    Transfer Policy Formulated After Careful Consideration Of All Factors: DSEJ

    SRINAGAR: Director School Education, Jammu, Ashok Kumar Sharma on Saturday said that the transfer policy of teachers has been formulated after careful consideration of all the factors related to the transfer process and keeping the interest of the students at the center.

    The DSEJ was speaking at an interactive session with the media fraternity which was attended by Dr Rajesh Kumar, Personnel Officer DSEJ, Mamata Sharma, Deputy Director(Planning) DSEJ, and the representatives from electronic, print, and social media.

    The Director discussed the various provisions of the transfer policy of teachers with the media personnel and informed them that the objective of the policy is to ensure a fair and transparent transfer process for teaching staff in government schools.

    The Director addressed various queries regarding the issues faced by the students studying in private schools and said that appropriate steps would be taken by the Directorate in accordance with the law, to address these issues.

    He also urged the private schools to adhere to the guidelines set by the government for ensuring ethical practices and a justifiable fee structure.

    The Director School Education Jammu also appreciated the efforts of the media fraternity for maintaining a constructive dialogue on matters related to the education sector.

    The department remains committed to ensuring high-quality education for students in Jammu and Kashmir and looks forward to the continued support of the media in this endeavor, he said.

  • JK High Court Orders Fresh Consideration Of APTECH’s Engagement

    SRINAGAR: On Friday, a division bench of the Jammu & Kashmir High Court requested the single bench to reconsider a petition challenging the engagement of Mumbai-based APTECH firm by the Jammu & Kashmir administration to conduct job tests.

    The single bench had previously cancelled the contract, but the division bench overturned that decision and upheld the interim directions. Justices Tabi Rabistan and M.A. Choudhary remanded the writ petition back to the writ court for fresh consideration of the matter.

    “Therefore, in view of what has been discussed above, we, without discussing the merits of the case, deem it proper to dispose of the appeals and remit the writ petition back to the Writ Court for deciding the matter afresh, ordered accordingly. Accordingly, the order and judgment impugned is hereby set aside, the writ petition is restored to its original number and the writ petition is remitted back to the learned Single Judge with a request to decide the matter afresh. Writ respondents through their learned counsel are directed to file objections/counter to the writ petition within two weeks from today, thereafter, rejoinder, if any, to be filed within next one week. Registry is directed to list the writ petition before the learned Single Judge on 5th of April, 2023, when the learned Single Judge is requested to finally decide the writ petition. Till then interim direction dated 09.12.2022 shall remain in force,” reads the order.

    On December 09, the division bench issued interim directions that the Services Selection Board should continue with the selection process for Junior Engineer (Jal Shakti Department) and Sub-Inspector (Home Department). However, the announcement of the results should be postponed until the court issues further orders. (KNO)

    Hyderabad: Telangana IT minister KT Rama Rao stated that all nala works under the Strategic Nala Development Program (SNDP) will be completed by Monsoon, this year.

    His statement comes in response to a question posed by the All India Majlis-e-Ittehadul Muslimeen (AIMIM) Karwan MLA Kausar Mohiuddin, in the Assembly session over the delay in the completion of pending projects. He requested new nalas under another phase of the project owing to flood-like situations during monsoons in the state. 

    Kausar stated that the projects are progressing in a very slow manner and asked KTR to consider adding more affected areas under a second phase of the ongoing projects.

    “During the extreme rainfalls in 2020, great damage has been done to Hyderabad. Through the Strategic Nala Development Programme (SNDP) many proposals were made for relief projects in Nampally and Chandrayanagutta. Many crores of rupees have been sanctioned and some projects are under construction,” stated Kausar. 

    “Many bigger projects are progressing in a slow manner. The MAUD minister has put forth an SNDP proposal on the Musi River. The projects in this proposal include the Afzal Sagar Naala, Mehdipatnam Naala, and Balkapur Nala which are progressing very slowly,” he added. 

    “There is a necessity to include many other areas through a second phase of the SNDP project,” said the AIMIM MLA.

    The Karwan MLA said that nalas that cover the constituency must be added to the proposal since the water overflows from Lotus Pond in Banjara Hills through Hakeepment in Karwan to Tolichowki. “There are about three to four areas that need to be considered and added to a phase 2 SNDP proposal,” said Kausar.

    Addressing the slow progress of Balkapur Nala works, KTR stated that the amount has been sanctioned and the project will soon begin in the military area. “Rs 9.70 crores has been sanctioned for this project and we have called tenders thrice in this regard,” he said.

    “There is no Strategic Nala Development Programme (SNDP) in any other city in India, SNDP is exclusive to Hyderabad,” stating that plans are underway for phase 2. “As funds are allocated we will proceed further,” he added stressing the BRS’ commitment to making Hyderabad free of flooding during rainfall.

    Hyderabad: The establishment of two brownfield airports at Warangal, Adilabad and one greenfield airport at Jakranpally of Nizamabad district in Telangana is under consideration by the Centre.

    In this context, the Centre had asked the state government to submit financial closure to consider giving necessary approvals from the Civil Aviation Ministry and other regulatory authorities for the development of these airports.

    Civil Aviation Minister VK Singh while responding to a question raised by BRS MPs Maloth Kavitha, B Venkatesh Netha, and G Ranjith Reddy in the Lok Sabha on Thursday, said that the state government proposed three greenfield airports at Jakranpally (Nizamabad district), Palvancha (Bhadradri Kothagudem) and Devarakadra (Mahabubnagar) along with three brownfield airports at Mamnoor (Warangal district), Basanth Nagar (Peddapally district) and Adilabad.

    The Airport Authority of India (AAI) conducted Techno-Economic Feasibility Study (TEFS), Obstacle Limitation Surfaces (OLS) survey, soil testing and other tests for all six airports in relation to the context and submitted the reports to the state government in June 2021.

    The survey suggested that only three airports at Warangal, Adilabad (Brownfield) and Jakranpally (Greenfield) are technically feasible where the AAI suggested private operations of small aircraft to avoid the immediate requirement of land acquisition.

    Should Walsh take the gig, he would be the second member of the president’s Cabinet to depart the Biden administration following Eric Lander, who resigned as Biden’s top science adviser in February 2022 after POLITICO first reported allegations that he bullied subordinates at the Office of Science and Technology Policy. Biden had elevated that post to Cabinet level, making Walsh the first traditional Cabinet official to potentially exit.

    A Walsh departure would also possibly come amid other major administration staff shake ups. Chief of staff Ron Klain is set to hand off duties to Jeff Zients, marking the start of a new chapter for a White House still buoyed by better-than-expected midterm results for Democrats but now forced to tangle with a Republican controlled House.

    Walsh’s name had been loosely discussed as a possible successor to Klain, though the labor secretary maintains his residence in Massachusetts and stays in a hotel when he’s in D.C.

    The former Boston mayor has also been regularly talked about as a future candidate for office in Massachusetts, though his electoral options back home appear limited for the near future. He passed on running for the state’s open governor’s seat last year, unwilling to get involved in a primary against Democrats’ heir apparent, now-Gov. Maura Healey. And Sens. Elizabeth Warren and Ed Markey (D-Mass.) have both pledged to seek reelection to their Senate seats in 2024 and 2026, respectively.

    Going to the NHLPA would, instead, mark a return to organized labor for Walsh, who previously headed up the Building and Construction Trades Council in Boston before entering electoral politics and becoming the city’s mayor in 2014.

    As Labor secretary Walsh frequently served as a key surrogate for the Biden administration, particularly as a go-between with unions and the business community. That included keeping tabs on the ongoing impasse between dockworkers and West Coast port operators as well as stepping into last year’s Major League Baseball lockout.

    Biden tapped Walsh to lead DOL in part due to his ties to the labor movement, as well as their personal bond: in public appearances Biden often ribs Walsh for his unvarnished Boston accent.

    The White House credited Walsh for his work overseeing negotiations last year that threatened to halt the nation’s freight rail system. However, several of the unions involved in those discussions later rejected their tentative agreements, leading Biden in December to seek Congress’ help and impose contract terms on the industry to keep the system online.

    In his first months as secretary, Walsh also visited striking Kellogg’s workers on a picket line in Pennsylvania, drawing howls from Republicans that it was an inappropriate use of his office.

    The Labor Department’s inspector general looked into the Kellogg’s visit and some of Walsh’s other interactions with unions and did not find ethical violations, though House Education and Workforce Chair Virginia Foxx has vowed to continue probing the matter.

    Apart from his record on labor disputes, Walsh also oversaw a number of regulatory changes at DOL aimed at unwinding Trump-era policies.

    That includes a just-finalized rule allowing retirement planners greater flexibility to factor ESG-metrics in their investment decisions, overseeing the Biden administration’s attempt to impose a vaccination-or-test mandate — much of which was blocked by the Supreme Court — and other Covid-era measures.

    Close associates of Walsh appeared to be in the dark about the NHLPA talks as word spread Wednesday afternoon. But at least one wasn’t surprised by the potential development, given his history with labor relations and his love of hockey.

    Walsh is a lifelong Boston Bruins fan. But he also has a darker history tied to the sport. Walsh, a recovering alcoholic, has spoken openly of being thrown out of a Bruins game in the 1990s for being too drunk, part of a series of events that led him to seek help for his addiction.

    If Walsh did take the players’ association gig, the former Boston mayor would follow his close friend, former Massachusetts Gov. Charlie Baker into the sports-executive world. Baker takes over as president of the NCAA in March.
