Tension in several Manipur districts, curfew relaxed for 3 hrs in Churachandpur

Imphal: Even as tension prevails in several Manipur districts and the Army and central para-military forces continued their vigil in the strife-torn areas, the administration in the most volatile Churachandpur district relaxed the curfew on Sunday for three hours from 10 a.m.
Churachandpur District Magistrate Sharath Chandra Arroju in a notification said the subsequent relaxations will be reviewed and notified based on the assessment of the prevailing law and order situation.
Chief Minister N. Biren Singh in a tweet said: “With the law and order situation improving in Churachandpur district and after talks were held between the state government and various stakeholders, I’m pleased to share that the curfew will be partially relaxed…”

Defence release on Sunday said that “Ray of hope due to efforts of 120-125 Army and Assam Rifles columns, who are working tirelessly for the past 96 hours to rescue civilians across all communities, curb violence and restore normalcy, has emerged with no major violence being reported, and curfew, therefore being relaxed from 7-10 a.m. on Sunday in Churachandpur followed by flag march by security forces immediately thereafter”.
The past 24 hours also witnessed the Army significantly enhancing surveillance efforts through aerial surveillance through the Unmanned Aerial Vehicle (UAV) and Army helicopters within Imphal Valley.
Over 23,000 civilians have been rescued till now and were moved to their own Army operating bases and military Garrisons, the sources said.
In the wake of the ongoing unrest in Manipur, over 2,000 men, women and children have crossed the border into Assam’s Cachar district and sheltered in seven government-sponsored camps and more than 200 people, mostly women and children took shelter in Mizoram’s Saitual and Vairengte districts.
Manipur government’s newly-appointed security advisor Kuldiep Singh, a former CRPF chief, said that at least 28 to 30 people were killed in the series of ethnic violence in different districts of Manipur.

However, local media quoting hospital sources said that at least 50 to 55 people, including women, have been killed in the attacks and counter attacks by the rival ethnic groups in at least six districts since May 3.
“Over 100 people have been injured in these attacks. More than 500 houses, along with a large number of vehicles, shops and other properties were either burnt down or damaged in these attacks since May 3,” Singh told the media in Imphal.
He said that 23 police stations in different districts have been identified as most vulnerable and the Army and Central Armed Police Forces were adequately deployed in these areas.
Flag marches by the Army and Assam Rifles are continuing in over six districts, especially in the most volatile Churachandpur district, Singh said.
In view of the prevailing unrest in Manipur, the Central government has already imposed Article 355 in the state to bring the situation under control.
Article 355 is part of emergency provisions contained in the Constitution that empowers the Centre to take all necessary steps to protect a state against internal disturbances or external aggression.
On May 3, unprecedented violent clashes, attacks and arson broke out at various places during a ‘Tribal Solidarity March’ called by the All Tribal Students’ Union of Manipur (ATSUM) to oppose the demand for inclusion of the Meitei community in the ST category.
Acting on a writ petition filed by the Meetei (Meitei) Trade Union, the Manipur High Court acting Chief Justice M.V. Muralidaran on April 19 had directed the state government to submit the recommendation for inclusion of Meitei (Meetei) community in the Scheduled Tribes (ST) list to the Union Tribal Affairs Ministry.
The High Court order said: “The issue of inclusion of the Meetei/Meitei community in the Scheduled Tribes list of the Constitution is pending for nearly ten years and above. No satisfactory explanation is forthcoming from the side of the respondent state for not submitting the recommendation for the last 10 years.
“Therefore, it would be appropriate to direct the respondent state to submit its recommendation to the Ministry of Tribal Affairs within a reasonable time,” the order said.
Meanwhile, various influential organisations, including All Manipur Christian Organisation, Global Naga Forum while saying that they would cooperate with the government to restore normalcy and urged the people to maintain peace and ethnic harmony.
Manipur Chief Minister once again urged the people to shun the path of violence.
“I appeal to everyone in Manipur to restrain from any form of violence. The state police and the para military have been given strict instructions to take action against those who create disturbances in the law and order of the state,” the Chief Minister tweeted.
In another tweet, he said : “In light of the prevailing situation in Manipur, held a meeting with the representatives of Coordinating Committee on Manipur Integrity (COCOMI) to highlight the crucial role of civil society organisations in bringing peace in the state at this hour.”

Manipur relaxes curfew in Churachandpur for few hours to allow people buy essentials

Imphal: The total curfew that prohibited the movement of any person outside their homes will be relaxed for three hours in violence-hit Manipur’s Churachandpur district on Sunday morning to allow the people to buy essential items such as medicines and food, according to a notification.
The curfew imposed under section 144 of the CrPC will be relaxed from 7 am to 10 am, it said.
It was also relaxed on Saturday for two hours from 3 pm to 5 pm.

“With the law and order situation improving in Churachandpur district and after talks were held between the state government and various stakeholders, I’m pleased to share that the curfew will be partially relaxed as per the details shared below (sic),” Chief Minister N Biren Singh tweeted on Saturday night, sharing a copy of the notification.
The curfew was imposed on May 3 after violent clashes broke out between tribals and members of the majority Meitei community, which has so far displaced thousands of people and killed at least 54.
The notification issued by Churachandpur district magistrate Sharath Chandra Arroju said, “Subsequent relaxations shall be reviewed and notified based on assessment of the prevailing law and order situation.”
The clashes broke out after a ‘Tribal Solidarity March’ was organised in the ten hill districts of the state to protest against the Meitei community’s demand for Scheduled Tribe (ST) status.
Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal valley. Tribals — Nagas and Kukis — constitute another 40 percent of the population and live mostly in the hill districts.

Assam: Night curfew continues in violence-hit Manipur dist

Imphal: The night curfew continued for the third consecutive day on Monday in Manipur’s Churachandpur district even as no fresh incident of violence has been reported in the mountainous district in the last 48 hours.
A police officer said that as a precautionary measure, the district administration decided to continue the night curfew until further orders.
The incidents of violence, including vandalising government properties, were triggered after the tribals launched fresh protests against the state government’s action against the illegal poppy cultivators and destroying poppy fields in the forest land, especially in the reserve and protected forests in the hilly areas.

The district administration on Saturday imposed a night curfew in Churachandpur district from 5 p.m. to 5 a.m.
However, with the reopening of shops, business establishments and markets, normal activities have been witnessed in the daytime since Sunday.
Unidentified miscreants set fire to a government building on Friday, damaging properties and destroying the documents.
After Thursday’s incidents of violence, Manipur Chief Minister N. Biren Singh cancelled his Friday’s visit to Churachandpur district.
The CM was scheduled to address a public gathering at Sadbhavna Mandap in New Lamka Town in Churachandpur on Friday and inaugurate an open gym at PT Sports complex.

The miscreants also burnt down the open gym, chairs and other materials gathered in view of the Chief Minister’s visit.
Police claimed that the Myanmarese, who illegally entered the state, were also involved in the arson.

Night curfew imposed in Manipur dists amid violence

Imphal: The situation in the trouble-torn Churachandpur district in Manipur remained tense on Saturday, with miscreants setting afire a government building.
The district administration imposed a night curfew from Saturday in the mountainous district, where the agitators also set ablaze an open gym, chairs and damaged other materials on Thursday night.
Police said that since Friday night, some incidents of violence have also been reported in the tribal-dominated Kangpokpi and Tengnoupal districts.

The incidents of violence were triggered after the tribals launched fresh protests against the state government’s action against the illegal poppy cultivators and destroying poppy fields in the forest land, especially in the reserve and protected forests in the hilly areas.
Director General of Manipur Police P. Doungel and senior officials on Saturday visited Churachandpur district and reviewed the situation.
Police said that some agitators set afire the office building of the Forest Range Officer in the Tuibong area around Friday midnight, and several fire tenders were pressed into service to douse the flames.
Churachandpur district administration on Saturday imposed the night curfew for an indefinite period from 5 p.m. to 5 a.m.
A police officer in Imphal said that the situation is still grim though heavy security measures have been taken to prevent fresh incidents of violence.

Veteran Congress leader and three-time former Chief Minister Okram Ibobi Singh and state Congress president K. Meghachandra Singh criticised the BJP government and Chief Minister for the “wrong policy in dealing with the tribals and forest lands”.

The BJP government in the state would not allow poppy cultivation and has been taking continued actions against those involved in such plantations, he told the media.
Vandalisation occurred and clashes erupted between demonstrators and police at Sadbhavna Mandap on Thursday night, leading security forces to lob tear gas shells to disperse a large crowd of local tribals, who also pelted stones at security forces deployed to keep the peace in the bandh-hit town.
There was no major injury on either side.
Police claimed that the Myanmarese, who illegally entered into the state, were also involved in the arson incident.
Biren Singh said in Imphal that police would take stern action against the trouble makers.
The Indigenous Tribal Leaders’ Forum (ITLF) has called for an eight-hour shutdown in Churachandpur district on Friday from 8 a.m. to protest the state government’s eviction drive from the protected and reserve forests.
The ITLF in a statement said that they had submitted several memoranda to the state government expressing their grievances and apprehensions about the survey carried out by the government pertaining to reserve forests and protected forest, wetlands and wildlife, and the eviction of villagers.
In support of their demands, tribals organised protest rallies on March 10, against the state government in three districts — Churachandpur, Kangpokpi and Tengnoupal, in which five people were injured in those incidents.
The protests were organised against the state government’s crackdown on poppy cultivation and encroachment of forest land.
The state government earlier this month demolished three churches in Manipur, claiming that the churches were “illegal constructions”.
The hilly and forested Churachandpur district in southern Manipur, which borders Myanmar and Mizoram, is home to various Kuki-Chin militant groups.
The Centre and the Manipur government signed the tripartite agreement and Suspension of Operation with the three militant outfits on August 22, 2008.

11 detained for violence in Bengal’s Kaliaganj; curfew continues

Kaliaganj: A total of 11 people have been detained for their alleged involvement in violence at Kaliaganj in Uttar Dinajpur district over the death of a teenage girl, even as roads in the town wore a deserted look on Monday amid heavy deployment of security forces, police said.
Prohibitory orders under Section 144 of CrPC continued in some parts of Kaliaganj, a senior police officer said.
Raids were conducted in and around Kaliaganj throughout Tuesday and 11 people were detained in connection with incidents of arson, he said.

Violating the prohibitory orders, miscreants on Tuesday set fire to Kaliaganj police station and torched several vehicles parked near it, as a mark of protest, claiming that the 17-year-old girl had been raped and murdered.
Her body was found in a canal here last week.
The preliminary post-mortem examination report, however, indicated she had not been raped.
“There is heavy deployment of security forces to keep a check on law and order. At the moment, the situation is under control,” the officer told PTI over phone.
The prohibitory orders were clamped in parts of Kaliaganj on April 23, ahead of the visit of a National Commission for Protection of Child Rights (NCPCR) team.

Meanwhile, state secretariat sources said Governor C V Ananda Bose on Wednesday morning spoke to Chief Secretary H K Dwivedi and Home Secretary B P Gopalika and sought a report on Tuesday’s incident.

Internet services restored, curfew relaxed in violence-hit Sambalpur

Sambalpur: The Odisha government on Sunday lifted a curfew during daytime and withdrew a ban on internet services in Sambalpur city which had recently witnessed violence during Hanuman Jayanti celebrations, an official said.
Internet services were fully restored after 10 days, while the administration relaxed the curfew from 5 am to 8 pm, he said.
These decisions were taken after “significant improvement of the law and order situation” in the Western Odisha city, the Sambalpur district official said.

Internet services were suspended on April 13, while the curfew was imposed the next day in the wake of a clash between two groups during the Hanuman Jayanti celebrations.
Later, broadband and leased internet services were resumed between 10 am and 5 pm, but the suspension of mobile internet was extended till April 22.
The administration had also come out with a toll-free number for the public to report “circulation of inappropriate messages or posts carrying hatred speech or false news”.
The western Odisha city had witnessed a clash between two communities during a motorcycle rally in the run-up to the Hanuman Jayanti on April 14.
As the clash spilled over to the streets, many vehicles were damaged and some shops were set on fire.

A total of ten police personnel and around 12 Hanuman Jayanti coordination committee members, were injured in a stone pelting incident during the clash.
The police arrested over 100 people in connection with violence and the killing of a tribal youth on Hanuman Jayanti day.
Meanwhile, Eid-ul-Fitr celebrations passed off peacefully on Saturday in Sambalpur, amid tight security arrangements and intensified patrolling across the city.
Mass prayers were not allowed in Sambalpur this year due to the violence that took place during Hanuman Jayanti processions on April 12 and 14. People offered prayers at 10 different mosques in Sambalpur in smaller batches.
Bargarh’s BJP MP Suresh Pujari said members of the National Commission of ST are scheduled to visit Sambalpur on Monday and meet the family members of the deceased tribal.
Earlier, the district administration had not allowed a delegation of BJP MPs and MLAs, including Union Minister of State for Tribal Affairs Bishweswar Tudu, to visit the village of the deceased.
The Odisha unit of BJP, in a letter to Union Home Minister Amit Shah, has sought a probe by the National Investigation Agency (NIA) into the clash during the Hanuman Jayanti celebrations.

Curfew imposed in Odisha’s Sambalpur amid fresh violence

Bhubaneswar: Amid fresh violence in Odisha’s Sambalpur town, the district administration has imposed a curfew for an indefinite period.
Upon receiving input on the current prevailing situation, Sambalpur Sadar sub-collector Pravash Chandra Dandasena issued the curfew order late Friday night.
“A state of curfew under Section 144 (1) CrPC is hereby declared wherein no individual or group of people are to exit their houses so as to ensure peace and tranquillity,” reads the order.

The curfew has been imposed in six police station areas of Sambalpur — Dhanupali, Khetrajpur, Ainthapali, Bareipali and Sadara — with immediate effect and until further orders.
No individual or group of people are allowed to exit their houses during the curfew period.
However, the district administration has allowed people to procure essential items during 8 a.m. to 10 a.m. and 3.30 p.m. to 5.30 p.m.
“It is also to be noted that strict action as per law would be initiated against the violators of this aforementioned order,” the Sub-Collector warned.
Earlier, the state government had suspended internet services in the entire district for 48 hours from on Thursday.

DIG (north central range) Brijesh Kumar Rai said that some shops were torched and ransacked on Friday night.
So, the administration decided to clamp the curfew to restore peace and normalcy in the region following the violence in the city.
