    Will caste factor keep Shashi Tharoor out of the CWC?

    Thiruvananthapuram: With the now-ended 85th plenary session of the Congress in Raipur authorising party President Malikarjuna Kharge to nominate 35 members to the Congress Working Committee, the chances of former Union Minister making it to the party’s highest decision-making body seem to have dimmed.

    In the outgoing CWC, there were three members from Kerala – K.C. Venugopal, A.K.Antony, and Oommen Chandy. Out of them, the last two might not return due to their age and bad health, while Venugopal has increased his stock in the party by being the closest aide of Rahul Gandhi.

    Among those in the running include Tharoor, Ramesh Chennithala, Mullapally Ramachandran, Kodikunnil Suresh, among others.

    Questions over Tharoor came when Congress General Secretary in charge of Kerala Tariq Anwar on Tuesday opined that while there is no doubt that Tharoor has all qualities to be a member of the CWC, caste issues are also there when it comes to its constitution.

    While Venugopal, Chennithala and Tharoor all hail from the powerful Hindu Nair community, seven time Lok Sabha member Suresh hails from the Scheduled Caste community and he has already thrown in his hat in the ring.

    However, a political observer opined that it is evident that Tharoor does not have the support of all in the state unit, ever since he decided to contest for the Congress Presidentship against Kharge and those close to the Gandhi family were upset with him.

    “If what Anwar said is true, how come there were two Christians from Kerala in the outgoing CWC. So such excuses like that one has to look out for caste composition is just to keep someone out and with this statement, if Tharoor still find a place in the CWC, it should be a big surprise,” the observer said.

    Tharoor has already made it clear that he would not be keen to get into the CWC as a special invitee, and it remains to be seen if he becomes a CWC member or not.

    Nava Raipur: The Congress amended its constitution at its 85th plenary session here on Saturday to provide a 50 percent reservation to Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), women, youngsters, and minorities in its working committee.

    According to the amended constitution of the party, the Congress Working Committee (CWC) will now include the former prime ministers from the party and the former AICC chiefs.

    The number of CWC members will go up to 35 from the earlier 25.

    The amended constitution says from now on, the party will only have digital membership and records.

    Raipur: The Congress on Friday announced that it will amend its Constitution to give proper representation to SCs, STs, OBCs, minorities, women, and those below 50 years in the Congress Working Committee – the party’s top decision-making body.

    In one of the proposals as made at the Udaipur ‘Chintan Shivir’ in May last year, the party will make these provisions by amending 26 articles and 32 rules.

    If the proposed amendments are passed in the plenary, then former party chiefs Sonia Gandhi and Rahul Gandhi will become lifelong CWC members, along with former Prime Minister Manmohan Singh.

    General Secretary, in charge of communication, Jairam Ramesh said that the most important proposal is to provide 50 per cent reservations in the Working Committee for Scheduled Castes, Scheduled Tribes, OBCs, Minorities, women and youth.

    There is also a proposal to increase the strength of the CWC, which is 25 right now including party’s floor leaders in Parliament and the party president.

    The Congress Steering Committee, on Friday morning, decided unanimously to empower the party President to nominate members to the CWC.

    “We had a 2-1/2 hour discussion on this issue and the dominant view, overwhelming view was keeping in mind the political challenges facing the country, facing the Congress Party in its capacity as the main opposition and keeping in mind the far-reaching amendments that we are going to bring about tomorrow and day after in our party’s constitution, 16 Articles are being amended, 32 rules are being amended.

    “Keeping in mind, both these factors, the unanimous view of the Steering Committee was that this is the time to empower the Congress President to nominate members to the Congress Working Committee,” Ramesh added.

    However, sources said that Abhishek Manu Singhvi, Digvijaya Singh and Ajay Maken advocated elections to the CWC elections but eventually aligned with the majority view. The members of G-23 and their sympathisers of the grouping did not speak in favour of the elections, sources said.

    Raipur: The steering committee of the Congress on Friday decided not to hold elections to the CWC, and the party president was authorised to constitute it.

    The Congress has said that about 45 leaders spoke on the Congress Working Committee (CWC) election issue, and the consensus was taken.

    Party’s General Secretary in-charge Communications, Jairam Ramesh said, “Unanimous decision was taken to authorise Congress president to constitute the new CWC.”

    The Congress is holding its 85th plenary session in Raipur.

    New Delhi: The 85th plenary session of the Congress, which is being held on February 24 to 26 near Naya Raipur, will ratify the election of its President Mallikarjun Kharge, but the world outside will be watching closely how the new Congress Working Committee will be formed.

    Congress leaders are wondering if the new President will hold the Congress Working Committee elections and pave the way for strong grassroots leaders to contest or will he continue with the nomination system prevailing during the presidency of his predecessor Sonia Gandhi.

    The Congress has almost half the CWC members as elected and half nominated by the Congress President. However, their is a strong demand for the internal elections which was also part of the charter of demand when 23 Congress leaders wrote a letter to Sonia Gandhi for visible leadership.

    In Raipur the party is likely to amend the Constitution apart from holding elections, but if the majority of the AICC members authorises Kharge to constitute the new CWC their could be no elections.

    Apart from the CWC elections, the AICC members will be divided into six groups and each group will discuss, debate and come out with a resolution on various issues, including politics, elections and road ahead apart from crucial issues.

    However, Party General Secretary Organisation has been non-committal on the CWC elections and has said to “wait and see”.

    But when he announced dates of the plenary on January 2, he has said, “CWC elections will also be held during the plenary session.”

    If there is election then many senior Congress leaders are willing to throw their hat to be in the CWC, but Shashi Tharoor, who is likely to be included in the new CWC, has reiterated that he is not going to contest the Congress Working Committee (CWC) election.

    “I have already said that I am not interested in an election again and hence contesting, if an election to the CWC, is held is ruled out,” Tharoor said.

    Asked if he expects to be nominated, he said, “I am not expecting anything,” and when further asked, if an election to the CWC is needed, he replied, “There have always been two opinions on this issue and the Constitution is also clear on it,” said Tharoor.

    The Congress working committee (CWC) has 25 members, including the party president. Twelve are nominated by the party chief and the rest 12 are elected by the AICC members.

    In October, Congress President Mallikarjun Kharge had set up a 47-member Steering Committee, which included his predecessors Sonia Gandhi, Rahul Gandhi and former Prime Minister Manmohan Singh, in place of the CWC.

    However, the party is planning a grand welcome to Rahul Gandhi on the completion of Bharat Jodo Yatra and the Bharat Yatris may get nominated to the AICC.

    The Congress this year will be contesting major elections in big states where it is directly pitched against the BJP. Starting from Karnataka, which has more than two dozen Lok Sabha members, followed by Madhya Pradesh, Rajasthan and Chhattisgarh, the elections hold are a test for the Congress as well as the BJP. Congress is in power in two of the election-bound states.
