    Hyderabad: The Central Government owes Rs 2433 crores in the form of Goods and Services Tax (GST) compensation to Telangana. The GST compensation dues for the Financial Years 2020 to 2021 and 2021 to 2022 are still withstanding and amount to a total of Rs 2,432 crores.

    The pending GST compensation of Rs 2,433 crores are the dues from the last three years. Despite the repeated requests from the Telangana government, the BJP government has not cleared these dues.

    Telangana has received about Rs 16,570 crores in the form of GST compensation since the beginning of the GST system. June 2022 is the end of transition period for the state governments and this has not been extended despite many requests by various states. The GST compensation method was introduced to compensate for the revenue loss of the states.

    Similarly the West Bengal government has said the pending GST compensation was about Rs 2,409 crores from the state. When the question of pending dues to the state of Kerala was raised by a Member of Parliament in Lok Sabha, Union Finance Minister Nirmala Sitharaman has said that the Kerala Government has not submitted documents approved by the Accountant General for GST compensation for the last 5 years.

    New Delhi: Finance Minister Nirmala Sitharaman on Monday came down heavily in Parliament on states complaining about delay in getting GST compensation, saying that rather than blaming the Centre for delay in facilitating the payment, they should ensure that the accountant general’s (AG) statements, which is the prerequisite for seeking the amount, are sent on time.

    Replying to a series of questions on GST compensation raised by DMK’s A Raja and RSP’s N.K. Premachandran in Lok Sabha during Question Hour, Sitharaman said that the Kerala government has not sent the AG statements for five years, i.e. from 2017-18 to 2021-22.

    “I am looking at my records and saying Kerala has not sent the AG’s certified statements for the GST compensation for the years 2017-18, 2018-19, 2019-20, 2020-21, and 2021-22. I am sorry to be so precisely going by year after year and thereby taking the valuable time of the House. So, you have sent it not even for one year.

    “Have you sent me the AG’s certified account even for one year for getting your compensation dues? Then, it is accused that the Centre is not releasing the funds in time. The certified authorised statement has reached not even for one year,” she said.

    The Finance Minister told Premachandran to convey to Kerala government that it should send all the statements together at one go.

    “On the receipt of that, we will clear it. You have not sent it for one year, and you keep blaming us that we are not giving you the money in time,” she said.

    Telangana: Rs. 255.48 crores awarded as compensation in National Lok Adalat

    Hyderabad: The National Lok Adalat for settlement of pending cases of various categories, pre-litigation cases including consumer disputes was organized on Saturday across Telangana.

    A total of 3,30,866 cases including 9,262 pre-litigation and 3,21,604 pending cases of various categories were settled. An amount of Rs. 255.48 crores was awarded as compensation to the beneficiaries in the settled cases, a press release issued by the Telangana Stated Legal Services Authority stated.

    The National Lok Adalat was held under the guidance of Justice Ujjal Bhuyan, Chief Justice of the High Court and Patron-in-Chief Telangana State Legal Services Authority.

    New Delhi: A total of 1,457 cases are pending in various high courts, related to compensation for land acquisition against the government or the National Highway Authority of India (NHAI) wherein no response could so far be filed, the Rajya Sabha was told on Wednesday.

    Union Minister of Road Transport and Highways, Nitin Gadkari, in a written reply at the Rajya Sabha, said: “There is no delay in filing of replies. Therefore, the question of fixing responsibility does not arise.”

    “Instructions have been issued to all concerned officers to file the response on behalf of the government or NHAI within the prescribed time limit in the matters pending before the High Courts,” he added.

    The Ministry of Road Transport and Highways has issued instructions and guidelines regarding timely handling of court cases in which it has been instructed that the concerned field office of the agency involved in the development and maintenance of national highways, shall file a suitable counter affidavit in court cases, well before the date of hearing of the case before the court and defend the case on behalf of the Central government, said the reply.

    The Ministry said that many efforts have been taken for resolution of land acquisition compensation disputes. It includes introduction of BhoomiRashi portal for online submission of LA notification for reducing the time in publication and payment of compensation.

    The efforts in this regard also include regular meetings with state governments for speedy land acquisition and timely disbursement of compensation.

    Court orders 2 doctors to pay Saudi woman SR52,500 in compensation for medical error

    The General Court in Riyadh has ordered two doctors, a male and a female, to pay SR52,500 in compensation to a Saudi woman, local media reported. The medical report and expert opinions showed that the doctors made a 100 per cent error in the woman’s treatment plan, causing harm to her teeth and gums.

    The ruling came after the Ministry of Justice and the Ministry of Health recently announced the completion of the transfer of the jurisdiction of the legitimate health bodies from the Ministry of Health to the general judiciary.

    The Supreme Judiciary Council established a number of specialized departments to handle such disputes in the Court of Appeal and the General Court in Riyadh, where judges and their assistants were trained and qualified, in order to ensure quality and accuracy in the judicial verdicts issued over these disputes.

    India Inc bosses to get 9.1% pay hike, average CEO compensation now Rs 8.4 cr

    New Delhi: Amid widespread layoffs, top Indian CEOs and senior executives are set for an average 9.1 percent salary hike in 2023 and average CEO compensation has gone up 21 percent over the past four years to Rs 8.4 crore now, a study showed on Monday.

    The study found that among the Bombay Stock Exchange’s (BSE) top 30 companies, long-term incentive (LTI) is provided at 176 percent of fixed pay for CEOs and at 103 percent for other c-level executives, including the chief operating officer, chief financial officer, sales leader and chief human resources officer.

    The average LTI amount for CEOs for the same set of organizations is Rs 10 crore, according to the study by Aon, a leading global professional services firm that analysed data across 519 companies from more than 25 industries.

    Within Pay at Risk — the sum of variable pay and long-term incentives (LTI) for total compensation — the component of LTI has increased to 40 percent of the total compensation as of now, up from 26 percent in 2015-16.

    “In a rapidly evolving, volatile business environment, organizations seek to adopt executive pay programmes that drive the right behaviours, are cost effective and contribute to long-term business results,” said Nitin Sethi, CEO, Human Capital Solutions, India and South Asia at Aon.

    For the Board and senior managerial positions, one in three organizations are focusing on improving diversity levels.

    As part of an accelerated effort, boards are embedding environmental, social and governance (ESG) factors, diversity and succession metrics in the long-term and short-term goals for CEOs and executive leaders, the study noted.

    Compensation, and its related governance, continues to be an important issue for employers as they strive to build and maintain a resilient workforce.

    “With rising shareholder activism, pay governance has become a key focus area for India Inc. As a result, organizations are updating their ‘Malus clauses’ that are additional checks before vesting of long-term executive incentives — particularly in cases of material financial restatement,” said Pritish Gandhi, director and practice leader of the Executive Compensation and Governance Practice in India at Aon.

    Malus clauses allow a company to reduce or cancel a senior executive’s bonus or share award before it has been paid out.

    “At the same time, clawback clauses which allow organisations to retrieve past pay-outs under exigent circumstances of fraud and misconduct are also being applied for a duration of three to five years, as organisations design their 2023 executive compensation programmes,” Gandhi elaborated.

    Mumbai: Maharashtra Chief Minister Eknath Shinde has announced compensation for the next of kin of 5 youths from Solapur killed in an accident in Andhra Pradesh’s Tirupati, an official said on Thursday.

    Condoling the deaths of the five youths, Shinde said Rs 5 lakh each will be given to their families and the state government will bear the full treatment costs of the other four injured.

    The victims were devotees, who had gone for darshan at the famed Tirupati Temple in Andhra Pradesh, when their vehicle met with a major accident.

    While five were killed instantly, the four others injured were initially rushed to a government hospital and then shifted to the Tirupati Devasthanam Hospital.

    According to officials, the vehicle rammed into a culvert in Chandragiri Mandal near Tirupati on Wednesday afternoon, and was reduced to a heap of metal, the local police said.

    They had completed their worship at the Tirumala temple and were heading towards the Kanipakam temple when their vehicle met with the accident on the Naidupet-Puthalapattu Highway near Kalroadpalli village.

    The victims have been identified as Atharva Tembhurnikar, Mayur Mathpati, Rishikesh Jangam, Ajay Laatle (among the deceased) and the injured are Rohan Irani, Rahul Irani, Shree Nerlekar, and Ambadas Kumar, as the tragedy cast a pall of gloom in their home town.

    After completing the autopsy and other formalities, the bodies of the deceased victims are being brought to Solapur for the final rites.
