    SRINAGAR: For the first time, Orbital Atherectomy and Orbital Lithotripsy procedures were performed at the Super Specialty Hospital Jammu on Tuesday. A doctor who was part of the team performing the procedures said that a 75-year-old patient from Nowshera Rajouri, who had suffered a major heart attack a couple of days ago, was referred from a private center to Government Medical College Jammu. The patient’s angiography, which was done at the same peripheral center, revealed massively calcified critical distal LMCA disease, which is a death sentence if not treated in time.

    The doctor said that the treatment of left main coronary artery disease with massive calcification usually requires bypass surgery, but this patient was not willing and wanted an alternative therapy. “The clinical profile and angiography results of this patient were a goosebump feeling, but the patient had to be saved,” the doctor said.

    After careful analysis, intravascular ultrasound (IVUS)-guided percutaneous transluminal coronary angioplasty (PTCA)/STENTING was successfully done with satisfactory results with the help of Orbital Atherectomy and intravascular lithotripsy (IVL).

    The doctor said that once somebody has severe calcification in their coronary arteries, the stents either do not cross or may not open properly, which can be detrimental both in the short and long term. “Hence, these patients require some form of calcium modulation therapy, and the oldest form of calcium modulation therapy is rotablation, which might fall short in vessels with larger diameter and calcium nodules,” he said.

    The newer forms of therapy are intravascular lithotripsy and orbital atherectomy, which, if used in combination, can prove to be a game-changer at times, he said. This patient had large vessels, and the calcium was nodular; therefore, they used the combination of Orbital Atherectomy and IVL, which gave a result beyond imagination, the doctor said further.

    “Orbital Atherectomy, with the help of a diamond burr, ablates the calcium into fine particles and creates micro-fractures in the calcium, while IVL sends shock waves and creates fractures in calcium,” he added. (KNO)

    SRINAGAR APRIL 24 (KN) : With an objective of sensitizing farmers about new interventions approved under the Holistic Agriculture Development programme and benefits under other Centrally Sponsored Schemes, the Deputy Commissioner(DC) Srinagar, Mohammad Aijaz Asad Monday inaugurated programmes under Kissan Sampark Abhiyan here at Panchayat Halqas of Fakir Gujri as extensive orientation programme for the farmers.

    During the Kissan Sampark Abhiyan, capacity building/orientation programmes will be held for 3 days in all 21 Panchayats of Srinagar District as per notified schedule to sensitize the farmers and PRI representatives about the recent Government plan to implement 29 projects costing more than Rs 500 crore from this year to increase Agricultural production aimed at holistic development and promotion of Agriculture and allied sectors so that the farmers can get maximum profit and create employment opportunities from the Agriculture sector.

    Addressing the inaugural programme under Kissan Sampark Abhiyan, the Deputy Commissioner said that the Kissan Sampark Abhiyan is a prestigious programme of the Agriculture Production Department aimed at the overall welfare of farmers to educate farmers on various issues, including business management, entrepreneurship and Government schemes from April 24. He said the campaign will help farmers to increase their spending in the sector, ultimately leading to an improvement in their productivity and production.

    The DC further said with the help of PRIs focusing on farmers orientation and skilling programme will ensure that the meticulous plan reaches the fields and prepare our farmers to meet new challenges and explore new possibilities, besides making farming accessible and more profitable.

    On the occasion, the DC stressed the farmers and PRI representatives to actively participate in the programme to ensure the success of the ambitious program. He said resource persons will educate farmers through 48 videos, in addition the pamphlets have also been printed for better understanding of the Kissan Sampark Abhiyan so that farmers are benefited.

    The DC also informed that Kisan Sampark Abhiyan will include question and answer sessions for the farmers and will receive education about 19 centrally sponsored schemes that have been designed for their welfare and development in addition to the 29 projects.

    Later, Chief Agriculture Officer, Srinagar also spoke on the occasion and highlighted the objective of Kissan Sampark Abhiyan.

    Besides, members of Panchayat Raj Institutions, Chief Agriculture Officer, Srinagar, Mohammad Younis Chowdhary, Lead District Manager, other senior Officers of line Department and large number of Farmers were present in the inaugural function of the Kissan Sampark Abhiyan.(Kashmir News-KN)

    It seemed at the time to be smoking-gun evidence linking the Proud Boys to the earliest moments of violence on Jan. 6. But Pezzola now says he wasn’t telling the truth.

    On Thursday, on the witness stand in his seditious conspiracy trial — alongside Biggs and three other Proud Boys leaders — Pezzola acknowledged he lied to the FBI about that episode, claiming he believed it would persuade investigators to relax the harsh conditions of his pretrial detention.

    “I basically felt like my conditions at the jail wouldn’t improve unless I gave them more,” Pezzola said under questioning from his attorney Steven Metcalf.

    The brief exchange between Biggs and Samsel, captured on widely circulated video of the earliest moments of the riot, has been the subject of intense scrutiny because of the role Samsel played in setting off the melee along with Biggs’ leadership role in the Proud Boys. It remains unclear what the two said to each other.

    Pezzola said he was initially incarcerated in Washington, D.C., in a cell immediately next to Samsel, who he said told him that Biggs had goaded him to attack the police line. Pezzola said he knew it was false but relayed the story to the FBI anyway, hoping they would relax his conditions of confinement, which were particularly harsh amid the Covid pandemic. (Samsel is slated to go on trial later this year for his role in the events of Jan. 6.)

    In the version of events that Pezzola told the FBI during the March interview, he witnessed Proud Boys harassing a boy wearing a “Black Lives Matter” shirt just before Biggs had his exchange with Samsel. He told investigators “Mr. Biggs told Samsel that if he wasn’t antifa, he should prove it by pushing down the barricades,” Assistant U.S. Attorney Eric Kenerson indicated when he grilled Pezzola about the episode.

    Prosecutors agreed that they had no evidence Biggs possessed a gun on Jan. 6 but pointed to the episode to underscore Pezzola’s lies to authorities — which they say undercut his attempts to portray himself as honest and honorable. Pezzola said he retracted the story during a third meeting with the FBI while the bureau was still seeking to gain his cooperation.

    The New York Times first reported the dispute about Samsel’s account of the episode in October 2021, but Pezzola’s involvement in the matter was newly disclosed this week.

    The exchange about the Samsel episode kicked off a contentious turn for Pezzola on the witness stand. Pezzola spent Tuesday and Wednesday, under questioning from Metcalf, expressing contrition about aspects of his conduct at the Capitol — from his decision to smash the window to a celebratory selfie video he shot inside the Capitol while smoking a cigar.

    He repeatedly sniped at prosecutors, accusing them of lodging “fake charges” against him and bringing him to a “corrupt trial.”

    “You’re just twisting my words, Mr. Kenerson,” he said at one point during the questioning.

    Pezzola leveled conspiracy theories, repeatedly attempting to work in mentions of Ray Epps, a former Oath Keeper from Arizona who has become the subject of Trump allies’ false claims that he acted as a government operative. (Epps was visible in several videos nearby Pezzola and other Proud Boys leaders.)

    After several references, Kenerson pressed Pezzola on the point.

    “Mr. Pezzola, you have absolutely no evidence that Ray Epps is a government informant, do you?” Kenerson said.

    “I’ve seen no evidence that he isn’t,” Pezzola replied.

    Kenerson spent hours undercutting Pezzola’s claims that he spent most of his time at the Capitol spontaneously reacting to “police brutality” and attempting to protect himself and others from unjustified force. The prosecutor pressed Pezzola on how he was able to judge that the efforts by outnumbered police to control the crowd were unjustified, and Pezzola repeatedly acknowledged he had no expertise in the munitions that were used or how police chose to deploy them.

    Pezzola also repeatedly quibbled with Kenerson about whether his attempt to rip a riot shield away from an officer who had waded into the crowd was really an attempt to “take possession” of it. Rather, Pezzola said he merely wanted it to protect himself from a hail of rubber bullets and flash bangs that he said agitated the crowd.

    But Kenerson challenged Pezzola on these points, noting that in all the video, there are no images of him using the shield to cover his face or head. He posed for a photo with it before rushing with the mob to the base of the Capitol and using it to smash a window.

    Pezzola returned the shield to an officer as he exited the Capitol about 20 minutes after he went inside, stopping to blow a smoke ring in the general direction of police after they took it from him, Kenerson noted.

    SHO Jagat Singh said that on April 13, Pratap Singh allegedly poured kerosene on his wife, Rajni for failing to fulfill his dowry demands.

    The couple had been married since February 2018.

    Victim’s mother alleged that she gave adequate dowry in her daughter’s marriage, but her in-laws were demanding an additional dowry of Rs 2 lakh.

    The police have initiated investigations in the matter.

    Abu Dhabi: The Mohammed Bin Rashid Space Centre (MBRSC) on Tuesday announced Sultan Al Neyadi along with his crew was responsible for sending back critical research samples on the Dragon cargo spacecraft before its return from the 27th contracted cargo resupply mission to the International Space Station (ISS).

    The spacecraft carrying approximately 1950 kg of valuable scientific experiments and other cargo back to Earth, splashed down off the coast of Tampa, Florida in the US on Sunday at 12:58 UAE time.

    Al Neyadi, who has been working on scientific experiments on the ISS, completed the stowage of critical research samples along with his Expedition 69 crew members, that include NASA’s Flight Engineers Stephen Bowen, Woody Hoburg and Frank Rubio. Al Neyadi further accessed the Minus Eighty-Degree Laboratory Freezer (MELFI) on the ISS, that can reach temperatures to a low of -100°C, to preserve some samples before sending them to Earth and was also involved in loading the used station hardware inside the Dragon spacecraft.

    Some of the scientific investigations that were returned to Earth include the following:

    • Space tomato harvest: Studying the growth, nutritional value, and microbial safety of dwarf tomatoes grown in a miniature greenhouse aboard the ISS, which could improve food systems and horticultural therapy on Earth.
    • Growing higher quality crystals: Testing a crystal growth method for silicon-germanium (SiGe) semiconductors in space, with potential applications in solar cells and electronics.
    • Analysing aging arteries: Monitoring arterial changes in astronauts to identify cardiovascular risks and provide insight for prevention and treatment of arterial stiffness on Earth.
    • Fire safety: Investigating burning and flammability in microgravity to enhance fire safety for future space missions, and improve combustion models for terrestrial applications.

    Al Neyadi also activated the Dragon spacecraft’s monitoring tools and software and closed the vehicle’s hatch before it undocked from the ISS. After splashing down off the coast of Florida, the Dragon cargo carrying the experiments were transported to NASA’s Space Station Processing Facility at the Kennedy Space Center in Florida, allowing researchers to collect data with minimal sample exposure to Earth’s gravity. The completed research and discarded lab gear will now be sent to scientists and engineers around the world for analysis.

    Schumer said he is angling to have a conversation with Minority Leader Mitch McConnell about the matter soon — but over the course of Monday, deal-making GOP senators from Collins to Bill Cassidy (R-La.) to Thom Tillis (R-N.C.). lined up in opposition to temporarily replacing Feinstein on the panel.

    Republicans’ blockade of the resolution to replace Feinstein will effectively make it tougher for Democrats to confirm more judges — which Biden’s party can normally do unilaterally with a 51-49 majority. The judiciary panel’s chair, Dick Durbin (D-Ill.), has repeatedly delayed committee votes on lifetime appointees during Feinstein’s treatment for shingles. Democrats still have some judicial nominees ready for floor votes, but that list will run dry relatively soon without action at the Judiciary Committee.

    Schumer said he expects Feinstein to return to the Senate soon and that “We think the Republicans should allow a temporary replacement till she returns. I hope the Republicans will join us in making sure this happens, since it is the only right and fair thing to do.”

    But if her absence continues, the pressure on her to resign her seat will rise exponentially, given how high judges are on her party’s priority list.

    “I’m sure we’re going to be talking about this as a caucus this week,” said Sen. Tim Kaine (D-Va.). “These are the kinds of discussions where you really kind of have to get in the room to think it through. We haven’t started those discussions yet.”

    Reshuffling the panel’s roster this week would require unanimous consent from all senators, which means just one Republican could block it. And the Judiciary Committee members opposing a Feinstein replacement on Monday included Sens. Tom Cotton (R-Ark.), Marsha Blackburn (R-Tenn.), John Cornyn (R-Texas) and Tillis. All cited Democrats’ goal of confirming liberal judicial nominees.

    Cornyn said, “Republicans are not going to break this precedent in order to bail out Sen. Schumer or the Biden administration’s most controversial nominees.”

    McConnell hasn’t made a statement on Feinstein yet, but comments from Collins and Sen. Lisa Murkowski (R-Alaska) made it even more clear the temporary replacement that the 89-year-old senator sought is a dead end for Democrats.

    As Murkowski put it: “We need to respect not only Senator Feinstein, but also our protocols here in the Senate.”

    Republicans also noted that Democrats were only maneuvering to replace her on the Judiciary panel, not her other committee assignments. Summing up his party’s position, Senate Minority Whip John Thune (R-S.D.) said that “you’re starting to get a flavor that, certainly from Democrats’ standpoint, this is not going to be a slam dunk.”

    “The Dems are sort of using this because they want pressure on her to resign. And I think this gives them sort of a lever to do that,” Thune added of Feinstein.

    Democrats still haven’t even picked a potential Feinstein replacement. Schumer said he needs to talk to the caucus about who would take her spot on the Judiciary panel, which she was once in line to chair. Durbin said the choice is up to Schumer, but that he’ll be giving recommendations.

    With Feinstein absent — and her timetable to ever return to Washington increasingly uncertain — the committee is evenly split between Democrats and Republicans. That means judicial nominees without bipartisan support cannot come to the Senate floor without laborious procedural votes to shake them loose. Even then, those votes would face a 60-senator threshold.

    And the stakes are extra-high now: Confirming judges is one of the top Senate Democratic priorities given GOP control of the House.

    “Tomorrow, this could happen to the Republicans and they could find themselves in a vulnerable position through no fault of their own,” Durbin said Monday. “And I hope that they’ll show a little kindness and caring for their colleagues.”

    Feinstein rejected any talk of resigning in a statement last week, asking that she be removed from the committee until she returns to the Senate in order to allow Judiciary’s work to continue.

    There is little recent precedent in the Senate to make a temporary replacement on a committee roster, since changes are usually triggered by a lawmaker leaving the chamber entirely. Notably, Republicans said they would take a different approach if Democrats were seeking approval to seat a replacement California senator on committees, rather than a temporary swap for Feinstein.

    Describing Feinstein as currently in “a delicate part of her life and her Senate service,” Durbin said Republicans should “stand by her and give her a dignified departure from the committee.”

    SRINAGAR: A man died while another sustained critical injuries as lightning struck them in the Rajouri district.

    Locals said that on Thursday evening, lightning struck the Patli forest area of Kotranka sub-division in which two men fell unconscious with critical injuries.

    Both were taken to the Community Health Center Kandi, they said.

    An official said that 28-year-old Zafar Iqbal, son of Mohammad Bashir, a resident of Panjnara was brought dead to the hospital.

    Meanwhile, Showkat Ali, 22, son of Wali Mohammad, a resident of Panjnara is critically injured and has been referred to Government Medical College Rajouri for specialised treatment, the official said. (KNO)

    But the vaguely worded report, which was delivered more than a month later than the deadline Treasury Secretary Janet Yellen set, answered few of the questions that lawmakers have been lobbing at Yellen and IRS officials for months about specific budget forecasts and department hiring.

    The IRS, which counted around 78,700 employees in 2021, says in the report that it plans to bring on nearly 30,000 new employees by the end of fiscal year 2025. That would include 8,782 hires in enforcement and 13,883 in taxpayer services and surely offset some attrition in the agency’s ranks from retirements.

    The agency intends to spend $2.8 billion of the funding in 2023 and $5.4 billion in 2024 and, over a 10-year period, allot a hefty sum of $41.7 billion alone to scrutinizing the most sophisticated, high-income taxpayers.

    However, the IRS did not provide essential information sought by lawmakers on the Senate Finance and House Ways and Means committees, such as how many employees the agency would like to hire long term for enforcement; how exactly the IRS will comply with a pledge by Yellen not to increase audits on those making less than $400,000; and what the agency forecasts to spend on operations, enforcement and customer service from fiscal years 2025 through 2031.

    Treasury Deputy Secretary Wally Adeyemo defended the limited budget forecast in a call with reporters Thursday, saying technology advancements such as digital scanning of paper returns and automated phone services will improve agency productivity. That creates uncertainty around how many employees the IRS will ultimately need to hire, Adeyemo said.

    “I hope that we can get better at forecasting, but I just think it’s good management and leadership practice” to refrain from projecting beyond fiscal year 2024, Werfel added.

    Still, those omissions could be no coincidence with Republicans primed to pounce on any details of the IRS’ bulked-up enforcement. When Treasury first asked for new money for the IRS, the department specified exactly how many workers the IRS would hire to crack down on tax cheats: 86,852.

    Republicans have been using that figure ever since as grist for attack ads on Democrats.

    Democrats have fired back that the agency has been starved of resources to fairly enforce the tax code — with audit rates for millionaires and corporations falling by 77 percent and 44 percent, respectively, from 2010 to 2017 — and that much of the new hiring is needed to replace the two-thirds of the IRS workforce that will be eligible to retire in the next six years.

    Here’s a look at what the report says about key elements of the IRS strategy:

    ENFORCEMENT

    The agency says it wants to leverage data analytics and technology to audit complex tax returns and plans on hiring the first waves of specialists focused on big companies, partnerships and high-income individuals in fiscal year 2023. The IRS will increase enforcement activities on cryptocurrencies and in areas where audits have declined significantly over the years, such as in estate, gift and employment taxation.

    That will involve increasing staff in the Office of Chief Counsel, the legal adviser to the IRS based at the Treasury Department, to help litigate cases and issue clear guidance on tax laws. The agency insists ramped-up enforcement will apply to only those making more than $400,000.

    “People who get W-2s or Social Security payments or have a small business should not be worried about some new wave of IRS audits. We’re taking that off the table,” Werfel said.

    In a nod to lawmakers’ concerns about a Stanford study published earlier this year finding that Black taxpayers are three to five times more likely to be audited by the IRS, the agency also said it will create a team in fiscal year 2024 to look at whether enforcement activities disproportionately burden certain groups and address any disparities in tax administration according to gender, race and age.

    CUSTOMER SERVICE

    The IRS wants to create online business accounts where taxpayers can let the agency know what communication methods they prefer — whether digital, phone or in-person — and hire more representatives to operate the phone lines and staff Taxpayer Assistance Centers.

    Under the modernized system, the IRS said taxpayers will be able to access their entire account history, including notices and returns; make payments; and get status updates for their filings, all online. They would also receive personalized alerts from the IRS to better understand their tax obligations and eligibility for credits and deductions.

    The IRS launched a new tool this filing season that allowed taxpayers to respond to the nine most common notices online, and the agency plans to add 72 more notices online by the end of fiscal year 2024.

    “For many, letters from the IRS in the mail could be a thing of the past. For the first time, the IRS will help taxpayers identify potential mistakes before filing,” Werfel said.

    The agency says it wants to make it easier for employees to review tax returns by implementing full digital scanning of paper forms — which National Taxpayer Advocate Erin Collins has called the “kryptonite” that jammed up the IRS during the pandemic — in the next five years and make that data easily accessible to employees in a centralized case management system.

    TECHNOLOGY

    The IRS is looking to replace old programming language in its aging computer systems and consolidate information on the cloud while improving cybersecurity to protect taxpayer privacy. Machine learning could be used to extract data and do advanced analytics on complex tax returns, the agency says.

    PERSONNEL

    The agency insists its hiring successes will not only depend on the prospects of higher pay for specialized employees, but also a cultural shift that gets workers excited about the IRS’s mission. It will prioritize recruiting from diverse and underrepresented talent pools and streamline the hiring process, which frequently gets bogged down in bureaucratic hurdles and discourages candidates from joining the IRS.

    The agency will consider allowing employees to work from more locations around the U.S. to attract top-tier talent and employ gig workers on an as-needed basis. The IRS adds that it wants its employees to become far more data-savvy.

    New Delhi: The Supreme Court on Wednesday quashed the Centre’s denial of security clearance to Malayalam news channel MediaOne, and pulled up the Ministry of Home Affairs for raising national security claims in “thin air” without facts.

    A bench headed by Chief Justice DY Chandrachud set aside the Kerala High Court order which had upheld the Centre’s decision to ban the channel’s telecast on security grounds.

    The top court said critical views of the channel against government policies cannot be termed as anti-establishment as an independent press is necessary for a robust democracy.

    The top court was hearing the plea of the news channel against the Kerala High Court’s order which had upheld the Centre’s decision to ban its telecast on security grounds.

    Delivering the inaugural address at the fifth conference of Central government counsels from southern states in Bengaluru, Justice Nagarathna said, “The adequate manning of the judiciary at all levels by independent and fearless judges is necessary to ward off any semblance of interference from any quarter. I must say, in my most humble way, that government or executive’s inaction or delay in critical matters concerning the judiciary such as the appointment of judges could have serious effects for democracy in general, and judiciary particular.”

    She added, “In fact, in my humble view, there is a Constitutional obligation upon the executive to effectively process appointments and transfer of judges recommended by the collegium of the Supreme Court within the earliest possible time, so that there are no vacancies in courts, which could hamper effective judicial functioning. If empowerment of the judiciary is to be seriously considered, I feel that vacancies must be filled and transfers must be affected at the earliest possible time.”

    Her statement is crucial against the backdrop of increasing friction between the Supreme Court collegium and the Central government over the delay in the appointment and transfer of judges of the high courts.

    Earlier this week, the apex court collegium headed by Chief Justice of India, D.Y. Chandrachud, had taken a serious view of the delay by the Centre in taking a decision on the names reiterated by it for appointment as judges to the high courts.

    “Reiterated names ought not to be withheld or overlooked as this disturbs their seniority whereas those recommended later steal march on them. Loss of seniority of candidates recommended earlier in point of time has been noted by the collegium and is a matter of grave concern,” the SC collegium had said.
