    Hyderabad: Greater Hyderabad Municipal Corporation (GHMC) is intensifying measures to control the dog menace in the city by amping up the Animal Birth Control operations and Anti Rabies Vaccinations (ABC and ARV).

    The corporation on Wednesday has announced its decision to engage eight additional private veterinarians besides the existing 16 veterinarians. 

    The name of ‘Dog catching squad’ has been changed to ‘GHMC dog birth control unit’.

    An Additional 20 dog-catching vehicles will be added to the existing fleet of 30. The GHMC workers will extend their operations to catch dogs into the evenings. 

    Distribution of pamphlets, serving notices to meat shop owners and hotels, and conducting awareness campaigns involving the Resident Welfare Associations (RWAs), slum and town-level federations as well as self-help groups are among other measure being taken to curd the incidents of dog-bites in the city. 

    To this effect, GHMC had served notices to about 4001 establishments including meat shops and hotels, instructing the managements not to dispose garbage in public places. 

    Awareness programs have been conducted for over 2.28 lakh students from 1066 schools along with 1111 RWAs, slums and town-level federations.

    Control of the House goes through the Empire State

    That includes the seats held by a diverse group of GOP freshmen across the state, from more well-known faces like Rep. Marc Molinaro in the Hudson Valley, who previously ran for governor against Andrew Cuomo, to first-time-winner-turned-ultra-beleaguered George Santos in Long Island.

    “Glass half empty, it’s disappointing,” Ryan said of Democrats’ performance in November. Speaking from his new district office along the Hudson River in Newburgh during the April recess, he said Democrats need a course correction. “I think many of [the New York seats] were and should have been winnable races, especially given the stakes.”

    The path to victory for either party is full of pitfalls, according to interviews with more than 15 local and state level party leaders, elected officials and consultants. New York Democrats are rebuilding at every level — and plagued by state party infighting. Republicans fear being lumped in with the more extreme members of their caucus and abortion politics may destroy the gains they’ve made in the Empire State. And Democrats are worried that their own party will cause them to face plant once more.

    “We don’t have a functioning state party,” said Michael Blake, a former Democratic assemblyman from the Bronx and vice chair for the Democratic National Committee. “I’ve seen what real parties do, real parties across the country have consistent elections, they have full time staff and compensated chairs because they make that a job. It’s not a hobby.”

    For both parties, the journey to victory in New York will be long, tough and expensive.

    “There’s no shortcut. There’s no easy button,” Ryan said.

    ‘If you listen to the critics, we did absolutely nothing.’

    Democrats not only need to protect Ryan’s seat, but also win back the ones Republicans flipped last cycle in the buoy of a presidential year. The House Majority PAC, the main Democratic super PAC in House campaigns, has already announced a $45 million investment into New York and is already hiring a war room.

    The Congressional Leadership Fund, the Republican side super PAC, has not yet released its budget for New York.

    “They’re going to have to come up with the money to fund these races because they’ve all gotten enormously expensive,” said Brent Bogardus, the Greene County Republican Party Chair.

    Local Democratic leaders are ready for the flood of resources likely to come to their districts, but are worried about execution. Local party chairs fear waste without proper coordination and that redder and more rural areas won’t see the benefits of New York’s new battleground status.

    “There’s going to be money coming from all sides. Well, why don’t we spend it efficiently? Why don’t we spend it effectively?” said Jennifer Colamonico, the Putnam County Democratic Party chair, and part of NY-17, where Rep. Mike Lawler (R-N.Y.) won by fewer than 2,000 votes. “I think that’s the most important thing the state party can do, especially going into next year because there’s a huge opportunity to waste money to be honest.”

    There was a coordinated effort last cycle between Gov. Kathy Hochul’s campaign and down ballot candidates but Democrats are already stressing the need to have stronger coordination across the ticket to share resources and free up candidates to focus on being in the district.

    “I joke it’s a fly-over county; it’s north of Westchester and everybody kind of zips right through it,” Colamonico said. “But I think Sean Maloney learned the hard way, you can’t write off any part of your district. Like the old Howard Dean 50-state strategy, we need a 62-county strategy in New York.” (Maloney, who was also the DCCC chair, lost his newly redrawn district to Lawler by 1.6 percent of the vote.)

    Much of the blame for the losses New York Democrats suffered has been heaped on state party chair Jay Jacobs, who survived calls for resignation after last cycle.

    “If you listen to the critics, we did absolutely nothing. Nothing,” Jacobs said in an interview with POLITICO. “Even though they knew about it and read about it in the papers.”

    A coalition of Hudson Valley Democratic county party chairs sent an open letter to the state party leaders to submit a list of proposals they’d like the state party to adopt to grow its operation and impact in the 2024 election cycle. The letter called for the state party executive committee to meet more frequently, provide an internal communication structure for organizing at all levels of Democratic Party membership and to develop an action plan for the next cycle among other suggestions.

    The chairs represent New York’s 17th, 18th and 19th congressional districts, represented today by Reps. Molinaro and Lawler and Ryan, all of whom are on party target lists.

    Ulster County Democratic Party chair Kelleigh McKenzie said some of their organizing has been hamstrung by lack of investment in basic infrastructure. Her county office uses Slack to communicate within the office, but she can’t afford a version of the software that keeps messages for more than 90 days or even for everyone on her team to use it — let alone a version that would include multiple county offices.

    “Some of us, like the Hudson Valley Chairs Coalition, we’re doing this ourselves. But we would like to see the state party put the infrastructure in place,” McKenzie said.

    Jacobs said he finds the Hudson Valley Chairs coalition to be helpful collaborators and agrees with the need to build a more robust party infrastructure. His action plan and the first stages of implementation are expected to be launched this summer. He dismisses the criticism directed his way as a part of the job.

    “We had all of this criticism but I, for one, felt it was unfair,” Jacobs said, referencing a December report that analyzed the Midterm results. “The problem was not what was alleged that the state Democratic Party failed to bring out the Democratic vote. A number of critics said we were absent, we did nothing. That was not the truth.”

    Jacobs has already released a post-election report analyzing voter turnout and is soliciting feedback from Democratic county leaders on a statewide strategy to prepare for next year, but stressed that changes are not in direct response to last year’s results (even if other party leaders see them this way).

    Colamonico, who is a member of the Hudson Valley Chairs coalition, is a convert. At first, she said she was in favor of Jacobs resigning in the aftermath of last year’s election, but is now cautiously optimistic after seeing how Jacobs is taking the post-election response.

    ‘We were driving the message.’

    As Republicans set about defending their seats next cycle, they (and many Democrats) credit gubernatorial candidate Lee Zeldin for his help at the top of the ticket.

    Zeldin had disciplined messaging focused on crime, policing and bail reform, and many of his campaign events featured down ballot candidates. He lost to Hochul by six points, but helped House candidates sweep the four seats in his native Long Island.

    “People starting their day or ending their day catching up on the news or what they might have missed, the top story would often be whatever it was our campaign was talking about in that press conference we hosted that day,” said Zeldin in an interview with POLITICO. “We were driving the message” in close races.

    Republicans hope they can replicate the success of last cycle by once more focusing on crime and cost of living. But with Trump and abortion already setting up as chief issues in 2024, they face strong headwinds.

    “There’s no doubt that New York State is a pro-choice state, every poll that I read indicates as such, but we’re really going to be focusing on public safety, and providing more economic opportunity and lowering the cost of living for folks,” said Benji Federman, Broome County Republican Party chair. “That message seems to resonate really well with Broome County voters and we’re going to continue talking about those things.”

    When asked about how Republican frontlines will respond to abortion in their campaigns, National Republican Congressional Committee Chair Richard Hudson (R-N.C.) said to POLITICO, “I’m not going to answer hypotheticals about all the different races.”

    For Hudson Valley Republicans, what they think might differentiate them even in a presidential election year is something not always emphasized by Republicans elsewhere: bipartisanship.

    “It’s very important,” Federman said. He highlighted that his county’s representative, Molinaro, is a member of the Problem Solvers caucus. “He’s crossed party lines when he feels like it’s in the best interest of the community. And the bottom line is he doesn’t get caught up in the politics of the day.”

    Ryan, defending a seat next cycle, also sees the value in bipartisanship. He spent the afternoon touring an affordable housing and cultural center with Orange County Executive Steve Neuhaus, a Republican. The two developed a close relationship during the pandemic when Ryan was also a county executive in neighboring Ulster County.

    Neuhaus described his relationship with Ryan akin to President Ronald Reagan and Speaker Tip O’Neill.

    But when asked about supporting Ryan’s reelection bid, Neuhaus demurred. “Last year, I didn’t get involved,” he said. “And as probably the top Republican in the area, for me, not getting involved is probably the most I could do for anybody.”

    Kolkata: The earlier situation of “emergency control” at the India-China border is a matter of the past, and overall it is stable at present, a senior Chinese diplomat said here.

    Interacting with journalists on Friday evening, Minister Counsellor of the Chinese Embassy in India, Chen Jianjun, said the two Asian giants continue to maintain communication via diplomatic and military channels, promoting the transition of the border situation to “normalised management and control”.

    “The current border situation is overall stable,” he said.

    Indian and Chinese soldiers clashed along the Line of Actual Control (LAC) in the Tawang sector of Arunachal Pradesh on December 9, resulting in minor injuries to a few personnel from both sides. The clash near Yangtse in the sensitive sector took place amid the border standoff between the two sides in eastern Ladakh.

    The ties between India and China nosedived significantly following the fierce clash in Galwan Valley in June 2020 that marked the most serious military conflict between the two neighbours in decades.

    “The Chinese side has always viewed and handled China-India relations from a strategic and long-term perspective. Although the relationship faces some difficulties, China’s position has never wavered and we have been committed to pushing it back on the track of healthy and steady development,” Jianjun said.

    He said the two countries could draw strength from their ancient civilisations, and share oriental wisdom with the world, so as to jointly maintain the stability of the international order.

    “In a world intertwined with changes and chaos, China and India could speak out loud for more institutional rights of developing countries. The two countries working together will bear on the future of Asia and beyond,” he added.

    Jianjun said China supports India in fulfilling its role during its presidency of G20 and the Shanghai Cooperation Organisation (SCO).

    “China and India’s bilateral trade continues to grow. Cultural, scientific, technological, educational and other people-to-people exchanges and cooperation resume in an orderly manner,” he said.

    The diplomat said China and India share similar positions on many regional and international issues, and have extensive common interests in South-South cooperation, development and poverty reduction, climate change and energy security.

    “We believe that China and India could find a way for the neighbouring countries to live in peace and develop together, so as to realise the ‘Asian Century’,” he added.

    In Iowa, Republican Gov. Kim Reynolds is pushing legislation to allow pharmacists to dispense hormonal contraceptives without a prescription. Indiana and Oklahoma are advancing similar GOP-sponsored bills.

    In Indiana and South Carolina, Republican lawmakers proposed lawmakers proposed bills that would require comprehensive, medically accurate sex ed to be taught in the states’ schools starting in grade 5 or 6 — instead of their current abstinence-based approach.

    And in Wyoming and Mississippi — two of the 10 states that have not expanded Medicaid — Republican Govs. Mark Gordon and Tate Reeves recently signed 12-month extensions of Medicaid postpartum benefits into law, in what Reeves referred to as a “philosophically uncomfortable” move that overcame fierce conservative opposition to boosting government welfare.

    “What I can tell you is that the governor was more vocal in his support for [postpartum extension] and was much more outwardly supportive of this idea in the wake of the Dobbs decision,” said Gordon spokesperson Michael Pearlman. “He is a pro-life governor and supports life, but Governor Gordon wanted to emphasize that being pro-life, to him, goes beyond simply being pro-birth.”

    Some GOP-controlled states embraced these policies before the fall of Roe v. Wade last summer, and Republicans argue there isn’t anything inherently liberal about them.

    “The most important thing for people to realize is we need to be pro-life and not just pro-birth. That means investing in our families. That means taking a more meaningful approach to policy and forget about the politics. Let that go out the window and let’s actually do things that help people have successful families,” said Oklahoma state Sen. Jessica Garvin, a Republican who sponsored two birth control bills this year that passed the state Senate last week. “If we’re going to say we can’t have abortion for women in Oklahoma, what are we going to do to help support these women that can’t have an abortion?”

    Some Democrats chafe at Republicans for taking credit for proposals they have long supported, particularly those aimed at underserved communities.

    “This has been a long time effort specifically led by Black women in the legislature,” said Florida Democratic Rep. Anna Eskamani. “Republicans are trying to give off the impression that they’re championing issues for women and families while they strip away our bodily autonomy and rights.”

    And while some maternal health advocates welcome the growing number of conservatives backing these policies, they also argue that these broader maternal and reproductive health policies can’t undo the harm being caused by the lack of abortion access in these states.

    “In my career — I’m in my mid-40s — I can probably count on one hand Republicans that have been out in front on access to contraception,” said Jamila Taylor, president and CEO of the National WIC Association and a longtime women’s health advocate. “So yes, we are pleased with some of the progress that we’re seeing even in red states, but that’s never going to replace the need or, quite frankly, our fight to ensure abortion rights in this country.”

    ‘A good thing’

    Anti-abortion groups said they are happy to see lawmakers introduce legislation focused on helping families and have endorsed some of these policies, such as postpartum Medicaid extension, alongside the usual types of bills that accompany abortion bans, such as funding for crisis pregnancy centers.

    “This kind of legislation that protects pregnant women and new moms, this is one of our key focuses of 2023, and it’s been awesome to see momentum in a lot of pro-life states this year,” said Kelsey Pritchard, director of state public affairs for Susan B. Anthony Pro-Life America. “We’ve been really happy to see states step up the plate and say, ‘Yeah, we need to do more to help pregnant women and to help our new moms in the state.’”

    Several female Republican lawmakers told POLITICO that while they’ve long understood the need to increase access to contraception, Roe’s fall provided an opening for them to talk with their male colleagues about the importance of such policies.

    “It’s not necessarily that they’ve been against it. They didn’t know they needed to be for it because they didn’t know it was a problem,” said Garvin, the Republican state senator from Oklahoma.

    Garvin’s two birth control bills — one that allows pharmacists to dispense hormonal contraceptives without a prescription and another that makes clear the state’s abortion law does not restrict access to contraceptive drugs — cleared the GOP-supermajority state Senate with significant support.

    “I think the overturn of Roe v. Wade has forced the issue to become more of a dinner table conversation, and people are more open about sex and family planning, and I think those are becoming more of conversation pieces within families, and it’s a good thing,” Garvin said.

    In Iowa, lawmakers are taking another shot at expanding access to birth control, something the governor has wanted to do since 2019. While Reynolds’ bill to allow pharmacists to prescribe hormonal contraception cleared the Senate that year, it did not receive a vote in the House that year.

    “There’s some very, very far right conservatives that just really didn’t believe in birth control, period,” said Iowa state Sen. Chris Cournoyer, a Republican. Since then, “we’ve had more conversations about why it’s important and why it factors in not just for maternal health but also for women’s health in general. I mean, there’s a lot of non-contraceptive reasons why you would get on birth control.”

    A similar bill in Indiana also received enthusiastic support when it passed the House in late February.

    “Allowing pharmacists to prescribe hormonal contraceptives is a simple, yet critical step to providing care to more Hoosier women, especially those who don’t have a primary care doctor, or can’t afford transportation to a different city or county,” said Indiana Republican state Rep. Elizabeth Rowray.

    In two conservative states that have not passed Medicaid expansion, abortion helped Republicans who remain highly skeptical of anything that even vaguely resembles such a policy to pass legislation this year extending postpartum benefits from 60 days to a year after birth.

    In Mississippi, Reeves, who is up for reelection this year, announced his support for the policy in February after months of opposition, calling it a part of the “new pro-life agenda” and saying that Republicans may have to do things that make them “philosophically uncomfortable” in the post-Roe era.

    In Wyoming, legislation extending postpartum benefits passed by slim margins in the House and Senate — and legislative leaders in both houses attempted to kill the bill at multiple points during the session. Both GOP lawmakers supportive of the bill and the governor’s office pitched the proposal during hearings and debate on the bill as “pro-life.”

    Exceptions to the rule

    Not all of these proposals have reached a critical mass of Republican support. The two comprehensive sex ed bills introduced this year in Indiana and South Carolina — two states that have an abstinence-focused sex ed curriculum — have not received hearings.

    But South Carolina Republican state Sen. Tom Davis said he is not giving up. He plans to bring his sex ed legislation forward as an amendment to another education-related bill.

    “If we want to reduce unwanted pregnancies and, by that, reduce the number of abortions, we need to do a better job of providing factually correct scientific information that’s age appropriate,” he said.

    And some Republicans are trying to separate maternal health from abortion. In Florida, for instance, the Department of Health requested more than $12.6 million in its budget this year for the Closing the Gap program, which became the centerpiece of a plan to expand telehealth postpartum services to people of color. The proposal received unanimous support from state lawmakers in 2021, and the department is now asking for a boost to its current $5.4 million budget to expand the pilot program.

    But Joseph Ladapo, who oversees the state Department of Health, has emphasized that the increased postpartum funding predates the efforts pushed by Florida Republicans to tighten abortion controls. State lawmakers approved a ban on abortions after 15 weeks of pregnancy last year, and they are now poised to pass a six-week ban by the end of this year’s legislative session in May.

    “For the last two decades, they’ve been taking it more seriously and the Department of Health has been involved in that area for years,” Ladapo said.

    Maternal health advocates said they struggle with the fact that these advances come hand-in-hand with anti-abortion laws, which they believe threaten to worsen existing maternal health disparities.

    “We’re glad that more states are starting to pay attention, but in light of the maternal health crisis, the point really is that Rome is burning, and states are not centering the full range of reproductive health needs,” said Ben Anderson, director of maternal and child health initiatives at Families USA, a consumer advocacy group.

    But advocates also welcome the growing bipartisanship on these issues.

    “What I do see as a pattern is reasonable conversations about some of these safety-net programs that should have long been part of the overarching public health dossier of programs, Medicaid expansion being one of them,” said Terrance Moore, CEO of the Association of Maternal and Child Health Programs. “I don’t want to go on a limb and say folks are all going in the right direction, but there’s been real education, deep education.”

    California Gov. Gavin Newsom slammed Tennessee Sen. Marsha Blackburn on Twitter Monday night for voting against gun safety laws and accepting over $1 million in donations from the NRA over her career after the senator tweeted she was “ready to assist” in the wake of the deadly elementary school shooting in Nashville.

    Blackburn, a Republican, tweeted on Monday, “Chuck & I are heartbroken to hear about the shooting at Covenant School in Nashville. My office is in contact with federal, state, & local officials, & we stand ready to assist. Thank you to the first responders working on site. Please join us in prayer for those affected.”

    Later that night, Newsom responded with, “You received $1,306,130 in donations from the NRA. You voted against the most recent bipartisan gun package in June. If you’re so ‘ready to assist’ — start by doing your job and passing commonsense gun laws that will help prevent tragedies like the one today.”

    The women’s world boxing championship in New Delhi ended in a blaze of glory for India. Four times the Indian tricolour flew on the topmost mast and four times the Indian national anthem reverberated around the hall. Our four golden girls namely Nitu Ghanghas, Saweety Boora, Nikhat Zareen and Lovlina Borgohain made all Indians proud with their achievements inside the boxing ring.

    India emerged as the topmost country in the championship. With four gold medals, India pushed the mighty China to second spot and powerhouse Russia had to be content with third place.

    The outstanding display of our triumphant girls was analysed by Omkar Nath Yadav, who has been associated with boxing for four decades. Yadav was a national level boxer who served as a talent scout and coach. He was the first to spot the potential of Nikhat Zareen way back in the year 2009. “Nikhat was then a skinny 13-year-old girl. After I had watched her in a few bouts I realised that this girl is outstanding. Her footwork and punching speed were exceptionally good. I was then a talent scout and I decided to take a gamble on her. She was a very lively (chulbuli) girl and I felt that she would definitely do well,” said Yadav.

    “I entered her name for the PYKA Games which were to be held in Anandpur Sahib in Punjab. My colleagues were skeptical of my decision and warned me that she is not yet fully developed in physique. She is a 13-year-old girl. How can she compete against 19-year-old rivals? She will be knocked out by the stronger girls from Haryana and Punjab. She may suffer grievous injuries. But I persisted because I felt that she had a rare spark and we should give her a chance to prove her merit inside the ring against tough opponents,” said the coach.

    “Far from being knocked out, Nikhat put up such a wonderful fight that she fully justified my faith in her. Thereafter I persuaded experienced girls from Manipur to do sparring with Nikhat. That improved her technique and confidence. After that her career took off like a rocket. In 2010 she won the national championship. In 2011 she won the sub-junior world boxing championship in Antalya in Turkey. In 2014 she won a silver medal in the World Youth boxing championship and thereafter an impressive list of victories followed,” said Yadav.

    When asked to analyze Nikhat’s game, the coach said:
    “Her greatest asset is her ferocious determination and her mental abilities. She never gives up. She is able to learn fast. A coach does not have to struggle with her. She picks up her instructions quickly and smoothly. Today she has made all of us in the boxing fraternity of Hyderabad and in India proud of her achievements,” stated Yadav.

    “In this championship she was facing a very tough opponent–Nguyen Thi– Tam of Vietnam, who is the Asian champion. The Vietnamese girl was a hard punching fighter and Nikhat had to pull out an extra effort to win. But Nikhat has that ability. When the struggle is hard, she can bring out an extra effort from within herself,” said Yadav.

    “Among the other boxers, Nitu Ghanghas was very good too. She is a product of Bhiwani in Haryana and has been coached by Jagdeesh Singh, the same man who coached Olympic medalist Vijender Singh and others. Nitu was very aggressive and knew how to dominate the fight against her opponent from Mongolia. From start to finish there was no doubt that Nitu would win. Saweety Bora faced a tough time and so did Lovlina Borgohain. But I am glad that they too won and enhanced our gold medal tally,” concluded Yadav.

    India’s top celebrities and political leaders hailed the victory of our girls. Mamata Banerjee, Chief Minister of West Bengal had a special word of praise for Hyderabad’s Nikhat. She tweeted: “Nikhat you are a world champion again. Congratulations for winning the gold medal.”  Mahindra and Mahindra Company handed over a Mahindra Thar SUV vehicle to Nikhat. It was good to see that our women boxers got the recognition and rewards that they deserved. The victories of these girls will inspire many more youngsters to take up sport and achieve excellence at the world level.
