  • JK On The Verge Of Completing Two Lakh MGNREGA Works

    SRINAGAR: During a review of the Rural Development Department and Panchayati Raj schemes in the UT of J&K, it was revealed that the region is making significant progress towards finishing approximately 200,000 projects under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) this fiscal year. The meeting was chaired by Chief Secretary Dr Arun Kumar Mehta, and this accomplishment is considered a significant milestone in the region’s history.

    In addition to the Administrative Secretary of RD&PR, the meeting was attended by other high-ranking officials, including Administrative Secretaries from the Departments of Agriculture Production and Farmers Welfare, Jal Shakti, Forest, PWD, Labour & Employment, IT & Information, Revenue, Health, and YS&S, as well as the Secretary in RDD and HoDs of Agriculture and Rural Development Departments.

    During the meeting, it was reported that the Department had set a high target of 200,000 works for the current year, which is a significant increase compared to previous years. The Department is confident that it will be able to achieve this goal. Furthermore, it was revealed that the Department has generated over 2.82 crore person-days of work for the rural population thus far in the current financial year.

    The meeting revealed that the number of completed works under the MGNREGA scheme in previous years was considerably lower compared to this year’s achievements. For instance, in 2018-19, only 26,352 works were completed, which increased substantially in the following years. The number nearly doubled to 54,311 in 2019-20 and then increased to 67,278 in 2020-21. This year, the scheme has already crossed the 171,824 mark in completed works, representing an increase of more than 200% so far.

    The total cost of achieving this remarkable number of completed works was Rs 931.16 crore. Additionally, it was noted that the percentage of women person-days amounted to approximately 30.35%, providing an opportunity for women to obtain empowerment through employment. The meeting also informed that approximately 9 lakh individuals from around 6.84 lakh households worked under this scheme to earn their livelihood.

    It is worth noting that last year, the average daily wage rate per person increased from Rs 213.94 to Rs 226.78. Payments are made exclusively through online mode and are directly credited to the workers’ accounts. Additionally, most payments were made within just 15 days of completing the work, as informed during the meeting.

    Regarding the plans for next year, it was disclosed that the Department has proposed around 2,71,474 works, including 1,07,249 works related to natural resources management (40%), 80,522 works related to creating individual assets for vulnerable sections, 82,334 works related to rural infrastructure, among others.

    The Chief Secretary commended the Department for this exceptional achievement and encouraged them to raise their expectations for future targets while maintaining efficiency. He urged them to take advantage of this opportunity under the LG administration to introduce necessary reforms that would enhance transparency, responsibility, and accountability in the system, thus enabling them to serve the people more freely according to their expectations and needs.     JAMMU: In a historic achievement J&K is well on target to complete around 2 lakh works under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) this financial year.

    This information was given out in a meeting chaired by Chief Secretary, Dr Arun Kumar Mehta to review the performance of Rural Development Department & Panchayati Raj schemes implemented in the UT of J&K.

    Besides the Administrative Secretary, RD&PR the meeting was attended by the Administrative Secretaries of Agriculture Production and Farmers Welfare Department; Jal Shakti; Forest; PWD; Labour& Employment; IT & Information; Revenue; Health; YS&S; Secretary in RDD; HoDs of Agriculture and Rural Development Departments.

    The meeting was informed that as compared to previous years the Department has this year set a very high target of 2 lakh works for it and the Department is expecting to achieve it also. It was revealed that the in the current financial year so far the Department has generated more than 2.82 Cr person days of work for the inhabitants of the rural population.

    It also came to fore during the meeting that during the past years the number of works completed used to be far less than what has been achieved this year so far. It was given out that during the year 2018-19 the number of works completed under MGNREGA were mere 26,352 and increased  substantially in the coming years.

    The number nearly doubled and reached to 54,311 works in the next year of 2019-20 thereby taking a leap reaching 67,278 in 2020-21, 84,705 in 2021-22 and this year the scheme already crossed 1,71,824 mark in the number of works completed taking a plunge of more than 200% so far, the meeting was informed .

    This remarkable number of completed works has been achieved at the expenditure of Rs 931.16 Cr. It was further given out that the percentage of women person days hovered at around 30.35% thereby extending an opportunity to the women for their empowerment through employment. The meeting was also apprised that nearly 9 lakh persons belonging to around 6.84 lakh households worked under this scheme to earn their livelihood.

    It is pertinent to mention here that the average wage rate per day per person was hiked last year from Rs 213.94 to Rs 226.78 and the payments are made exclusively through online mode directly into the accounts of the workers. Most of the payments had been made in a span of just 15 days after completion of work, the meeting was apprised.

    Regarding the next year plan it was revealed that the Department has proposed around 2,71,474 works which includes 1,07,249 (40%) of works related to natural resources management, 80,522 works of creation of individual assets for vulnerable sections, 82334 works of rural infrastructure besides others.

    The Chief Secretary applauded the Department for this unique achievement and asked them to raise their bar of expectation in the coming years besides efficiency of achieving the targets. He enjoined upon them to utilize this opportunity under the LG administration in bringing about necessary reforms regarding the transparency, responsibility and accountability in the system thereby achieving new heights in serving the people freely as per their expectations and requirements.

    Chandigarh: Punjab Chief Minister Bhagwant Mann on Thursday listed out the achievements of the AAP government on its first anniversary and promised to accelerate the state’s progress to turn it into ‘Rangla Punjab’.

    He spoke about his government fulfilling the AAP’s guarantees of giving 300 units of free electricity per month, government jobs for the youth, and opening of mohalla clinics, among others.

    “The AAP government, which was elected with expectations and big hopes, completed one year in office. Punjabis created history by giving a huge mandate to the AAP one year ago,” he said.

    In the 2022 Punjab Assembly election, the Aam Aadmi Party won 92 of 117 seats.

    “Within one year, we gave 26,797 government jobs,” Mann said, adding that 87 per cent of households in the state got zero electricity bills.

    The chief minister also said that a decision to regularise the services of 14,000 temporary employees in the education department and 14,000 in other departments has been taken.

    Services of outsourced employees will also be regularised after removing “legal hurdles”, he said.

    On the agriculture front, Mann said his government gave MSP on ‘moong’ crop and Rs 1,500 per acre for promoting direct seeding of rice and also cleared sugarcane dues of Rs 392 crore.

    More than 500 mohalla clinics have been opened in Punjab and 12 to 15 lakh people have availed healthcare services at these facilities, he said and termed it his government’s “big achievement”.

    He further said the AAP government in Punjab will start Schools of Eminence for students.

    Mann also spoke about the sacrilege and accused the previous governments of doing nothing to ensure justice in the matter. He said that his party had promised to deliver justice in cases related to the desecration of the Guru Granth Sahib.

    Referring to the 2015 Kotkapura police firing incident, he said a 7,000-page chargesheet and there was no “political interference” in the probe carried out by the Punjab Police special investigation team.

    “Since we did so much work in the first year, we will now shift to the second gear of progress. Big industrialists are keen to invest in Punjab, they will set up their units and it will create jobs,” the chief minister said.

    “Our motive is not (to form) the next government… Generally, parties start looking at how their next government will be formed… we are saying people have made the government. Our priority is to take our next generation forward and raise the standard of living of the poor,” he said.

    Asserting that his government was working towards turning the state into a ‘Rangla (vibrant) Punjab’, Mann said, “If you have shown faith in me and then keep the faith. I will never break your faith.”

    The chief minister said that his government will start a “very big campaign” against drugs.

    Asserting that his government has zero tolerance towards corruption, claimed that his government took strict action in graft cases. Many former ministers are in jail and action has been taken not only against influential people but also against those who belonged to the ruling AAP, Mann added.

    The AAP was born out of an anti-corruption movement, he said.
