    SRINAGAR:  Jammu and Kashmir police handed over conman Kiran Bhai Patel to Gujarat police on Wednesday, following a local court’s order to transfer him to the police team of the Ahmedabad city crime branch for investigation in a fraud case, as per official sources.

    The Chief Judicial Magistrate Srinagar, Raja Tasleem, issued an order stating that “the accused Kiranbhai @Bansi son of Jagdishbhai Patel aged 48, residing at A-17, Prestige Bungalow, Nr Jiviba School, Ghodasar, and Ahmedabad City Gujarat was produced through video conferencing. After hearing and from the perusal of all material available on the CD file, I believe the submissions made by the Ld AAP and Inspector of Police Mr. M.M Solanki carry much weight and at the same time seem to be just proper and appealing.”

    According to the order, “the custody of the accused namely Kiranbhai @Bansi son of Jagdishbhai Patel aged 48, residing at A-17, Prestige Bungalow, Nr  Jiviba School, Ghodasar, Ahmedabad City Gujarat is changing from FIR No 19/2023 of police station Nishat to FIR No 1119011230073/2023 of DCB police Station Ahmedabad city, Gujarat.”

    Kiran Patel has been handed over to a five-member police team of Gujarat police after completing medico-legal formalities. “The application was presented by Inspector of Police M.M Solanki, of Crime Branch, Ahmedabad Gujarat,” said official sources. They added, “the police team has left for Ahmedabad by road and further process of investigation will start in a graft case registered by Ahmedabad Crime Branch once they will reach.”

    According to official sources, Kiran Patel was being held in judicial custody in Jammu and Kashmir for allegedly impersonating an Additional Director of the Prime Minister’s Office and receiving benefits. The Gujarat police had requested a transfer warrant, which was subsequently granted by a local court in Srinagar.

    Meanwhile, Kiran Patel’s wife, Malini Patel, was taken into custody by the Gujarat Police in connection with a cheating case registered against the couple by Jagdish Chavda, brother of a former Gujarat minister. Malini Patel was arrested in Jambusar town of Bharuch district, with the FIR being filed against the couple on March 22 under sections 406, 420, 170, and 120B of the Indian Penal Code, said the Ahmedabad Crime Branch.

    According to police, as authorities started investigating the Patel family, Jagdish Chavda approached the police to register a case against them. Kiran Patel had allegedly claimed to work at the PMO and co-own a popular cafe in Ahmedabad, as well as being involved in building renovations.

    Last year, the couple convinced Chavda to spend on renovating his bungalow in the Shilaj area that he was trying to sell. While renovation work was ongoing, the couple allegedly moved into the bungalow, even putting up their own nameplate, and organized a housewarming ceremony. When Chavda confronted the couple, they left, but promised to return the ₹35 lakhs he had paid for the renovation.

    However, in August last year, Chavda received a notice from an Ahmedabad court for a civil suit filed by the Patels claiming ownership of the property. Chavda is the brother of Jawahar Chavda, who exited the Congress to join the BJP and was a minister in a previous government when Vijay Rupani was chief minister.

    During questioning, Malini Patel allegedly told the police that her husband and brother-in-law, Manish Patel, previously operated a travel agency in Ahmedabad that ran into losses. The police said that she underlined that she wasn’t aware of what her husband does for a living and that they carried out some renovation work in Chavda’s bungalow and also invited some guests for ‘Vastu Puja’ when the owner was away, according to the police statement.

    The statement added that Kiran Patel, his wife Malini, and their two daughters traveled to Jammu and Kashmir on holiday in October last year and February this year and stayed at a five-star hotel from where he was arrested on March 2.

    Apart from the bungalow case, Malini Patel is also named as an accused, along with her husband and brother-in-law, in a fraud case in which a resident of Naroda, Rahul Parmar, alleged that they convinced him to become a part of their business of renting cars to the Vadtal Swaminarayan temple. According to the FIR registered in 2019, Parmar alleged that he and his friends gave the Patels 16 cars worth ₹1 crore in 2017 but did not get back the vehicles or his share of the profits.

    Kiran Patel has been booked in four other cases of fraud, including an FIR lodged against him by a group of farmers on August 27, 2019, at Bayad police station, according to the police statement.

    It was the first Srinagar-based news agency, Kashmir Dot Com, that broke this story: “Srinagar police, in a high-profile case, have arrested this conman, a resident of ‘Gujarat,’ allegedly by forged means posing as Additional Director (Strategy & Campaigns) Prime Minister’s Office, New Delhi, at Hotel Lalit in Srinagar on specific input received by CID wing of J&K Police.”

    The imposter had taken the J&K administration and security structure for a ride by securing a Z-plus security cover, a bulletproof Mahindra Scorpio SUV, official accommodation at a five-star hotel, and a lot more.

    A court in Srinagar has also ordered a “preliminary inquiry” into an application by Danish Hassan Dar, a resident of Rambagh Srinagar, alleging defrauding of Rs 18 lakh by three persons, including Kiran Bhai Patel.

    Pertinently, on March 29, the government ordered an inquiry into the various aspects related to the visits of Kiran Patel and has asked the Divisional Commissioner Kashmir to submit a detailed report within a week. (KDC)

    SRINAGAR: A court in Srinagar has ordered “preliminary enquiry” into an application by a resident of Rambagh Srinagar, alleging defrauding of Rs 18 Lakh by three persons including Kiranbhai Patel who posed as a PMO official and enjoyed high security protocols prior to his arrested last month.

    “From the contents of application as well as from the material on record, it appears that the complainant has been cheated by the accused and on false pretensions has been made to pay amount of Rs 18 lakhs in two installments at Pratap Park Srinagar and Chai Jai Restaurant Srinagar,” court of City Judge Srinagar said.

    “In view of the nature of allegations leveled against the accused, it appears that cause of justice will be reserved if concerned police station is directed to conduct detailed P.E (preliminary enquiry) before formal investigation for veracity of the facts projected in the application,” the court said in an order, a copy of which lies with GNS, and directed the SHO of Police Station Kothibagh to conduct preliminary enquiry in the matter and submit detailed report before it by or before the next date on April 15. The two other persons named in the compliant include Shailesh Jain and Piyush Jain, both residents of Kolkata.

    According to the complaint filed through advocate Amir Masoodi, Patel revealed his name as Chetan Prakash resident of Begumpur, North West Delhi and projected himself as managing partner at the particular company dealing in areca nuts.

    The resident has alleged that he paid Rs.18 lakh in two instalments following the interactions with Patel at Pratap Park Srinagar and at the Chai Jai restaurant in Srinagar last year.

    Patel was arrested on March 2 for posing as a senior official in the Prime Minister’s Office. He had managed to get Z-category security protocol during his visits to the valley and attended several official meetings. Patel had also visited many sensitive areas, including the Line of Control in Uri sector.

    Pertinently, on March 29, the government ordered inquiry into the various aspects related to the visits of “Kiran Patel” who conned the security establishment in J&K into believing him to be a PMO official and enjoyed five star protocol “brazenly” for a considerable period of time prior to his arrest.

    The inquiry is being conducted by Divisional Commissioner Srinagar and he is required to submit a report within a week.

    SRINAGAR: Kiran Patel, an alleged conman facing a new case of fraud in Ahmedabad, is being transported by a police team from the city’s crime branch. They departed from Srinagar by road and are expected to arrive in Ahmedabad by Monday evening.

    “The police team has left for Ahmedabad from Srinagar on Sunday morning after completing the procedure. He is being brought via road and will reach in 36 hours,” reported The Indian Express, quoting Chaitanya Mandlik, the deputy commissioner of police city crime branch.

    After being investigated for allegedly posing as a Prime Minister’s Office (PMO) official and enjoying related privileges, Patel was in judicial custody in Jammu & Kashmir until March 31. The Gujarat police applied for a transfer warrant, as reported, to continue his prosecution in Ahmedabad.

    Last month, Jagdish Chavda, brother of former BJP minister Jawahar Chavda, filed an FIR at the detection of crime branch police station in Ahmedabad. The FIR names Kiran Patel and his wife Malini for allegedly defrauding Jagdish of approximately Rs 15 crore in 2022, under the pretext of renovating his residential property in the Shilaj area of Ahmedabad.

    IPC sections 406 (criminal breach of trust), 420 (cheating and dishonestly inducing delivery of property), 170 (personating a public servant), and 120B (criminal conspiracy) were used to book both Patel and Malini.

    Malini is on a six-day remand of the DCB.

    Srinagar, Mar 29: The Government on Wednesday ordered a time-bound inquiry into the various aspects related to the visits of “Shri Kiran Patel” who conned the security establishment in Jammu and Kashmir into believing him to be a PMO official and enjoyed five star protocol “brazenly” for a considerable period of time prior to his arrest earlier this month.

    “Sanction is hereby accorded to the appointment of Shri Vijay Kumar Bidhuri, IAS, Divisional Commissioner, Kashmir, as Inquiry Officer to inquire into the various aspects related to the visits of Shri Kiran Patel to Kashmir during the past months and security arrangements made thereof,” reads an order by J&K’s Home Department. “The Inquiry Officer shall identify the lapses on the part of the Officers/ Officials concerned and submit a detailed report within one week,” the order, a copy of which lies with GNS, reads.

    Patel was on his third visit to the Kashmir Valley when he was nabbed by security officials from a five-star hotel in Nishat area of Srinagar on March 2.

    As per the police report, Patel has prima facie forged and manufactured some documents including some visiting cards on the basis of which he has defrauded not only a single or group of person but “extremely elevated class of the society including high officials of the civil administration and police authorities.” At the end of the day, the police said, Patel succeeded in getting Z Category Security, bullet proof vehicle and enjoyed five star protocol “brazenly” for a considerable period of time.

    “The documents, visiting cards and cell phone of the accused person have been sent for FSL examination, on the basis of which alleged Crime has been commuted, however the FSL examination report has not been received by the investigating agency,” the police had said in a report to court.

    The police further said that investigation conducted so far has suggested that the accused has visited most “sensitive locations and areas of Kashmir Valley” which are highly protected and extremely sensitive as far as present security scenario of Kashmir is concerned. Hence, the police said, this aspect of the matter has necessarily to be probed thoroughly by the investigating machinery as to how and with what motive and object the accused visited these locations and areas.

    “There is enough material available on the file, suggestive of the fact that while meeting different and variety of people and conducting meeting with highly elevated officials of civil administration and police the accused may have received hefty amount for different purpose which areas seem not to have been investigated so far,” the police had said, adding, “further no recoveries have been made by the investigating agency so far, hence a detailed and thorough investigating is also required to be conducted as far as this area of the matter is concerned.”

    Furthermore, the police had said, the meticulous and careful perusal of case diary file and material available on record reflects that during this all period some more persons have remained closely connected with the accused person whose nexus with the accused person requires proper investigation. 5.

    As far as “sophisticated and well planned criminal activities of the accused (Patel) are concerned”, the police said, a well knit network of the accused cannot be ruled out in terms of investigation so far conducted.

    “More surprisingly the accused has posed to be Additional Director (Strategy and Campaign) PMO, New Delhi which in normal course has not to be taken lightly. Hence again a thorough investigation is required to be conducted as to what could be the other possible connection of the accused which can be checked, scanned and controlled at the initial stage, so that an ugly situation is not again erupted,” the police had said.

    New Delhi: The Crime Branch of Ahmedabad Police on Tuesday said it has arrested conman Kiran Patel’s wife Malini Patel for allegedly trying to illegally take over the bungalow of a senior citizen Jagdish Chavda (63).

    In the FIR both Kiran Patel and Malini have been named as accused.

    Kiran Patel is accused of impersonating as a PMO official in Jammu and Kashmir. He was arrested and is in judicial custody.

    A case of cheating was filed against Malini based on the allegations of the victim. In this case both Kiran Patel and his wife Malini have been named as accused.

    The bungalow which they tried to occupy is located in a posh area of Ahmedabad. Kiran Patel had threatened the bungalow owner that he had links with the PMO.

    Chavda lodged a complaint with the local police and finally a FIR was registered. He said in his complaint that Kiran Patel contacted him in the first week of February and told him that he was a property dealer.

    Kiran Patel tried to convince the victim that if the bungalow is renovated they might get a good price. Chavda fell into their trap and agreed to their suggestion. Later, Malini and some interior designers met him. The accused took Rs 35 lakh initially from Chavda. Due to the renovation work, Chavda had to shift.

    Later Chavda came to know that Kiran Patel and Malini had changed the name plate and had been living in the house claiming to be the owners. They didn’t even renovate the house.

    Now the police has made the first arrest in the matter.

    In his handwritten letter addressing the actress as “My baby Jacqueline”, the conman conveyed his message saying that he misses her “a ton on this day” and said that he knows her “love” for him is “never ending”.

    “My bomma (doll), I miss you a ton on this day of my birthday, I miss your energy around me, I have no words, but I know your love for me is never ending, is all over me,” he wrote.

    He further said that what matters to him is what is in her heart, which he said is beautiful, and that he does not need proof.

    “But I must admit, I am missing you, you know how much I love you my botta bomma,” he wrote.

    Chandrashekhar added that Jacqueline and her love is the “bestest gift”, which is “priceless” in his life.

    SRINAGAR: Hitesh Pandya, an additional public relations officer in the Gujarat Chief Minister’s Office, resigned on Friday evening after serving for nearly 22 years. The resignation was due to the links between his son, a businessman associated with the BJP, and “conman” Kiran Patel, who is currently in custody in J&K for impersonating an official from the Prime Minister’s Office. Pandya had served five chief ministers, including Keshubhai Patel, Narendra Modi, Anandiben Patel, Vijay Rupani, and Bhupendra Patel.

    As per Hitesh Pandya’s statement, The Indian Express reported, “I have tendered my resignation to the Chief Minister (Bhupendra Patel). Nobody asked me to resign. I felt I should resign. I will wind up my pending work by March 31 and be relieved from the office.”

    Hours before resigning, Hitesh Pandya confirmed to the newspaper The Indian Express that his son, Amit, had visited J&K with Kiran Patel “for business purpose” with his approval. Amit, along with another individual, Jay Sitapara, were present when Patel was arrested earlier this month. Both Amit and Sitapara have been summoned by the J&K police for questioning.

    According to Pandya, his son is innocent and a witness in the case. He also mentioned that Amit deals in home security appliances and is associated with the BJP, having served as the party’s social media cell convener in North Zone till January 2023.

    While denying any knowledge of Kiran Patel’s links to the CMO, Pandya admitted that Patel was affiliated with a private organization called Nation First Foundation (NFF), which Pandya had established in 2011.

    “I founded the organization in 2011 to promote Modi saheb’s ideologies. Our work was solely focused on serving the nation. We conducted a Bharat Jago Abhiyan to create awareness among people about the BJP government’s initiatives and accomplishments… Kiran Patel joined the organization through Amit’s connection with him,” said Pandya as per The Indian Express.

    When asked specifically about Amit’s connection with Kiran Patel, Pandya stated, “They were both employed at a publicity company in 2004. I knew Kiran as Amit’s friend. However, I came to the realization in 2011 that he was not someone we should associate ourselves with. Therefore, I relieved him and all the individuals associated with him from NFF. I found his business practices and billing to be improper… Kiran Patel then went on to establish his own organization.”

    “Why would you break the relationship? He was keeping him away without snapping the relationship,” said Pandya when asked why he didn’t warn his son about Kiran Patel. However, their contact increased after Amit’s “rare heart condition” in September last year. “After Kiran’s arrest, Amit and Jay were kept in a hotel and their statements recorded. Then, they were let go and told that they will have to come whenever called. His statement was recorded as a witness,” he explained.

    Pandya also mentioned that he informed the Chief Minister and other relevant authorities about the case as soon as he found out about it from Amit.

    Pandya has been associated with the Gujarat CMO for over two decades, joining in 2001 as an assistant PRO. Before that, he worked at Life Corporation of India and the Rajkot daily “Phulchhab”.

    SRINAGAR: The Gujarat state’s Ahmedabad Crime Branch has filed a fresh First Information Report (FIR) against Kiran Patel, a fraudster who posed as a PMO (Prime Minister’s Office) official and deceived the security establishment in Kashmir to obtain various benefits before being apprehended earlier this month.

    According to an official who spoke to news agency KDC, the Ahmadabad Crime Branch has lodged a fresh FIR against Kiran Patel, dubbed a ‘conman’, after being arrested by a team of Srinagar police based on information from the CID department. Patel had posed as an additional director (strategy and campaigns) at the Prime Minister’s Office and received numerous benefits, such as a bulletproof car, security protection, and various other amenities.

    The official stated that the police station of Ahmadabad’s Crime Branch in Gujarat state has registered a new FIR (number 11191011230073) against Kiran Patel under sections 406, 420, 170, and 120 B.

    Sources have verified that a two-member team from the Crime Branch has been dispatched to Srinagar to assume the custody of Kiran Patel from the Srinagar police.

    The initial report of the arrest of the fraudster, hailing from Gujarat, who had allegedly used fake credentials to pose as an Additional Director (Strategy & Campaigns) of the Prime Minister’s Office in New Delhi, was published by the Srinagar-based news agency, KDC. The arrest had taken place at Hotel Lalit in Srinagar, in a significant case handled by the Srinagar police.

    An FIR number 19 of 2023 was registered by Srinagar police in Police Station Nishat in Srinagar, reads “On 02-03-2023 a reliable information received by Police Station Nishat has revealed that a fraudster namely Kiran Bhai Patel son of Jagdesh Bhai Patel resident of Gujarat has by virtue of criminal intention indulged in activities within the jurisdiction of this police station and other parts of Kashmir valley and by employing high degree of forged means. Kiran Bhai has impersonated himself as a senior government official of India.”

    “The said individual, by resorting to cheating, forgery and impersonation has duped gullible people and also intentionally induced people to do and also to omit to do activities, under a well-knit plan for securing monetary as well as material benefits,” reads the FIR.

    The imposter had taken the J&K administration and security structure for a ride by securing Z-plus security cover, a bulletproof Mahindra Scorpio SUV, official accommodation at a five-star hotel, and a lot more,” reads the FIR.

    On Thursday, after hearing the arguments of the counsel representing Patel and additional public prosecutor, the court of Chief Judicial Magistrate (CJM) Srinagar Raja Mohammad Tasleem found the bail plea “devoid of any merit”.

    “I am of the considered opinion that arguments advanced by APP are just, proper and appealing and carries much weight and on the other hand I respectfully disagree with the submission put forth by Counsel for the applicant (Patel) because in case at this stage discretion of bail is exercised in favour of the accused it shall definitely destroy the very fabric of the investigation,” the court said. “Resultantly, in my considered opinion the instant application is devoid of any merit which deserves to be rejected, hence rejected.” (KDC)

    Ahmedabad: Alleged conman from Gujarat Kiran Patel, held in Jammu and Kashmir for posing as a top official of the Prime Minister Office (PMO), has been booked by the Ahmedabad cops on cheating and criminal conspiracy charges for trying to usurp a senior citizen’s bungalow here using the same tactic, said an official on Thursday.

    Patel, a resident of the Ghodasar area of the city, was arrested by the Jammu and Kashmir police earlier this month from a five-star hotel in Srinagar after the authorities grew suspicious about his activities.

    On Wednesday, the Ahmedabad city crime branch lodged a case of cheating (Indian Penal Code section 420), criminal breach of trust (406), criminal conspiracy (120-b) and personating a public servant (170) against the alleged conman, said Deputy Commissioner of Police, Crime, Chaitanya Mandlik.

    Patel’s wife Malini Patel has been shown as a co-accused in the FIR (first information report), he said.

    “As per our information, four FIRs related to cheating have been registered against Kiran Patel in different police stations of Gujarat in the past. Since he is in judicial custody, we will try to bring him here through a transfer warrant,” Mandlik said.

    In the latest FIR, it is alleged that Patel tried to grab a bungalow in a posh locality in Ahmedabad by winning the trust of its owner through false claims of being a “Class 1 officer in the PMO” and having close relations with politicians.

    The complainant, 63-year-old Jagdish Chavda, owns a bungalow in the Shilaj area but wanted to sell it because of personal reasons. Patel approached Chavda in February 2022, claiming to be a real estate agent, and told the owner his property would fetch a good price if it was renovated.

    To win Chavda’s trust, Patel then identified himself as a “Class-1 officer in the PMO” as well as a partner in a cafe chain. When Chavda agreed for the bungalow’s renovation, Patel, his wife Malini and an interior designer started the work and took Rs 35 lakh in installments from him, the FIR said.

    As renovation was underway, Chavda shifted to his friend’s residence in the Shela area. After some time, Chavda learnt that Patel and his wife had put their own name plate outside the bungalow and also did a house-warming ritual as if they were the owners.

    When confronted, the Patel couple left the bungalow without finishing the renovation work, following which Chavda and his family moved back into the house, according to the police.

    In August 2022, Chavda, through a court notice, learnt Patel had filed a civil suit claiming ownership of the property, said the FIR.

    In August 2019, a city-based decorator had lodged a complaint in Vadodara against Patel and two others for allegedly duping him of Rs 1 crore.

    As per the FIR registered at the Raopura police station in 2019, Patel along with two event organisers – Dipesh Sheth and Dhara Sheth – had approached the complainant, Paritosh Shah, to decorate Navlakhi ground in Vadodara for a Navratri event held in October 2018.

    While the trio paid nearly Rs 50 lakh to Shah in various installments for the work done, they started giving excuses to clear the remaining bill of Rs 1 crore, as per the FIR.

    At one point, Patel even threatened Shah with dire consequences claiming he was politically well connected. When the trio refused to pay the pending money, Shah lodged a complaint with the Raopura police in August 2019.

    A similar complaint of cheating and breach of trust was registered against Patel in Bayad town of Arvalli district in August 2020.

    As per the FIR registered by the Bayad police, Patel along with his brother Manish Patel and the latter’s wife Darshna had convinced three persons of Bayad to invest their savings in tobacco and cattle feed business for good returns.

    In all, the accused took Rs 1.75 crore from one Ashish Patel and two of his friends by promising high returns on their investments, said the police document.

    When cheques given by the accused got dishonoured, complainant Ashish Patel and others sought their money back, following which, the trio returned nearly Rs 50 lakh, but refused to pay the remaining sum of Rs 1.25 crore, said the FIR.

    SRINAGAR: A court here on Thursday dismissed bail plea of man from Gujarat, Kiran Patel, who conned the security establishment in Jammu and Kashmir into believing him to be a PMO official and got the requisite perks prior to his arrest earlier this month.

    Having reserved the order on Monday after hearing the arguments of the counsel representing Patel and additional public prosecutor, the court of Chief Judicial Magistrate (CJM) Srinagar Raja Mohammad Tasleem found the bail plea “devoid of any merit”.

    “I am of the considered opinion that arguments advanced by APP are just, proper and appealing and carries much weight and on the other hand I respectfully disagree with the submission put forth by Counsel for the applicant (Patel) because in case at this stage discretion of bail is exercised in favour of the accused it shall definitely destroy the very fabric of the investigation,” the court said as per the order, a copy of which lies with the news agency GNS. “Resultantly, in my considered opinion the instant application is devoid of any merit which deserves to be rejected, hence rejected.”

    Kiran Patel, the alleged imposter hailing from Gujarat posed as an additional director (strategy and campaigns) in the Prime Minister’s Office and enjoyed many perks, including a bulletproof car and security cover besides other hospitality. Kiran Patel was on his third visit to the Kashmir Valley when he was nabbed by security officials from a five-star hotel in Nishat area of Srinagar on March 2.

    Police has ruled out any intelligence failure in the entire episode but blamed field officers for “lapse” with further avowal of action against those involved.    “There has been a proper FIR in this case. See, when Srinagar police got information on March 2, a team headed by a senior IPS officer arrested him red handed. Fake visiting cards were recovered,” ADGP Kashmir Vijay Kumar (IPS) said recently. “Rigorous interrogation was done. He remained under police custody for 14 days. He is presently in judicial remand. He is in jail completely,” he had said, adding, “We are professionally carrying out investigation. We are taking help from Gujarat police and nobody will be spared”.

    Asked about “clear cut” guidelines by MHA that no security should be given to anyone on verbal instructions, he had said, “The SOP is there from the beginning. Instructions come from time to time. Police should not provide security to anyone on verbal instructions. We don’t. The mistake which has happened is being looked into and action will be taken against the officer who has given instructions.”

    Asked if it was an intelligence failure, the ADGP had responded in negative, saying “we cannot call it intelligence failure. There has been negligence at the field officer level and action will be taken.”  (GNS)
