    Chennai: Tamil Nadu Chief Minister M K Stalin on Saturday said he ‘wholeheartedly’ welcomed the decision by the Ministry of Home Affairs to conduct the examinations for recruitment of constables in the Central Armed Police Force in state languages.

    He reiterated his demand to provide question papers in Tamil and other state languages in all union government examinations.

    “As a result of my letter to (Union Home Minister) Amit Shah, the Union Government has announced that it would conduct the CAPF exams in all state languages,” Stalin said on micro-blogging site on Saturday.

    “I wholeheartedly welcome this decision and reiterate our demand to provide question papers in Tamil and other state languages in all Union government exams,” he said.

    Earlier in the day, the Home Ministry approved the conduct of constable (general duty) examination for CAPF in 13 regional languages, in addition to Hindi and English.

    Last week, Stalin had shot off a letter to Shah stating that the Ministry’s decision to hold the examinations in English and Hindi amounts to ‘blatant discrimination’ and denies equality of opportunity to non-hindi speaking states.

    The chief minister had urged the Home Minister to immediately revise the notification to include Tamil and other state languages.

    New Delhi: Around 250 educationists and historians criticised the National Council of Educational Research and Training (NCERT) over its decision to revise textbooks. They said that removing the chapters was driven by a divisive and partisan agenda.

    The historians demanded NCERT withdraw the decision. Significantly, some sections related to Mughals were removed from the Class 12th History textbooks, and paragraphs that contained information about the ban briefly imposed on Rashtriya Swayamsevak Sangh (RSS) by the then government after the assassination of Mahatma Gandhi were omitted.

    Romila Thapar, Jayati Ghosh, Mridula Mukherjee, Apoorvanand, Irfan Habib and Upinder Singh, among others, have started a signature campaign to protest against the decision and for its withdrawal.

    On the other hand, the Democratic Teachers Front, an organisation of university-level teachers, said that if ‘WhatsApp University’ is given a free hand to devour Indian schools, colleges and universities, then Indian democracy will be seriously affected.

    NCERT said that the change made in school books has not been done with the aim of making anyone happy or angry.

    NCERT Chief Dinesh Prasad Saklani told IANS that the changes have been made purely on the basis of expert advice. He said that new books for all classes on the basis of the National Education Policy (NEP) will also be introduced and its work has been completed at the foundation level.

    Saklani said that changes were not only made in History books but also in books of other subjects to reduce the burden faced by students. He stated that the changes are not based on any particular person, event, period or institution.

    Saklani added that this is not a big change and all of them were made last year, keeping the Covid-19 pandemic in view and the academic loss faced by students worldwide, at all levels.

    In such a situation, NCERT decided to revise the course on the basis of experts’ opinions to reduce the burden on students who would return to school after a long time, Saklani concluded.

    Mumbai: Domestic key indices of equity markets made marginal losses during the early trading hours on Thursday.

    Investors were in wait-and-watch mode as the outcome of the Reserve Bank of India’s three-day deliberations will be announced by the central bank’s governor in the morning. Global cues seemed weak as central banks across the world remained cautious about the bank crisis.

    BSE’s 50-share Sensex lost 86 points to 59,603.20 while NSE’s Nifty dipped 25 points to 17,532.15 during the morning trade on Thursday.

    In Asian markets, Hong Kong’s Hang Seng index was down 0.48 per cent, Japan’s Nikkei declined 1.07 per cent, China’s Shanghai dropped 0.28 per cent and S&P ASX dipped 0.26 per cent on Thursday’s morning.

    In American markets, Nasdaq 100 dropped 1.01 per cent, S&P declined 0.25 per cent and Dow Jones gained 0.24 per cent.

    In European markets, Deutsche Borse dipped 0.53 per cent, FTSE 100 gained 0.37 per cent, and Amsterdam Exchange was trading in the positive territory, as Asian markets opened on Thursday morning.

    The Reserve Bank of India (RBI) started its monetary policy meeting on April 3, 2023. The outcome of the meeting will be announced today at 10 am by Governor Shaktikanta Das. All stakeholders and investors would be watching the outcome keenly which might influence how they buy or sell their stocks in these few days. The RBI’s monetary policy committee (MPC) is widely expected to hike the repo rate by 25 basis points (bps) in order to combat rising inflation.

    On Wednesday, key equity benchmarks extended their rising streak for a fourth straight session. Sensex jumped 582.87 points or 0.99 per cent to 59,689.31. The Nifty of NSE rose 159 points or 0.91 per cent to 17,557.05. Both the indices have climbed 3.6 per cent in four sessions.

    In the broader market, the S&P BSE Mid-Cap index added 0.11 per cent while the S&P BSE Small-Cap index gained 0.95 per cent.

    Bhubaneswar: In a tragic incident, a youth was stabbed to death during a cricket tournament at Mahisalanda village in Cuttack district, the police said on Monday.

    The deceased youth has been identified as Lucky Rout (22), a resident of Manhisalanda village, where a cricket match was underway between teams from Berhampur and Sankarpur.

    Batting first, Sankarpur scored 114 runs. During the chase, one Berhampur batsman was declared out by the umpire. However, the accused threatened the umpire to declare it as a ‘no ball’.

    Following this, a verbal duel ensued between the members of the Berhampur team and the umpire. Lucky, who was a spectator, had intervened to save the umpire, Cuttack DCP Pinak Mishra told reporters.

    The main accused, who has been identified as Samutiranjan Rout alias Muna, lost his cool and before anyone could understand anything, he attacked Lucky with a knife. Lucky was shifted to the SCB Medical College, where he died, Mishra said.

    Four accused persons have been arrested following the incident.

    Chennai: With economic experts expecting the Reserve Bank of India’s (RBI) Monetary Policy Committee (MPC) to increase the repo rate further by 25 basis points (bps), whether it will be unanimous or not will have to be seen.

    The MPC’s first meeting of FY24 is being held between Monday to Thursday. The decision on the repo rate hike will be announced on Thursday.

    At the recent MPC meetings, the rate hike decisions were not unanimous with two external members — Dr. Ashima Goyal, Emeritus Professor, Indira Gandhi Institute of Development Research, Mumbai; and Prof. Jayanth R. Varma, Professor, Indian Institute of Management, Ahmedabad, voting against the hikes.

    For instance, at the February 6-8 MPC meeting, Goyal and Varma had voted against the move to hike the repo rate by 25 bps to 6.50 per cent.

    On the other hand, Dr. Shashanka Bhide, Honorary Senior Advisor, National Council of Applied Economic Research, Delhi; Dr. Rajiv Ranjan, Executive Director, RBI; Dr. Michael Debabrata Patra, Deputy Governor in charge of monetary policy; and RBI Governor Shaktikanta Das voted for the rate hike.

    The resolution was passed by a majority of 4:2.

    Commenting on the February 6-8 MPC meeting, Emkay Global Financial Services in a report said the minutes depicted a cautious and data dependent tone with most members anchoring their arguments to the risk of sustained high inflation and their second-round effects.

    “The divergence in views became even more acute this time. The internal members of the RBI MPC were significantly hawkish, while Dr. Bhide seemed cautiously neutral. Prof. Varma and Prof. Goyal sounded dovish, arguing that there is a likely case of excessive frontloading of hikes, overshooting what is needed to achieve price stability, and further tightening is not desirable as one has to account for policy transmission lags,” Emkay Global said.

    So, if the MPC decides on a rate hike, then it may not be unanimous.

    Meanwhile, differing views are being expressed by experts on the interest rate with one saying the MPC may hike the repo rate by 25 bps and hit the pause button. The other view is that the MPC may hit the pause button on the rate hike for now.

    However, the latter is slightly remote as the inflation continues to be sticky — the rate hikes are made to control the inflation.

    Further the RBI had recently written to the central government on the steps it would take to control inflation/price rise.

    “The RBI’s decision in April is likely to be influenced by the unexpectedly high consumer price index (CPI) inflation numbers recorded in the last two months,” said CARE Ratings in a report.

    “The January and February spike in CPI inflation, combined with core inflation remaining above 6 per cent, may push the policy outcome in favour of one more rate hike. Moreover, the latest inflationary expectations data does not suggest a significant relief,” the report notes.

    The credit rating agency expects the RBI to hike the repo rate by 25 bps to 6.75 per cent. With the real rate turning positive and tight liquidity conditions, CARE Ratings also expect a change of stance from ‘withdrawal of accommodation’ to neutral.

    According to Lakshmi Iyer, CEO-Investment & Strategy Kotak Investment Advisors Limited, the CPI remains above the 6 per cent threshold, including core inflation which remains sticky. Though CPI is likely to trend lower in the coming months, the probability of a 25 bps rate hike in the upcoming MPC seems high.

    “To hike or not to hike could be the most discussed agenda as the clamour for a pause seems to be only growing,” Iyer added.

    Giving a different view, India’s largest commercial bank, the State Bank of India (SBI) expects the MPC to hit the pause button this time around.

    “We expect the RBI to pause in April policya It has enough reasons to pause in April. There are concerns of a material slowdown in affordable housing loan market and financial stability concerns taking centre stage,” said SBI’s research report titled, “Prelude to MPC Meeting”.

    Agreeing on the inflation concerns is justified the SBI report said the average core inflation is at 5.8 per cent over the last decade and it is almost unlikely that core inflation could decline materially to 5.5 per cent and below as post pandemic shifts in expenditure on health and education and the sticky component of transport inflation with fuel prices staying at elevated levels will act as the constraint.

    By this logic, the RBI may then have to go for more rounds of rate hikes.

    Churchil Bhatt, Executive Vice President & Debt Fund Manager, Kotak Mahindra Life Insurance Company, said that the MPC members are facing a catch-22 situation — a turbulent global economic landscape versus a healthy and reasonably insulated economy.

    “We expect a pause in the April 23 MPC meeting with no change in stance. Forward guidance by the MPC, if any, may be open ended, leaving room for deft manoeuvrability depending on evolving circumstances in the global and domestic economy,” Bhatt said.

    Hyderabad: AIMIM chief Asaduddin Owaisi on Saturday slammed the Congress-led Rajasthan government for its decision to appeal the Rajasthan High Court’s decision to acquit four Muslim men in the Jaipur serial bomb blast case which rocked the state capital on May 13, 2008.

    Late on Friday night, at a high-level meeting, Chief Minister Ashok Gehlot reviewed the acquittal of the four accused. He decided to remove Additional Advocate General (AAG) Rajendra Yadav for the weak prosecution in the case with immediate effect.

    Also, Chief Minister Gehlot ordered a Special Leave Petition (SLP) in the Supreme Court at the earliest against the acquitted accused.

    Owaisi said that the HC had raised serious questions on the ATS officer and that many evidences appear to be forged.

    “…The court said that many evidences appear to be forged, action should be taken against the investigating officer. The Gehlot government wants to appeal instead of investigating. Don’t know how many thousands of innocent Muslims’ lives have been ruined because of the UAPA-love of the Congress. Junaid-Nasir were brutally murdered by Hindutvaists in Rajasthan a few months back, till now only one accused has been caught,” Owaisi said in a series of tweets.

    The Hyderabad MP further questioned the Gehlot government on why it was silent when the Centre did not appeal against the verdict acquitting the culprits in the Khwaja Ajmer Dargah bomb blast case.

    “….Why was the Gehlot government silent then? From this you must have got an idea for whom the heart of Congress beats,” he remarked.

    In this context, the AIMIM chief also took a dig at Congress leader Rahul Gandhi on his ‘Mohabbat ki Dukan remark he made during the Bharat Jodo Yatra in Jaipur. “Where are those people who were setting up ‘Mohabbat ki Dukan’ by conducting seminars in Jaipur? What is his stand?” he asked.

    A division bench of Justices Pankaj Bhandari and Sameer Jain acquitted these four convicts who had presented 28 appeals in the High Court. The hearing on this entire case was going on for 48 days.

    In its verdict, the bench reportedly said that the investigating officer did not have legal knowledge. Therefore, instructions have been given to the DGP to take action against the investigating officer as well. The court has also asked the Chief Secretary to conduct an inquiry into the investigating officer.

    Syed Sadat Ali, the lawyer representing the accused, said that the High Court has termed the entire theory of ATS wrong, which is why the accused have been acquitted.

    He said that four accused were sentenced to death by the sessions court. “We had come to the High Court against that decision. One of the accused is a minor. The court has accepted that he was 16 years old at the time of the incident. The court acquitted the accused by saying that there is no proof against the accused. ATS and Prosecution have not been able to prove the allegations. Neither planting bombs has been proved nor was it proved that the accused had bought the cycle.”

    “The court made strong remarks about the Investigation Officer while giving the verdict. The court has ordered DGP Rajasthan to take action against Rajendra Singh Nayan, Jai Singh and retired IPS officer Mahendra Chaudhary, who were the investigating officers of the entire case. In the 10-page judgment, the court said that the theory of the police does not match with the entire case.”

    On May 13, 2008, there were serial bomb blasts at 8 places in the walled city. In these, 71 people were killed, while 185 were injured. The court found Mohd Saif, Saifur Rahman, Sarwar Azmi and Mohd Salman guilty of murder, sedition and the Explosives Act.

    A total of 13 people were made accused in this case by the police. Three accused are still absconding, while two are lodged in jails of Hyderabad and Delhi. The remaining two criminals have been killed in the Batla House encounter in Delhi. The four accused were lodged in Jaipur jail and were sentenced to death by the lower court.

    Former BJP state chief Satish Poonia said: “The acquittal of all four convicted in such a big offense by the high court raises doubts on the advocacy of the Ashok Gehlot government of Rajasthan.

    “The manner in which the evidence was presented by the ATS, and later it was clipped and edited and the manner in which the court said that the prosecution was not done properly and the evidence did not come in a proper manner, raises doubts on the side of the investigation.”

    Saharanpur: The Jamiat Ulema-e-Hind, has said that it will challenge in court the Karnataka government’s decision to remove Muslims from the 2B category of ‘Other Backward Classes’ (OBCs), which gave them 4 per cent reservation.

    Maulana Mahmood Madani, president of the organisation, termed the move a “grave injustice meted out to Muslims”.

    Madani told reporters in Deoband that: “The decision does not go hand-in-hand with Prime Minister Modi’s Pasmanda Muslim upliftment. The Prime Minister, on one hand, is promoting development policy for the marginalised section of Muslims, and on the other hand, his party’s government in Karnataka is snatching away the reservation from them and distributing it among other classes.”

    The 4 per cent OBC Muslim quota has been divided between the Vokkaligas and Lingayats. Muslims eligible for quota have been categorised under economically weaker sections (EWS) now.

    He argued that various official statistics and reports confirm the fact that the Muslims of India are economically and educationally at the lowest rung of development.

    “Hence, no community deserves reservation more than the Muslims,” Madani said.

    Calling the move as “the worst example of electoral opportunism and appeasement”, Madani said, “This move only aims to create discord between the two communities. We will approach the court against it.”

    Modi Government`s Big Decision! LPG Cylinder To Cost Rs 200 Less For These Consumers

    NEW DELHI: The government on Friday extended the Rs 200 per LPG cylinder subsidy under the Pradhan Mantri Ujjwala Yojana (PMUY) by one year in the wake of high prices of petroleum products in the international market. The move will benefit 9.6 crore families. The Cabinet Committee on Economic Affairs has approved a subsidy of Rs 200 per 14.2 kg cylinder for up to 12 refills per year to be provided to the beneficiaries of PMUY, I&B Minister Anurag Thakur told reporters.

    As of March 1, 2023, there were 9.59 crore PMUY beneficiaries. Further, the minister said the total expenditure will be Rs 6,100 crore for the financial year 2022-23 and Rs 7,680 crore for 2023-24.

    The subsidy is credited directly to the bank accounts of the eligible beneficiaries. Thakur said there has been a sharp increase in international prices of LPG due to various geopolitical reasons and it is important to shield PMUY beneficiaries from high LPG prices.

    An official release said that targeted support to PMUY consumers encourages them for continuous use of LPG.

    “It is important to ensure sustained LPG adoption and usage among PMUY consumers so that they can completely switch to cleaner cooking fuel,” it said.

    The average LPG consumption of PMUY consumers has increased by 20 per cent from 3.01 refills in 2019-20 to 3.68 in 2021-22. All PMUY beneficiaries are eligible for the targeted subsidy.

    To make liquified petroleum gas (LPG), a clean cooking fuel, available to rural and deprived poor households, the government launched Pradhan Mantri Ujjwala Yojana in May 2016, to provide deposit-free LPG connections to adult women of poor households.
