    New Delhi: On the eve of polling in the crucial Karnataka Assembly polls, the Congress on Tuesday complained to the Election Commission against Prime Minister Narendra Modi and other BJP leaders for violating the Model Code of Conduct (MCC).

    In a eight-page complaint to the Commission, Congress General Secretary and state unit in-charge Randeep Singh Surjewala said: “We write to you with great urgency to bring to your attention the brazen and blatant violation of the MCC as well as the provisions of the Representation of People Act, 1951 by the Prime Minister and other leaders of the Bharatiya Janata Party (BJP).”

    Surjewala said that on Monday, post 11 p.m., Modi addressed the public through a video message, wherein he appealed to the voters of Karnataka on behalf of BJP and all its candidates contesting in the the elections.

    “With due respect, neither the Prime Minister nor this Commission can possibly deny the ‘Silence Period’ as contemplated under Section 126 of the Representation of People Act, 1951 for the Karnataka Legislative Assembly Elections, 2023 had come into effect from Monday 6 p.m.” he said, attaching the video link of the Prime Minister’s address.

    The Congress leader, who himself camped in the southern state for over two months, said: “In fact, this Commission’s attention may even be brought to the live interviews of Union Home Minister Amit Shah and BJP President J.P. Nadda, which were aired on news channels after the declaration of the ‘Silence Period’. In these interviews, the said leaders spoke extensively about the Karnataka elections and their respective candidates.”

    He also submitted a copy of the video recording of the live interviews being conducted on news channels after declaration of ‘Silence Period’ with the Commission.

    The Congress leader, in his complaint, also cited the six complaints it submitted with the poll panel in last few days against the speeches given by Modi, Shah, Nadda and Uttar Pradesh Chief Minister Yogi Adityanath, as part of BJP’s election campaign.

    Surjewala said that he was still hoipeful that the poll panel may initiate action against the BJP leaders and not be intimidated by the high offices that they hold.

    “The COmmission must take immediate note of this and initiate appropriate proceedings against Modi, Shah, Nadda, Yogi Adityanath and the BJP,” he said, adding that it may be mentioned that if convicted under Section 126 of the Representation of People Act, 1951, these leaders will stand disqualified from their respective membership in the Parliament as well as the Legislative Assembly.

    On Monday, the Commission also served a notice to Congress President Mallikarjun Kharge asking to provide clarification and take rectification measures over former party chief Sonia Gandhi’s purported ‘Karnataka sovereignty’ remark.

    Polling for Karnataka assembly is scheduled on May 10 and counting of votes will take place on May 13.

    Durbin also said “everything is on the table” but didn’t offer any solutions that Congress could undertake on its own to impose policies on ethics for the nation’s highest court. But he said a strong policy is definitely needed to rebuild the court’s credibility.

    “We need to change the image of this court. At this point it is at the lowest ebb in history,” Durbin said.

    Bengaluru: Senior Congress leader P Chidambaram on Tuesday cautioned the people of Karnataka against the BJP poll manifesto promising Uniform Civil Code (UCC) and National Register of Citizens (NRC) by calling these topics “a pernicious agenda” of the ruling party to divide and polarise the state.

    BJP’s election manifesto for Karnataka released on Monday said: “We will implement the UCC in Karnataka based on the recommendations given by a high-level committee which is to be constituted for the purpose. We will introduce the National Register of Citizens in Karnataka and ensure speedy deportation of all illegal immigrants in the state.”

    Addressing a press conference here, Chidambaram termed the UCC and NRC as the “pernicious agenda that is creeping into the south of India” and said they (BJP) are looking for a gateway in Karnataka”.

    The former Union minister also said he was not worried about anything else in the BJP’s manifesto as “those are irrelevant”.

    “I am concerned deeply about the promise of the UCC and the NRC. This will divide Karnataka, this will polarise Karnataka. This will create social conflict,” he said.

    According to Chidrambaram, the BJP will try to enter other states including Tamil Nadu (using UCC and NRC).

    “We will fiercely resist these pernicious ideas entering Tamil Nadu. But my humble appeal to the people of Karnataka is fiercely resist and stop the entry of this sinister, pernicious agenda into Karnataka,” the Congress leader asserted.

    Bengaluru: Bharatiya Janata Party (BJP) national president JP Nadda on Monday released the party’s manifesto or vision document for the Karnataka Assembly elections in Bengaluru.

    Claiming that they had touched every section of society with their last manifesto, the BJP has this time promised to implement the Uniform Civil Code, provide 10 lakh jobs and ‘state capital region’ tag for Bengaluru.

    Amid backlash over the purported merger of Nandini milk with Amul, the party has also promised free half-litre Nandini milk, and three free of-cost LPG gas cylinders to the poor families.

    Tehran: The Iranian authorities will use cameras in public places to identify women who violate the country’s hijab law, state media reported, according to CNN.

    Notably, under Iran’s Islamic Sharia law, imposed after the 1979 revolution, women are obliged to cover their hair and wear long, loose-fitting clothes to disguise their figures. Violators have faced public rebuke, fines or arrest.

    Iranian women who don’t cover their hair risk being arrested. As part of the widespread protests, many have been disobeying the mandatory dress code, following the death of a young woman while she was being held for allegedly breaking hijab laws.

    Yet, authorities don’t appear to be changing their stance on the matter.

    “Kn an innovative measure and in order to prevent tension and conflicts in implementing the hijab law, Iranian police will use smart cameras in public places to identify people who break the norms,” the state-aligned Tasnim news agency quoted police as saying, CNN reported.

    After the women have been identified, they would be sent warning messages which detail the specific time and place they had “violated” the law, reported CNN.

    “In the context of preserving values, protecting family privacy and maintaining the mental health and peace of mind of the community, any kind of individual or collective behaviour against the law, will not be tolerated,” CNN reported quoting Tasnim.

    Earlier this month, a viral video showed a man throwing yoghurt on two women for not wearing their hijab.

    The video shows a male staff member removing the suspect from the store. The two women were arrested after being issued an arrest warrant for failing to wear the hijab in public, according to Mizan News Agency. Iranian officials said the incident is under investigation, and the male suspect has been arrested for a disturbance of order, reported CNN.

    Later, both women were arrested for violating Iran’s dress code.

    Describing the veil as “one of the civilizational foundations of the Iranian nation” and “one of the practical principles of the Islamic Republic,” an Interior Ministry statement said there would be no “retreat or tolerance” on the issue.

    It urged citizens to confront unveiled women. Such directives have in past decades emboldened hardliners to attack women without impunity.

    In September 2022, Iranians took to the streets nationwide in protest for several months against Iran’s mandatory hijab law, and political and social issues across the country, following the death of 22-year-old Mahsa Amini in the custody of the morality police.

    Women have burned their headscarves and cut their hair, with some schoolgirls removing them in classrooms.

    Those arrested for participating in anti-government demonstrations have faced various forms of abuse and torture, including electric shocks, controlled drowning, rape and mock executions.

    Sultanpur: An MP-MLA court here on Friday acquitted former Uttar Pradesh minister Gayatri Prasad Prajapati in a case related to the violation of the election model code of conduct due to lack of evidence.

    During the hearing, Prajapati’s wife and Amethi MLA Maharaji Devi and many of her supporters were present.

    Prajapati was brought from Lucknow jail and produced before the court amid tight security.

    The case related to the Amethi Kotwali area where during the 2012 assembly elections, police sub-inspector Amarendra Nath Bajpai had filed a case against Prajapati, then a Samajwadi Party candidate, on January 28 accusing him of violating the rules by taking out a procession during nomination with his supporters.

    The trial of the case was going on in the court of Special Magistrate MP-MLA Yogesh Yadav, where the defence counsel argued that the former minister was implicated only due to political enmity.

    Prajapati’s counsel Santosh Kumar Pandey said after hearing both sides, the court acquitted the former minister due to lack of evidence.

    Prajapati is serving a life sentence in a separate case in Lucknow jail.

    Thrissur: A QR code placed on a tombstone at a church in Kerala’s Thrissur helps one to relive and reminisce on the creative work rendered by a doctor, who died young at just 26.

    The parents of Dr Ivin Francis decided to place the QR code on the tomb of the youngster at St Joseph Church, Kuriyachira in the central Kerala district to give people a glimpse into his world as they can watch videos of his performances by scanning the code.

    His family from Kuriyachira has designed a web page containing all the works of Ivin and linked it with the QR code.

    Son of Francis, an officer with a private company in Oman, and Leena, principal of the Indian School in Oman, Ivin was well-versed in music and sports, and found time to indulge in his passion along with his medical course. He was popular among the community with his performances.

    Ivin’s unfortunate death came in 2021 when he collapsed and died while playing badminton.

    “We wanted his life to be a motivation for everyone and that is how we thought of placing a QR code on his tomb,” Francis said.

    Ivin had created profiles of people using QR codes and his parents also decided to do the same. “He also used to send me a lot of QR codes for information. I could scan the QR code and could download the information I was seeking,” the father said.

    He said the idea of placing a QR code was of Ivin’s sister Evelyn Francis. “My daughter told me that just writing something about Ivin on the tomb will not be sufficient to portray what all he did. We thought he may not be satisfied with just that. So, she said we can have a QR code linked to his profile and place it on the tomb. So, people who scan the code will know what was he and what all he could do. She created the site and QR code in 10 days,” Francis said.

    The doting father said his daughter had asked him not to inscribe anything on the tomb when he ordered it. “She created the site and QR code and asked me whether that could be printed on the marble tomb. So I asked the maker, and he said it can be printed,” Francis said.

    He said when the tomb is placed in a cemetery and people see Ivin’s grave, there will not be anyone available to tell them about his son.

    “Now, they can just scan the QR code and can know what sort of a person Ivin was,” Francis said.

    Francis said by scanning the QR code, people can see Ivin’s photographs, his programmes at the college, his friend’s circle, among other details about him. His keyboard and guitar performances can also be seen, Ivin’s father added.

    New Delhi: The Delhi High Court on Monday granted six weeks’ time to Reserve Bank of India (RBI) for filing response in a plea seeking directions to implement Uniform Banking Code.

    Filed as a Public Interest Litigation (PIL) by Advocate and BJP leader Ashwini Kumar Upadhyay, the plea brings up the need for a Uniform Banking Code for foreign exchange transfers to regulate benami transactions and the creation of black money.

    A division bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad granted time to RBI for filing a response.

    In the previous hearing, the bench had given notice to RBI and directed that the entire set of documents be given to its standing counsel while taking into account the significance of the matter.

    Additional Solicitor General Chetan Sharma appearing for Centre submitted that the plea raised a serious issue which required detailed examination.

    The plea stated that the “immigration rules for Visa are same whether a foreigner comes in Business Class or Economy Class, uses Air India or British Airways and comes from USA or Uganda. Likewise, deposit details in Indian banks, including foreign bank branches for Foreign Exchange Transaction must be in the same format whether it is export payment in a current account or salary, in a savings account or donation, in a charity’s current account or service charges payable in YouTuber’s accounts.”

    “Foreign Inward Remittance Certificate (FIRC) must be issued and all international and Indian banks must send the link through SMS to get FIRC automatically in case the foreign exchange is being deposited in the account as converted INR (Indian rupee),” it stated.

    “Moreover, only a person or company should be permitted to send Indian rupees from one bank account to another bank account inside the territory of India through RTGS, NEFT and IMPS and international banks should not be allowed to use these domestic banking transactions tools,” the plea further said.

    New Delhi: Over a month after three devastating earthquakes struck Turkey, experts are trying to piece together information on the compliance level of buildings in the geologically fragile region.

    A recent report outlining preliminary findings of damage assessment of the earthquakes shows violations of the building code stipulations in the past two decades contributed to a large number of lives lost and extensive damage to infrastructure.

    Over 48,000 people have died so far in the February 6 quakes and nearly 1.2 lakh people have been injured.

    The report by a team of scientists from Middle East Technical University (METU), Ankara, and colleagues also observed that in Gaziantep, Hatay, Kahramanmaras, and Adiyaman provinces, the buildings were subjected to seismic shocks larger than what the Turkish Earthquake Code (2018) design levels provided for.

    The experts noted that regardless of the unprecedented nature of the earthquakes, buildings should have endured and not suffered collapses the way they did.

    The ‘Preliminary Reconnaissance Report’ by the international team said that buildings designed and constructed post 2002 could be presumed to perform better during the quakes than the older buildings.

    However, the report shows that more than 1,000 buildings constructed after 2000 were heavily damaged or collapsed, violating the performance objective given in the code which assesses the seismic risk of a building with respect to its geographical location.

    This, the report said, appeared to be an important observation demanding further investigations on the design and construction quality of those buildings.

    “Inadequacies could also develop due to the presence of “soft stories,” which are entrances or basements not having continuity of its walls with those of the upper storeys,” explained Bora Sezer, a structural earthquake engineer based in Istanbul, Turkey.

    “The structures were poorly built. Normally, checks should be done during the construction of the structures,” added Seda Torisu, a Turkish-origin geotechnical engineer, currently working in Japan.

    “If there was no problem with the design of the structure, then problems happened during the application [or construction] of the design on site,” Torisu, a survivor of the 1999 Izmit earthquake, told PTI in an email.

    The team assessed the performance of all kinds of infrastructure such as residential structures, bridges, tunnels, coastal structures and historic structures.

    They found that inadequate foundations, as a matter of fact, were also the reason for “pancake” collapses of multiple buildings.

    Pancake collapse refers to a type of structural collapse which occurs from the top down as upper floors settle into lower floors of a building.

    Similar findings were outlined in the report as well, which divided the building damage inventory in the region into two, based on their construction periods — before and after 2002.

    This is because “a significant change is believed to have occurred in Turkiye between 1998 and 2001,” the report said.

    A modern earthquake code was put into effect on September 2, 1998. Two destructive quakes occurred on August 17, and November 12, 1999, in Kocaeli and Duzce, raising awareness for seismic resistance.

    A modern reinforced concrete design guideline (TS-500) came into force on October 12, 2000, making use of ready mix concrete and ductile low carbon content steel as reinforcement. A Building Inspection Law was enacted on July 13, 2001.

    “When we compare the pre-1998 earthquake regulation with today’s regulations and construction methods, there are serious changes made in terms of regulation acceptances, material quality and application details in construction methods,” explained Sezer, who is working with professors who revised The Turkiye Earthquake Code 2007 and 2018.

    “For these reasons, we expect more damage to structures built before 2000,” Sezer told PTI in an email.

    Examples of “serious changes” which were strictly unacceptable in the revised regulations includes reinforcement bars used for construction not being ribbed, insufficient stirrup tightening — provided to laterally confine steel reinforcement — insufficient concrete quality, and low quality of materials used.

    “Damage to old structures has been enormous. However, we have also seen in these earthquakes that many new buildings built after 2000, which were not well engineered or not well-inspected or whose soil-structure relationship remained unestablished, were damaged or demolished beyond expectations,” said Sezer.

    A strong example which demonstrates this point is that of Erzin in Turkey’s Hatay province, where there were no structural collapses or casualties.

    “The local government did not allow the construction of structures in Erzin, which had not been well-engineered or whose ground-structure interaction was not resolved,” Sezer said.

    “They also carried out strict controls on the construction processes of all buildings. In addition, the buildings in Erzin are low-rise and designed and built in accordance with the earthquake code and regulations,” he added.
