    Manipur: CM defers plan to visit Churachandpur after venue set on fire

    Imphal: Manipur Chief Minister N Biren Singh’s plans to visit Churachandpur district on Friday has been deferred after the local legislator who had invited him decided to postpone the function in view of the tension which has gripped the district following protests and arson in New Lamka town over the eviction of Kuki villagers from reserve forest areas.

    An unruly mob on Thursday night vandalised and set on fire the venue where the CM was scheduled to attend a programme at New Lamka town on Friday.

    The mob also partially torched the newly set-up open gym at PT Sports complex at New Lamka which the CM was slated to inaugurate on Friday afternoon, police said.

    “The local MLA had invited me to a celebration and to inaugurate the open gym,” the CM told reporters on the sidelines of an agriculture department function here.

    “LM Khaute, MLA from Churachandpur constituency has requested me not to come now and said the open gym will be repaired soon,” Singh said.

    Singh also questioned the “indigenousness” of the organisation Indigenous Tribal Leaders Forum (ITLF) who called an 8-hour shutdown and said “What indigenous people. We are indigenous people. Nagas are indigenous people. Kukis are indigenous people. What indigenous tribal?”

    Meanwhile, prohibitory order has been clamped and mobile internet services have been suspended in Churachandpur district.

    The District Magistrate of Churachandpur based on a report from the Superintendent of Police that there is a likelihood of breach of peace, disturbance to public tranquillity and grave danger to human lives and public properties clamped prohibitory order under Section 144 of CrPC in the tribal-dominated district.

    An order issued by the Home department “said to prevent any disturbance to the peace and order the suspension of mobile internet services shall be in force for the next five days with immediate effect in Churachandpur and Pherzawl districts.”

    The 8-hour shutdown of Churachandpur district called by the Indigenous Tribal Leaders Forum (ILTF) to protest the eviction of Kuki villagers from protected forests paralysed normal life in the tribal-dominated southern Manipur district on Friday.

    The district headquarter, New Lamka town, where Chief Minister N Biren Singh was earlier scheduled to attend a programme, wore a deserted look as all private and public vehicles kept off the road except for those of security personnel.

    Markets were closed with all shops and establishments pulling down their shutters, police said.

    Protesters were seen blocking roads and burning tyres in the morning. They had also piled up debris at the entrance gate of the New Lamka town but this was later cleared by police teams.

    So far, no report of any violence has been reported from anywhere in the tribal-dominated district, police said.

    A huge police force has been deployed at all major junctions and large localities of the town to prevent any unwanted activities, an official said.

    Hyderabad: The Central Bureau of Investigation (CBI) has deferred, to Tuesday, the questioning of Kadapa MP Y.S. Avinash Reddy in the Y. S. Vivekananda Reddy murder case.

    When Avinash Reddy reached the CBI regional office in Hyderabad in response to the notice served on him on Sunday, he was informed that the questioning had been postponed to Tuesday.

    The CBI has sent a fresh notice to him asking him to appear for questioning at 10.30 a.m. on Tuesday.

    The central agency is believed to have postponed the questioning on the advice of the Telangana High Court, which was hearing the anticipatory bail petition of the MP.

    Avinash Reddy was directed to appear before CBI officials at 3 p.m. and he had reached Hyderabad from his native Pulivendula in Kadapa district of Andhra Pradesh.

    The MP had also filed a petition in the Telangana High Court for anticipatory bail. The court wanted the CBI to postpone the questioning in view of the hearing.

    Meanwhile, Vivekananda Reddy’s daughter Suneetha Reddy has also filed an impleadment petition in the High Court. She prayed to the court to hear her arguments before pronouncing its judgment.

    The MP fears arrest in the case as his father Y.S. Bhaskar Reddy was arrested in the case on Sunday. In its petition seeking custody of Bhaskar Reddy, the CBI has named Avinash Reddy as co-accused.

    Bhaskar Reddy, who was arrested in Pulivendula on Sunday, was brought to Hyderabad and produced before a magistrate, who sent him to judicial custody for 14 days. The CBI has also filed a petition seeking his custody for further questioning.

    The agency has alleged that Bhaskar Reddy, along with co-accused D. Siva Shankar Reddy, Gangi Reddy, G. Uday Kumar Reddy and Avinash Reddy, played key roles in causing disappearance of evidence from the scene of murder. For the first time, the CBI has named Avinash Reddy as accused in the case.

    Avinash Reddy, cousin of Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy, has been questioned by the CBI four times during the last couple of months. However, his statements were recorded as a witness.

    Following his father’s arrest on Sunday, Avinash Reddy alleged that the CBI ignored some key facts in the case and was treating them as the accused.

    Vivekananda Reddy, brother of undivided Andhra Pradesh’s former Chief Minister Y.S. Rajasekhara Reddy and uncle of present Chief Minister Y.S. Jagan Mohan Reddy, was found murdered at his residence in Pulivendula of Kadapa district on the night of March 15, 2019, a few days before the elections.

    The 68-year-old former state minister and former MP was alone at his house when unidentified persons barged in and killed him.

    The CBI took over the investigation into the case in 2020 on the direction of Andhra Pradesh High Court while hearing a petition of Vivekananda Reddy’s daughter Suneetha Reddy, who raised suspicion about some relatives.

    The Supreme Court transferred the case to Hyderabad in November last year while observing that doubts raised by Suneetha Reddy about getting a fair trial and investigation in Andhra Pradesh were reasonable.

    SRINAGAR: On Wednesday, the government decided to postpone the restructuring of the Public Works (R&B) Department until further notice. The restructuring included reorganization of the cadre and rationalization of the jurisdiction of its subordinate and field offices to align with the territorial boundaries of the Jammu and Kashmir divisions, districts, and blocks.

    The government order states, ‘The restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction(s) ordered in terms in Government Order No. 22-JK (GAD) of 2023 dated 06.01.2023 is hereby deferred till further orders.’

    As per the January 6 order, the Development Commissioner Works (Ex-officio Secretary Tech. R&B Department) was re-designated as Engineer-in-Chief (Secretary Technical R&B Department). Similarly, the Mechanical Engineering Department Jammu and Kashmir was renamed as Mechanical and Hospital Directorate J/K.

    Also, one post each of Chief Engineer in the Mechanical Wing and Chief Engineer of the Mughal Road Project were transferred to the Civil Wing. The government ordered the conversion of three posts of Chief Engineers, one each from SKUAST-Kashmir, SKUAST-Jammu, and SKIMS Soura, from deputation posts to duty posts by abolishing these posts from the concerned subsumed/merged engineering wings of departments.

    Mechanical Engineers were posted in the Civil Wing of R&B, except in the Jammu zone, for the purpose of snow clearance and other works, as follows: Each Chief Engineer (Civil) R&B (Zonal Office) was to have one Executive Engineer (Mechanical); Each Superintending Engineer (Civil) R&B (Circle Office) was to have one AEE (Mechanical); Each Executive Engineer (Civil) R&B (Division Office) was to have one AE (Mechanical) in their offices, and each Assistant Executive Engineer (Civil) R&B (Sub Division Office) was to have one JE (Mechanical) in their offices.

    The government also ordered the conversion of eight (08) deputation posts of Superintending Engineers (Civil) to duty posts by abolishing these posts from the concerned subsumed department(s) for their adjustment in new territorial jurisdictions identified for these Superintending Engineers (Civil).

    It ordered the conversion of deputation posts of Superintending Engineer (Meeh) (01), Executive Engineer (Meeh) (05), Assistant Executive Engineer (Meeh) (04), Assistant Engineer (Mech) (04), and Junior Engineer (Meeh) (14) from subsumed departments into duty posts by abolishing such posts from the concerned subsumed/merged engineering wings of departments.

    The government also ordered the conversion of deputation posts of Executive Engineers (Civil) (36), Assistant Executive Engineers (56), Assistant Engineers (19), Junior Engineer (82), and Draftsman (Civil) (48) into duty posts by abolishing these posts from the concerned subsumed/merged engineering wings of departments.

    It also ordered the formulation of new cadre strength as per the revised structure for inclusion in the respective Schedule-II of Gazetted/Non-Gazetted Engineering Recruitment Rules by issuance of corresponding notifications, thereby revising SRO-661 (Gazetted) and SRO-654 (Non-Gazetted) dated 25.10.2019, respectively.

    Srinagar, April 5: Government on Wednesday deferred till further orders restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction of its subordinate and field offices by making them co-terminus with territorial limits of divisions, districts and blocks of the Jammu and Kashmir.

    “It is hereby ordered that the restructuring of the Public Works (R&B) Department by way of re-organisation of cadre and rationalization of jurisdiction(s) ordered in terms in Government Order No. 22-JK(GAD) of 2023 dated 06.01.2023 is hereby deferred till further orders,” reads a government order, a copy of which lies with GNS.

    Srinagar, March 14 (GNS): Jammu and Kashmir Services Selection Board (JKSSB) on Tuesday deferred till further “intimation” the computer-based written tests (CBT) scheduled to start from March 16.

    “The Computer Based Examinations for various posts scheduled w.e.f. 16.03.2023 to 05.04.2023 are deferred till further intimation,” JKSSB said in a tweet, as per GNS.

    The announcement comes amid ongoing protests by the aspirants against the hiring of a previously black-listed company.

    Earlier, the JKSSB had said that all arrangements have been put in place to ensure a fair and transparent exam.
    “The CBT shall be conducted under CCTV surveillance for maintaining transparency in the examination. Besides, low frequency jammers are being installed in all the examination centres to prevent the use of unfair means including cheating using bluetooth and wi-fi enabled electronic devices,” an official spokesman had said.

    A third party has been hired to review the examination process of CBTs conducted by JKSSB to ensure an exam that is free from any malpractice, he said.

    “The concerned district magistrates will issue prohibitory orders under Section 144 of Criminal Procedure Code around the examination centres during the timing of exam, while a multi-layered structure for supervision has also been established with one Centre Observer and Centre Magistrate for each examination centre by the respective district administration,” the spokesman had said.(GNS)

    Excise policy case: Delhi court defers passing order on Hyderabad-based auditor’s bail plea

    Delhi: A Delhi court has deferred passing of order on Thursday on the bail plea filed by Hyderabad-based CA Butchi Babu Gorantla, recently arrested by the Central Bureau of Investigation (CBI) in connection with the liquor policy case.

    The Special Judge M. K. Nagpal of the Rouse Avenue Courts, on February 24, had reserved his order after hearing arguments in Gorantla’s bail plea from both sides and had listed it for hearing on Wednesday.

    Gorantla, who is the former auditor of Telangana Chief Minister K. Chandrashekar Rao’s daughter MLC K. Kavitha whose name has already been dragged into the case, was arrested by the CBI in the excise policy case on February 8.

    According to the CBI, he was arrested for his alleged role in formulating and implementing the Delhi Excise Policy and causing wrongful gain to Hyderabad-based wholesale and retail licensees and their beneficial owners.

    Recently, the court had also given permission to the Enforcement Directorate (ED) to question Gorantla in judicial custody after the agency moved an application seeking permission to quiz him and to record his statement in the money laundering case pertaining to the Excise Policy.
