Democratic D.C. Council Chair Phil Mendelson said at a press conference he had withdrawn the passed changes to D.C.’s criminal code. President Joe Biden said last week he would not veto a congressional resolution axing the updates, after the House passed a measure last month that would overturn the changes and the Senate is expected to clear that legislation this week. The measure only requires a simple Senate majority to pass, and a number of Democratic senators have indicated they would vote for it.
“It’s clear that Congress is intending to override that legislation,” Mendelson told reporters.
Whether he can do so is up for debate, however. Asked if the city council had withdrawn a bill before, Mendelson said “I have not found precedent” for doing so but argued there was no provision in the law against him pulling it back either.
“There’s no prohibition on what I’m doing,” he said.
It was not yet immediately clear if the D.C. Council could call back the legislation, which many in Congress have characterized as a “soft on crime” approach. Democratic D.C. Mayor Muriel Bowser had vetoed the bill, saying it would not make the city safer, but the council overrode that veto.
“The messaging got out of our control, and that the messaging got picked up by Republicans who wanted to make a campaign out of it for next year against Democrats,” Mendelson said.
The House on Feb. 9 voted 250-173 to overturn the move by D.C.’s government to revise its criminal code, with 31 House Democrats joining Republicans. A Senate vote is expected this week.
“If the Republicans want to proceed with a vote, it will be a hollow vote because it really isn’t there before them,” Mendelson argued.
Mendelson said the congressional action would not affect how D.C. approaches city issues.
“I don’t plan on doing a gut check. Let’s be clear, I don’t plan on installing a hotline to Republican leadership in the House in the Senate and calling them every week and asking for permission to move forward,” Mendelson said.

NEW DELHI: Sale of gold jewellery and gold artefacts hallmarked without six-digit alphanumeric HUID unique identification number shall not be permitted from April 1, the government on Friday said.
Food and consumer affairs minister Piyush Goyal on Friday chaired a meeting to review the activities of Bureau of Indian Standards (BIS).
To promote quality culture in micro scale units, it has been decided that the BIS will provide 80 per cent concession on the certification/minimum marking fee across various product certification schemes.
Gold hallmarking is a purity certification of the precious metal. It was voluntary in nature till June 16, 2021.
After that, the government decided to implement mandatory gold hallmarking in a phased manner. In the first phase, it was made mandatory in 256 districts and 32 more districts were added in the second stage, taking the total number to 288 districts. 51 more districts are being added.
“starting from 1st April 2023, the sale of only gold jewellery with HUID shall be permitted,” an official statement said.
Nidhi Khare, additional secretary in the department of consumer affairs, said that “in consumers interest, it has been decided that after March 31st, sale of gold jewellery and gold artefacts hallmarked without HUID will not be permitted.”
At present, she said four digits as well as six-digit HUID are being used currently.
She said the hallmarked gold jwellery items are being sold across the country, even in those districts where it is not mandatory yet because of consumers demand for quality product.
Hallmark Unique Identification (HUID) number is a six-digit alphanumeric code consisting of numbers and letters.
HUID will be given to every piece of jewellery at the time of hallmarking and it is unique for every piece of jewellery.
The jewellery is stamped with the unique number manually at the Assaying & Hallmarking Centre (AHC).
In the meeting, Goyal directed the BIS to augment the testing infrastructure in the country.
The BIS was told to increase the frequency of product testing and market surveillance depending on the criticality of components used for the consumer safety.
BIS should also increase the frequency of lab inspection.
BIS has been directed to enhance market surveillance for different products such as pressure cooker, helmets, and other consumer products to ensure product safety.
BIS has proposed Quality Control Orders (QCO) for 663 products in the coming time.
Currently, there are 462 products covered under QCOs, the statement said.
“In an effort to promote quality culture in micro scale units, BIS is providing an 80 per cent concession on the certification/minimum marking fee across various product certification schemes of BIS,” the statement said.
Additionally, units located in the northeast will continue to receive an extra 10 per cent concession.
“We are committed to ensuring that all products in India meet the highest quality and safety standards,” Goyal said.
These measures shall promote micro scale units, enhance the testing infrastructure, and develop a culture of quality consciousness among citizens, he added. (Agencies)

Colombo: Sri Lanka is planning to do away with the rationing of fuel using a QR code ahead of the National New Year, the Ceylon Petroleum Corporation (CPC) announced on Monday.
The CPC said that it plans to stop issuing fuel on limited basis starting from April 10 ahead of the New Year falls on April 13 and 14.
The decision was taken as the Corporation was receiving sufficient amount of fuel and country’s largest oil refinery is in operation producing nearly 50,000 barrels of fuel per day.
“Plans are underway to ensure continuous supply of crude oil for the refinery,” a CPC spokesman said.
Faced by the worst-ever economic crisis since Independence in 1948, the islanders faced severe shortages of fuel halting transportation and power generation.
Sri Lankans had to queue up for days to purchase fuel and over 15 deaths were reported at the fuel queues.
To ease the congestion, government initially introduced rationing system by issuing fuel based on the vehicle registration number and later in August 2022 introduced a QR code system issuing 20 litres of fuel for light vehicles and 4 litres for petrol for motorbikes.
In addition to CPC, the Indian Oil’s subsidiary Lanka IOC has been operating as the sole private oil company for last 20 years.
It operates over 200 retail petrol and diesel stations around Sri Lanka while owning one-third share in Ceylon Petroleum Storage Terminals Limited — a joint venture of Lanka IOC and CPC which operates 13 oil terminals across the island nation.

Hyderabad: Telugu Desam Party (TDP) leader Yanamala Ramakrishnudu on Saturday said that Andhra Pradesh chief minister Jagan Mohan Reddy has put aside the Indian Penal Code (IPC) and Jagan Penal Code is in force.
Speaking to the media at the TDP office in Tirupati, Ramakrishnudu alleged the Indian Constitution was no longer in force and CM’s policy is bogus votes and fake notes. ”He is planning to win the next elections with the same policy,” the TDP leader remarked.
“The State is now under undeclared emergency and the government is suppressing the fundamental rights of the people, the media and the Opposition,” Ramakrishnudu alleged.
“The Enforcement Directorate (ED) has made it clear that Jagan made a whopping Rs 43,000 crores, taking advantage of his father, the late Dr YS Rajasekhara Reddy’s rule,” said Ramakrishnudu, adding, “where has the money gone?”
He said that not allowing TDP leader Nara Lokesh to address the people certainly amounts to a violation of his right to speak.
Stating that Lokesh’s foot march is only aimed at improving the future of the state and the youth, Ramakrishnudu said, “The Yuva Galam is a tremendous success. The issues identified by Lokesh during his pada yatra will be on top of the list of the TDP’s manifesto for the upcoming elections” he concluded

Hyderabad: Prof. Faizan Mustafa, former Vice Chancellor of Nalsar University, while delivering a memorial lecture at Maulana Azad National Urdu University has said that implementation of uniform civil code in a country like India is a challenging task. The culture of every state is different. Governments and political parties make promises of implementation of uniform civil code as election jumlas, but are forgotten after elections.
The Department of Women Education organized a Commemorative Lecture in collaboration with Safdarya Girls High School. Prof. Fatima Ali Khan, former President, Department of Geography, Osmania University was the chief guest. A documentary on the life of social reformer and pioneer of women’s education in Hyderabad, Sughra Humaun Mirza, was also screened.
Prof. Faizan Mustafa said that the uniform civil code cannot be opposed on the basis of freedom of religion for a long time. Instead, the right to culture under Article 29 of the Constitution can be the best shield. Article 29 of the Constitution can be introduced to prevent the implementation of uniform civil code.
He said that in the past, women’s education was not given attention. At such a time, it is a great achievement for Sughra Humaun Mirza to study and inspire others.
Vice Chancellor Urdu University Prof. Syed Ainul Hasan in his presidential address said that it is important for girls and women to be educated in competitive times. He paid tribute to the services of Sughra Humaun Mirza and said that the institutions established in her name are running successfully.
Humayun Ali Mirza, Secretary, Safdarya Girls High School, proposed a vote of thanks.

New Delhi: Justice Sanjay Kishan Kaul of the Supreme Court on Saturday said the Insolvency and Bankruptcy Code (IBC) has had a big role to play in India’s new “startup culture” as it created a conducive environment for budding entrepreneurs.
Speaking at the Insolvency Law Academy’s inaugural conference on the topic of “Emerging Global Insolvency Horizon: Indian Footprint and Front View”, Justice Kaul said India’s economy has been growing since the early 1990s, leading to an expansion of the credit market.
“In my opinion, the IBC has also had a big role to play in India’s new startup culture by creating a conducive environment for budding entrepreneurs,” he said.
Justice Kaul said the expansion of the credit market has resulted in an increase in non-performing loans and assets.
“To solve this problem, the Insolvency and Bankruptcy Code was enacted in 2016 primarily to serve two purposes — first, to ensure that debtors take sound and practical decisions and second, to give financially-ailing corporate entities a chance to rehabilitate and continue their business.
“The IBC essentially consolidated laws relating to insolvency resolution of companies, partnerships and individuals. Hence, the implementation of the IBC in India marked the beginning of a new era that completely overhauled India’s insolvency regime,” he said.
The apex court judge said in the early years of the code’s implementation, there were complex questions that required authoritative and conclusive answers.
But this provided an opportunity not only to the judiciary, but all the professionals to contribute towards laying an infallible foundation, he added.
Justice Kaul said the diversity in the Indian society must be reflective in all fields of life as it brings on the table varied views and experiences and wholesome solutions.
“I believe that the main issue in ensuring a successful representation is unconscious bias. This has led to a vicious cycle where on one hand, newcomers are not given a platform to showcase their talent due to their lack of experience.
“But on the other hand, these newcomers cannot find that experience if opportunities are not granted to them. Hence, I look forward to following how the discussions on bringing diversity into the process of insolvency, along with gender inclusivity, are dealt with by the panellists,” he said.
The judge said mediation might also help reduce the burden on the National Company Law Tribunal (NCLT) and the National Company Law Appellate Tribunal (NCLAT).
“Alternative resolution of such disputes will not only provide an avenue to the entities without facing an adversarial process, but can also result in speedy and cost-effective solutions for the creditors. We have to realise that these are not professional creditors so as to say.
“These are people who have invested their life savings to be able to cherish the dream of owning their own house. In these cases, it becomes all the more urgent to ensure that the relief extended to the homebuyers is not only effective, but also quick and least cumbersome,” Justice Kaul said.

New Delhi: There has been no decision “as of now” on the implementation of a uniform civil code in the country, the government informed Rajya Sabha on Thursday.
In a written reply, Law Minister Kiren Rijiju said the government had requested the 21st Law Commission to undertake examination of various issues relating to uniform civil code and to make recommendations.
“The term of the 21st Law Commission ended on August 31, 2018. As per the information received from the Law Commission, the matter related to uniform civil code may be taken up by the 22nd Law Commission for its consideration,” he said.
“Therefore, no decision on implementation of uniform civil code has been taken as of now,” he said.
The term of the present law panel ends later this month. Government sources have indicated that the panel’s three-year term could be extended.
The current law panel was constituted on February 21, 2020, but its chairperson and members were appointed in November last year, months before the end of the panel’s term.
The 21st Law Commission undertook the examination of various issues relating to uniform civil code and uploaded a consultation paper, titled “Reform of Family Law”, on its website for wider discussions.
The implementation of a uniform civil code was a poll promise made by the ruling BJP in the 2014 and 2019 Lok Sabha elections.

Srinagar, Jan 30: Donning the Kashmiri traditional gown (pheran), Congress leader and Member Parliament (MP) Rahul Gandhi Monday said he deliberately wore a white T-shirt to give chance to his enemies to change its colour but he received endless love instead of grenades. He said the message Bharat Jodo Yatra(BJY) was to see the end of phone calls giving the message of deaths in the Valley.
Addressing a rally on the last day of BJY at SK Stadium, Sonwar, Srinagar, amid heavy snowfall, Rahul, as per news agency—Kashmir News Observer (KNO) said that much was talked about his T-Shirt. “I wore (white) T-Shirt to give chance to my enemies to change its colour, but instead I received lots of love and warm wishes instead of grenades,” Rahul thundered from the stage amid slogans from the participants: “Jodo, Jodo Bharat Jodo”
Rahul said he can well understand the pain and agony of Kashmiris. “Every Kashmiri I met during my Yatra had tears in his/her eyes. The main message of BJY is to see the end of phone calls giving messages of deaths. What would be the fate of the families including soldiers, CRPF men and Kashmiris when they get phone calls with messages of deaths/killings of their loved ones? Who else can understand that other than me? I have received phone calls about my father’s death and even my grandmother’s death and thus I could realize the pain of families of those killed in Pulwama,” he said as snowflakes filled the air.
Rahul dared Home Minister Amit Shah and other BJP leaders to conduct or hold Padyatra in the Valley like the one he did. “I am sure they can’t do it as they are afraid and have fear in their hearts,” he said and accused Prime Minister Narendra Modi, Union Home Minister Amit Shah, National Security Advisor (NSA) Ajit Doval, and the Rashtriya Swayamsevak Sangh (RSS) of “instigating violence”.
Rahul said that Kashmiriyat was a thought and Kashmir was a home for him. “In fact, the thought Kashmiriyat presents is a home for me. For me, the home is not just four-walls but the thought Kashmiriyat gives and presents,” he said.
While speaking on the occasion, Rahul said that he has not carried out this yatra for himself or for the party, but for the people of the country.
Speaking on the occasion, Rahul’s sister, Priyanka Gandhi said that the main message of BJY was to spread love and call for the end of hatred by bringing the hearts together. “Finally, we have succeeded,” he said.
Former J&K chief ministers including Omar Abdullah and Mehbooba Mufti while speaking on the occasion said that they see a ray of hope in Rahul Gandhi.
Earlier in the day, Rahul unfurled the national flag at the yatra’s campsite at Cheshma Shahi in Srinagar. He later hoisted the national flag at PCC office here following which the main culmination event was held in which the former chief minister’s of J&K including Omar Abdullah and Mehbooba Mufti also participated—(KNO)
