star Stormy Daniels, appears to be factually simpler and to involve a smaller set of transactions than the tax case. So prosecutors could try to move it along more swiftly than the tax case.

    Last year, Trump managed to delay federal prosecutors’ efforts to review thousands of documents seized from his home by the FBI by — in essence — suing the federal government. A judge, whom Trump had appointed just before leaving office, supported his bid to appoint a special master to review the matter instead, delaying proceedings for two months before a federal appeals court rebuffed her effort.

    Trump may already have briefly delayed his own indictment by sending lawyer Robert Costello to the grand jury to testify last Monday. He emerged to claim that he’d intrigued grand jurors with talk of important documents they’d not been shown. Talk of Trump’s indictment then fell quiet for a week or so, before the blockbuster announcement Thursday.

    Don’t be surprised, however, if the initial sounds from Trump’s lawyers are about a speedy resolution of the case. Indeed, Trump attorney James Trusty — who’s not handling the New York criminal case — said Friday that he expects Trump’s team to move quickly for a dismissal of the charges.

    “I would think in very short order, you’ll see a motion to dismiss or several motions to dismiss,” Trusty told CNN. “It’ll be soon. I think this will be something you can expect in days or weeks, not weeks or months.”

    Defense attorneys often demand a speedy trial at the outset of a case, only to repeatedly press for delays as the trial date nears. Some delays may also be inevitable because of Trump’s reelection bid and the slew of other legal entanglements he faces, including two scheduled trials in civil cases and the possibility of more criminal charges from ongoing probes in Georgia and Washington, D.C.

    The indictment this week presents unique complications for Bragg and the New York court system, but it’s not the first time judges and lawyers have had to jockey around a Trump presidential campaign.

    When Trump announced his presidential bid in 2015, he’d already been mired for more than five years in litigation over claims that his Trump University real estate training program defrauded participants out of tens of millions of dollars in so-called tuition.

    In March 2016, as Trump was trouncing his rivals in the Republican primaries, his lawyers pressed a federal judge to delay a trial in the civil fraud case even further.

    “This will be a zoo if it goes to trial” in August, Trump lawyer Daniel Petrocelli told U.S. District Court Judge Gonzalo Curiel.

    Petrocelli even accused the plaintiffs of timing court filings to inject inflammatory accusations into a presidential debate, and he questioned whether Trump could receive a fair trial in light of the “poisoned” atmosphere.

    Curiel — who faced a series of racist public attacks from Trump — wound up concluding that a trial amid the presidential campaign would be unwise. He set it for after the November election and warned there’d be no further delay if Trump won and had obligations related to the transition.

    Ten days before that trial was to begin, Trump and his companies agreed to settle the federal suits and another in New York for a total of $25 million.

    Trump lawyer Joe Tacopina said Friday there’s “zero, zee-ro” chance of Trump making a similar deal in the criminal hush money case and pleading guilty. “President Trump will not take a plea deal in the case,” Tacopina told NBC. “It’s not going to happen. There’s no crime.”

    Even before the indictment, Trump’s lawyers were in court earlier this month arguing for delay in the high-stakes, civil lawsuit that New York Attorney General Tish James is pursuing against Trump, his businesses and most of his children.

    The litigation, filed by James last September after several years of investigation, seeks severe financial penalties and strict limits on the Trump firms and family members due to what the attorney general claims is wide-scale fraud in their insurance, banking and tax dealings.

    “No previous case, much less one of similar complexity, has been forced through lightning-round discovery and tried at this pace,” Trump lawyers complained as they pleaded with Justice Arthur Engoron to push back an Oct. 2 trial date and effectively delay the courtroom showdown into 2024.

    Engoron was having none of it, declaring that the October trial date was “written in stone.” Still, Trump lawyer Christopher Kise seemed to hold out some hope of postponement. Asked about the judge’s declaration that the trial is definitely happening in October, Kise told Reuters: “For now, it is.”

    That trial, plus the potential for additional criminal indictments of Trump in at least three other ongoing probes — one helmed by a district attorney in Fulton County, Georgia, and two by the Justice Department’s special counsel Jack Smith — could also scramble the timeline in New York.

    Abdullah wrote on Twitter “When asked about assembly elections in JK, the chief election commissioner acknowledged a ‘vacuum that needs to be filled’. Yet surprisingly the @ECISVEEP seems to be in no hurry to conduct elections, on the contrary they manage to find new excuses to delay polls.”

    He was referring to the comments made by Chief Election Commissioner Rajiv Kumar at a presser in New Delhi where he acknowledged that there is  “a vacuum that needs to be filled” in Jammu and Kashmir.

    Omar said, “It has been eight years since the last assembly elections were conducted in JK, and five years since it had an elected government,” he said, adding that it’s plainly obvious the BJP in JK is terrified of facing the people but it isn’t the job of the Election Commission to give the BJP a shield to cower behind.
