    JAMMU, MARCH 8: The Jammu and Kashmir Services Selection Board (JKSSB) is conducting Computer Based written Test (CBT) for various posts with effect from 16th March to 5th April, 2023 at various examination centers in Jammu and Kashmir.

    The examination has been scheduled to be conducted in multiple batches at different locations/venues setup in various districts of the UT, for which adequate security arrangements have been put in place at each examination centre.

    The concerned District Magistrate will issue prohibitory orders under Section 144 of Criminal Procedure Code (CrPC) around the examination centers during the timing of examination.

    A multi layered structure for supervision has also been established with one Centre Observer and Centre Magistrate for each examination center by the respective District Administration. Besides, senior officers shall also be deployed as General Observer by the General Administration Department and IT professionals shall be deployed by Information Technology Department for monitoring of the CBT examinations. The J&K Police shall deploy security personnel for frisking and maintenance of law and order at each venue/location.

    In addition, the CBT shall be conducted under CCTV surveillance for maintaining transparency in the examination. Besides, low frequency Jammers are being installed in all the examination centres to prevent the use of unfair means including cheating using Bluetooth and wi-fi enabled electronic devices. In order to ensure that the examination process being adopted is completely secure and free from any kind of malpractice, a third party has been hired to review/audit the examination process of Computer Based Tests(CBTs) conducted by JKSSB.

    The aspiring candidates appearing in the aforesaid examination are hereby cautioned against the activities of vested interests and advised not to fall prey to the designs of touts and unscrupulous elements. If any candidate is approached by touts/unscrupulous elements in any matter pertaining to recruitments of JKSSB, they are advised to immediately report about such persons to the JKSSB. The Jammu and Kashmir Services Selection Board (JKSSB) will appreciate if specific information about such unscrupulous elements along with evidence is furnished to the Board, enabling it to take appropriate legal action. The identity of such candidates who will report about the unscrupulous elements shall be kept confidential.

    The JKSSB wishes best of luck to all the candidates taking the CBT examination. Moreover, candidates scheduled to appear in the examination are also warned to desist from indulging in any unfair means practice like impersonation, carrying of prohibited items, communication devices, electronic equipments /gadgets or any other material with the intention of receiving assistance. The candidates found to be attempting/using any unfair means practice during the examination, shall be dealt with strictly as per the provisions of Jammu and Kashmir Services Selection Board (Conduct of Examinations) Regulations, 2022 including debarring of such candidates for appearing in future examinations.

    The candidates have been advised to visit official website of the Boardhttps://jkssb.nic.in only for authentic/verified updates/information. They should also carefully read the instructions enclosed with the Admit Card.

    Srinagar, Mar 6 (GNS): The Jammu and Kashmir National Conference State Spokesperson Imran Nabi Dar on Monday slammed the government on selection and the award of contract to ‘tainted’ and blacklisted APTECH Company for conducting the upcoming Jammu Kashmir Services Selection Board (JKSSB) exam(s).

    Echoing the public rage over the decision, Imran, as per GNS, said “The Company has been penalized by the Supreme Court and is on the blocklists of various states including Haryana, Uttar Pradesh and Rajasthan. In J&K also the company was accused of blatant irregularities and violations of the law in altering the tender’s terms and conditions. Why is such a company being selected which has consistently failed to provide transparency and accountability in conducting such an exercise? This question begs to be answered. The board instead of addressing the genuine concerns and fear of the educated, skilled local youth seems hell bent on destroying their future. Such an undue decision doesn’t inspire confidence of aspirants in such public examinations.”

    In the first place the company shouldn’t have been allowed to compete in the tendering process. “Commercial interest should never outweigh the public interest. As is happening in this case. There is every likelihood of biasness, favouritism and unfairness in the said process. I hope the incumbent LG administration will refrain from letting the company conduct public examinations which require a high degree of secrecy/fairness as the future of aspirants would depend upon such examinations.”

    It goes without saying that there is a major scam at work, he said, “Despite J&K high court’s questioning the awarding of the contract to APTECH, the assigning of the contract to the same company doesn’t stand any reason. I also request the honourable high court to take Suo moto cognizance of the issues in the public interest.” (GNS)

  • JK Sports Council To Conduct Asia’s Longest Ultra Cycle Race

    SRINAGAR: The Jammu and Kashmir Sports Council held a press conference on Tuesday to announce Asia’s first longest Ultra-Cycling Race, which will begin on March 1st, 2023.

    Project Director Jeetendra Nayak, Joint Secretary Bashir Ahmad Bhat, and representatives from the J&K Sports Council presided over the press conference.

    Speaking to the media, Nayak said that only 1000 km races had been staged in India so far, and he added that this longer race would provide all Indian ultra cyclists the chance to take part in an event of this caliber.

    He disclosed that the cycle event has been designated as the Asian Ultra Cycling Championship and the World Ultra Cycling Championship by the World Ultra Cycling Association, USA.

    The cutoff times for solo, team of 2, and team of four peddling are respectively 12 days, 10 days, and 8 days.

    The officers gave a briefing on the 3651 km race, which will begin in Srinagar, J&K, and culminate in Kanyakumari, Tamil Nadu, near the southern tip of the Indian Peninsula.

    He said, “The route is the longest highway in India, NH44, and travels through 12 important Indian States, 3 important metropolises, and more than 20 important cities.

    The Joint Secretary noted that all preparations had been completed, including teams for security and assistance, to ensure a safe and successful event.

    According to him, each rider’s crew and support vehicles will be there to help them finish the race.

    Dr. Amrit Samarth, Sahil Sachdeva, Sumer Bansal, Dhiraj Kalsait, Shubham Das, Mahesh Kini, Atul Kadu, Vikram Uniyal, Manish Saini, Indrajeet Vardhan, Geeta Rao, and Amoeba Ravindra Reddy are the riders for the Solo team.

    The teams consist of the ADCA, Amravati Riders, Maha Cycling Team, and Maharashtra Police.

    Thiruvananthapuram: The Kerala Forest Department will be conducting a census of tigers and elephants in the state in April and May, state Forest Minister A.K. Saseendran announced on Sunday.

    The minister told media persons that the census of tigers in Wayanad forest division will be first, being conducted during the first week of April, while the census of wild elephants will be done on May 17 and 18.

    The Chief WildLife Warden will supervise the counting of elephants and tigers and the Additional Principal Chief Conservator will be the nodal officer for the surveys at the state level.

    The census of tigers will take place at Wayanad and Kannur forest divisions which comprise the wildlife sanctuaries of Aralam and Kottiyoor, parts of Wayand North and South divisions, and the Wayanad wildlife sanctuary.

    The Forest Department will install camera traps at 312 locations that were previously installed during the All India Tiger census in 2018 and 2022 to estimate the exact number of tigers.

    The elephant survey will be conducted on May 17 and 18 and the finer details will be chalked out in the days to come, including the number of teams required for a comprehensive census as well as the gadgets and other equipment required for the same.

    Srinagar, Feb 22: Authorities Wednesday said that the Term End exams for Classes Ist to 7th and 9th in district Srinagar will be held from the second week of March as per the old pattern.

    Officials further said that the date sheet and the assessment of these classes would be done by the respective authorities of the school.

    District Institute of Education and Training (DIET) Principal Srinagar, Tahira Hilali informed the news agency—Kashmir News Observer (KNO), “This year the exams would be held as per the old pattern and from next session, we will conduct the exams as per the New Education Policy (NEP).”

    In the meantime, DIET Srinagar said, “All government and private schools of district Srinagar shall conduct the Term End Assessment (T2) for Classes Ist to 7th and 9th from 2nd Week of March-2023.”

    “The examination shall be conducted at school level as per past practice,” the DIET principal said.

    She impressed upon all the schools to issue a date sheet at school level with proper dissemination—(KNO)

    New Delhi: The Supreme Court on Tuesday shot a volley of questions at the Uddhav Thackeray faction, asking how many times did the Parliament discuss a review of the conduct of the Speaker, why is that question raised before the court, and also, why should the court change rules just because one or two Speakers went astray.

    Senior advocate Kapil Sibal, representing the Uddhav Thackeray faction, submitted before a five-judge constitution bench, headed by Chief Justice of India D.Y. Chandrachud, that “your lordships have great confidence in the constitutional office of the Speaker but do they discharge this confidence?”

    At this, the Chief Justice replied: “You also have that confidence when you say that the Speaker has to decide the disqualification petitions… that is not dependent on who is the Speaker, Mr Sibal”. He added that the constitutional authority of the Speaker to decide is not based on who the Speaker is.

    Sibal said the a Speaker who appoints the whip and Leader of the Opposition without reference to the political party, “you think he can decide in my favour, there is no way!”

    The Chief Justice said: “The first Speaker in defiance of legislative rules gave two days’ notice… this is the way everybody is behaving. There are two options: either you debunk the authority of the Speaker or.. in a democracy you value the office of the institution… denigrating constitutional offices including the office of the Speaker.”

    When Sibal said they are denigrating themselves, the bench — also comprising Justices M.R. Shah, Krishna Murari, Hima Kohli and P.S. Narasimha — said: “It is a race to the bottom then.”

    Justice Narasimha told Sibal: “Legislators, parliamentarians…. decided upon the Speaker to be the tribunal.. it is parliamentarians’ decision, the Tenth Schedule. Therefore, the court is only interpreting that…”

    Sibal referred to the decision of the apex court on 27 June last year, where the court granted interim relief to Shinde faction by extending the time to file responses to the disqualification notices. It later, on June 29, gave the go-ahead to a floor test called by the Governor.

    Justice Narasimha orally observed: “On one hand if the Speaker is with you, you would say it is a constitutional authority. What is wrong with it… if you have some difficulty, you mean, not you. Look at the way Speakers have behaved. For us, as long as the constitution bench judgment is there, we will go by the fact that the Speaker is the tribunal.”

    The bench further added that the Speaker is the presiding officer as per Tenth Schedule and “we will not go back on the decision, that is the final decision, as far as we are concerned”.

    Sibal replied by that logic, the June 27 order could not have been passed, and that is what led to what way we are today.

    Justice Kohli said that if one or two Speakers have gone astray, would the court be inclined to debunk the whole procedure as laid down and the Tenth Schedule?

    To this, Sibal said: My intention is not that, I have been telling what is happening.” Justice Kohli said then it is a conundrum. Sibal said: “Yes, it is a conundrum, a constitutional conundrum and somebody has to sort it out.”

    At this juncture, justice Narasimha said: “Another question, every time this question is raised before the court. I would want to ask you how many times did the parliamentarians raise this question in the Parliament saying let us actually amend the Constitution.”

    “How many times did the discussion take place in the Parliament to review the conduct of the Speaker. Why is that question raised before the court, which is not a forum for consideration. how many times parties have sat down together and decided this is not working?” he asked.

    “Once Kihoto Hollohan was rendered then,” Sibal said referring to the apex court verdict in the 1992 case, upholding the sweeping discretion available to the Speaker in deciding cases of disqualification of MLAs.

    Justice Narasimha replied: “Why, it only upheld the Tenth Schedule. It is your making, the Tenth Schedule. This will take us nowhere, Mr Sibal. Frankly, unless there is an amendment to the Constitution, there is a reference, a direct challenge…”

    The top court made these observations while dealing with Maharashtra political crisis triggered due to rebellion in the Shiv Sena. It will continue to hear the matter on Wednesday.

    On February 17, the apex court had declined to make immediate reference to a seven-judge bench the reconsideration of its 2016 Nabam Rebia judgment, which restricted the power of the Speaker to examine disqualification petitions against MLAs if a resolution for his removal is pending.

    A five-judge bench headed by Chief Justice of India said the issue of reference will be decided only with the merits of the case and fixed the matter for hearing on merits on February 21.

    New Delhi: The Delhi High Court on Tuesday ruled that the virginity test conducted on an accused while the investigation is on, be it in police or judicial custody is unconstitutional in the spirit of Article 21 of the Constitution.

    The ruling came as a single-judge bench of Justice Swarna Kanta Sharma was dealing with a case related to the 1992 Sister Abhaya murder in Kerala.

    In this case, as the Central Bureau of Investigation (CBI) had conducted a virginity test on Sister Sephy (one of the convicts) leading to a violation of Sephy’s human rights, the bench granted her liberty to opt for compensation after the criminal case is over.

    Sephy had filed a petition in 2009 questioning the virginity test.

    A special CBI court had convicted Sephy in Kerala in 2020 for murder of Sister Abhaya, whose body was found in a well after co-convict Father Kottoor threw her into it to hide the cause of death.

    Sister Abhaya was smacked on the head with a hand axe before she was dumped in a well, the trial court had found.

    The CBI and Centre’s objection on territorial jurisdiction was also rejected by the court on Tuesday, observing that the authorities including the National Human Rights Commission are in the national capital and hence, part of the cause of action arose here.

    Kerala Police and it Crime Branch had, initially, dismissed the matter as a case of suicide. It was only due to public outbursts that the matter was later handed to the CBI.
