    Pune: India would be exporting defence equipment and material worth Rs 35,000 to Rs 40,000 crore by 2026, Union minister Rajnath Singh said on Tuesday.

    The defence minister was delivering the Field Marshal Sam Manekshaw memorial lecture here on ‘The role of youth in nation building’, organized by Symbiosis International University.

    “First, there should be a sense of self-confidence that we will make India `atmanirbhar’ (self-reliant). In 2014, we used to do defence exports of only Rs 900 crore, but since India has adopted Indianization (program), today we are doing the defence export of Rs 15,000 crore to Rs 16,000 crore,” he said.

    He was confident that by 2026, defence sector exports would rise to Rs 35,000 to Rs 40,000 crore, the minister added.

    “There is a need to create an eco-system, and more than the eco-system, there is a need to generate self-confidence among ourselves, as with self-confidence, anything is possible,” he added.

    He was proud of the defence forces which are now meeting 80 percent of their needs through indigenous procurement, Singh said.

    Jerusalem: Yielding to unprecedented protests, Israeli Defence Minister Yoav Gallant on Saturday called upon the government to stop the controversial judicial overhaul legislation sticking his neck out amid Prime Minister Benjamin Netanyahu’s insistence to go ahead with the suggested “reforms”.

    “The security of the State of Israel is my life’s mission. Over the course of my entire adult life I have dealt with Israel’s security day in and day out. Clothed in the IDF’s (Israel Defence Forces) uniform, I have risked my life dozens of times for the State of Israel. And at this time, for the sake of our country, I am willing to take any risk and pay any price”, Gallant said in a televised speech.

    “I declare loudly and publicly, for the sake of Israel’s security, for the sake of our sons and daughters the legislative process should be stopped”, he asserted, pointing to the visible diminishing morale of the army he could sense that is endangering Israel’s security and unity.

    Thousands of soldiers, including in critical divisions of the army, had called to stop reporting for reserve duty amid the ongoing judicial overhaul process stressing that it poses a grave danger to Israel’s democracy and could turn it into a dictatorship.

    Reluctant legislators in the ruling Likud party had so far shied away from expressing their opposition to the proposed “reforms”, which have led to massive unrest drawing hundreds of thousands of protesters on the streets for three months now, fearing a backlash from party members and potential political costs associated with defying the party leader and its position.

    However, Gallant’s defiant call seemed to galvanise other conscientious leaders in the party with three more, Yuli Edelstein, David Bitan and Avi Dichter, coming forward to demand to stall the process.

    Edelstein, who is the chair of the Knesset’s (Israeli parliament) powerful Foreign Affairs and Defence Committee, thanked Gallant for “joining the path I’ve been leading for weeks”.

    “The majority of the people want and understand the need for changes in the judicial system, but this must be done with patience, dialogue, and broad discourse in order to reach a broad consensus,” he said in a statement.

    If the four decide to vote against the proposals then the government will not have the majority required to pass the legislation.

    Hundreds of thousands of Israelis opposed to the government’s legislative blitz to curb the judiciary’s powers have been taking to the streets for 12 straight weeks.

    Justice Minister Yariv Levin’s proposals to shake up the judiciary by severely curbing the High Court of Justice’s judicial review powers and the government’s efforts to cement political control over the appointment of judges have met with resistance not only in the streets of the country but also abroad with thousands of Jewish diaspora members protesting during Netanyahu’s visits to Italy, Germany and UK.

    Speaking at the main rally Saturday evening in Tel Aviv, renowned historian Yuval Noah Harari said that the civil servants and military forces must obey the courts and not the government, should Israel end up in a constitutional crisis.

    Holding Netanyahu responsible “for all that is happening”, Harari said that “you are not an emissary. You are definitely not an angel. After 2,000 years, we still remember the pharaoh. And we will remember you. There’ll be no streets, squares or airports named after you. But we will tell the story of the man who tried to enslave us and failed”.

    “You are surrounded by people with no backbone. But we have backbones…We will not be slaves. Next year we will be free people,” he emphasised.

    With legislations that many argue are aimed at establishing the executive’s supremacy over the judiciary, making it subservient to the government, slated to come for the final readings the coming week in the Knesset, the protests have also been peaking and the country seems somewhat paralysed.

    Internal differences within Israeli society have also intensified recently with the country looking broadly divided into two large blocs over judicial overhaul.

    Though the current governing coalition has committed to several controversial legislation, the biggest debate revolves around its push to increase political control over the judiciary.

    Three key proposals being discussed are a move to legislate an “override clause” by which the Knesset can reinstate any law invalidated by the Supreme Court, put judicial appointments under political control as opposed to the current hybrid political-professional-judicial appointments panel, and split the role of the Attorney General as both the head of the state prosecution and the government’s legal adviser.

    Analysts feel that the controversial steps proposed to emanate from the desire to protect Netanyahu, who is facing trial in three different cases, but altogether it serves the interest of all those included in the coalition in some way by addressing each party’s concerns.

    Seen at the receiving end of international ire, including a rebuke from US President Joe Biden, Netanyahu has looked weak and perplexed but hesitant to step back from the proposed “reforms” because of fear of losing control of his ruling Likud party.

    Hyderabad: The Central Government sanctioned nine projects to Telangana under the Technological Development Fund plan for the manufacture of various defence equipment, the union minister of state for defence, Ajay Bhatt, Union Minister of State for Defence, stated in Lok Sabha that 68 projects had been sanctioned to 14 states throughout the nation.

    While Karnataka and Maharashtra both received 14 projects, Tamil Nadu received nine and Uttar Pradesh received five.

    To date, 68 projects totalling Rs. 287.40 crore have been sanctioned under the TDF Program. The DRDO’s share is Rs.250.12 crore, and Rs.58.87 crore of that has been released, he added.

    In response to a question from Girish Bhalchandra Bapat, he stated that the government has taken several policy initiatives and reforms in recent years to encourage indigenous design, development, and manufacture of defence equipment, thereby promoting self-reliance in defence manufacturing in the country. These initiatives include prioritising the acquisition of capital items from domestic sources under the Defence Acquisition Procedure (DAP)-2020.

    Among the several attempts are the simplification of the industrial licence procedure with a longer validity time; liberalisation of the Foreign Direct Investment (FDI) policy, which allows 74 percent FDI via the automatic route; and simplification of the ,ake Procedure.

    New Delhi: There is no proposal to establish any new defence industrial corridor in the country, Parliament was informed on Friday.

    Minister of State for Defence Ajay Bhatt said this in written response to a query in the Lok Sabha.

    The government, in its budget for 2018-19, announced setting up of two defence industrial corridors (DICs) to develop a holistic defence manufacturing ecosystem in the country, he said.

    One corridor has been established in Uttar Pradesh with six nodes, namely Aligarh, Agra, Jhansi, Kanpur, Chitrakoot and Lucknow. The second is in Tamil Nadu with five nodes, namely Chennai, Hosur, Coimbatore, Salem and Tiruchirappalli, he said.

    “As per the information received from the government of Uttar Pradesh, 108
    Memorandum of Understanding (MoUs) have been signed with industry/organisation having potential investment of Rs 12,191 crore. Investment of Rs 2,445 crore has already taken place in Uttar Pradesh Defence Industrial Corridor (UPDIC),” he said.

    Further, as per information received from the government of Tamil Nadu, arrangements have been made with 53 industries for potential investment of Rs 11,794 crore. Investment worth Rs 3,894 crore has already taken place in Tamil Nadu Defence Industrial Corridor (TNDIC), the minister said.

    Asked if there is any proposal to establish more defence industrial corridors in the
    country, Bhatt said there is no proposal to establish any new defence industrial corridor.

    In response to another query on “whether it is a fact that more than a dozen papers have been submitted by DGPs and IGPs in the recently concluded conference conducted by Intelligence Bureau on the subject ‘Chinese influence in the neighbourhood and implications for India’”, the minister said, “The information sought is sensitive in nature and cannot be divulged on the floor of the House in the interest of the national security.”

    In response to another query on whether Hindustan Aeronautics Limited is in talks with various countries to sell its light combat aircraft Tejas, he said, “The information sought is sensitive in nature and cannot be divulged on the floor of the House in the interest of the national security.”

    The minister of state for defence, in a separate written query, was asked whether the government has reduced the construction restrictions near defence establishments to just 50 metres from 500 metres.

    He said in his written response: “The revised NoC guidelines issued by MoD on 23.12.2022 reducing the restricted distance in vicinity of defence establishment of Army, Navy and Coast Guard at specific locations to 50 metres have been kept in abeyance till standard operating procedure is formulated in consultation with stakeholders for issue of NoCs.”

    On a written query on whether arrears of one rank one pension (OROP) been paid to the eligible pensioners of armed forces, the minister said the payment of arrears of OROP to eligible pensioners of the armed forces is in progress as per policy of the government.

    “So far, Rs 5,065.70 crore has been paid as arrear of OROP to eligible pensioners of Armed Forces as on 13.03.2023,” he said.

    In a separate question, the minister was also asked for details of private companies engaged in defence sector.

    “Defence industry sector was opened up in May 2001 up to 100 per cent for Indian private sector participation. Since the opening up of defence sector, till date, a total of 601 industrial licenses have been issued to 368 companies operating in defence sector,” the minister said in a written response.

    Bhatt also shared his written response on query on bullet proof jackets and helmets for armed forces and other law enforcement forces.

    The government undertakes procurement of bullet proof jackets and helmets
    for armed forces and other law enforcement forces from time to time from domestic
    manufacturers, he said.

    These are procured as per laid down specifications and authorization after due
    testing and evaluation. Bullet proof helmets procured by Indian Army and Central Armed Police Forces are “compliant to the specifications and NIJ (National Institute of Justice of USA) protection/ threat levels approved by the competent authorities,” he said in his response.

    The upgradation, procurement and provisioning of improved version of bullet
    proof jackets and helmets, is a continuous process for which necessary steps
    are taken regularly.

    Islamabad: India has invited Pakistan Defence Minister Khawaja Asif to attend the meeting of the Shanghai Cooperation Organisation (SCO) to be held in New Delhi in April, according to a media report on Wednesday.

    India currently holds the presidency of the SCO, which comprises China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan.

    As President of the SCO, India is set to host a series of meetings.

    Diplomatic sources told The Express Tribune newspaper that the Indian government shared the formal invitation with the Pakistan Foreign Office on Tuesday.

    There was no immediate confirmation from New Delhi on the Pakistani media report.

    India earlier invited Chief Justice of Pakistan Umar Ata Bandial, as well as shared an invitation for the meeting of foreign ministers of SCO, the report said.

    The chief justice, however, skipped the meeting of the SCO chief justices and instead Justice Muneeb Akhtar attended the meeting through a video link recently, it said.

    The foreign ministers’ meeting is scheduled for May in Goa while the defence ministers’ huddle will be held in New Delhi in April.

    The Pakistani government has said that it has not yet taken a decision on whether Foreign Minister Bilawal Bhutto Zardari or Defence Minister Asif will attend the meetings in India.

    Bilawal and China’s Qin Gang are among the foreign ministers of the SCO member nations invited by India for the meeting it is scheduled to host in May.

    The Pakistan Foreign Office has said that the decision will be taken at an appropriate time.

    If the Pakistani foreign minister attends the meeting in person, it will be the first such visit from Islamabad to India since 2011. Then Pakistani foreign minister Hina Rabbani Khar visited India that year. Khar is currently serving as the minister of state for foreign affairs.

    In May 2014, then-Pakistan prime minister Nawaz Sharif visited India to attend Prime Minister Narendra Modi’s swearing-in ceremony.

    In December 2015, then external affairs minister Sushma Swaraj visited Pakistan and days later, Modi made a brief visit to the neighbouring country.

    The ties between India and Pakistan came under severe strain after India’s warplanes pounded a Jaish-e-Mohammed terrorist training camp in Pakistan’s Balakot in February 2019 in response to the Pulwama terror attack.

    The relations further deteriorated after India announced the withdrawal of Jammu and Kashmir’s special powers and the bifurcation of the erstwhile state into Union territories in August 2019.

    The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, the Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

    Over the years, it has emerged as one of the largest trans-regional international organisations. India and Pakistan became permanent members of the Beijing-based SCO in 2017.

    Beijing: China on Sunday hiked its defence budget by 7.2 per cent, marginally higher than last year, to 1.55 trillion yuan (about USD 224 billion), marking the eighth consecutive year of increase in its military spending.

    China last year pegged its defence budget at 1.45 trillion yuan, a 7.1 per cent increase. This year the defence spending is increased to 1.55 trillion yuan.

    However, in view of the appreciation of the dollar against the yuan, this year’s defence spending of China totalled about USD 224 billion compared to last year’s USD 230 billion.

    This is the eighth consecutive year that China has announced a single-digit percentage point increase in its military budget.

    In his work report presented to the opening session of the National People’s Congress (NPC) – the country’s rubber-stamp parliament – outgoing Premier Li Keqiang called for the armed forces to boost combat preparedness.

    China’s armed forces, with a focus on the goals for the centenary of the People’s Liberation Army (PLA) in 2027, should work to carry out military operations, boost combat preparedness and enhance military capabilities so as to accomplish the tasks entrusted to them by the CPC (Chinese Communist Party ) and the people, Li said.

    The armed forces should intensify military training and preparedness across the board, develop new military strategic guidance, devote greater energy to training under combat conditions, and make well-coordinated efforts to strengthen military work in all directions and domains, Li said.

    China is the second biggest spender on defence next to the US whose defence budget for 2023 totalled USD 816 billion.

    From India’s point of view, however, China’s defence budget continued to be over three times higher. India’s defence budget for 2023-24 amounted to Rs 5.94 lakh crore (about USD 72.6 billion).

    Aided by increasing defence budgets, the two-million-strong PLA, the world’s largest military, is increasingly getting powerful and assertive with the ever-expanding military modernisation of its Army, Navy and Air Force.

    The Chinese military is headed by President Xi Jinping, who is the Chairman of the powerful Central Military Commission, the overall high command of the PLA.

    Xi, 69, the only Chinese leader to have been elected for an unprecedented third term five-year term by the ruling Communist Party of China (CPC) in October last year, also heads the party besides the Presidency.

    Under his leadership, the Chinese military has embarked on a massive military modernisation with a goal to be on par with the US armed forces in the next few years.

    The Chinese Navy, the fast-expanding arm of the Chinese military, has now three aircraft carriers while its Air Force continued to be modernised with a vast variety of military jets including stealth jet fighters.

    Ahead of the NPC session, its spokesman Wang Chao on Saturday defended China’s steady increases in annual defence budgets saying that the country’s defence spending as a share of the GDP was lower than the world average.

    China has been ramping up its defence expenditure as it vied with the US for global influence.

    Wang said the increase in the defence budget is needed to meet the complex security challenges for China to fulfil its responsibilities as a major country.

    China’s military modernisation will not be a threat to any country but a positive force safeguarding regional stability and world peace, he said.

    Tehran: Iran’s armed forces on Tuesday started a large-scale real-combat air defence maneuver in the country to show their preparedness of defending the country’s sensitive targets, Iranian media reported.

    Forces of the Iranian Army and Islamic Revolution Guards Corps (IRGC) took part in the drill codenamed Modafean Aseman-e Velayat 1401, which is held in two-thirds of the Iranian airspace, official news agency IRNA reported, citing the manoeuvre’s spokesman Abbas Farajpour.

    It would test air defence systems’ mobility and the operational forces’ pace of reaction in a passive defence scenario, among others, said Farajpour as quoted by Xinhua news agency report.

    Manned and unmanned aerial reconnaissance of the army’s aviation branch and IRGC air forces, as well as detection, tracking, and combat systems of air defence divisions, are being tested, he added.

    Fully homegrown air defence systems equipped with advanced active and passive radars would surveil the drill area to track and confront any hostile target once detecting it, Farajpour said.

    The war game put the country’s air defence systems to the test by involving more than 100 manned and unmanned aircraft for launching a mock attack on the country’s sensitive nuclear and military centres, semi-official Tasnim news agency, citing Amir-Qader Rahimzadeh, Commander of Iran’s Khatam al-Anbia Air Defence Base.

    He stressed that the armed forces use mostly home-grown air defence weapons in the drill, including those hidden in underground tunnels for security reasons.

    Basij voluntary force and the police will also take part in the joint exercise, the Commander added.

    Stockholm: The leaders of Sweden, Finland and Norway vowed to strengthen defence cooperation in the face of common security challenges.

    Finland’s President Sauli Niinisto, Sweden’s Prime Minister Ulf Kristersson and Norway’s Prime Minister Jonas Gahr Store met on Wednesday in Harpsund, nearly 120 km southwest of Stockholm.

    Harpsund is a country retreat for the Prime Minister of Sweden. The three discussed common security challenges and cooperation on foreign, security and defence policy issues.

    A Swedish government statement released on Wednesday said that the security situation had deteriorated due to the Russia-Ukraine war, Xinhua news agency reported.

    “Norway, Finland and Sweden, together with our Nordic neighbours, have a shared responsibility to respond to security challenges in the region, including in our northern areas,” the statement said, adding that as Sweden and Finland are on their way to join the NATO, “we are working in a more integrated way to strengthen security.”

    “We will continue to deepen our cooperation in large-scale exercises in the coming years. Our defence cooperation is closely coordinated with our Nordic neighbours and our close partners, including the US and the UK,” it said.

    “Our countries’ northernmost regions are more sparsely populated than other areas, and their climate and geography present particular challenges. At the same time, there is great potential for deeper cooperation in these areas, given their location and unique conditions for collaboration on the green transition, space and the extraction of rare earth metals,” it added.

    Finland and Sweden applied to join NATO in May 2022 in the wake of the outbreak of the war between Russia and Ukraine. Their accession to NATO requires the approval of all member states of the military alliance. Turkey and Hungary, both members of NATO, have yet to give their approval.

    Ankara: Turkey said on Sunday that at least 10,633 Syrian refugees in the country have returned to their homeland voluntarily after the devastating earthquakes that hit southern Turkey earlier this month.

    “Our Syrian brothers, who lost their families and places of stay in the earthquake, returned to their lands voluntarily,” Turkish Defence Minister Hulusi Akar said during his visit to the military border outposts in the quake-hit southern province of Hatay, Xinhua News Agency reported quoting Anadolu Agency.

    The minister refuted the allegations that Syrians were flooding into the Turkish border after the massive earthquakes which also hit northern Syria, the semi-official Anadolu Agency reported.

    “These claims are completely untrue. There is no crossing from the border gate or the borderline. We received information from the relevant authorities and conducted on-site investigations. Contrary to the claim that there is an intense crossing to Turkey, they stated that Syrian citizens pass from Turkey to Syria in one direction,” the Anadolu quoted Akar as saying.

    Turkey hosts nearly 3.5 million Syrian refugees that fled their country after a civil war erupted in 2011. Nearly half of the refugees have been taking shelter in southern Turkey which was recently hit by devastating quakes that have caused tremendous destruction in the region.

    More than 46,000 people have died in Turkey and Syria since twin 7.7- and 7.6-magnitude earthquakes struck the Turkish southern province of Kahramanmaras on February 6.
