‘Why some of us decry our democracy’, Dhankhar’s jibe at Rahul

Dibrugarh: Criticising Congress leader Rahul Gandhi without mentioning his name, Vice President Jagdeep Dhankhar on Wednesday wondered “why some of us decry our democracy within and outside the country”, while describing India as “the mother of democracy and the world’s most vibrant democracy”.
The Vice President said this during his speech while attending the convocation of the Dibrugarh University located on the outskirts of this upper Assam town.
Dhankar’s jibe was apparently aimed at Congress leader Rahul Gandhi, who had said in a Cambridge University lecture that India’s democracy is under threat.

Calling Parliament “the temple of our democracy”, the Vice President emphasised that it is a platform where issues of public interest are debated, deliberated, discussed and decided, but prolonged disruptions, he added, undermine the esteem and confidence which people repose in their representative institutions.
Therefore, he called for generating an ecosystem so that “the parliamentarians respond positively to the spirit and essence of the founders of our Constitution”.
He underlined that freedom of expression has not been subjected to any enforced silence in India.
Dhankhar also said that education is the most effective and transformative mechanism to bring about equity, equality and progress in society.
“Nothing can change societal conditions more than people getting educated,” he commented.

The Vice President urged the students to be “agents of change” and work to bring about positive changes in society.
“You are the makers and the warriors of Bharat in 2047 when the nation will celebrate the centenary of its Independence,” he told them.
Dhankar said: “Have a dream, but do not be just a dreamer, be a doer.”
Terming the eight northeastern states the “Ashta Laxmis” of India, the Vice President said without their growth and contribution, India’s growth would remain incomplete.
He also commended Dibrugarh University for its work towards preserving the linguistic diversity and literary traditions of the region.
“Preserving our languages is very important as they have evolved over thousands of years,” he said.
The Vice President praised NCERT and the Indian Council of Historical Research (ICHR) for highlighting the contribution of unsung heroes of the northeast “in our history and freedom struggle”.
Dhankhar also said that the northeast is emerging as the land of opportunities.
Mentioning various projects such as Bogibeel rain-cum-road bridge, 375 road projects, the rise in the airports and the setting up of 190 new educational institutions in the northeastern region, he highlighted that new avenues and vistas are now available to youth to unleash their energy.
The Vice President expressed confidence that by the end of the decade, India will be the world’s third largest economy.
The Vice President conferred D.Sc. and D.Litt degrees (Honoris Causa) to eminent personalities of Assam. He also planted a sapling tree on the university campus.
Assam Governor Gulab Chand Kataria, Chief Minister Himanta Biswa Sharma, Union Minister Rameswar Teli and other dignitaries were present.

National Doctors Decry ‘Unjust Selection Order’ For Registrars And Faculty

SRINAGAR: The Jammu and Kashmir Health and Medical Education Department Civil Secretariat has issued a new government order on the selection criteria for engagement of faculty and other positions in all government medical colleges and government dental colleges of J&K. The new criteria have been formulated by a committee of principals from all government medical and dental colleges and have been accepted by the administrative department.
The new selection criteria, issued under Government Order No.282-JK (HME) of 2023, dated April 4, 2023, are applicable for engagement on faculty posts, including Professor, Associate Professor, Assistant Professor/Lecturers, and Registrars/Demonstrators/ Tutors in all Government Medical Colleges and Government Dental Colleges of J&K.
The assessment criteria for selection for the post of Professor have been divided into three categories. The first category includes academic qualifications, with 50 points allotted on a pro-rata basis concerning marks in MBBS/BDS. The second category covers special attributes, such as teaching experience as Professor/Associate Professor in government-recognized institutions. The weightage for teaching experience will be calculated at one point for every completed quarter year beyond the basis of eligible teaching experience. The third category relates to research publications, with at least four publications required, including two as Associate Professors.
However, the new government order has received criticism from doctors from national medical colleges across India. In response to the order, doctors have demanded an unambiguous equivalence to the scoring system to equate the marks or percentage of MBBS, or the implementation of a true competitive examination in the form of MCQs, to be put in place for these posts.
“The Criteria of including MBBS Marks on the selection of Registrar & Consultants is highly impractical. This undermines all the extra qualifications & research work by Doctors applying for the job,” stated the FAIMA Doctors Association.
The spokesperson for Resident Doctors Association GMC Srinagar has released a statement calling for the government of the union territory of J&K and its policy-making bodies to reconsider the decision and revoke the unjust order.
The doctors have expressed concern that subjecting marks percentages from different evaluation systems to compete under a single umbrella will create an unjust and unethical platform for future recruitments of Registrars, leading to alarming repercussions and sidelining of genuine competitors. “It has been highlighted that there are differences in grading practices between universities and countries, which is the main reason for the discrepancy in MBBS marks.
In light of this, there have been calls for a standardized MCQ paper to be used as the main criteria for selecting candidates for registrarship, medical officer, and other faculty positions,” said a doctor from a national medical college.

The doctors have implored the government to take immediate action to rectify the situation and ensure that future recruitments are based on a fair and just system. It is unfair to rely solely on MBBS marks as the main criteria for selection, given the variability in grading practices. A standardized MCQ paper would be a more objective and fair way to evaluate candidates for these positions.
This new government order has been deemed unjust and discriminatory towards the doctors who have trained at national medical colleges. They have demanded that the government take immediate action to rectify the situation and ensure that future recruitments are based on a fair and just system.

Claim Jammu-based Daily-wagers Taking Hiked Wages For 3 Months Now
Srinagar, Mar 21: Hundreds of semi-skilled daily-wagers from Kashmir province are anguished over alleged non-implementation of wage hike otherwise already implemented for their Jammu-based fellows three months before.
A delegation of the aggrieved daily-wagers told that there are four categories of daily-wagers viz. Semi-skilled, Skilled, Highly skilled, Ministerial Staff, who get wages as per their skills’. After years of wait, the authorities gave its nod to hike the wages, but to our ill-fate we are yet to see any respite as we are still being denied the increments due to sheer callous approach of the higher-ups.
“While the ULBs in Jammu implemented the orders three months before, the authorities concerned entrusted for its implementation have maintained a callous approach on uncalled reasons”, they said adding of the four categories only one (Skilled) category is receiving the hiked wages while the other categories continue to suffer.
“We have from time to time met the higher-ups and discussed the issue threadbare with them, but each time we are being let down by them with complete disdain”, they said adding, “Despite the same Municipal Act (2000) applicable to both divisions of Jammu and Kashmir, we fail to understand as to why the authorities in Kashmir are resorting to a step-motherly approach towards us that too express orders of its implementation from the Government.
Meanwhile, despite many attempts to reach the authorities, they in turn either declined the calls or excused themselves to comment on one pretext or the other. (GNS)

Maha: MVA, others seek probe into scribe’s ‘murder’, decry lawlessness

Mumbai: The Congress, Shiv Sena (UBT), Bombay Union of Journalists and Peoples Union for Civil Liberties have demanded a probe into the ‘murder’ of Ratnagiri journalist Shashikant Warishe — who succumbed after being knocked down by a vehicle under suspicious circumstances — here on Wednesday.
Warishe, a crusading scribe working for ‘Mahanagri Times’ publication, met with an “accident” late on Monday and succumbed on Tuesday morning, sparking a furore in state media circles.
He had been writing a series of articles campaigning against the proposed Ratnagiri Refinery and petrochemicals mega-complex coming up with foreign collaboration, at Barsu, near the original location of Nanar.
It is alleged that Warishe was run down by a speeding vehicle of one Pandharinath Amberkar, who is a strong supporter of the refinery complex, ostensibly to teach him a lesson.
Congress chief spokesperson Atul Londhe, Sena (UBT) national spokesperson Kishore Tiwari, BUJ’s Indra Kumar Jain and PUCL’s Mihir Desai and Lara Jesani have strongly condemned what they suspect is a ‘well-planned murder’ of the activist-journalist.
Londhe said that even since the government of Chief Minister Eknath Shinde and Deputy CM Devendra Fadnavis came to power (in June 2022), attacks on the mediapersons doing their jobs are increasing in Maharashtra, undermining the independence of the fourth pillar of Democracy.
“The killing of a journalist like this is an atrocious attack on democracy and a blot on a progressive and tolerant state like Maharashtra. Law and order has deteriorated under the Shinde-Fadnavis regime. Ruling party MLAs fire guns openly, threaten to beat up people, assault officials, beat up principals, etc.,” said Londhe.
Tiwari said that it was indeed a grim scenario with the media being threatened in this manner with attacks for exposing the government or its policies and officials, and called for urgent steps from Fadnavis who holds the home portfolio.

Urgent for a speedy and fair probe, Desai and Jesani demanded compensation and security for Warishe’s family, and stopping all land acquisition work pertaining to the proposed refinery project till the locals’ views are taken into account.
Quoting local reports, Jain said that Warishe was dragged for over 100 metres under Amberkar’s vehicle before he fled the spot, leaving the journalist profusely bleeding on the Rajapur Highway.
“The incident came soon after Warishe had published Amberkar’s photos with Prime Minister Narendra Modi, Shinde and Fadnavis. Amberkar has been accused of land-grabbing and intimidating the locals or activists who are opposed to the refinery project,” said Jain.
On Tuesday, the All India Marathi Patrakar Sanghi, Mumbai Marathi Patrakar Sangh, the Mantralay Ani Vidhimandal Vartahar Sangh urged the government to take immediate action in the matter and ensure the most stringent punishment for the guilty.
Media organisations have also submitted a memorandum to the state government condemning the incident and ensuring an impartial probe into the ‘heinous killing’ of Warishe.
