GST mop-up in March at Rs 1.60 lakh cr second highest ever, FY23 gross collection up 22%

New Delhi: GST collections in March grew 13 percent to the second highest ever at Rs 1.60 lakh crore, taking the growth rate of revenue mop-up for full 2022-23 fiscal to 22 percent.
March also saw over 91 percent of the GST registered businesses filing returns and paying taxes reflecting greater compliance and improving economic activity.
Gross GST revenue collected in March 2023 is Rs 1,60,122 crore, of which Central GST is Rs 29,546 crore, State GST is Rs 37,314 crore, Integrated GST is Rs 82,907 crore (including Rs 42,503 crore collected on import of goods) and cess is Rs 10,355 crore, the finance ministry said in a statement.

In April 2022, GST collection had touched a record high of close to Rs 1.68 lakh crore. The second highest mop-up was recorded in March 2023, at a little over Rs 1.60 lakh crore.
For full 2022-23 fiscal year, gross Goods and Services Tax (GST) mop-up grew 22 percent to Rs 18.10 lakh crore. The average gross monthly collection for the full year is Rs 1.51 lakh crore.
March is the fourth time in the just gone by financial year that the monthly gross GST collection has crossed Rs 1.5 lakh crore-mark. Last month also witnessed the highest IGST collection ever, the ministry said.
Revenue for the month of March 2023 is 13 percent higher than the GST revenue in the same month last year, the ministry said. During the month, revenue from import of goods was 8 percent higher and revenue from domestic transaction (including import of services) is 14 percent higher than the revenue from these sources during the same month last year.
The ministry said return filing during March 2023 has been the highest ever. 93.2 percent of statement of invoices (in GSTR-1) and 91.4 percent of returns (in GSTR-3B) of February were filed till March 2023 as compared to 83.1 percent and 84.7 percent, respectively a year ago.

KPMG in India Partner Indirect Tax Abhishek Jain said the monthly and yearly GST collection point towards the growing trajectory of the Indian economy.
“Another cheer point is the highest ever compliance rate with 91.4 percent of returns being filed in the month of March, indicating success of revenue authorities and businesses in ensuring tax compliance and preventing tax evasion,” Jain said.
Deloitte India , Partner, Leader – Indirect Tax, Mahesh Jaising said with the growth in economic activity and increased focus on GST analytics based audits, the trend should see upward trajectory in the coming months.
“Also, with the new FTP being rolled out from today, we have to wait and watch the impact on the import-export which is expected to have a role in GST collections too,” Jaising said.
Tax Connect Advisory Partner Vivek Jalan said businesses are also understanding that robust compliance is the way forward under GST and a significant boost in GST return filing taking the compliance ratio to more than 90 percent from early 80 percent shows that Indian businesses are fast moving into the mainstream.
This would enhance the Income Tax revenues also and lead to overall GDP growth, Jalan added.

J&K admin unveils Rules for levy, assessment and collection of property tax in limits of municipal councils and committees

Srinagar, Feb 21: The administration of Jammu & Kashmir Union Territory on Tuesday unveiled Rules for levying, assessment and collection of property tax in the limits of municipal councils and committees of the UT.
The Housing & Urban Development Department today notified “The Jammu and Kashmir Property Tax (Other Municipalities) Rules, 2023 “.
According to the notification, a copy of which is in possession of news agency—Kashmir News Observer (KNO), these rules, which would be applicable within the limits of municipal councils and municipal committees, shall come into force from April 01, 2023.
The Rules define the procedure for calculation of property tax.
According to the Rules, the Taxable Annual Value (TAV) of a property under the Municipal Act-2000 and the property tax due thereon for a financial year shall be calculated in accordance with a formula given in schedule-I to these rules.
The Rules state that the property tax on residential property would be 5% of Taxable Annual Value (TAV) while that of non-residential property be 6 % of Taxable Annual Value (TAV).
The property tax calculated in respect of a building shall hold for a block of three years unless any change to such calculation is necessitated on account of the circumstances envisaged in the Act for allowing revision in such calculation, the Rules state.
“The first block shall commence from 1ST April 2023, and shall continue to remain in force till 3 1 March 2026. The blocks shall be similarly calculated thereafter, “read the Rules.

According to the Rules, new buildings coming up after the commencement of the block shall have their property tax liability calculated with reference to the 1st day of the relevant block, and irrespective of their having completed three years, their liability to tax shall be calculated anew from the date of commencement of the new block of three years for the Corporation as a whole.
“Where a building is liable to property tax for only a part of the year, the tax due shall be proportional to the number of completed months and parts of month not completed shall be ignored,” the Rules state.
According to the Rules, vacant lands, not appurtenant to a structure/building shall be exempt from property tax if there is a Master Plan in force in the area, under which any construction/development on such vacant land is disallowed or if they have been put to agricultural use.
“Similarly, all the properties of the municipality and all places of worship, including temples, masjids, Gurdwaras, Churches, Ziarats, etc. and cremation and burial grounds shall be exempt from payment of property tax,” the Rules state.
The Rules state that all properties owned by the Government of India / UT government shall be exempted from payment of property tax.
“However, service charge at the rate 3% of the taxable annual value shall be payable to the Municipality in respect of such properties,” the Rules state—(KNO)

Royal Mint adds Dumbledore coin to Harry Potter-themed collection

A coin featuring Prof Albus Dumbledore has been launched as part of a Harry Potter-themed collection from the Royal Mint.
The collection was introduced in 2022 to celebrate the 25th anniversary of JK Rowling’s Harry Potter and the Philosopher’s Stone.
The new coin has the king’s portrait on the “heads” side, while two other coins in the collection feature the late Queen Elizabeth II. It is available to buy from the Mint’s website as a 50p denomination version as well as in other denominations.
Other coins in the collection feature Potter, the Hogwarts Express, and the Hogwarts School of Witchcraft and Wizardry.
So far, Harry Potter enthusiasts across 86 countries had bought coins from the range, the Royal Mint said.
Rebecca Morgan, the director of collector services, said: “We are delighted to be continuing our spellbinding Harry Potter coin collection with Professor Albus Dumbledore featuring on his very own 50p.
“The Royal Mint’s Harry Potter coin collection has seen a popular response among collectors worldwide, not only for the books being a global phenomenon, but due to the collection being one of a small number that will see a change of portrait during the series. The 50p coin featuring Professor Albus Dumbledore marks this change of portrait, with his majesty King Charles III’s official coin portrait now appearing for the first time in the series.
“This collection of coins serves as a permanent reminder of the fascinating transition from Britain’s longest reigning monarch to his majesty the king’s first appearance on UK coinage.”

Some of the coins in the collection are in colour and some have a “latent feature” that rotates in the light to reveal a lightning bolt and the number “25” to mark the anniversary year. Royal Mint used an advanced picosecond laser to imprint the intricate designs.
The coin series has been created in partnership with Bloomsbury Publishing, the Blair Partnership and Warner Bros Consumer Products.
Prices for the Dumbledore coin range from £11 for a brilliant uncirculated 50p and £20 for a colour version, to £5,215 for a £200 denomination gold coin.

Hyderabad: Chief Secretary holds review meeting on tax collection

Hyderabad: Chief Secretary Santhi Kumari on Wednesday held a meeting with officials and reviewed the progress achieved in realization of States own tax and non tax revenues.
Officials from commercial tax, excise, stamps and registration, transport, mining and other departments attended the meeting.
The Chief Secretary asked the officials to focus on achieving the targets for this year.
She wanted them to take special measures to boost the tax collections. She stated that weekly reviews will be held to ensure that the targets are achieved. The Commercial Tax, Registration and Excise departments were asked to propose action plan to augment additional revenue.
The Government has realized Rs 91,145 Crores in tax revenue collections and Rs 6996 Crores in non tax revenues totaling Rs 98,141 Crores by the end of January this year.
Commissioner and Inspector General, Registration and Stamps Rahul Bojja, Commissioner, Commercial Taxes Neetu Kumari Prasad, Special Secretary, Finance Ronald Rose, Director, Prohibition & Excise Sarfaraz Ahmed, Commissioner Transport Buddha Prakash Jyothi and other officials attended the meeting.
