    That was encouraging. But it was no guarantee that they’d be able to get there under actual quake conditions — escaping tumbled buildings, gathering personnel scattered around various facilities, crossing jumbled, sunken ground and roiling water. “It would take us 20 minutes to get underway,” says Ivan Carlson, the pilot association’s president — barring severe disruption. That leaves nearly no time to stop at the Coast Guard station’s docks on the way out; what would they do with injured personnel who couldn’t make it to the dock? Would they have room for any tourists and shoppers at the base exchange?

    Practice makes better. The pilots and Coast Guard conducted their last evacuation drills in 2018, practicing both fleeing to deep water and ferrying passengers across the harbor to Port Angeles, where they would have to scramble on foot about half a mile uphill. “It went perfectly,” says vonBrandenfels, “because we planned it.” Then the pandemic hit, and drills and planning lapsed.

    The Coast Guard’s rotation policy further gums up planning and communication, according to the pilots. Personnel and officers are routinely promoted and transferred to new posts around the country every two to four years, two for commanding officers. The Port Angeles station has had nearly as many COs in its 88 years as the United States has had presidents in 224. Cuttie, who spearheaded tsunami readiness at the Port Angeles station, went on to contend with hurricanes as the Coast Guard’s assistant operation commander in New Orleans, following a stint in Jacksonville.

    The Coast Guard sees this rotation as necessary to build interoperability — a model developed in the early 2000s and first tested against Hurricane Katrina, which drew resources from across the country. With interoperability, “commanders can request assets from all over the Coast Guard,” says Lt. Stephen T. Nolan, the public affairs officer for Coast Guard District 13, the regional command for four Northwest states. “That’s the beauty of the standardization model.” Under it, “you don’t get pockets of operational culture,” Petty Officer Clark explains. “So everyone can work with everyone.”

    But frequent rotations make it hard to build institutional memory and sustain focus on a unique local challenge like tsunamis. “Size really exacerbates the transfer schedule” noted Cuttie. “If 40 percent of 1,500 people at a large base transfer, you still have lots of continuity. But the Coast Guard’s so small” — and Port Angeles is a small base within it — that transfers have much more effect. “It’s really hard for them to keep up with the plan,” sighs vonBrandenfels. “We’ll get the new commander involved, at least get a reasonable communication schedule” — and then he or she is gone.

    Cmdr. Joan Snaith, the commanding officer at Port Angeles until last summer, didn’t have a chance to get briefed on tsunami impacts and evacuation prospects by Ian Miller or another expert; she arrived in June 2020, in the depths of the pandemic. So it may not be surprising that when I reached out to her she expressed a relatively sanguine view of the information and evacuation options that will be available in the 45-plus minutes between the earthquake’s shaking and the tsunami’s arrival. “The size of the wave will determine how we’ll need to respond,” Snaith told me in March 2022. “If we can get people off safely by land, we’ll do that.”

    A land exit might be a reasonable response for the more common sort of waves generated by a distant earthquake or volcanic eruption, most likely in Alaska. (A Jan. 15, 2022, eruption in Tonga produced a tsunami warning but only minor waves along Washington’s coast.) Coasties and others on Ediz Hook would have several hours to prepare and evacuate.

    Not so for the much larger tsunami generated by a Cascadia Subduction Zone quake, which would arrive an hour or less after the shaking starts. “Any official tsunami alert bulletins that come out before the wave arrives will likely not be based on the actual event because they won’t have time to compute actual wave arrival times or amplitudes,” Corina Allen, the state Geological Survey’s chief hazards geologist, explained via email.

    And no one knows exactly how big tsunami waves will be until they land; multiple variables, including bathymetry, tides, and the location and character of the quake, influence wave height. Still, “for a local-source tsunami, the ground shaking will be the warning,” says Maximilian Dixon, who manages the state Emergency Management Division’s Earthquake Program. How long that shaking continues will give some indication of the quake’s severity, but it’s hardly a precise gauge of the tsunami to follow.

    Armed guards aboard a yacht once owned by the late Welsh actor Richard Burton have fired on approaching ships in the Gulf of Aden, prompting an intense gunfight. Yemeni authorities said the guards mistakenly opened fire on a Coast Guard vessel but the ship’s manager insisted they had clashed with pirates.

    The shooting reportedly killed one Yemeni Coast Guard member and wounded another person in a hail of gunfire – the guards are said to have shot as many as 200 rounds of ammunition. The incident shows the danger faced by both shippers and security forces in the waters off the Arab world’s poorest country, even as it remains crucial for global commerce.

    Details of what happened to the Kalizma remain unclear and contested, hours after the incident. The British military’s United Kingdom Maritime Trade Operations initially reported it as an attack with gunfire off Nishtun, in Yemen’s far east near the border with Oman.

    But later, the British military operation providing support to ships across the Mideast described the attack in the Gulf of Aden as being “confirmed by authorities as government agency activity”, without elaborating.

    Ambrey, a maritime intelligence company, said in a brief that a Yemeni Coast Guard contingent had approached a Cook Islands-flagged yacht that hadn’t responded to radio calls.

    According to the Coast Guard, “an armed security team … onboard the yacht then opened fire on the approaching Yemenis and attempted to escape perceived pirates,” Ambrey said. The Coast Guard “returned fire and followed the yacht for approximately an hour until communications with the yacht could be established and the misunderstanding between the parties resolved”.

    Ambrey said one Yemeni Coast Guard member was killed. A later statement from the Yemeni Coast Guard, posted online, acknowledged the death and said its forces along with Yemen’s navy tried to stop the Kalizma as it was operating in a “very suspicious way” close to the shore and did not answer radio calls.

    “The yacht penetrated territorial waters and sailed in them without raising the flag of the yacht’s country, as well as refused to respond and stop in clear violation of international maritime law,” the Yemeni Coast Guard said.

    Aashim Mongia, the owner of Mumbai’s West Coast Marine Yacht Services, which manages the Kalizma, told The Associated Press that one of the guards on board the vessel suffered a gunshot wound to the shoulder. He insisted that “pirates” attacked the vessel first and came back in several waves to try to take the Kalizma, forcing the ship’s three guards to fire more than 200 rounds to protect the nine crew on board.

    “If it was the Yemeni Coast Guard, why did they open fire?” Mongia asked.

    Photos from the ship showed what appeared to be bullet holes from small arms fire scattered across the luxurious Kalizma.

    Initially built in 1906, the Kalizma was bought by Burton for $220,000 in 1967. It was on board the ship where he gave actor and his twice-wife Elizabeth Taylor a 69.42-carat, pear-shaped diamond now known as the Taylor-Burton Diamond.

    The ship later was bought by Indian investor Shirish Saraf, according to a profile by magazine Boat International. Requests for comment to Saraf’s investment firm Samena Capital were not answered.

    Nishtun is held by forces allied to Yemen’s internationally recognised government, which is backed by a Saudi-led coalition. The Gulf of Aden is a crucial route for global trade and has seen attacks attributed to Yemen’s Iranian-backed Houthi rebels during the country’s yearslong civil war. Somali pirate attacks that once plagued the region have mostly stopped in recent years.

    However, attacks have happened there before. In December 2020, a mysterious attack targeted a cargo ship off Nishtun. In Yemen’s war, bomb-carrying drone boats, as well as sea mines, have been used.

    Kochi: One person was injured when a Coast Guard helicopter crashed on Sunday just after takeoff from its enclave at the Cochin International Airport Limited (CIAL) here, but the “presence of mind” of the pilot saved the lives of three persons onboard, a release said.

    The Indian Coast Guard (ICG) said the ALH Mk III chopper CG 855, based in Kochi, took off from the enclave located inside CIAL complex at about 12.25 pm for “inflight checks after fitment of control rods” on the aircraft.

    It said the chopper lost control when it was about 30-40 ft above the ground. However, the pilot showed “exemplary professionalism and presence of mind” with bare minimum controls and manoeuvred the aircraft away from blocking the main runway of the international airport, the ICG statement said

    “Prior to the inflight checks, HAL (Hindustan Aeronautics Limited) and ICG teams had carried out extensive and satisfactory ground trials,” the ICG said. “Immediately after takeoff, when CG 855 was at about 30-40 ft above ground, the cyclic controls (which controls longitudinal and lateral movement of aircraft) did not respond.”

    The pilot “cushioned the landing to the extent possible” in order to save the three persons on board, it added. One person has a minor injury in his hand, sources told PTI.

    The chopper’s rotors and airframe have been damaged, and an inquiry has been ordered to ascertain the cause of the crash.

    Meanwhile, CIAL said airport operations were suspended for two hours after the Advanced Light Helicopter of the Coast Guard met with the accident.

    “The ALH was removed from the operational area around 2 PM and the runway has been cleared substantially after safety inspections, and flight operations have been resumed,” CIAL said in a statement.

    Coast Guard Petty Officer Eddie Berrios confirmed eight people died and teams were searching for at least seven more. He didn’t know what kind of boats they were, but said pangas (small open boats with outboard engines used in smuggling operations) often come ashore there.

    Brahm didn’t know if anyone on the second boat was injured or whether they were apprehended by Border Patrol.

    It was unclear if any arrests were made and the nationalities of the passengers was unknown. Illegal crossings have soared under President Joe Biden, with many migrants turning themselves in to Border Patrol agents and being released in the United States to pursue their cases in immigration court.

    Mumbai: An Indian Navy Advanced Light Helicopter (ALH) on a routine sortie with three personnel on board made an emergency landing off the Mumbai coast on Wednesday, an official said.

    The crew was rescued by a naval patrol aircraft, said the official.

    “Indian Navy ALH on a routine sortie off Mumbai ditched close to the coast. Immediate search and rescue ensured the safe recovery of the crew of 3 by a naval patrol craft,” the official said.

    “Ditching” refers to an emergency landing on water.

    An inquiry to investigate the incident has been ordered, the official added.

    Biden and Democrats are gearing up an expected reelection campaign, including by dispatching Vice President Kamala Harris to fundraisers of her own in her home state. On Friday, she headlined a midday event in the San Francisco suburb of Hillsborough at the home of longtime fundraiser Stefanie Roumeliotes and her husband, John Costouros.

    Despite feeling no pressure to formally announce his re-election campaign, Biden has already held a handful of fundraisers out east to benefit the Democratic National Committee. Earlier this year, he gave a speech to DNC members in Philadelphia that aides described as a soft launch of sorts.

    The president’s latest visit west is expected to include a mix of political and official events. Last year, he joined a stampede of Democrats who got behind Los Angeles Mayor Karen Bass, with Harris making several visits on behalf of Bass’ campaign and swearing her in.

    Biden returned in mid-January to Santa Clara and Santa Cruz counties to visit with communities and first responders impacted by the major winter storms.

    At least 43 migrants drowned on Sunday after the fishing boat on which they were traveling sank off the coast of the Italian region of Calabria.

    According to local authorities, some 250 migrants were crammed aboard the ship, which broke in two about 20 kilometers from the city of Crotone. Over 100 passengers have been rescued, but at least 70 of the people who were aboard the ship remain missing.

    Over the course of the morning, bodies, including those of children and at least one newborn baby, have washed ashore in the resort town of Steccato di Cutro, according to local reports.

    Although the ship’s port of origin was in Turkey, authorities say the majority of the migrants that have been rescued are from Iran, Afghanistan and Pakistan.

    Italian Interior Minister Matteo Piantedosi said the disaster was “a huge tragedy that demonstrates how necessary it is to oppose the chains of irregular migration,” adding that more needed to be done to clamp down on “unscrupulous smugglers” who, “in order to get rich, organize improvised trips with inadequate boats and in prohibitive conditions.”

    Calabrian President Roberto Occhiuto slammed EU authorities for their inaction in addressing the migration crisis and asked “what has the European Union been doing all these years?”

    “Where is Europe when it comes to guaranteeing security and legality?” he asked, adding that regions like his were left on their own to “manage emergencies and mourn the dead.”

    According to the International Organization for Migration’s Missing Migrants Project, at least 2,366 migrants lost their lives attempting to cross the Mediterranean last year; at least 124 have been reporting missing in its waters since the beginning of this year.
