    Messing with New Hampshire’s primary could have consequences for Biden and the ballot, senator says

    In a December letter to the Democratic National Committee, Biden called on the DNC to consider changing the calendar to ensure the nominating process reflects “the diversity of America.”

    “For decades, Black voters in particular have been the backbone of the Democratic Party but have been pushed to the back of the early primary process,” Biden wrote in the letter. “We rely on these voters in elections but have not recognized their importance in our nominating calendar. It is time to stop taking these voters for granted, and time to give them a louder and earlier voice in the process.”

    In February, the DNC voted to move South Carolina into the first slot on Feb. 3, followed three days later by New Hampshire, which has long held the first primary, and Nevada. (Iowa, which holds its caucuses before New Hampshire holds it primary, also would move back.) Republicans would maintain their current schedule.

    Removing New Hampshire’s first-in-the-nation primary status could chase independent voters into the arms of the GOP, Shaheen cautioned Sunday. New Hampshire has open primaries, and undeclared voters are the largest share of registered voters in the state.

    New Hampshire voters, particularly independents, are very engaged in elections, considering candidates on both sides of the aisle, Shaheen said.

    “The fact that we would now discount their participation, I think, is unfortunate,” said Shaheen, who is not up for reelection until 2026. “And again, I think it has implications for Democrats in the state — hopefully not for the general election, but we don’t know that yet.”

    Shaheen’s comments are the latest salvo in the bitter battle over changing the 2024 nominating calendar that’s pitted the state’s top Democrats against the president and the DNC.

    New Hampshire Democrats have said they were blindsided and betrayed by Biden’s move to strip New Hampshire of its prized first primary and put South Carolina to the lead-off spot, and have publicly and privately fought both the president and the DNC on the matter.

    Now the state is poised to go rogue and hold the first primary anyway. The DNC gave New Hampshire — and Georgia, which Biden wants to move up in the process — until early June to make the necessary adjustments to stay in the early state window. But Republicans who control the governor’s office and the legislature in New Hampshire are refusing to change the state law that requires its primary to be held a week before any others.

    That puts Biden in a predicament of his own making. If he participates in an unsanctioned primary he risks violating party rules, which would likely impose sanctions on candidates or states in violation. (A Biden campaign aide said the president and his team would abide by any sanctions imposed by the DNC, if it gets to that point.)

    But if Biden skips New Hampshire, he could cede the unofficial first contest to Robert F. Kennedy Jr. and self-help guru Marianne Williamson, an outcome that’s unlikely to threaten his chances for renomination but that would still be an embarrassing start to the process.

    Rep. Annie Kuster (D-N.H.) told POLITICO last week that she’s twice urged Biden to compete in New Hampshire.

    “He should be on the ballot in New Hampshire. He’ll win handily,” she said. But even if he doesn’t, Kuster and other top Democrats believe he could win on a write-in campaign.

    The government in an order said that all the HOD’s as well as DDO’s of subordinate offices in particular and all employees in general working under the Administrative Department of School Education Department UT J&K, are hereby informed that a meeting was convened by Principal Commissioner, Income Tax on 24/03/2023 in his office chamber at Rajbagh Sgr. wherein the DDO’s of various institutions attended the meeting.

    It said that the chair intimated that the number of income tax refund claims of employees has increased manifold from last two years as the employees are utilizing the services of some tax professionals wherein TDS deducted from their salaries by DDO is refunded by using various sections of Income Tax on the basis of fabricated documents.

    It also said these bogus refund claims have been viewed seriously by the Income tax Department and details of such employees who have claimed refunds have been prepared and intimated to Chief Secretary to Govt. J&K.

    “However, it has been felt that before their names are forwarded to their respective departments one time relaxation has been given to such claimants till 31-03-2023

    that a rectified ITR as (ITR-U) may be filed otherwise it shall have some serious repercussions followed by Departmental enquiries and imposition of penalties U/S 270(A) and U/S 276 (C) of Income Tax Act 1961,” the order said.(KNS)

    SRINAGAR: The move to strip the valley’s premier tertiary care health institute Sher-e-Kashmir Institute of Medical Science (SKIMS) of its autonomous status, has garnered criticism from the political parties with NC, CPI(M) calling for its rollback.

    The Jammu and Kashmir National Conference Chief Spokesperson Tanvir Sadiq on Tuesday said that SKIMS has had a step motherly treatment under the current set up and the present dispensation has gone a step further by snatching its financial and operational autonomy.

    Tanvir said, “SKIMS has gone beyond delivering the state of art health care in producing skilled manpower including doctors, paramedics and technicians. The institution was kept out of government control to ensure efficiency and fast deliverance of facilities,” adding, “Undermining the autonomy of SKIMS by bringing it under the administrative control of the health department also runs opposite to the government’s minimum government and maximum governance slogan.”

    The institution has been involved in imparting quality education and training to aspirants and should not be treated at par with government medical colleges, Tanvir Sadiq added.

    Demanding immediate roll back of the decision, Tanvir said that government should stop toying with the institutional integrity and autonomy of the premier institute.

    “Over the years, SKIMS has provided patient care much better than other facilities in the region. Stripping what little autonomy this top-tier institution had will have an adverse impact on both the patient care and research” CPI (M) leader M Y Tarigami said in a Tweet.

    Tarigami said the move will also affect its decision-making process and inter-departmental coordination.

    “The government should stop toying with the institutional integrity and autonomy of the premier institute,” he added.

    Washington: US Secretary of State Antony Blinken has warned China that providing “lethal support” for Russia’s war against Ukraine will have “serious consequences” on bilateral ties between the two countries and condemned Beijing’s balloon incursion, saying it “must never happen again.”

    Blinken and Wang Yi, the Chinese Communist Party’s senior-most foreign policy official, held hourlong talks in Munich on Saturday, where they were attending an international security conference, according to the US State Department.

    The two high-profile diplomats met in their first high-level contact since the US shot down an alleged Chinese spy balloon a fortnight ago.

    “I made very clear to him that China sending a surveillance balloon over the US, in violation of our sovereignty, in violation of international law, was unacceptable, and must never happen again,” Blinken told CBS News in an interview.

    His spokesman, Ned Price, said Blinken also told the Chinese diplomat that his nation’s “high-altitude surveillance balloon programme — which has intruded into the airspace of more than 40 countries across five continents — was exposed to the world.”

    The balloon incident prompted Blinken to postpone a planned visit to Beijing.

    The February 5-6 trip would have been the first by a US secretary of state to China in five years and was seen by both countries as an opportunity to stabilise their strained ties.

    During Saturday’s meeting, Blinken also raised the Russia-Ukraine war with Wang.

    “There were concerns that China was considering providing lethal support to Russia in its war against Ukraine. I was able to share with him, as President Biden had shared with President Xi, the serious consequences that would have for our relationship,” Blinken said.

    He also underscored the importance of maintaining diplomatic dialogue and open lines of communication at all times.

    “Finally, it was important for me to underscore that we believe having lines of communication, engaging in direct diplomacy, is very important. We have a responsibility to manage our relationship in a responsible manner,” he added.

    The two diplomats could meet again in New Delhi next month on the sidelines of the G-20 Foreign Ministers meeting.

    The meeting between the two senior officials came hours after Wang renewed Beijing’s criticism of the US for shooting down what Washington says was a Chinese spy balloon, arguing at the conference in Germany that the move doesn’t point to US strength.

    “The actions don’t show that the US is big and strong, but describe the exact opposite,” Wang explained.

    “This is actually a political farce created by the US. We have categorically told them that this is a civilian unmanned airship. Due to the influence of the super westerly winds and its limited control ability, it deviated from the planned path and entered the skies over the US. We have asked them to work with China and handle it properly in a rational, calm and professional manner,” Xinhua news agency, quoted Wang as saying.

    After delivering the keynote speech at the Munich Security Conference, Wang told the Chinese media that everyone is concerned about how the recent balloon incident has strained the Sino-US relations.

    “Regrettably, the US ignored the basic facts and brazenly dispatched fighter planes to shoot down a non-threatening airship with missiles. This behaviour is unbelievable, almost hysterical, and a 100 per cent abuse of force, which clearly violates international conventions,” he added.

    Wang urged Washington to show sincerity, correct its mistakes and resolve the damage caused to the Sino-US relations due to this incident.

    Moscow: Russian Deputy Foreign Minister Sergei Ryabkov met with new US Ambassador to Russia Lynne Tracy, who presented copies of her credentials.

    During the conversation with Tracy on the sharply worsened Russia-US relations, Ryabkov pointed out the counterproductiveness of Washington’s confrontational policy, which is “fraught with serious negative consequences,” the Russian Foreign Ministry said in a statement on Monday.

    The Russian side hopes that the US envoy will strictly abide by Russian laws, observe norms and customs, adhere to the principle of non-interference in the internal affairs of the host country, Xinhua news agency reported.

    Sworn in on January 9, Tracy is the first woman to occupy the post of US Ambassador to Russia.

    “Ambassador Tracy begins her tenure in Moscow focused on maintaining dialogue between our capitals at a time of unprecedented tension,” the US embassy said in a statement on Monday.
