    New Delhi: The Supreme Court on Wednesday held that practitioners of alternative systems of medicine such as Ayurveda are not entitled to equal pay with allopathic doctors as they not are involved in performing emergency duties and complicated surgeries.

    Setting aside a Gujarat High Court order, the top court said the emergency duty that allopathy doctors are capable of performing and the trauma care that they are able to provide cannot be performed by Ayurveda practitioners.

    It noted that even post-mortem or autopsy is not carried out by Ayurveda practitioners.

    The apex court was hearing a batch of appeals challenging a 2012 Gujarat High Court order which had held that Ayurveda practitioners are entitled to be treated at par with doctors with MBBS degrees.

    While recognising the importance of Ayurveda practitioners and the need to promote alternative or indigenous systems of medicine, the top court said that it cannot be oblivious of the fact that both categories of doctors are certainly not performing equal work to be entitled to equal pay.

    A bench of Justice V Ramasubramanian and Justice Pankaj Mithal said allopathy doctors are required to perform emergency duties and provide trauma care.

    “By the very nature of the science that they practise and with the advancement of science and modern medical technology, the emergency duty that allopathy doctors are capable of performing and the trauma care that they are capable of providing cannot be performed by Ayurveda doctors,” it said.

    The apex court said it is also not possible for Ayurveda practitioners to assist surgeons performing complicated surgeries while doctors with MBBS degrees can perform the task.

    “We shall not be understood to mean as though one system of medicine is superior to the other. It is not our mandate nor within our competence to assess the relative merits of these two systems of medical sciences. As a matter of fact, we are conscious that the history of Ayurveda dates back to several centuries.

    “We have no doubt that every alternative system of medicine may have its pride of place in history. But today, the practitioners of indigenous systems of medicine do not perform complicated surgical operations. A study of Ayurveda does not authorise them to perform these surgeries. Similarly, a post-mortem or autopsy is not carried out by/in the presence of Ayurveda doctors,” it said.

    The apex court said it is common knowledge that during out-patient days in general hospitals in cities or towns, doctors with MBBS degrees are made to attend to hundreds of patients, which is not the case for Ayurveda practitioners.

    “Therefore, even while recognising the importance of Ayurveda doctors and the need to promote alternative/indigenous systems of medicine, we cannot be oblivious of the fact that both categories of doctors are certainly not performing equal work to be entitled to equal pay,” it said.

    IMD Hyderabad forecasts temperature in Telangana to soar up to 45 degrees Celsius

    Hyderabad: The India Meteorological Department (IMD) has issued an orange alert for most of the districts in Telangana as it forecasts that the maximum temperature will rise to up to 45 degrees Celsius in the current week. The IMD has also issued a yellow alert for Hyderabad, where the temperature is expected to rise up to 40 degrees Celsius.

    Today so far, the highest maximum temperature of 42.2 degrees Celsius was recorded in Adilabad. Other districts that recorded more than 40 degrees Celsius are Jagtial (41.5), Mancherial (41), Kumuram Bheem (40.5), Nalgonda (40.5), Adilabad (40.3), Yadadri Bhuvanagiri (40.3), Mulugu (40.3), and Nagarkurnool (40.1). In Hyderabad, the highest maximum temperature of 37.6 degrees Celsius was recorded in Khairatabad.

    On Tuesday, the IMD predicted normal rainfall during the southwest monsoon season despite the evolving El Nino conditions. The El Nino is the warming of the waters in the Pacific Ocean near South America, which is generally associated with the weakening of monsoon winds and dry weather in India.

    The El Nino conditions this year follow three consecutive La Nina years, which typically bring good rainfall during the monsoon season.

    Normal rainfall is critical for India’s agricultural landscape, with 52 percent of the net cultivated area relying on it. It is also crucial for the replenishing of reservoirs critical for drinking water, apart from power generation across the country.

    The IMD’s forecast serves as a relief to the agricultural sector as it relies heavily on the monsoon season for cultivation.

    New Delhi: The Aam Aadmi Party (AAP) on Sunday raised questions on the genuineness of Prime Minister Narendra Modi’s degrees and claimed that they would turn out to be fake if a probe is conducted.

    Chief Minister Arvind Kejriwal and his party have launched a fresh attack on the issue since the Gujarat High Court on Friday quashed a seven-year-old order of the Central Information Commission (CIC) that had asked the Gujarat University to provide information on Modi’s degree to Kejriwal and also imposed a fine of Rs 25,000 on the AAP chief.

    AAP had raised the issue in 2016 also and the then BJP chief Amit Shah and the then finance minister Arun Jaitley had displayed Modi’s degrees during a press conference to debunk its allegations and demanded an apology from the Delhi chief minister for trying to defame Prime Minister Narendra Modi.

    On Sunday, AAP Rajya Sabha MP and national spokesperson Sanjay Singh asked the prime minister to reveal the truth before the nation, saying if his degrees turn out to be fake, he would lose his Lok Sabha membership and also become ineligible to contest elections for submitting wrong information to the Election Commission.

    “Entire BJP is rattled since the issue of the prime minister’s degree came to the fore. All the ministers and spokesperson of the BJP have scrambled to prove that the prime minister’s degree is not fake,” the AAP leader told a press conference here.

    “If a probe is conducted the prime minister’s degrees would turn out to be fake and his (Lok Sabha) membership will be cancelled,” he claimed, referring to the Election Commission’s rules.

    “He will neither remain an MP nor remain eligible to contest elections because the prime minister has committed a big fraud,” he alleged.

    The BJP has, however, alleged that Kejriwal was attacking Prime Minister Modi as probe agencies have been unearthing “proof” of corruption of the AAP government including in the Delhi excise policy scam.

    Addressing a separate press conference, AAP chief spokesperson Saurabh Bharadwaj said the question is not about Prime Minister Modi’s academic qualification but “moral turpitude” if he has made a false claim about his qualification and obtained a fake degree.

    “Should a person, who is morally so narrow-minded and has even procured a fake degree, be a prime minister, chief minister, minister, deputy chief minister, MLA or MP?” Bharadwaj said.

    The answer to this question is no, he added.

    According to the Election Commission’s rules, Singh said, candidates contesting elections have to submit details about their assets and properties as well as academic qualifications.

    And the Election Commission rules say that if you submit wrong information about your degree or property, your membership can be cancelled, Singh added.

    At the press conference, the AAP leader showed a purported copy of Modi’s degree issued by Gujarat University and highlighted the alleged wrong spelling of the word University in the document in a bid to substantiate his claim that it is fake.

    “The degree of the prime minister which has been made public and once shown by home minister Amit Shah at a press conference raises many questions,” he said

    “Here spelling of the word university has been written as unibersity This is the degree which Home Minister Amit Shah had shown at a press conference, saying Modi did MA from Gujarat University,” the AAP leader said, pointing to the purported document.

    He also claimed that the font used to print ‘Master of Arts’ in his degree was introduced in 1992 while the prime minister said that he had done his MA from the varsity in 1983.

    “He has come after studying entire political science from Unibercity,” the AAP leader said while taking a dig at this.

    Singh also ran a purported video of Modi where he could be heard saying that he did not continue his studies after school education in his village and asked if prime minister Modi got his bachelor’s degree in 1979 from Delhi University and he did MA from Gujarat University in 1983 why did he make such a statement after becoming Gujarat chief minister in 2005-06.

    The AAP leader also termed as “shocking and ironical” the Gujarat High Court’s verdict on the prime minister’s degree issue.

    “Gujarat High Court verdict was ironical and shocking as the CIC had ordered Gujarat University to show Modi’s degree and the varsity filed an appeal against this order.”

    “But, Gujarat High Court imposed a fine on Arvind Kejriwal who had nothing to do with it. He had not even gone to file the appeal, the AAP leader told reporters.

    Kejriwal had filed the RTI application in the matter.

    “I have only one question today. Whether in the 21st century, India’s prime minister should be educated or not. Does India need an educated PM,” the AAP chief had said on Saturday, adding if there is a valid degree of Modi, why is Gujarat University not showing it.

    Gujarat University is unwilling to part with the information on Modi’s degree either due to his arrogance or his degree is fake, Kejriwal charged, firing a fresh salvo at the prime minister.

    Hyderabad: Bharat Rashtra Samithi (BRS) leaders continued to poke fun at Prime Minister Narendra Modi over his degrees.

    After BRS working President K.T. Rama Rao offered to furnish his degrees to take a dig at the PM, his sister and member of Telangana Legislative Council, K. Kavitha on Sunday remarked that in India people with real degrees get no job but a person with no degree has the top job.

    Kavitha, daughter of BRS President and Telangana Chief Minister K. Chandrasekhar Rao, made the remark while reacting to the high unemployment rate.

    “Unemployment rate is at 7.8 per cent, a 3-month high! But is there any concern or effort to utilise the potential of young people? The fact of the matter in today’s India is that – people with real degrees get no job and a person with no degree has the top job,” she tweeted.

    Earlier, K.T. Rama Rao had mocked the Prime Minister by offering to show his degrees.

    “I have a Masters Degree in Biotechnology from Pune University, also have a Masters Degree in Business Administration from City University of New York, can share both certificates publicly… just saying,” KTR had tweeted on Friday after Gujarat High Court ruled that the Prime Minister’s Office need not furnish the degree and postgraduate degree certificate of Prime Minister Modi.

    The court had set aside the order of the Chief Information Commission (CIC) directing the Public Information Officer (PIO) of PMO and PIOs of Gujarat University and Delhi University to furnish details of Modi’s graduate and postgraduate degrees.

    Meanwhile, Trinamool Congress MP Mahua Moitra reacted to KTR’s tweet. “What? Just one MBA? Get one more please -Farzikant style!,” she wrote.

    “Yeah, sadly No Masters Degree in Fakery or Phekugiri from Gujarat University,” replied the BRS leader.

    Srinagar, Mar 16: School Education Department has decided to recover the salary and defer the regularization date of those teachers found involved in pursuing course in regular mode during service as Education Volunteers (EV) or Rehbar-e-Taleem (ReT).

    The news agency—Kashmir News Observer (KNO) has leant the department has stated that the case of conversion for ReTs to Teacher Grade-II with overlapping period has been examined in the department in light of proposal of the directorate as well as Divisional level Selection Committee Decision.

    The Under Secretary, School Education Department said that he was directed to convey the approval of the Administrative Department with regard to the settlement of overlapping periods of ReTs under certain conditions.

    “The regularization date in favor of the teachers shall be deferred by the overlapping period involved in pursuing course in regular mode during service as EV or ReT,” reads the order.

    The department, however, has said that in backlog cases the number of days available in appearing in examination would be treated as leave, whichever is due.

    According to the official documents, the department has directed the concerned authorities to recover the honorarium for the period of dual enrollment or overlapping.

    It was also directed to recover the salary drawn by the ReT for the period the regularization is deferred by.

    ”The amount of honorarium as well as the salary shall be recovered shall be worked out and recovered by the concerned DDO,” it reads.

    The documents further states that the DDO shall furnish the certificate to the effect that the honorarium for overlapping period and the salary for the period of regularization is deferred has been worked out and recovered from the RReT before transition to Grade II or Grade III whichever is applicable under rules.

    Pertinently, the born graduates, at the first instance were promoted and transited to Teacher Grade-II.

    However, those RReTs who had enhanced their qualifications during services were identified to be of two type’s including those who had enhanced their degrees through distance mode or private mode and the second category was identified as those who had enhanced their qualification via regular mode.

    The RReTs who had enhanced their qualification via distance or private mode were given post-facto sanction and were transited to teacher Grade-II.

    However, those teachers who had enhanced their qualifications through regular mode, the cases of all such teachers were referred to administrative departments wherein the administration had decided to award them with teacher Grade-III at the first instance with the direction to submit the cases after case to case study of their overlapping period—(KNO)

    Hyderabad: India Meteorological Department (IMD) Hyderabad has issued a yellow alert as the maximum temperature in Telangana is likely to rise to 40 degrees Celsius this week.

    Though the temperature in Hyderabad is likely to be below 36 degrees Celsius, most of the districts in Telangana may witness temperatures ranging from 36 to 40 degrees Celsius.

    Hyderabad sees dip in maximum temperature

    On Tuesday, gusty winds over Hyderabad due to unusual thunderstorms in northern districts of Telangana resulted in a dip in maximum temperature in the city. It provided much-needed relief from the scorching heat.

    As per IMD Hyderabad, the maximum temperature in the city dropped to 30.7 degrees Celsius on Tuesday from 34.7 degrees on Monday.

    Northern districts of Telangana witnessed hailstorms and gusty winds yesterday.

    Meanwhile, the Telangana State Development Planning Society (TSDPS) forecasted that the minimum temperature in Hyderabad will be below 21 degrees Celsius.

    As per the forecast, the minimum temperature in the city will be in the range of 19 to 21 degrees Celsius whereas, the maximum temperature will be between 32 and 34 degrees Celsius till March 10, 2023.

    Telangana likely to witness rise in temperature as state may see harsher summer

    As per weather predictions, Telangana is likely to witness a harsher summer season this year. The reason behind it could be the El Nino event.

    El Nino event can not only increase the temperature in Telangana during the summer but also affected rainfall and crop output.

    It is a climate pattern that results in the abnormal warming of surface water in the eastern tropical Pacific Ocean. This effect can cause the sea surface temperature to rise by as much as 4 to 5 degrees Celsius above normal. It has a profound impact on weather patterns all over the world.

    El Nino is an important part of the climate system, and its effects can be felt for less than a year.

    The temperature in the Central part of Russia on the first day of spring, March 1, will drop to eight degrees below zero, which corresponds to the climatic norm. Roman Vilfand, scientific director of the Russian Hydrometeorological Center, spoke about this on February 28.

    “On the first of March, the temperature background will correspond to the climatic norm – night temperatures will be -6 … -8. Daytime temperatures are -2…-4. Quite comfortable weather, with one exception – a noticeable wind is predicted, ”the agency quotes him as saying.RIA News”.

    Vilfand stressed that on February 28, the temperature background is expected to be 1-2 degrees below the climatic norm.

    According to the forecast of the head of the prognostic center “Meteo” Alexander Shuvalov, on March 2, a surge of heat is expected in the capital. On February 27, a meteorologist told Izvestia that snow and ice would actively melt that day, forming streams on the roads. The positive temperature will last on Thursday and Friday, and a new cold snap will come to Moscow over the weekend, Shuvalov added.

    Prior to this, on February 21, Phobos Center specialist Mikhail Leus said that, according to data estimates over the past 30 years, the average date for the arrival of spring has shifted a week ahead. Now, as a rule, climatic spring comes to the capital on March 20, the forecaster said.

    SRINAGAR: Mujeeb Ahmad (name changed), a government school teacher’s world came crashing down a decade after his appointment in the department when the government’s flip-flop policy debarred him from promotion to lecturer level.

    Mujeeb isn’t alone though. Like him, scores of teachers in the education department having Master’s degrees in Environmental Science through distance mode have been rendered ineligible for promotions as well as from pursuing Master in Philosophy (MPhill) and Doctorate of Philosophy (PhD) courses.

    Recently, the School Education Department acting on the recommendations of a High-level committee of the University of Kashmir stated degrees acquired by the candidates in science subjects via distance mode are neither eligible for appointment as lecturers at plus-2 level nor for admissions to M.Phill or PhD programmes.

    The decision landed Mujeeb and others in the doldrums as earlier governments had upheld their degrees making them eligible for promotions and other benefits which now have been scuttled.

    The issue was raked up in December last year when the School Education Department Kashmir wing’s Joint Director (JD) sent a letter to Chief Education Officer (CEO) Baramulla saying that it will not consider degrees pursued via distance mode for seniority or promotion. The letter created panic among teachers leading to Director School Education Kashmir (DSEK) withdrawing the letter and attaching of the in-charge Joint Director Shams-ud-Din for “misrepresentation” of facts.

    Earlier, the department withdrew the placement order of 72 in-charge lecturers in the discipline of Environmental Science (EVS) citing the reason that the degrees obtained in distance mode in science subjects are not at par with the regular mode and the incumbents have not obtained proper permission from the competent authority.

    The present stand of the government vis-à-vis distance mode degrees in the science stream comes in stark contrast to the earlier stands by the previous Jammu and Kashmir governments. In 2011, a high-level committee was constituted under the Chief Secretary which laid the criteria regarding the validity of distance mode degrees in Jammu and Kashmir.

    An order vide number 252-HE-2012 was issued by Higher Education Department giving validity to degrees obtained through distance mode of education to the courses approved by the Distance Education Council and University Grants Commission (UGC).

    The clause-VI of the said order states that the degree awarded by the universities whether situated within or outside the state through distance mode in the subjects falling in the science stream, where practical portions are a part of the curriculum and are conducted from within the respective campuses of UGC recognised universities shall be recognised as equivalent to the corresponding degrees awarded through regular mode by the state universities.

    The order further states, “However, only if practicals are not conducted within the campus, the degree is not considered equivalent to the corresponding degree in regular mode.”

    According to the Ministry of Human Resource Development guidelines 1995, if a university offers courses through distance education, it must be approved by the Distance Education Council (DEC). In 2013, the authority was handed over to UGC, Distance Education Bureau (DEB).

    In 2017, the Jammu and Kashmir government in compliance with clause-XI of the 2012 order, issued order number 940-Edu-2017 which mentioned that to have a specific mechanism to ascertain the validity of distance mode degrees to bring them at par with regular mode degrees.

    The order stated that for the courses in science subjects where practicals are a part of the curriculum, the concerned university shall certify that the practicals have been conducted from the main campus of the university.

    In another clause, it states that the promotion of in-service candidates including distance mode degree holders shall be performance-based and their regularisation will be affected strictly as per their last three years’ performance in their respective discipline.

    The order also stated that the teachers who have pursued their post-graduation (PG) during service and fulfil the criteria as envisaged in order 940-Edu-2017 shall be included in the seniority list.

    On the recommendations of the Directors of School Education Jammu and Kashmir, the School Education Department elevated hundreds of PG Masters/Teachers in different disciplines having regular or distance mode degrees. The PG masters/teachers were elevated in the year 2019 as per the State Administrative Council’s (SAC) decision to create new posts to accommodate RRT Grade II teachers.

    After a gap of nearly three years, the School Education Department issued Government Order number 2189-JK(EDU)-2022 withdrawing the placement orders of I/C lecturers in the discipline of Environmental Science who have obtained their degrees via distance mode.

    The reason behind the withdrawal from seniority lists/ promotion orders of the said teachers was stated to be that they have not obtained proper permission and do not follow order 940 of 2017. However, the Masters /Teachers argue to have valid degrees obtained from UGC /DEC-approved universities of India with all the permission from competent authorities.

    Mujeeb Ahmad, an Environmental Science teacher with a Master’s degree via distance mode said, “I have a valid degree as the department verified the degrees of PG Masters/Teachers at least times five times and submitted the same to the administrative department for inclusion in seniority list and for the purpose of promotion.”

    The authorities encouraged teachers to continue their studies mentioning that permission is not required through circular instructions released in 2000 and 2005. However, a condition was put in that the leave taken for the purpose has to be added to the service book. Orders of the same nature were also released in 2006, 2011, and 2014.

    Liaqat Ahmad (name changed), another EVS stream teacher said, “I have obtained proper permission from DDO/CEO as mandated in administrative department instructions dated December 30, 2005, and Director School Education circular instructions in 2000 and 2012.”

    “Government says that we should have taken the study leave from the competent authority first, but study leave does not implement on us. Study leave is required in case of regular, technical or professional studies and not for academic studies.”

    “The Masters /Teachers are entitled commutation leave under Clause 29-C of Jammu and Kashmir Leave Rules 1979 which can be availed by the Teachers/ Masters to complete the course in different intervals to attend the practical classes and examination in the university and we opted for that when needed,” Liaqat added.

    Both Mujeeb and Liaqat have pursued their Master’s degrees from Bharathiar University Coimbatore, Tamil Nadu which is UGC recognised university.

    Meanwhile, the reason given by the government behind the withdrawal from seniority lists/ promotion orders of the said teachers was stated to be that they have not obtained proper permission and do not follow order 940 of 2017. However, the Masters /Teachers argue to have valid degrees obtained from UGC /DEC-approved universities of India with all the permission from competent authorities.

    Director of School Education Kashmir Tassaduq Hussain didn’t meet in the office or respond through the Public Relations Officer on the issue even after repeated attempts.

    New Delhi: From being a student in a country which is bearing the wrath of a brutal war to studying in another that is responsible for this mayhem, Jisna Jiji (25), a final-year medical student who was among thousands evacuated from Ukraine nearly a year ago, has ended up in Russia to complete her education.

    “Russia has been very welcoming to us. It did not impose any extra charges. We were allowed to continue our studies and our hard work has not been wasted,” Jiji told PTI over the phone. Hailing from Kerala, Jiji is pursuing her MBBS from the Northern State Medical University in Russia’s Arkhangelsk.

    Exactly a year ago, Jiji, who was in her fifth year at a university in Sumy in Ukraine, was looking forward to completing her studies in Ukraine and had no inkling that 2022 would be so tumultuous for her and the country in which she was studying.

    The war waged by Russia took everyone by surprise. Jiji along with several hundred students took an excruciating journey from Sumy to western borders after the war broke out in Ukraine.

    The students were evacuated to India through ‘Operation Ganga’ conducted by the Indian government.

    More than 17,000 Indians, mostly students, were evacuated from the war-hit Ukraine under the mission.

    Several Indian medical students were left with no choice after their evacuation from Ukraine and have taken transfers to universities in other countries to continue their studies.

    Many have gone to Russia, Serbia, Uzbekistan, and other European countries.

    “The period after coming to India was very uncertain. We thought the war would end soon and we will be able to return. However, months passed and our student coordinator was also not giving straight answers,” said Jiji.

    Students have taken transfers to other universities through the academic mobility programme.

    Last year in September, the Ministry of External Affairs and the National Medical Council (NMC) issued a notice through which the NMC would accept completion of their remaining courses in other countries (with the approval of the parent university/institution in Ukraine).

    Jiji would complete her study in July 2023. “There are around 150 students in Russia that I know who are from Ukraine. We took a transfer. We came in October when there was no hope left,” she said.

    A few of her acquaintances have also gone back to Ukraine but she believes hers was the best decision to come to Russia.

    “Financially and credibility-wise also, I feel this was the best option. Students who have gone back to Ukraine are still struggling as they are facing several kinds of issues like water shortage and power cuts,” Jiji said.

    Asked whether she feels safe in Russia, she replied in affirmation.

    Several Russian universities have welcomed Indian students from Ukrainian medical universities.

    They put hoardings and banners welcoming them. They also posted photos of Indian students on their official Instagram pages.

    One of the posts read: “150+ Indian students from Ukrainian medical universities took transfers in Northern State Medical University,”.

    R B Gupta, president of the Parent’s Association of Ukraine MBBS Students (PAUMS), claimed that around 2,500 students have gone back to Ukraine, and nearly 4,000 have taken transfers to other countries including Serbia, Russia and Uzbekistan.

    “Those who have taken transfer are mostly fifth and sixth-year students as practicals are necessary. Around 3,000 students are still in India and taking online classes. While around 500 have changed streams also,” he claimed.

    Gupta, who for the last one year has been spearheading the campaign demanding one-time accommodation of evacuated students in MBBS colleges in India, said he has no hope that any help would come from the government side.

    Gupta said his son, who is in his third year of MBBS, has taken transfer to a Serbian university after waiting for several months.

    Ameen, 23, is in the last year of his MBBS and has taken transfer to a university in Uzbekistan.

    Reflecting on the last year, Ameen, who goes by his first name, said: “It was hectic in terms of mental pressure regarding our studies. Mostly because we were uncertain about our online degree from Ukraine.”

    Ameen came to Tashkent on December 10 to resume his study. He is pretty content with his decision to transfer.

    “I decided to study in Uzbekistan because of the academic mobility programme. At the time, that was the only safe option according to NMC guidelines for Ukraine returnee students,” he said.

    Asked whether the transfer programme was heavy on his family’s pocket, he said: “We had to pay extra fees for the continuation of the mobility programme but the university fee hasn’t changed that much.”

    “Mobility is actually a choice. We can either go to Ukraine, study online or choose mobility. We have to pay 1,500 dollars extra for this. But you can be sure that you are getting enough practical classes,” he added.

    Among those who are still in India taking online classes is Kanishk, a second-year student. He is still uncertain whether to opt for transfer or go back to Ukraine.

    “I am not sure. Right now I am taking online classes. We had a pretty rough year. Nobody is helping us. We are somehow managing through online classes. You can’t learn to treat people through online classes,” he pointed out.
