    Lucknow: A special court here has directed the Lucknow police commissioner and eight other police personnel to appear before it for allegedly making public the identity of a juvenile apprehended in connection with a case of fraud.

    The court fixed April 4 for appearance of these police personnel.

    Judge Vijendra Tripathi passed the order on Tuesday on a complaint filed by Sunil Kumar, who is ‘peshkar’ (reader) of the Juvenile Justice Board.

    Kumar had filed the complaint on the instructions of the board as it had been apprised that the police personnel had willingly disclosed the identity of the juvenile on the Facebook wall of Lucknow police commissioner.

    It was apprised to the Protection of Children from Sexual Offences (POCSO) court that the accused was held by the police in a fraud case and was produced in the court which referred the matter to the Juvenile Justice Board after learning that he was a juvenile.

    Kumar said in the court that despite the accused being a juvenile, his identity was disclosed on the Facebook wall of the Lucknow police commissioner on February 7 and 8, based on which several newspapers and news channels broadcast the news.

    The court was informed that the act of the police was “totally illegal” and against the provisions of the Juvenile Justice Act.

    Amaravathi: Telugu Desam Party (TDP) senior leader Varla Ramaiah on Monday said the party will approach the Andhra Pradesh High Court after it accused government officials and police of crossing limits in the graduates and teachers constituencies elections.

    Speaking to the media, he said that chief minister Jagan Mohan Reddy reposed faith in backdoor methods to win the polls. “At least 30 percent of the votes polled for both the graduates and teachers constituencies are bogus,” he alleged.

    “YSR Congress Party MLA Bhumana Karunakar Reddy and his son Abhinay were allowed inside the polling booth and the TDP leaders, who questioned this have been taken into custody,” said the senior TDP leader.

    He asked why was YSRCP leader Y V Subba Reddy allowed to campaign inside the polling booth. “Are the laws not applicable to Reddy? Just because he was the chief minister’s uncle?” questioned Ramaiah.

    “When the Tirupati district Superintendent of Police (SP) and the State Election Commissioner are violating the laws, why is the chief electoral officer Mukesh Kumar Meena silent?” he asked.

    Ramaiah demanded an immediate investigation by the EC on the legislative council polls in Andhra Pradesh.

    Hyderabad: Police conducted a checking of 39 lodges and OYO rooms along with nine farmhouses in Cyberabad Commissionerate limits on Saturday. 

    Two lodges were found in violation of the rules and two persons were arrested. 

    Fab lodge in the limits of Rajiv Gandhi International Airport (RGIA) police station was violating the rules by allowing the consumption of liquor by customers in the rooms. 

    The manager of the Fab lodge, Shekhar, a resident of Thondupally village was arrested and the owner of the lodge, Arogya Reddy, is absconding. 

    Police booked the Meridian hotel manager, Mohd Abdul Khadar, under the RGIA police limits, as proper documents were not being maintained.

    Islamabad: Police in Islamabad on Wednesday apologised and suspended its personnel involved in baton-charging a women’s rally held here in the Pakistani capital to mark the International Women’s Day.

    The Aurat March (Women Day March) rally was organised at the National Press Club in Islamabad as part of an event held across the country to celebrate with the rest of the world the International Women’s Day to recognise the social, economic, cultural and political achievements of women.

    Video clips circulating on social media showed police using force against women participants of the protest march in capital Islamabad, sparking anger.

    The police personnel involved in baton-charging the participants of the Women’s March have been suspended, Interior Minister Rana Sanaullah said.

    “Moreover, other persons responsible for misbehaviour are also being identified, and proper action will be taken against them too,” he tweeted.

    Inspector General Islamabad Akbar Nasir Khan took notice of the incident and sought a report to identify those involved in the violence.

    “Islamabad police apologises for this incident,” the force’s official Twitter handle said. “The Islamabad police stands with the participants of the march for the struggle and protection of women’s rights,” the statement said.

    Earlier, Interior Minister Sanaullah said he has noted the behaviour of the police personnel and summoned Islamabad police chief. He said “strict legal action” would be taken against those responsible for “this mistreatment”.

    “I have taken strict notice of the behaviour meted out to the participants of the women’s march in Islamabad. The IG Police Islamabad has been summoned, and strict legal action will be taken against those responsible for this mistreatment,” he tweeted.

    The Human Rights Commission of Pakistan (HRCP), which is an independent body, also condemned the use of force by the Islamabad police. “Women have as much right to peaceful assembly as any citizen. The police are supposed to provide security to the marchers, not to resort to violence against peaceful demonstrators,” the commission said.

    Climate Change Minister Sherry Rehman also condemned the Islamabad police’s action against the Aurat March. “The Islamabad police had no business baton-charging a small peaceful procession,” she tweeted and added that an inquiry would be held to punish those responsible for it.

    Talking about the use of force, Punjrush, one of the organisers of the march, explained that transgender persons were performing when police charged at the protesters, causing some of them to get “crushed”.

    “Then they started pushing us so we started to push back and then they started fighting and we started fighting and it just got confusing,” she said.

    Rallies are held every year on the occasion of the International Women’s Day, upsetting the conservative elements in the country.

    Earlier today, the Islamabad High Court (IHC) rejected a petition filed by Amun Taraqqi Party (ATP) chief Muhammad Faiq Shah who had challenged the permission given to organisers to hold a women rally.

    Jaipur: Rajasthan cops are on the lookout for a couple who was seen romancing on a motorbike on Jaipur streets on the eve of Holi.

    The reported incident took place at the B2 Bypass in Jaipur.

    The couple was caught on mobile camera performing ‘romancing stunts’ on motorbike on the eve of Holi.

    Meanwhile, the video has gone viral and is attracting many eyeballs and comments of social media handlers.

    The video was apparently shot by a passenger in a car. The viral video shows the girl sitting on the petrol tank of the Royal Enfield motorcycle as the man drives the two-wheeler. In the video itself, a bit of the Bypass is visible in-board.

    Police have now started a search for the accused couple based on the registration number of the bike.

    Police officials said that the traffic police are likely to penalise the accused couple.

    Earlier, in a similar incident in February, a couple was caught on camera performing ‘kissing stunts’ on a motorbike in Ajmer city.

    Hyderabad: Around 260 participants, including 14 women and 6 police personnel participated in ‘Kothwal Kesari’, a wrestling championship organised by Hyderabad police.

    Improving community policing was the motive behind the event that concluded at Quli Qutub Shah Stadium on Sunday evening.

    Wrestlers from different parts of the region showcased their skills in the championship, which started on Friday.

    The event had weight categories of 50kg, 57kg, 65kg, 74kg, 86kg, and 97kg for men while the weight categories for women were set for 80-120kg.

    City police commissioner CV Anand while speaking at the event said, “I am extremely pleased to see the success of the Kothwal Kesari wrestling championship. It’s great to see events like this promoting healthy competition and fostering a sense of community spirit. Kothwal Kesari & Kothwal cricket cup will be annual events.”

    Hyderabad: A fact-finding team of social activists visited the family, friends and neighbours of Mohammed Khadeer Khan, who died on February 21 following alleged police brutality. It concluded that the Medak police failed to follow the process of law and violated several provisions of CrPC, guidelines and judgments delivered by the Supreme Court and various High Courts in the cases of arrest and detention.

    The team came out with 13 pointers report that suggests that Khadeer was tortured and attempts were made to erase the evidence.

    Not just Khadeer, but his friend Rizwan and brother-in-law Moin were taken along with the victim and allegedly beaten for hours.

    No specific complaint or FIR was registered against Khadeer. “It is merely on the basis of misidentification that he was arrested and tortured,” said the report.

    Instead of producing before the regular judicial magistrate, Khadeer was produced before the executive magistrate, raising suspicions that he was arrested on mistaken identification due to footage from the CCTV camera.

    “The Medak police personnel came to Hyderabad in a private vehicle (Swift car) with plain clothes and without name tags to arrest Khadeer, thus violating guidelines of the apex court laid down in DK Basu case in arresting and keeping accused in police custody. Moreover, police collected Khadeer’s call data records without any warrants,” the report said.

    “It seems that police targeted Khadeer to hide their failure in arresting the real culprit involved in the theft case,” the report stated.

    The report alleged that police hesitancy to provide timely medical treatment to Khadeer was “to save their own skin”.

    Lastly, the fact-finding team has laid down recommendations to the Director General of Police (DGP). They are as follows:

    • Immediate safety and security to all witnesses including Rizwan and Moin who were present at the time of the torture.
    • Preservation of medical records and statements of doctors who treated Khadeer.
    • File FIRs against the erring police officers under 302 (Whoever commits murder shall be punished with death or imprisonment for life, and shall also be liable to fine) of the Indian Penal Code, as well as issue an immediate order to preserve the CCTV footage from January 29 to February 16.
    • Speedy trial by appointing a special magistrate and a separate bench.
    • Transfer of Medak’s superintendent of police for failing to take timely action against the erring police officials.
    • Training for police officials on how to conduct themselves with regards to an investigation as well as the approach with empathy towards the general public.
    • Compensation of Rs50 lakh and a government job to Khadeer’s widow by the state government.

    “Khadeer was a daily wage worker. His family consists of four persons who were completely dependent on him. Now this family is rendered orphans without male support,” the report concluded.

    The fact-finding team of social activists included Khalida Parveen, Murali Karnam, S.Q.Masood, Krishna Kumari, Manga, Deepthi, Kaneez Fathima, Kareema, Farisa Quadri, Naseem Sultana, Gayatri and Fariya.

    SRINAGAR: Weapon of a cop went off accidentally after he was allegedly hit by a speeding vehicle in Batmaloo area of Srinagar on Wednesday.

    Taking to microblogging site Twitter, Traffic City Srinagar said that a speeding vehicle without number plate hit & injured a PSO of a traffic officer on duty, resulting in accidental discharge of PSO’s weapon.

    He maintained that there was no damage or injury caused to anyone due to the discharge of the weapon.

    “Case has bee registered in Batmaloo PS against rash & negligent driving”, the tweet reads further.

    Ahmedabad: Police have defended in the Gujarat High Court the public flogging of some people from a minority community following stone pelting in the state’s Kheda district last year saying the persons were “cornered” to maintain peace and it was not done with any criminal intent.

    This defence comes even as an interim police report talks of action against six cops in connection with the incident.

    Kheda Superintendent of Police R H Gadhiya and Police Inspector of Local Crime Branch, A V Parmar, filed separate affidavits before the bench of Justices N V Anjaria and Niral Mehta on Tuesday in a contempt case regarding the alleged flogging of some Muslims accused of stone-pelting during an event last year.

    During Navratri in October 2022, some villagers as well as policemen were injured after a mob comprising members of the Muslim community allegedly hurled stones at a garba dance event at Undhela village in Kheda district.

    Videos purportedly showing police personnel publicly flogging three of the 13 arrested accused went viral on social media.

    Later, some of the accused approached the HC claiming that the police personnel involved in the act had committed contempt of court by flouting Supreme Court directions on people in custody as laid down in the D K Basu vs State of West Bengal case.
    In his affidavit, Gadhiya said when the accused persons were taken to Undhela village for investigation, they “tried to misbehave and abuse the police officers”.

    “When 8 accused were brought at the village as part of investigation on October 4, the male accused, after getting down from police vehicle, started abusing verbally the police officials and one accused Shejadmiya Shukatmiya spitted on police inspector of LCB, Ashok Parmar,” the SP said in his affidavit.

    The SP further said other accused persons “collected stones in their hands and started instigating members of Hindu community who had gathered there. The accused did not pay heed to requests made for sitting in a police vehicle and started a scuffle with police”.

    Referring to the alleged flogging incident, the SP said that “as a result of this incident, there was a hue and cry, and it is only with a view to maintain the peace and harmony, that the suspects were cornered so that no untoward incident further takes place”.

    Through the affidavit, the SP also informed the court that as soon as he received instructions from the Range IG to inquire into the alleged flogging, he deputed Deputy SP of Kapadvanj Division to probe into the issue.

    In his interim report of December 1, the DySP stated when the accused persons had started misbehaving, the on-duty police officials were required to control them using other means instead of “physically abusing the accused with lathi”.

    “As per the interim report submitted by the DySP Kapadvanj, Range IG immediately acted against erring police officers and chargesheets have been issued to six policemen, including LCB PI A V Parmar, while the departmental proceedings are pending,” Gadhiya said.

    He submitted that transcripts of call recordings revealed that the entire incident of stone-pelting was “preset and pre-meditated with a view to create fear amongst the members of Hindu community and to disturb the law and order”.

    More than 150 persons from the minority community had cordoned off the Mataji Chowk and started pelting stones. The “pre-meditated” offence left 8 residents and three policemen injured, said the SP.

    In his affidavit, Police Inspector A V Parmar, claimed that the police officials in question had acted within their powers
    “Respondents (policemen) acted within the scope and ambit of their powers and there has not been any act committed by them which is beyond the powers conferred on the respondents. The acts of respondents are the acts in discharge of their duties and these acts were not done with any criminal intent,” said Parmar in his affidavit.

    He drew the court’s attention that “more or less, every year when Hindu festivals like Navratri is celebrated, some altercations happen between Hindus and Muslims of the village”. He added that one of the petitioners is already facing two cases of rioting and he was the main conspirator in this case too.

    “The petitioners themselves have engaged in disturbing the social fabric of a village by creating rifts between two communities and by assaulting people of that village. Petitioners are guilty of not stating true facts before this court and they themselves had created an atmosphere of fear and terror amongst law abiding citizens,” he said.

    Parmar said the present proceedings initiated by the petitioners for contempt of court are not maintainable as per the law.

    “The Parliament has already amended the CrPC (Code of Civil Procedure), 1908, and made appropriate safeguards by inserting provisions for the arrested persons and therefore guidelines issued earlier by the SC in the D K Basu case would give way in favour of those provisions of the amended CrPC,” he said.

    Aligarh: Three police personnel, including an Inspector and Sub-Inspector, have been booked in connection with the alleged suicide attempt by a 19-year-old woman at the Vijaygarh police station in Uttar Pradesh’s Aligarh in May last year.

    Station House Officer (SHO), Jitendra Kumar, Vijaygarh police station, said, “A case against three police personnel — Inspector, and Sub-Inspector, and a woman constable have been registered. Further investigation is ongoing, and action will be taken accordingly.”

    The police personnel have been booked under section 343 (wrongful confinement for three or more days) of the Indian Penal Code.

    The woman was reportedly lured by a man identified as Akash to Gujarat, following which her family members filed a case.

    Based on the complaint, police traced the girl and held her at the Vijaygarh police station, but the woman dodged the police and attempted suicide by jumping off the roof of a second-storey building.

    She was taken to the JN Medical College for treatment where she died after three days.

    After the incident, the Aligarh District Magistrate ordered a probe into the matter.

    After months of investigation, a case was registered against the policemen in the matter.

    A case was also filed against Akash on April 28, 2022.
